Every day, I hear stories from members about the opportunities Local 103 has afforded them. This includes pay equity and the peace of mind in knowing we have a well-funded and secure retirement that we can rely on. Those of us in construction and maintenance trades work hard all year long and when the warmer weather comes around, so do countless new projects, work opportunities and longer hours on the job.

At Local 103, we’re very proud to be putting many of our members to work on these new and exciting projects. We also appreciate that summer in New England is short and made for unwinding and spending quality time with our family and friends. You certainly deserve it after working hard all year long!

While you’re hopefully taking some hard-earned vacation time this summer, you can rest assured that our team at Local 103 is hard at work, securing your next project. That project for you might be a maintenance job at Encore Boston Harbor or a residential job in Quincy or Somerville, where Local 103 contractors have recently picked up over 1,500 units of new housing. Your next job might be out at Logan Airport, where Local 103 and our contractors have literally turned it around.

Winning more work at the airport has been priority number one for Local 103, and we continue to win work there at a rate not seen in years. Perhaps your next job will be at Harvard, MIT or another prestigious college or university in Boston, or at a large Boston hospital, like Mass General or Children’s, where Local 103 contractors and members earn millions of work hours each and every year. Several high-rise projects are also underway, including two at the Hub on Causeway, two at the Congress Street Garage redevelopment and the Winthrop Square Tower in the Financial District. All these projects are putting our electricians, technicians and apprentices to work every single day.

If you’re wondering where the next wave of construction jobs will come from after that, IBEW Local 103 is actively and aggressively pursuing 16 million square feet of development at Suffolk Downs in East Boston that will provide good jobs for our members for the next 15-20 years.

Another reason to be optimistic about your future at Local 103 is that we have signed 30 new signatory contractors over the last 24 months. New contractors and new members mean more work and more benefits for all our members right now and into the future.

Meanwhile, we continue to convey the value of Local 103 and union contractors to our current and potential customers, constructing the projects that are literally building and reshaping the Boston skyline and surrounding areas.

Last month, the largest-ever first-year class of IBEW Local 103 apprentices were sworn into membership. Over 450 apprentices were initiated on June 27th, including apprentices in electrical, telecom and the new construction wireman program.

These newly-minted first-year apprentices, expected to graduate to journeyperson in 2024, will attend orientation classes and industry-related boot camp courses over the summer. They will be arriving on job sites shortly thereafter.

Academic classes will begin in September. Please welcome our new 103 apprentice members to your job sites and into our brotherhood and sisterhood as part of the future IBEW Local 103 workforce.

Kenell Broomstein Receives NEWLA IBEW Local 103 has a long-standing and meaningful relationship with the Boys & Girls Clubs of Dorchester (BGCD), an amazing youth organization right in our backyard. We’re thrilled that BGCD has awarded Business Agent Kenell Broomstein a 2019 New England Women’s Leadership Award.

Since 1993, this prestigious award has been given to inspiring New England women, like Kenell, who serve as role models for young people in their communities through excellence in their chosen fields, distinguished service in their communities, and perseverance in overcoming adversity.

We cannot think of a more deserving recipient than Broomstein, whose passion for expanding opportunity for women and people of color in the trades has made her an influential leader in both IBEW Local 103 and the local community.

Aside from being the first woman of color to serve as a Business Agent in a Boston construction industry union, Broomstein is also a member of the Greater Boston Labor Council Future Committee, the Lynn Technical Vocational High School Advisory Board, the IBEW’s International Women’s Committee, and multiple other community organizations and initiatives.

Quarterly News of IBEW Local 103

Bulfinch Crossing IBEW Local 103 is proud that our expertise and unparalleled professionalism have granted us access to the city’s largest projects, including the new Bulfinch Crossing development at One Congress Street. Our very own Business Manager/Financial Secretary, Lou Antonellis, spoke at the official groundbreaking ceremony on June 20th about smart pension investing and good jobs for Local 103 members. Hundreds of our members now have the opportunity to work on the project. This sleek new design gracing for Boston’s Financial District, is a collaboration by HYM Investment Group and Carr Properties and, is expected to be completed by September 2020.

This project is a perfect example of IBEW Local 103’s continuous efforts to win work in key markets. Together, our members are truly powering Boston’s building boom. Onward!

