The magazine of the month Aims and Scope Nature & Faune is an international, peerreviewed, bilingual (English and French) publication of the FAO Regional Office for Africa. The journal was established in 1985 at the request of members of the African Forestry and Wildlife Commission (AFWC) to provide possibilities for authors to exchange information and scientific knowledge and experiences on wildlife and protected area management and the sustainable utilization and conservation of natural resources in Africa.

In the past the journal was produced in hard copy, now the it is produced twice a year in digital format under the coordination of the FAO Regional Forestry Officer for Africa.

Specific objectives of the magazine Contribute to information sharing among people and organizations involved in natural resource management in the broadest sense, and to enhance collaboration, avoid duplication of research efforts and provide useful information on innovative natural resource management practices to all stakeholders; Provide an opportunity for African authors to publish information about their (field) work to a wide audience of interested readers and for national project managers to report on FAO's work in the field of natural resource management; Provide a clearing house for innovations and new developments in the field of wildlife, protected areas management and the sustainable use and conservation of natural resources in Africa; Inform readers about scientific and technical findings, financing opportunities, research opportunities, meetings or other activities of interest in the sector.

Contributions to the Journal The editorial board is particularly interested in manuscripts about successes or failures from which African readers can draw lessons, as well as innovative practices which can enhance the sustainable management of natural resources and which can improve activities in wildlife management and conservation.

Mediterranean Agronomic Institue of Bari Agenda, and the opportunities it offered to make the case for libraries.

It aimed to start a movement – a network of library advocates around the world working to tell the story of libraries and development, and gain our institutions recognition and support. fter a full phase of meetings, workshops and projects, IFLA organised a meeting of many of the participants from around the world in New York, the home of the UN. The goal: to review what had been achieved, to learn lessons, and to plan for the coming year.

Looking Back to Move Forward - Getting Ready to Move Up a Gear Brooklyn Public Library hosted the first day of the Global Convening on 28 June. Following opening words by Gerald Leitner, IFLA Secretary General, to set the tone for the day, Nick Higgins, Director and Chief Librarian of the Brooklyn Public Library addressed the meeting.

The Secretary General of IFLA, Gerald Leitner, set out plans for the day, noting: The first day's sessions, under the guidance of the Secretary General, offered the opportunity for IAP participants to reflect and share on what has worked for them in the past two years and what is limiting them in their advocacy work.

They also learned about the opportunities coming up in the next year in the context of the UN 2030 Agenda, and how and where to get involved. The participants

closed the first day's workshop with a session focusing on ideas for action to deliver results in their country, and how to work together with IFLA to move to the next level.

The first day concluded with a visit to the UN Library, and an impressive tour of the United Nations Headquarters for IAP Global Convening participants.

Showcasing Libraries as Partners for Development The main objective of coming to New York for the IAP Global Convening was successfully achieved in the morning of 29 June. A showcase “Libraries as Partners

for Development” took place at The New York Public Library, and was honoured by the presence of Ambassadors, UN and national government officials.

The showcase continued with an address “Motors of Change: Libraries, Access to Information and Development” by the IFLA President, and a presentation “Building a Movement: the IFLA International Advocacy Programme and the SDGs” by IFLA Secretary General.

These interventions provided an opportunity to explain the cascade process IFLA has been implementing over the past two years to get libraries included in the 2030 Agenda. By giving the library community the tools and a framework to explain how their work is improving lives and societies in a language that policy makers understand, the IAP helps them to gain the visibility and recognition they deserve as partners for development.

IFLA Secretary General, Gerald Leitner, addressed a distinguished audience of Ambassadors, UN and national government officials directly, and stressed: The showcase was organised in three panels, each featuring a moderator, two IAP participants as presenters, and a discussant.

The first panel, “Celebrating successes in raising awareness”, was moderated by Glòria Pérez-

Gerald Leitner moderated the second panel, “Celebrating successes in engaging in national policy planning”, with presentations by Vicki McDonald (Australia) and Nicholas Graham (Jamaica), and a discussion with Irena Zubcevic from the UN Department for Economic and Social Affairs.

