As we enjoy Fall and look toward the holiday season, IBEW Local 103 is stronger than ever – laying the groundwork today for a bright future for our Local Union. We continue to expand into the residential sector, investing in local communities to help ease Greater Boston’s acute housing shortage and to provide our workers with the well-paying jobs they deserve. In fact, as a result of our focused strategy, we’ve made residential construction one of the strongest sectors of our current market share. We’re working on 1,150 units of residential housing in Quincy alone, including two large residential projects with Aldon Electric – The Abby, in the MBTA parking lot in North Quincy, and Nova Residences. We’re also working with Gaston Electrical on Chestnut Place, a 15-story luxury building that will be the tallest building in Quincy when it’s completed.

To make sure that our growing membership continues to have opportunities like these now and well into the future, we signed a historic, new four-year contract with our NECA partners just in time for Labor Day. Among the items we secured in this agreement are new wage increases, re-introduced a Holiday Vacation Fund, increased investment in Local 103 pension plans, prefab language to protect the erosion of our jurisdiction of work and a telecommunications and building systems agreement to bring more parity and equity for our tech division.

We’re always doing our part to plan for a strong future for our members. But the truth is, we need partners in government who will work with us to protect existing legislation and push through new laws that protect workers’ rights and organized labor. Thats why we are so proud to have been the first union to endorse Congressman Joe Kennedy III when he announced his bid for U.S. Senate in September. Joe has been a tireless advocate locally and in the House of Representatives for living wages, worker protections and economic justice, and we know he will continue to fight for working families in the U.S. Senate for many years to come. On September 30, Congressman Kennedy visited the JATC and received a warm welcome from our members and apprentices. He spoke to us passionately about the issues most important to working families like protecting pension plans, lowering health and drug costs and creating an economy that works for the middle class. Be on the lookout over the coming months for ways that you can join your Local 103 brothers and sisters to help Joe Kennedy – and other labor-friendly candidates – win races at all levels of government.

I N D U S T RY N E W S IBEW Local 103 Celebrates Apprenticeship Week and Says “No” to IRAPs IBEW Local 103’s apprenticeship program is one of the many best-in-industry union training programs for workers who want to pursue a career in the building trades, and we are looking forward to celebrating National Apprenticeship Week, November 11-17.

But our top-notch apprenticeships are under attack. This summer, the Department of Labor (DOL) issued a proposal that puts our apprenticeship programs at risk. In short, the proposed regulations for Industry Recognized Apprenticeship Programs (IRAPs) would allow private entities to create virtually unregulated apprenticeship programs based on arbitrary standards, which would allow builders to cut corners, keep workers’ pay low and skirt safety protections. IRAPs in the construction industry would mean fewer or no work site requirements, pay requirements, supervision standards and safety procedures. For now, there is a temporary exemption for the construction industry, but we need that exemption to become a permanent one.

IRAPs would undermine union apprenticeships, like IBEW Local 103’s, which are regulated directly by the DOL and offer state-of-the-art, best-in-industry training. We consistently

provide our workforce of highly-skilled journeypersons to the construction industry. Our apprenticeships increasingly provide opportunities for women and people of color to enter the industry and create careers in the building trades.

Union apprentices in the building trades go on to earn good wages and benefits that would not be assured through the IRAP regulations – nor would existing standards for safety and quality.

Bottom Line: The apprenticeship program in the building trades is not broken and doesn’t need fixing. The temporary exemption in the proposed rules needs to be made permanent, so that unscrupulous entities don’t undermine the standards of quality, safety and opportunity that union apprenticeships have brought to the industry for decades.

Massachusetts Senators Markey and Warren agree; they were among 45 U.S. Senators who sent a letter to Acting Secretary of Labor, Patrick Pizzella, opposing the IRAP proposal and requesting an extension of the comment period (which had already generated 325,000 comments when it closed in August). The DOL, which hasn’t granted an additional comment period, is expected to issue the final regulations in the coming months.

