IBEW Local 103 Makes Political Waves from Beacon Hill to Capitol Hill

When we fight, we win. And when candidates for public office fight for us, we fight for them.

This election season, IBEW Local 103 has shown its strength in numbers, winning kudos as the fastest-growing Local throughout IBEW. We have also shown the strength of our endorsements, by helping to propel Ayanna Pressley to become the first African-American woman from Massachusetts to join the U.S. Congress.

We see tremendous value in forming coalitions with politicians that share our passions, our goals and our priorities. But we also must re-evaluate political relationships to make sure our support is not taken for granted.

Local 103 is thrilled by the prospect of Ayanna Pressley advocating for working families in Washington, as she has done as a Boston City Councilwoman. But we are disappointed by state lawmakers’ failure to act on common-sense legislation. And we won’t simply rubber-stamp any candidate from a particular political party.

We work hard to earn our family-sustaining wages, our top-tier benefits, our high-quality training and our safe worksites. Politicians will have to earn our support by pledging to advocate for our interests, whether that is fighting against privatization at the MBTA or helping to uplift the public sector unions that were the targets of the anti-union Janus V. AFSCME Supreme Court ruling.

That’s why we’ve decided to halt endorsements and donations to members of the Massachusetts House of Representatives. Instead, we’ll return that money to our members. None of us would pay a mechanic who didn’t fix our car, and we can’t afford to keep supporting politicians who don’t fix the uneven playing field for working families.

IBEW Local 103 is proud to be a union that is growing both in numbers and in strength. We are delighted to be a part of Ayanna Pressley’s historic win, and we look forward to new, dynamic relationships with candidates who will work for us and with us.

Rich Gambino Honored at 3rd Annual Italian-American Night IBEW Local 103’s Italian-American Club honored longtime Local 103 executive Richard P. Gambino at its third annual celebration of Italian heritage and traditions at the Union Hall.

Gambino, who has served as Local 103’s Financial Secretary, Business Manager and Trust Fund Administrator, is retiring after 46 years of service.

Rich Gambino started his career in the electrical industry working as an apprentice for Sullivan & McLaughlin. He was elected to the Executive Board in 1981 and became a Business Agent in 1987. Rich served as Local 103’s Financial Secretary prior to being elected as Business Manager in 1999, a role he held until joining the Trust Funds in 2003.

“Rich’s legacy has positively changed the lives of thousands of Local 103 members and retirees,” said Business Manager Lou Antonellis. “He’s modeled what real leadership looks like, and has treated both workers and contractors with the respect they deserve. We wish him the best, and will always welcome him back here at Local 103.”

Rich has made significant improvements in his role as Trust Fund Administrator, where he managed more than $2.5 billion. He oversaw health plans covering 15,000 lives, making sure members and their families received the best quality health care. He also ensured that 2,500 retirees received their monthly pension checks. Rich has an impressive track record for financial stewardship.

During his tenure as Trust Fund Administrator, the Pension Fund maintained 90+ percent-funded status.

Rich is most proud of his family, including his wife Cathy, children Rich, Jillian and Kaitlyn, along with their spouses and his eight grandchildren. “I couldn’t have done any of this without the good people I’ve been surrounded by, both on and off the job site,” Gambino said. “I’m looking forward to spending more time with all of them.”

Italian-American Night also raised money for the On-Site Academy (OSA), a non-profit residential treatment and training center for critical incident stress management.

OSA’s program, which has supported First Responders from 9/11 and the Boston Marathon, serves and supports all law enforcement, fire service, EMS, and human service personnel.

Boston’s Local 103 Named Fastest-Growing Local within International Brotherhood of Electrical Workers Boston’s Local 103 was named the International Brotherhood of Electrical Workers’ fastest-growing affiliate at the union’s annual Membership Development Conference in Chicago last month. IBEW leaders lauded Local 103’s Business Manager, Lou Antonellis, for spearheading new organizing efforts and marketing initiatives.

“What we’ve found is that good union jobs, with secure benefits and family-sustaining wages, remain a very attractive opportunity,” Antonellis said. “We just have to get the word out in new and different ways.”