Asian-American Night

Dozens of IBEW Local 103 brothers and sisters joined together at China Pearl Restaurant in Quincy on April 27th for an Asian-American celebration dinner. A great time was had by all as we caught up with old friends and made new ones over drinks and delicious food! A big thank you to Arthur Soohoo for organizing, and to the Business Agents and Officers who attended and support this annual event. IBEW Local 103 cherishes the diversity of its membership and is thrilled at the opportunity to host events such as Asian-American night, where we can celebrate together in style!

IBEW Local 103 and NECA Greater Boston families enjoyed a barbecue on the Vineyard Vines deck in historic Fenway Park before watching the Sox beat the Toronto Blue Jays, 7 - 5, in extra innings on June 21st. Members and their families got to take in a great game and catch up with friends as we celebrated another successful year of partnership with the World Champion Boston Red Sox! IBEW Local 103 is so proud of this partnership and what it has meant to our members and to our community.

Building Trades contractor that employs 200 workers in Hingham, said Narcan will be provided at the company’s fabrication shop.

Bryan Snow, an electrician from Peabody, knows about the pain opioid addiction can inflict on a family. The 41-yearold spent years battling the disease, not seeking the help he needed, in part because of attitudes in the construction industry.

Snow, drug-free now for seven years, said the industry must work to encourage those struggling with addiction to come forward to get treatment.

“It needs to be out there: ‘If you need help, you can come.

It’s OK,’ ” Snow said.

As soaring numbers of construction workers battle addiction, building trades leaders in Boston are launching a conference this week intended to do just that: show contractors and union members how they can help those who are hooked on drugs and alcohol.

“We don’t [push] someone away who gets cancer or diabetes; we shouldn’t get rid of someone who suffers addiction,” said Thomas Gunning III, director of labor relations for the Building Trades Employers’ Association, which is organizing the event.

“It’s a disease of the mind, and we want to help them,” he said.

The goal of the weeklong conference is to help break down the stigma surrounding substance abuse disorder that discourages people in the industry from seeking help, Gunning said.

Organizers are also calling for Narcan to be available at all job sites to help prevent overdose deaths, he added.

Mayor Martin J. Walsh will speak Monday at the conference, according to a spokeswoman; it kicks off at 5 p.m. at IBEW Local 103’s headquarters on Freeport Street in Dorchester.

Among other goals, the conference aims to “provide resources and hope to those currently struggling and save lives,” Gunning said.

“It’s a very tough trade. [Workers] may have been given a painkiller to offset an injury, and before they know it, they have a full-blown addiction,” Gill said.

The company also offers access to treatment programs, with most of the cost covered by insurance, he said.

“I want them to be comfortable to come to us to share their problem and work with us to hopefully come up with a solution,” Gill said.

It’s an issue close to Gunning, 33, who spent a decade living with drug and alcohol addiction, he said.

He’s been clean for three years, he said, but had delayed getting help because he feared his colleagues’ reaction.

Since going public with his experience, the response has been positive. He said others facing addiction need to know that attitudes are changing and help is available.

“Good people are dying, and the statistics aren’t in our favor,” he said. “We want to save lives, we want to give hope to those who are struggling, and we want to provide a platform with answers and resources to people who need it.”

Last year, the Massachusetts Department of Public Health reported that nearly one-quarter of overdose deaths in a five-year period occurred among people working in construction, where workplace injuries frequently occur. Those workers had higher-thanaverage rates of overdose deaths, along with farmers and fishermen.

In Massachusetts, 150 of every 150,000 construction workers die an opioid-related death, that report said.

A ceremonial 150 Second Stand Down for Recovery, in memory of those who have died, will be held at 11:30 a.m. Friday at job sites across the state.

Snow said that he injured his back around the year 2000 and was prescribed an opioid painkiller. He quickly found himself addicted, and once his prescription ended, he was buying opioids from fellow workers and on the street, he said.

He made about $600 a week back then, and he figures he spent at least half of his income on drugs. When he was short, he’d borrow money or resort to stealing tools and equipment to raise enough cash.

Snow missed work, and would return home late when he was out.

He worked for his father’s company at the time, and Snow said his family knew almost immediately he was addicted.

“They knew, and I didn’t,” Snow said. “I was so involved and engulfed in it, at that point, it was normal. I didn’t know there was help, I didn’t know I had addiction issues. . . . I just knew I needed to get opiates. That was the only thing I knew.”