Finally, a third panel focused on “Celebrating successes in developing partnerships”, with m o d e r a t i o n f r o m S t e p h e n Wy b e r, a n d s a w presentations by Elizabeth Matheus (Namibia) and Zoubeida Bouallagui (Tunisia), as well as a discussion

The many UN and Permanent Mission representatives present were impressed by the work carried out by IFLA and IAP participants around the world to promote the SDGs and the role of libraries.

Libraries at the Heart of Lifelong Learning At a time of rapid change in our economies and societies, there has never been a greater need to keep learning throughout life. The 5th conference of the Lifelong Learning Platform provided an opportunity to share stories from the rich experience of libraries in this field, and build relations. Anette Mjöberg,

lifelong learning, through their provision of access to information for all, including those no-longer registered in formal education. 24 million adults a year in Europe benefit from skills and training through libraries. Given their focus on communities, and openness to all sorts of people, they are particularly important for disadvantaged people.

This role has increasingly been recognised in policy documents, although further recognition will help ensure that libraries receive the support they need to maximise their potential. The conference of the Lifelong Learning Platform represented a chance to do this.

Anette Mjöberg, Secretary of the Public Libraries Section represented IFLA at the 5th Annual Conference of the Lifelong Learning Platform, under the theme Lifelong Learning Culture: A Partnership for Rethinking Education. She spoke both in an open session on the overall theme of the conference – creating a culture of lifelong learning – and one on the importance of learning environments.

Under the title 'Lifelong Learning in Libraries: The People's University?', she highlighted how libraries are changing lives, from bookclubs for newcomers to Hässleholm in Sweden, makerspaces in Greenland, cooking lessons in Columbus, United States, and student engagement in protecting the Library of Alexandria during the Arab Spring. Through traditional and digital literacy, as well as other skills, libraries empower people and societies.

Thanks to her words, participants learnt to recognise the work of libraries, and many started to refer to their work in their own interventions. A number of organisations sought to build contacts and understanding of how they too could work with libraries.

Through the declaration coming from this meeting, through the actions you take when you get home, through the positions you take at the UN, at the World Intellectual Property Organisation, you can leave a legacy that will make the world a better place.

In her closing remarks, IFLA President Glòria PérezSalmerón said : I cannot imagine anywhere else in the world where so many ministers would come together to talk libraries.

The 2nd meeting of African ministers responsible for libraries took place on 5-6 July in Durban, South Africa. IFLA President Glòria Pérez-Salmerón and Secretary General Gerald Leitner were proud to be there in support of efforts to strengthen the African library field.

At the time of IFLA's 2015 World Library and Information Congress in Cape Town, ministers from across Africa met for an unprecedented meeting focused on libraries.

Coming from ministries for culture and heritage, they represented the key government figures for libraries.

At the event, they signed a declaration, underlining their commitment to the values and future of our institutions.

Three years on, an even bigger group of ministers came together, and IFLA was honoured to be invited to address them, as well as representatives of libraries from across Africa.

The meeting included clear updates on what governments across Africa have been doing to implement the commitments they made. The importance of the UN Sustainable Development Goals, as well as the place of 'IFLAs Library Map of the World in broader efforts to strengthen the sector was clear.

A new Declaration was agreed, confirming the importance of supporting the work of libraries, and reaffirming the importance of working with our institutions to deliver the Sustainable Development Goals. IFLA will share a short brief on the declaration shortly, once the final version is published.

Now, more and more organic action plans are developed at regional level, tailored and adapted to the needs of local policy makers and stakeholders. This was one of the reasons why the SME Organics project was funded under Interreg Europe financed by the ERDF. The methodology for developing, implementing and evaluating organic action plans is based on the results of the EU project ORGAP, funded under the sixth EU Framework Research Programme. ORGAP developed a very useful resource manual and toolbox for the development, implementation and evaluation of organic action plans (published by FiBL – Research Institute of Organic Agriculture (Frick, Switzerland) and IFOAM EU (Brussels, Belgium)). Building on this knowledge the SME Organics project team decided to integrate the experiences in the development of regional organic action plans into an updated version of the manual. In this second edition several sections have been updated and recommendations for policymakers and stakeholders put forward drawing on nearly two decades of research and practice, including the experiences from the first phase of the SME Organics project. We trust that these recommendations can also inform EU Member States' and regions' future Research and Innovation Strategies for Smart Specialisation. Furthermore, the text is illustrated with many examples taken from the SME Organics project and further afield.