Pension Night

The 37th Annual Pension Night was held on October 5, 2019, recognizing 39 Honorees.

IBEW Local 103 Business Manager / Financial Secretary Lou Antonellis recognized and thanked all of this year’s retirees – including past Financial Secretary Chuck Monahan for all his hard work and commitment to the members of Local 103 over the years. Lou also talked about the many changes and upgrades being made to the Union Hall and headquarters.

Our union is stronger than ever because of the hard work and dedication of our retirees. They’ve given so much to our union and deserve health and economic well-being in retirement.

Because of the contributions of each of our members, Local 103 leads the electrical industry with one of the best, if not the best, pension and health care plans in the country. Our multiemployer pension funds provide members with benefits they can’t outlive, and help them build paths to prosperity.

Unfortunately, pensions are under attack from those who believe they have outlived their feasibility. But the truth is that multiemployer pension plans, like ours, are strong and sustainable. Pension plans that work I would like to clear up some misconceptions about multi-employer pension plans.

These plans cover more than 10 million participants nationally, and 63 percent of the funds are in the financially healthy “green zone.” For the construction industry, the percentage of healthy funds rises to 67 percent, according to an independent analysis by Segal Consulting.

These plans are not a holdover from an earlier era; they are the lifeblood of many hardworking Americans. Unlike 401(k) plans, workers can’t outlive their retirement money. It’s these 401(k) plans that put millions of retired workers in “survival mode” as they wonder how long their nest eggs will last.

What is happening at Stiles and Hart Brick Co. is unfortunate, but the focus should be on solutions to protect workers who have paid into these funds their whole lives. Isolated stories should not be used as a cover for company owners to sidestep their responsibilities.

The truth is that multi-employer plans blunt the risk of single-employer plans, by diversifying revenue sources. The data from Segal Consulting shows that in all but two industries, the percentage of “green zone” multi-employer funds exceeds the percentage of financially healthy individual participant employer funds.

So let’s protect workers in the minority of troubled plans instead of attacking a financial instrument that gives millions of workers a secure, lifelong retirement.

Wellesley College takes heat from electrical union over female construction jobs Wellesley College, the nation’s preeminent women’s campus is in unfamiliar territory: defending itself against charges of sexism in an in-your-face advertising campaign launched by the local electrical workers union.

“Wellesley should be held to a higher standard, especially when it comes to women construction workers,” Antonellis said. “It’s their project, it’s their campus, they have all the control.”

IBEW Local 103 has taken out newspaper and online ads — and over the summer, hired a plane to fly over the campus during a Wellesley alumni event — criticizing the college’s commitment to hiring women electricians for its new $206 million science center construction project.

Wellesley officials said they remain firmly supportive of women in the construction industry and set out goals for hiring women and minorities to build the science center.

The union, part of the International Brotherhood of Electrical Workers, said that the college has “undermined women construction workers” by using a nonunion subcontractor to do the work on its new facility.

“In Massachusetts, more than 90 percent of the female electricians who hold licenses and are in apprenticeship programs belong to the union,“ said Lou Antonellis, the business manager for the Local 103. “By choosing a nonunion electrical shop, Wellesley is shutting many women from this project,” he said.

The campaign called #WhatAboutMeWellesley features videos and images of female construction workers questioning the college, juxtaposed with speeches from Wellesley’s president and its most famous alum, Hillary Clinton.

“IBEW’s contentions are belied by the actual numbers of women and minorities that are part of the construction workforce for the Science Center at Wellesley,” [Tara] Murphy [a spokeswoman for the college] said. “These numbers are tangible evidence of Wellesley’s track record of advancing women and minorities in the construction trades.”

In Massachusetts, women hold almost 9 percent of union apprenticeship positions, which are the pipeline to permanent positions, double the share in 2012, according to PGTI: The Policy Group on Tradeswomen’s Issues, a local collaborative working to increase that rate of women in construction to 20 percent.

Nonunion apprenticeships in the state are 3.5 percent women.