He lived like this for about three years, he said, until he was jailed for six months in 2003 following a conviction for driving under the influence of drugs.

While in jail, he entered recovery, he said.

After his release, he remained in recovery and drug-free until about 2009, when he injured his back again.

Once again, he was prescribed opioid painkillers.

The same pattern emerged, he said: He started missing TRADES work and spending his moneyBUILDING on drugs, much of which RECOVERY WEEK he bought from colleagues at work sites. Snow didn’t seek help, he said, because he was afraid he’d lose his job.

Brian Galvin, a 43-year-old electrician also with IBEW Local 103, said that means changing views about what addiction is.

“I think that there are a lot of people who don’t believe that drug addiction or alcoholism is a disease; they feel it’s a choice people make,” Galvin said.

That stigma, he said, “makes a person afraid to speak about what is going on in their life.”

Galvin developed an addiction to drugs and alcohol as a young teen, became sober at age 18, and returned to substance abuse throughout his 20s.

Galvin, a single father of four children, entered recovery 13 years ago. He said it’s important for those in recovery like himself to share their stories.

“I want to share withBUILDING people that there is a good story TRADES behind this: There canRECOVERY be recovery,” WEEK Galvin said. “People can live happy, whole lives.”

Unions know that when we fight, we win. That’s why some of our own IBEW Local 103 Sisters, led by Business Agent Kenell Broomstein, paid a visit to Wellesley College during the school’s Reunion Weekend in June -- to raise awareness among Wellesley administrators and college alums about the school’s poor contracting decisions.

We need Wellesley leadership to know that one of the non-union subcontractors building its Science Center has a history of discrimination against women, paying them less than their male counterparts.

Because non-union contractors won’t guarantee women will be treated equally, 93 percent of Massachusetts women construction workers join unions.

Unions ensure there is no pay gap between men and women. Since most tradeswomen are in a union, when Wellesley hires non-union subcontractors, they are shutting out most women from doing the work.

This effective campaign raised awareness throughout the campus with t-shirts, water bottles and fans emblazoned with the slogan, “What about me, Wellesley?” The fans were used inside an event that featured a speech by former Secretary of State Hillary Clinton. A plane flew above a Sunday parade, trailing a sign with the same slogan.

BUILDING Encore Boston Harbor Resort & Casino One Broadway, Everett, MA For nearly three years, the region has been waiting with bated breath for the unveiling of Massachusetts’ first world class casino, Encore Boston Harbor. And with major thanks to the hardworking members and signatory contractors of IBEW Local 103, the wait is finally over!

On June 23rd, Boston’s new, three million square-foot, five-star entertainment destination, located on the Mystic River in Everett, officially opened its doors to the public. IBEW Local 103 is proud to have serviced 100 percent of the electrical work, from the transformers to the chandeliers, totaling more than $250 million.

The project broke ground in August 2016, providing hundreds of good jobs to local residents.

ENCORE IBEW Local 103 members installed more than 200 chandeliers weighing around 650 pounds each.

The gaming room alone boasts 60 of the bold, red chandeliers, hovering over approximately 3,200 slot machines and 160 gaming tables.

Encore Boston Harbor is an entertainment destination that includes a 600-room luxury hotel, several on-site restaurants, retail space, a 24-hour public waterfront park, and a boat dock. IBEW members contributed more than one million hours to building the project. IBEW Local 103 is the first IBEW Local to secure wall-to-wall maintenance agreements in a hotel, casino and conference space.

About: There is an increasingly urgent need to invest in Greater Bostons transportation infrastructure. IBEW Local 103 is ready to get to work as the highly-anticipated MBTA Green Line Extension project (GLX) finally breaks ground!

The Green Line will be expanded further into Cambridge, Medford and Somerville -- increasing transit access for tens of thousands of residents (50,000 new passengers daily) and reducing traffic and car emissions.

The expansion will create six new train stations, in addition to renovating and relocating Lechmere station (the line’s current Cambridge endpoint).

GLX is estimated to be a $2.3 billion project, including more than $250 million in electrical work. It is the first MBTA subway expansion since Alewife station opened in 1985, and is expected to be completed in 2021.

Local 103 contractors and members work millions of man hours every year at hospitals and healthcare facilities. Recently, we have been performing more work outside the City of Boston, including the North Shore Medical Center in Salem.

IBEW Local 103 members will be helping to modernize and expand healthcare services for patients on the North Shore.