Local 103’s membership grew by 12 percent this year, due in large part to increased worksite outreach to non-union workers and expanded use of digital communications to recruit new members and apprentices, including a social media campaign and electric billboards across Greater Boston.

IBEW national leaders also noted Local 103’s success in diversifying its ranks. Local 103 recruited a record number of women and people of color to apply to its apprenticeship program in 2018. The local has also made significant strides in advancing leadership opportunities for members from underrepresented groups in the building trades.

This year, Local 103 inked a high-profile strategic partnership with the Boston Red Sox that includes Local 103’s logo prominently displayed on the famous “Green Monster”, and a substantial philanthropic collaboration benefitting underserved youth. The partnership has brought a new level of visibility to the union and has aided in its recruitment efforts. Local 103 also notched a significant political win, after working hard to help elect Ayanna Pressley to become the first African-American woman to represent Massachusetts in Congress. Beyond its endorsement, the union created and ran an advertising campaign spanning TV, radio, Pandora, Facebook, and more.

Making History: Ayanna Pressley Held Her Victory Party at IBEW Local 103 IBEW Local 103’s early endorsement of Congresswoman-elect Pressley helped propel her to an upset victory in the primary against a longtime incumbent. The endorsement followed years of successful collaboration with Pressley in her former role as a Boston City Councilor At-Large. IBEW Local 103 was the first union to endorse Pressley.

The campaign celebrated their victory at the historic IBEW Local 103 union hall in Dorchester. Pressley will become the first African-American woman to represent the state of Massachusetts in Congress.

During the course of the election, IBEW Local 103 conducted significant voter outreach on behalf of Pressley, knocking on thousands of doors and mobilizing union member volunteers throughout the district. Local 103 also aired television, radio, social media, and other advertisements as independent expenditure efforts in support of her candidacy.

Local 103 Issues Moratorium on Beacon Hill Political Donations Inaction on key legislation prompts major union to suspend all donations, issue refunds to members Local 103 has announced it will be withholding all direct political contributions from Beacon Hill lawmakers until further notice. The move comes after the legislative body failed to deliver on meaningful legislation to improve the lives of working families in the latest legislative session.

Instead, Local 103 will return $200,000 in Committee on Political Education funds to its members. This money will be allocated to members proportionately, based on hours worked throughout the year.

4. Union Protection post-Janus Ruling - The state House of Representatives failed to vote on a bill that would give unions power to provide benefits only to their members. In a recent decision, Janus V. AFSCME, the Supreme Court sided with wealthy special interests instead of working people, by allowing non-members of unions to enjoy the benefits the union provides to everyone without paying for them. State lawmakers could have voted to strengthen unions here in Massachusetts, but they did not.

IBEW Local 103 Mobilizes for Emergency Electrical Work in Lawrence, Andover after Gas Line Disaster IBEW Local 103 electricians are coming to the aid of the thousands of families in Lawrence, Andover and North Andover that remain without basic home utilities following gas explosions last month. IBEW Local 103 members will contribute to emergency relief efforts as a large portion of the area remains without hot water, heat, or ovens to cook food. Hundreds of electricians from Local 103 and its contractors, as well as from other Locals from across the country, have answered the call.

"Our hearts go out to everyone affected by the crisis in the Merrimack Valley, and we're eager to help however we can. Safety is always our number one priority, and that's why we take giving our members top-notch training so seriously. We're 100% committed to helping make sure that every resident in the area feels secure once again," said Lou Antonellis, IBEW Local 103 Business Manager.

The power crisis began September 13th, with up to 80 explosions igniting dozens of fires throughout the valley and forcing countless families to evacuate their homes and leading to a fatality. Weeks later, familes returned to homes with no lights or amenities, gas lines and thousands of gas-powered appliances out of commission, making it impossible to cook or take hot showers.

IBEW Local 103 electricians are arriving on the scene in droves and dedicated to working around the clock towards the ultimate goal of bringing safety and resolution to the painful situation. IBEW Local 103 will remain on site until all electrical work is tested, retested and officially proven to be safe and stable.