Quincy Housing Boom

IBEW Local 103 is building more residential projects than ever before, thanks to our aggressive business development strategy to win more work for our members and contractors. After a slow couple of years in this market, capturing an increasing number of large residential projects has been a stunning turnaround. In Quincy alone, we’re excited to be seeing a huge insurgence in much-needed housing projects, and proud to be successfully winning our share of the work.

Currently in Quincy, our members are working on 1,150 units of residential housing, including nearly 200 units in Quincy Center that will create the city’s new tallest building. Taken altogether, ongoing Quincy residential projects amount to about $33 million in electrical work for our brothers and sisters! In fact, our continued investment in these projects has made the residential sector one of the strongest sectors of our current market share. Chestnut Place is a 15-story luxury apartment building currently under construction, which will be the tallest building in Quincy when it’s completed. The tower is being built on a 13,526-square-foot section of the Hancock parking lot. The tower replaces two vacant buildings, revitalizing this part of the neighborhood. Chestnut Place will feature 124 high-end apartments – a mix of studios, one-bedroom, and two-bedroom units – and 4,000 square feet of retail space on the ground floor. Most apartments will have 10-foot ceilings, with the top two floors featuring 12-foot ceilings. Resident amenities will include a fitness center, common areas and private gardens.

There will also be a public park, to be maintained by the Chestnut Place developers, on the site.

The Abby, located in the seven-acre MBTA parking lot at the North Quincy Red Line station, is a planned mixed-use development project that broke ground in October. The development will provide 610 apartment residences, 50,000 square feet of commercial/ retail space and 1,600 parking spaces, including 852 spots reserved for commuters. (This allotment replaces the 852 spots previously available in the MBTA’s seven-acre lot.) The first phase of the project, a 218-unit apartment building, is expected to open in summer 2021, with a completion date (including two additional buildings) in Spring 2022. The Abby will include standard high-end amenities like a fitness center, pool and landscaped courtyards, as well as billiards, a dog spa and dog run, and a bike fix-it shop.

The Abby is named for First Lady Abigail Adams, who was born in nearby Weymouth and is a descendant of the Quincy family.

NOVA RESIDENCES 1500 Hancock Street, Quincy Center

Nova Residences of Quincy is a new, seven-story, 153,000 square-foot residential complex with 171 apartments. The building is the first in Quincy to use modular construction, with the top five stories made of prefabricated modular boxes that were brought in and set in place at the site to create the building. There are a variety of bedrooms and floor plans available, including the new Ori Studio Suite, which features a mechanized, moveable wall/storage/ desk/bed unit that can be reconfigured at the touch of a button to deliver remarkable flexibility in a small space. Nova Residences includes 15,000 square feet of ground-floor commercial space, and 36 secondfloor apartments that can be converted to hotel rooms at a future time, if there is a market for them.

The residence features bike racks, a concierge and a fitness center. It is connected to a public groundfloor, all-weather galleria – with seating, public art and retail.

• General Contractor: Cranshaw Construction • Electrical Subcontractor: State Electric Corporation • Electrical Project Value: $21,352,000 • 500 Units Block 8 at Assembly Row is a 24-story building currently under construction, featuring 500 new apartments and approximately 26,500 square feet of restaurant and retail space right next to the Assembly stop on the Orange Line.

The building will offer multiple amenities on-site for residents, including a third floor courtyard with a pool & private patios, a rooftop terrace, 289 parking spaces and bike storage.

Teen Challenge Ribbon Cutting IBEW Local 103 and NECA Greater Boston contractors joined Teen Challenge recovery center in celebrating the official ribbon cutting of its new national headquarters in Brockton. IBEW Local 103 and NECA donated all of the electrical work to the project, totaling more than $1 million in labor and equipment.

IBEW Local 103 and NECA contractors first got involved with Teen Challenge after learning firsthand how the program can transform people’s lives, from an electrical union member who successfully completed the program.

“It’s the right thing to do,” said Antonellis, “and this and CEO of Teen Challenge Brockton (right) pose in front of the new Teen Challenge HQ cause couldn’t be nearer to our hearts. At our union, we support our brothers and sisters no matter what.