North Shore Medical Center has launched a $207 million project that will expand facilities at the Salem hospital and enable all medical, surgical and behavioral health services to be together on one campus. IBEW Local 103 will help power a new Emergency Department and an additional family-centered inpatient unit.

The project will also include converting an existing facility into a top-quality 24-bed behavioral care center affiliated with Massachusetts General Hospital. This project will contribute to alleviating the shortage of facilities for mental health treatment.

40 electricians will participate in the North Shore Medical project, which is expected to be completed in October of 2019. IBEW Local 103 is proud to serve Salem and the surrounding communities by helping to make sure all patients get the care they need.

One of the biggest mixed-use projects to date — encompassing three towering buildings — will soon grace the booming Boston waterfront. Echelon Seaport includes 717 new luxury residential units and 125,000 square feet of new retail and restaurant space topping out at 21 stories (250 feet) at the highest point. The project will also create a new underground parking garage with 560 spaces and a new pedestrian mall and courtyard.

COMMUNITY OUTREACH

Teen Challenge

At IBEW Local 103, we take our responsibility to give back seriously. That’s why dozens of our members, active and retired, have given up their Saturdays for more than a year to help build a new Teen Challenge recovery center in Brockton.

We are thrilled and deeply moved to say that the new, three-floor, 16,200 square-foot short-term rehab facility will officially open in a ribbon cutting ceremony on July 19th. This Brockton facility will serve as a national headquarters for this inspirational organization.

This project has been a labor of love for IBEW Local 103, with our members and contractor partners volunteering their time, energy, and resources to make it possible. Our union is committed to combating substance addiction and supporting those who need help on their path to recovery – both at our union hall and beyond.

IBEW 103 and its members contributed more than $1 million in electrical work and supplies, including the installation of 250 light fixtures, 400 outlets, and 200 switches. The building will feature dormitories for patients, recreational rooms, bathrooms, showers, and utility spaces, as well as kitchens, conference rooms, and offices for staff.

Sullivan & McLaughlin played an integral role in the process, developing drawings and materials lists. The contractor also worked with Milton CAT to generously donate a 60kw natural gas generator and 200 amp automatic transfer switch, used for standby power for critical functions.

Business Manager/Financial Secretary Lou Antonellis, along with Manager of Business Development Lisa Podgurski and Business Agent Jay Frasier, were instrumental in coordinating project logistics between all parties.

So many families in our communities are fighting substance abuse and addiction in some way, and it has been gratifying to see the impact we can have when we work to address the issue head on.

Mansfield High Project

When Mansfield High School students left campus to kick off their 2019 April vacation, IBEW Local 103 members showed up ready to work. School leaders determined that the building was in critical need of upgrades, and they wanted to get the job done right, and quickly, so students could get back to classes following the week-long break. Wilmington-based contractor Dagle Electric brought in 11 IBEW Local 103 members to install 40 brand new panels and 19 new transformers before the kids returned to school. Dagle will return to the campus this summer for one final leg of the project. Great job to Dagle Electric and our Local 103 members for continuing to deliver on these important public projects!

Local 103 Golf Open IBEW Local 103 members and friends came out for the annual IBEW Local 103 Golf Open on June 15th. It’s a yearly opportunity for our members to get together off the work site to catch up and connect with Brothers and Sisters. Each player received a golf shirt, a sleeve of Titleist golf balls and the chance to win a variety of prizes. Players enjoyed a cookout following the event, and the weather was just right . This is just one more way that Local 103 gets out into the community, and it was a great day. We look forward to seeing you for this fun event next year!

Industry Training News New Courses In late 2016, the U.S. Department of Labor issued updated rules concerning equal employment opportunity (EEO) in apprenticeship. These regulations outline what employers and other apprenticeship sponsors must do to achieve and maintain a harassment-free culture in apprenticeship programs like ours. Among other things, the rules require that antiharassment training be provided to all apprentices and other individuals who work regularly with apprentices.

The 2017 Code Update Cycle & License Renewals The JATC code update license renewal classes are now complete. If you’ve attended a JATC code update class during this cycle, your 15-hour credits have been submitted to the state on your behalf. The 6-hour related instruction credits are only required to be submitted if the state audits your license. Both the 15and 6-hour certificates are available for download from the JATC website.