Haverhill-based IBEW Local 103 contractor, All-Pro Electric, was the first to deploy 100 electricians to the scene. Priorities of the electrical work include testing and assessing electrical systems of all residences and installing new electrical circuits and outlets, in order to convert gaspowered appliances that may have been damaged or otherwise destroyed by the explosions.

IBEW Local 103, which upholds the highest safety standards and training in the industry, will be working closely with the Plumbers and Gasfitters Union Local 12, as well as on-site government agency staff throughout the process.

Repairs are estimated to require at least 6-12 weeks of rigorous labor.

IBEW Local 103 Donates to Helmets to Hardhats In recognition of Veteran's Day, Local 103 honored local veterans and donated $1,000 for the career pathways program, Helmets to Hardhats.

Helmets to Hardhats is a national non-profit that connects National Guard, Reserve and transitioning active-duty military members with meaningful, family-sustaining careers in the union building trades.

Helmets to Hardhats Executive Director Darrell Roberts recognized the generosity of the building trades unions and union contractors.

"Thanks to the generous contributions of the Massachusetts building trades unions and union contractors, we're able to ensure that our returning veterans have meaningful, well-paying careers in the union building trades. Their support has allowed us to do even more to support the Commonwealth's bravest," said Roberts.

IBEW Local 103 Celebrates World Champion Boston Red Sox IBEW Local 103’s logo wasn’t just featured on the Green Monster in the World Series this year, but was also on the players’ Duck Boat in the citywide parade!

Members of IBEW Local 103 and NECA have been servicing Fenway Park for over 100 years. This year, Local 103 members, along with the union contractors of NECA, have forged a broader partnership with the Boston Red Sox, helping power a number of key charitable initiatives including Bullpen Buddies and the Baseball Tomorrow Fund Equipment Drive.

IBEW Local 103 Delivers Ultimate Fenway Experience to Local Youth Groups This fall, five youth groups received a unique honor that most Bostonians spend their whole lives only dreaming about: Fenway Park field access.

As part of the Bullpen Buddies charity initiative, sponsored by IBEW Local 103 and NECA, local youth got to stand on the field of the oldest, most beloved Major League ballpark in America and cheer on the Red Sox during their batting practice.

Participating community groups included the Dorchester Boys and Girls Club, Roxbury Boys and Girls Club, Jamaica Plain Reagan Youth League, The Jimmy Fund and West End House.

Throughout the Red Sox batting practice, the students were greeted at the bullpen by some hometown heroes: players of the Boston Red Sox. After getting autographs from their new friends, kids and their families then stayed to watch the Red Sox match up, together enjoying America’s favorite pastime in America’s favorite park.

IBEW Local 103 and NECA also provided each of the young visitors with IBEW Local 103 t-shirts, Red Sox hats, a baseball and other Red Sox merchandise in a complimentary swag bag as part of the experience.

“Bullpen Buddies is a really special initiative, and we’re proud to play a part in making such a positive, lasting memory for local youth,” said Lou Antonellis, Business Manager of IBEW Local 103. “That’s what this partnership with the Sox is all about: working together for our community.”

Hundreds of Local 103 members, their spouses and family members got free flu shots at both the Union Hall in Dorchester and at the Woburn office.

Labor Day is more than a day off or a long weekend. It’s a day to remember our fathers, grandfathers and all those who came before us to help cut the trail that we continue to walk down today.

Appointments were offered every Tuesday and Thursday afternoon throughout September and October. Thanks to all who are came out to keep themselves and their families healthy throughout the season!

“Wall That Heals” Vietnam Memorial IBEW Local 103 is proud to have played a part in rebuilding the Wall That Heals, a replica of the Vietnam Veterans Memorial, as it made its stop in Boston. The wall, designed at over seven feet tall and 375 feet long, will be broken down and rebuilt 38 times this year to honor the 58,000 U.S. military personnel killed during the Vietnam War.

IBEW proudly joined South Shore Friends of the Wall That Heals in this project. Members of IBEW Local 103 and one of its signatory contractors, Aldon Electric, volunteered to help build, wire and illuminate the exhibit.