That includes through substance abuse and addiction – an epidemic that far too many suffer through silently,” he added. “We’re doing everything we can to combat this crisis, both within our membership and out in the community.”

Teen Challenge, open to clients of all ages, is a faith-based organization that has guided thousands of people struggling with opiate and other substance abuse disorders to recovery since its inception in 1958. The Brockton campus has offered long-term, 15-month programs to clients, but wanted to expand in order to also provide a short-term program and a medical detox center.

IBEW Local 103 electricians completed 100 percent of the electrical work for Teen Challenge’s new, 16,200 square-foot, short-term rehab facility, which will double as a national headquarters for the organization moving forward. NECA Greater Boston contractors offered product management, as well as hundreds of thousands of dollars in equipment donations, to bring the project to fruition.

To show their gratitude for the power professionals’ contributions, Teen Challenge has offered a bed to any IBEW Local 103 or NECA member who needs it, free of charge.

Tony Antonellis is recognized for his achievements at the 4th Annual Italian-American Night

More than 200 of our members went to cheer on the Boston College Eagles on October 19 for a very special “Labor Appreciation” game at Alumni Stadium, sponsored by IBEW Local 103 and NECA contractors.

It was a gorgeous day for a very exciting football game – with BC beating North Carolina State 45-24! Our members enjoyed free hot dogs and drinks, courtesy of our partner, Boston College. IBEW Local 103 enjoys a long and meaningful relationship with this great ally institution, and we are pleased to be able to honor that relationship through a family event like this one.

4th Annual Italian American Night Members, family and friends enjoyed an evening of food and entertainment at the 4th annual celebration of Italian Heritage and Tradition at IBEW Local 103 on October 12. This year, the union’s Italian American Club honored two members with long and distinguished careers of service to the union. Joseph Bodio is a 48-year member, who is also the President, CEO and Founder of LAN-TEL Communications, Inc. Under Bodio’s leadership, LAN-TEL has grown to be one of the most respected and distinguished structured cabling, security and technology companies in New England. Tony Antonellis is a 62-year retired member who has given decades of service to the union in his role as a well-respected JATC instructor, teaching instrumentation and motor controls. In his retirement, Antonellis continues to serve active members and apprentices by freely sharing his knowledge and expertise of our union and our craft.

CARE PACKS FOR OUR TROOPS

More than 100 IBEW Local 103 volunteers gave their time at the union hall on Sunday, November 3, to assemble 500 care packages for our military troops. These packs will be sent to U.S. military service men and women in stations around the globe as a small token of appreciation for their service to our country. Donations were collected at the union hall leading up to the event, and included coffee, candy, snacks, toiletries, socks and batteries. Perhaps what our troops will enjoy the most, however, are the thank you letters written by the children our of members - included in many of the packs!

IBEW Local 103 understands that the brave men and women of our armed forces have provided and defended the freedoms that we all enjoy, including our right to organize in a union for a better life. For that, we owe our sincerest thanks to all branches of the military, and to each soldier – both active and retired.

IBEW Local 103 is proud to employ hundreds of military veterans and we are proud to show our support and gratitude for their service.

Joe Kennedy III greets apprentices at the JATC

It’s Time for a New Generation of Leadership in Washington

We are so proud to have been the first union to endorse Congressman Joe Kennedy III, a longtime supporter of working families, when he announced his bid for U.S. Senate in September.

Joe Kennedy, who currently represents Massachusetts’ Fourth District in the House of Representatives, is a tireless advocate for living wages, worker protections and economic justice. As a U.S. Senator, we know he will continue to fight for working families, not only now, but for many years to come.

On September 30, Congressman Kennedy joined members in Dorchester to accept IBEW Local 103’s formal endorsement. He was greeted by Business Manager / Financial Secretary Lou Antonellis and other officers of the union, along with a large group of union apprentices and workers holding signs that read, “Electricians for Kennedy,” and “IBEW Local 103 for Kennedy.”

