MASSACHUSETTS
SUPPORT - The Offsite Prefabrication Bill (H.B.
2046/S.B. 1189), which would close the prevailing wage loophole for “offsite” workers and level the playing field for responsible contractors. Right now, workers are being unfairly excluded from existing prevailing wage laws simply because they are performing work “offsite.” The Offsite Prefabrication Bill must pass this session in order to close this unfair loophole in our laws. Workers should not be paid less for doing the same work in a different location; we all deserve fair wages and benefits for our families. The Offsite Prefabrication Bill will also level the playing field for responsible contractors who prioritize workers’ rights, training and safety, and quality and efficiency on the job.
OPPOSE – Gov. Charlie Baker’s Solar Project Bidding
Process Proposal (Section 83, 2023 Fiscal Year Budget), which would circumvent prevailing wages, jeopardize workers’ rights, waste taxpayer dollars, and complicate and extend public projects. Section 83 of the governor’s 2023 budget proposes a separate bidding process for public solar work that completely circumvents prevailing wage laws. Prevailing wage laws exist to uphold workers’ rights, to guarantee family-sustaining wages and benefits, and to ensure safe and efficient projects for our community. To remove these standards from public construction would be a disgrace.
NEW HAMPSHIRE
OPPOSE – New Hampshire Senate Bill 274 (Anti-Project
Labor Agreements), which would eliminate project labor agreements (PLAs) on public construction projects.
PLAs require that contractors bidding for public work meet standards of wages, benefits, training, and safety. They also help protect workers from irresponsible contractors who underbid on projects and cut corners at the expense of employee compensation and safety.
Earlier this year, President Biden signed a historic executive order requiring PLAs on federal construction projects. New Hampshire is going in the wrong direction.