If you haven’t completed your code update yet, there is still time. Follow the links on our website; BostonJATC.Com/Code-Update-Courses/ for other code update providers and an online update with At Leisure Contractor Licensing, who offer discounted pricing for Local 103 members. The 15-hour is $103.00 and the 6-hour is $42.00.

All code update classes must be complete, and you must renew your license by July 31, 2019. The Board of State Examiners of Electricians requires all renewals to be completed online at their ePortal website. A link to the state website and instructions on renewing your license can be found on our code update page. The JATC cannot renew your license for you. The Board of State Examiners of Electricians will be holding License Renewal Seminars throughout the Commonwealth during June and July to assist license holders with the new process. Check the state website for locations.

The JATC of Greater Boston has implemented periodic anti-harassment training for apprentices, journey workers, staff and Trustees. These classes will be offered to all our members in the coming months and years. Harassment occurs when someone’s conduct (words or actions) creates a situation where an apprentice or group of apprentices feels uncomfortable, belittled, offended, threatened or intimidated in the workplace. We encourage all our members to promote a safe, respectful work environment for all our apprentices and members.

JATC GRADUATION

The 72nd JATC Graduation commencement exercises were held on Thursday, June 6th, 2019 at the Local 103 union hall. The 220 graduates celebrated this tremendous accomplishment with their family and friends. Industry leaders from the IBEW and NECA addressed the graduates and the commencement address was by Nic Bittle. Nic provided words of wisdom to the graduates embarking on their careers as Journeymen and Technicians, based on his insights gleaned from working with thousands of foremen, journey workers and apprentices around the country.

The following Special Achievement Honors were awarded: •

The IBEW International Electrical Academic Award was presented to Jayson Shannon for his 5-year cumulative grade point average.

The NECA National Telecom Academic Award was presented to Justine Powers for her 5-year cumulative grade point average.

•

The IBEW Local 103 Award was presented to Sophia Barbosa for her excellence in the classroom and on the job.

•

The NECA Boston Chapter Award was presented to David Miller for his leadership in the classroom and on the job.

The JATC Trustees would like to thank the JATC administration, staff, and instructors for their dedication to the education of this graduating class. We wish all the graduates a long, safe, and fulfilling career in the electrical industry.

42nd Annual Pin Night More than 900 members, friends and family members came out to honor IBEW Local 103’s longterm members at the 42nd Annual Pin Night on June 25th. Members got a chance to socialize and reflect on their years of service and commitment to our union. Business Manager and Financial Secretary Lou Antonellis, along with President Bob Sheehan, awarded service pins to 370 members with long track records of high-quality work in our industry.

Pin awardees included those with 20, 25, 30, 35, 40, and 45 years, with special recognition of those with 50 or more years as part of IBEW Local 103. It was a special honor to present a pin to William E. Cormay, who has the unique distinction of contributing 76 years of membership to our union. This example of loyalty and longevity undescores the strength and value of our union to its members and the community at large.

Trust Funds Update

• As a result of the actuarial valuation of the Electrical Workers’ Pension Fund, Local 103, IBEW as of November 1st, 2018, we are pleased to report the PPA funded status of the Plan increased to 94.05% from 91.62% in the prior valuation. The Plan continues to be in the “Green” or “Safe” Zone.

• Under the Health Plan’s Dental Program, beginning in January 2019, diagnostic and preventative services no longer count toward your $1,000 calendar year maximum. Preventative care includes two oral exams and cleanings per year.

• In January 2019 the Local 103 Health Benefit Plan implemented an alternative to using Caremark Mail Service for 90-day prescriptions. You can continue to have your 90-day supply of maintenance medication delivered by CVS Caremark Mail Service Pharmacy or you can have the prescription sent to a local CVS Pharmacy and pick the medicine up there.

• The 8th Annual Blood Drive & Wellness event took place on April 9th and continued the strong history of educating participants on their Health & Wellbeing while supporting the community. Scan this QR code for a full recap.

• Last fall the Health Plan sent out the Annual Reenrollment Forms and we appreciate how quickly the vast majority of participants responded by completing and returning the forms. If you are among those last few who haven’t completed and turned in the form, please do so as soon as possible.

• It is very important that the Trust Funds Office maintains an up-to-date listing of all participant beneficiaries. If you need to make any changes or have any questions regarding your beneficiaries, please don’t hesitate to contact the Trust Funds Office at 617-288-5999.