Congressman Kennedy promised the workers who came to hear him speak that he wouldn’t let them down. “I’ll do everything I can to fight for you and your families – now [as a Representative], and hopefully in the U.S. Senate,” he said, “This is a fight for an economy that is about equity, but also about families. We need jobs that enable entire families to meet their own economic needs. That’s what jobs are supposed to be about, and if we’re not meeting that goal, something is wrong.”

Kennedy went on to speak about his support for union jobs, like those created by IBEW Local 103, as well as his track record of advocacy for vocational schools – both of which he credits for creating pathways to the middle class. “If we’re not paving the way for more and more

people to enter a bigger, stronger middle class, then we are setting up our future to crumble,” he said to a round of applause.

IBEW Local 103 is one of the fastest-growing unions in Massachusetts and in the nation. Together, we have the power to influence elections and help politicians who will protect workers and working families win and gain a foothold in local and national government. That’s what we did for Ayanna Pressley, who won her insurgent bid for Congress last year with our support, and it’s what we’ll do for Joe Kennedy III. Remember that when we speak together with one voice, we are able to win for working Massachusetts workers – on the job site and in the halls of government.

TRUST FUND UPDATE

The JATC Greater Boston / NECA Boston Chapter and IBEW Local 103 are proud to report that the 2019 first-year apprenticeship class is the largest, most diverse class in the program’s history. The incoming class is comprised of 409 apprentices and includes 362 men, 47 women, 155 people of color and 30 U.S. military veterans. The apprentices started their training on September 9. They are part of the 1,262 apprentices in the five-year Electrical Construction Program and 131 apprentices in the five-year Technician/Telecom Program. Local 103, NECA Boston and the JATC have collectively made a concerted effort to perform outreach to community groups to attract qualified men and women to our apprenticeships and our outstanding career opportunities in the electrical industry. We also regularly engage developers, general contractors and community leaders to work together in placing our skilled tradespeople on projects in communities in which they live and work.

Today, Local 103 is proud to have more women, more people of color and more Boston residents in our apprenticeship program than ever before.

Continuing Education: The JATC is happy to announce the 2019-2020 continuing education offerings. Classes will include Conduit Bending, CPR/First Aid, OSHA-30, Systems Technician “D” License courses and other safety-related courses just to name a few.

PlanGrid construction management software, the “blueprints in your pocket” software training, will outline the various tools and functions available such as submittals, RFI logs, punch lists, field reports, plan mark ups and as-builts.

Apprentice Applications: The JATC Trustees are happy to announce that applications will be accepted online beginning November 4, 2019.

Applicants will be able to log on to our website and submit their applications electronically. They’ll also be able to upload their documentation and track their applications throughout the aptitude testing, interviews and the selection process.

Applications will close on November 22, 2019.

T R U S T F U N D S U P D AT E • As agreed to last year, the Pension multiplier will increase to $122 per month, per year, of credited service on November 1, 2019.

• The Local 103 IBEW Health Benefit Plan sent out the annual Medicare Part D confirmation forms at the end of October. If you do not receive your form, please contact the Trust Funds Office.

• The Trust Funds Office electronic remittance system (iRemit) has been updated to allow employers to report on the new Construction Wiremen rate levels as well as to assist employers in tracking and reporting the new Holiday / Vacation Fund.

• Team 103, in conjunction with the Health Plan’s Wellness Program, again participated in the Making Strides Against Breast Cancer Walk on Sunday, September 29.

• From now through mid-winter, the Trust Funds have a number of required mailings that go out, please be sure to keep us updated with your correct address.

Local 103 regrets to announce the passing of John A Penney. John was the founder of John A. Penney Company, Inc., a past NECA Chapter President and Governor and served as management Trustee to the Local 103 Trust Funds for many years.

His dedication and contributions to the electrical industry, Local 103 and NECA Boston spanned over 64 years and is very much appreciated. John will be sorely missed by all who were fortunate enough to have known him.
