Next Up: Gen Z
If you’re the parent of a recent high school graduate, then you have close personal knowledge of the whims of the Generation Z renter as you have been their most recent landlord. And, if you’re wondering why this is a big deal — this generation is unlike any we’ve seen before and their demands surrounding rental properties and amenities will be just as different. The most seasoned of the Gen Z population, those born in the Holly Casper mid-1990s to mid-2000s, have recently graduated from some form of school, and having never lived without technology, have high digital expectations for their new apartment home. While the evolution of Gen Z renters is still in its early stages, they are quickly turning into a market force. Looking only at adult renters (18 years and over), the emerging Gen Z segment formed a 12% share of the overall population living in multifamily units, according to a recent Apartments.com report. Many individuals from this more youthful generation are currently beginning to search for their very first apartment home. Research shows that Gen Z renters are less inclined to use forms of payment better known to their Millennial counterparts like credit cards, and that they are even farther removed from traditional check payments. Property managers need to look for new ways to accept rental payments in the near future. For example, are you providing online or mobile cash transfer payment options like Venmo or Cash App. Gen Z renters present a unique communication challenge as many have used texts or instant messages as their primary form of sharing information. This raises real challenges/opportunities as to the various methods property managers must utilize to communicate, sometimes time-sensitive, statutory notices to their Gen Z rental community members. The Gen Z renter does not mind sharing space. In fact, many have either shared a space with a sibling or a room with at least one roommate while in college. Cohabitating is a normal way of life for many Gen Zs and, thus, they will seek out living situations that are more communal and that consistently offer social experiences with other community members. From creating vlogs to launching their own podcasts, this generation has had tools at their fingertips from the get-go to be creative in major ways. As our demographics change at our communities, we all need to ensure we are embracing opportunities to “think out of the box” how to do things differently.

Goverment affairs highlights
FHA Accessibility Lawsuits Has your company experienced design and construction lawsuits brought under the Fair Housing Act (FHA)? When Congress amended the Fair Housing Act in 1988 to make it unlawful to discriminate against any person on the basis of handicap, it expanded the definition of discrimination to include the failure to design and construct certain multifamily dwellings in such a manner that they are accessible and usable by handicapped persons. However, limited guidance from the federal government, often conflicting building codes and standards and increasing construction complexity have created ambiguity, opening many apartment owners and developers to charges of noncompliance with accessibility rules.
affirmed a ruling by a lower court that found that Pittsburgh’s ordinance is neither valid nor enforceable. This is a significant victory for the industry and will have an impact on the national conversation regarding SOI. For more information about this development and what it means for the national discussion on SOI, please visit NAA’s Source of Income page. To learn more about efforts to reform the Section 8 Housing Choice Voucher Program, visit the Section 8 page (http://cha-nc.org/section-8), as these issues are intertwined.
Attention Architects and Developers! The City of Charlotte now offers an Enhanced Review Process
As part of its effort to more fully understand and gauge the extent of the issue, the National Apartment Association is interested what they are calling “drive-by lawsuits," where threatening letters are used to attempt to coerce a payment out of the owner in exchange for dropping any litigation. We are aware of these lawsuits are happening under the American Disabilities Act (ADA), but we are attempting to gauge the scale of the problem under the FHA. If you have been impacted, the GCAA wants to hear from you! Please contact Michelle Manns, Director of Strategic Initiatives and Legislative Affairs at michelle@greatercaa.org.
The City of Charlotte’s Development Services department is now offering an Enhanced Review option. The program provides a shortened timeframe for the second review cycle, meetings between Staff and Design Team for coordination of comments and revisions, and overall predictability. Also required is a Designer self-certification gateway process to ensure quality plan submittals.

There are several consumer actions against property management companies pending in North Carolina regarding their debt collection practices. The first series of these actions alleged that property owners and managers were improperly charging late and legal fees to the residents. The AANC took legislative action to attempt to clarify that the fees being charged were permissible. This led to the introduction of Senate Bill 224 (SB224) to the NC Legislature. SB224, the initial clarification of the fees a property owner/ manager may charge, is now law.

Issues that matter the most to you.
Private Process Servers Legislation Currently NC law allows the use of private process servers for personal service once the sheriff has attempted process and failed to serve the defendant. HB1040 simply seeks to give landlords an option if they see the need to expedite service.
Emotional Support Animals The AANC is proposing to amend the NC General Statutes to close loopholes pertaining to the unlawful use of emotional support animals in apartment communities.
Valet Waste Services The current code does not directly address door step collection services; however, it has determined that the holding containers used in this service are: (1) not fire proof and are a violation of the fire code; and (2) present, in some cases, an obstruction issue because of their placement in breezeways.

City-County Join Forces for Census 2020 Census Day 2020 is less than one year away, and work has begun locally in preparation of this national initiative. Mecklenburg County and the NC Counts Coalition recently announced its joint collaboration, Meck Counts 2020 - an effort to plan outreach and engagement for the U.S. 2020 Census. Mecklenburg Board of County Commissioners Chairman, George Dunlap and Charlotte Mayor Vi Lyles announced the establishment of a 2020 Census Complete Count Committee, which is comprised of elected officials and leaders from education, business, nonprofit, healthcare, the faith community and community based-organizations. They will work with local stakeholders and media to educate the public about Census 2020, encourage participation, and facilitate survey access, particularly among traditionally hard-tocount populations. Dunlap and Lyles emphasized the importance of the Census for fair political representation, federal funding and planning for future community needs. They also spoke about the Census Bureau’s efforts to recruit for approximately 5,000 jobs in North Carolina, 1,800 of which will be in Mecklenburg County. These temporary jobs will include Census takers, recruiting assistants, office staff and supervisory staff. Job details are available at www.2020census.gov/jobs. The event also featured a panel of County staff and community stakeholders who discussed details about how the Census is conducted and challenges to a complete Census count. Some of the most common reasons people do not participate in the Census or do not
accurately report their information are fear and misinformation about privacy and confidentiality, language barriers, not understanding the purpose of the census or who should be counted, and unstable living arrangements. New in 2020, households will be able to self-respond online, by phone or using the traditional paper questionnaire. Most households will receive a postcard encouraging them to respond online. The U.S. Constitution mandates that a population count be conducted each decade. The primary goal of the 2020 Census is to count everyone once, only once and in the right place. Census data are important for planning for needs for the community such as schools, hospitals, transportation, housing and emergency services. Critical federal funding allocated to states, local governments and individuals is also based on calculations derived from census data. In FY2016, North Carolina received $23.7 billion through 55 federal spending programs guided by data derived from the 2010 Census. More than $883 billion was allocated to all states that year. Mecklenburg County residents can learn more about the importance of the Census, stay up to date on the work of the Complete Count Committee and sign up to get involved in outreach efforts by visiting MeckCounts2020.com.

A BETTER TYPE OF CLEAN safe. effective. eco-friendly.
"I recently used CCR Clean Property Services on an exterior pressure washing job on my property. The sidewalks and curbs had not been pressure washed in quite some time and they did a fantastic job! They were able to make the property shine! The crew assigned to us was very professional and extremely accommodating to our needs. It was obvious to me that they take great pride in doing their job well the first time around. Our experience with CCR Clean Property Services was a great one and I would recommend them to anyone!" -Lauren L.,