The replica was first unveiled by the Vietnam Veterans Memorial Fund (VVMF) in 1996 and has toured more than 400 cities across the country since its creation.

The VVMF uses this tangible symbol to preserve, honor and educate the general public about the legacy of service and sacrifice of those who were part of the Vietnam War. The organization also pays tribute to America’s Vietnam War veterans and their families.

“We are delighted to have partnered with IBEW 103. They provided us with essential equipment and highly-skilled professionals who have volunteered their time to build The Wall,” said Barbara Hughes, Co-Chair of South Shore Friends of the Wall That Heals. “We are very thankful for all they have done to make this memorial possible.”

Pipeline Project One Dalton Street Project IBEW Local 103 members from K&H Electrical Systems are working at One Dalton Street, a 61-story, 742-foot tower that will include 215 Four Seasons hotel rooms and 160 condominiums.

Upon its completion next year, One Dalton will be Boston’s third-tallest building, behind the 790-foot 200 Clarendon Tower formerly known as the John Hancock Tower and the 749-foot Prudential Tower.

Commonwealth Avenue Bridge Project

Phase 4 of the Commonwealth Avenue Bridge Project replaced the existing concrete deck and steel beams that carried Commonwealth Avenue and the MBTA Green Line B branch over the Massachusetts Turnpike and MBTA Commuter Rail line.

A crew of IBEW electricians from Dagle Electrical Construction worked in shifts continuously for 24 hours a day for two weeks, completing the job a full day ahead of schedule. This was the second summer in a row where union tradespeople completed parts of this major infrastructure project ahead of schedule. In the summer of 2017, workers finished demolition and replacement of the eastbound portion of the bridge a full three weeks early.

Code Update The JATC is happy to announce the 2018-2019 continuing education offerings. Classes include: Advanced Conduit Bending, CPR/First Aid, OSHA-30 and other safety related courses, just to name a few.

Local 103, the JATC and Eversource have partnered to provide an Advanced Lighting Control Course to provide training for lighting concepts, strategies, LED systems and architecture. Dimming, occupancy controls, daylight harvesting and lighting standards will be reviewed.

Local 103 and the JATC have entered into a two-year agreement with PlanGrid to provide training to our members on the construction management software. The “blueprints in your pocket” software training will outline the various tools and uses available such as submittals, RFI logs, punch lists, field reports, plan mark-ups and as-builts.

Mandatory Continuing Education The 21-hour Mandatory Continuing Education Code Cycle Training must be completed by July 31, 2019. This training is required by Commonwealth of Mass Regulation. TRUST FUND UPDATE Chris Antonellis

– Appointed to Assistant Training Director The JATC Trustees are happy to announce the appointment of Christopher J. Antonellis to the position of Assistant Training Director. Chris was previously a full-time instructor.

A 26-year member of Local 103, he has held positions on the Examining Board, Executive Board and various leadership roles on and off the job. Chris will lead the JATC’s outreach efforts, mentoring program and assist with apprentice academics and on the job training oversight.

Chris says his most honorable title is “Member of Local 103” and went on to say, “It’s an honor to serve the members of this great union. I pride myself in performing all my duties in this new position with honesty and integrity.” Welcome aboard Chris!

Mike Donovan

– Appointed to Trust Fund Administrator IBEW Local 103 has appointed Michael Donovan to the post of Chief Financial Officer of the Trust Funds. Prior to joining the Funds full-time in 2011, Michael held a variety of executive posts in real estate, lending and educational materials companies. At the start of his career, he spent nine years working for New England Telephone as a lineman and then a supervisor, while earning a Bachelor of Science Degree in Business Administration from Stonehill College.

Upon graduation, Michael went to work at a CPA firm, earned his CPA license and spent much of his time focusing on Employee Benefit Plan audits, with particular expertise with the Taft-Hartley Act. Michael has also earned the Certified Employee Benefits Specialist designation from the International Foundation of Employee Benefit Plans in conjunction with the University of Pennsylvania – Wharton School of Business. Since coming to the Funds full-time, Michael has improved processes and introduced new innovations that will benefit all of our members.