Al riguardo, infatti, la letteratura sui rapporti delle aziende che commercializzano prodotti di qualità - in particolare biologici - sui mercati internazionali non è molto ricca, risultando particolarmente carenti gli studi relativi ai fattori che maggiormente influenzano l'internazionalizzazione, alle strategie adottate, alle problematiche delle imprese e ai relativi fabbisogni. This problem could be worsen by the ongoing soil degradation, being cause by the reduction of soil organic matter and insufficient nutrient supply. Over 75% of the agricultural land in Africa could be classified as degraded by 2020. This situation can compromise food production in sub-Saharan Africa, both quantitatively and qualitatively, and the sustainability of existing agricultural production systems. The use of fertilizer could revert this situation; however, Africa has almost no capacity to produce fertilizers (African fertilizers production facilities work mainly in blending fertilizers) and therefore fertilizers are produced elsewhere outside Africa and transported from long distances at great expenses. This situation grants to subSaharan Africa farmers only a very limited access to fertilizers, thus increasing the risk of soil degradation. Pulses have a long history in sub-Saharan Africa due to their multiple benefits. This publication is a review of some of the promising strategies to support pulses cultivation and utilization on smallholder farms in sub-Saharan Africa. The review is part of the legacy of the International Year of Pulses (IYP), which sought to recognize the contribution that pulses make to human well-being and the environment. One challenge faced worldwide is that the diversity of pulses are not captured well in statistics. There is not a clear picture of what is grown and where, and this leads to an under-estimation of their importance for sub-Saharan Africa and consequently reduce research investment in pulses. Existing agricultural production systems are dominated by cereals, and represent opportunities for enhanced crop diversification, through promoting local and novel pulse varieties. Mixed-maize is a system that is rapidly growing and poses one such opportunity, particularly for beans. This is due in part to the large number of bean varieties that have been developed to meet local and regional market requirements, through decades long partnerships foster by Pan-Africa Bean Research Alliance (PABRA). Bean research has included pioneering participatory plant breeding, extension linked to participatory community organizations and value chains, as well as attention to informal seed systems.

Common Vision for Sustainable Food and Agriculture, agroecology is a key part of the global response to this climate of instability, offering a unique approach to meeting significant increases in our food needs of the future while ensuring no one is left behind. Agroecology is an integrated approach that simultaneously applies ecological and social concepts and principles to the design and management of food and agricultural systems. It seeks to optimize the interactions between plants, animals, humans and the environment while taking into consideration the social aspects that need to be addressed for a sustainable and fair food system. Agroecology is not a new invention. It can be identified in scientific literature since the 1920s, and has found expression in family farmers' practices, in grassroots social movements for sustainability and the public policies of various countries around the world. More recently, agroecology has entered the discourse of international and UN institutions.

Abstract: The Regional Strategy for Disaster Risk Management (DRM) in the Agriculture1 Sector and Food and Nutrition Security (FNS) in Latin America and the Caribbean (LAC) was developed under the leadership of the Community of Latin American and Caribbean States (CELAC), which identified the need for a common tool to foster the collaboration and coordination among its member states with regards to DRM and Climate Change Adaptation (CCA) in the agriculture sector. Moreover, the Strategy seeks to contribute to the CELAC Plan for Food and Nutrition Security and the Eradication of Hunger 2025 (FNS-CELAC Plan) which considers in its fourth pillar the stable production and timely attention to disasters of socio natural origin that may affect the availability of food; and to the implementation of the Sendai Framework for Disaster Risk Reduction2015-2030. The present document is the result of a process initiated in April 2016 with the technical support of the United Nations Food and Agriculture Organization (FAO) and the United Nations Office for Disaster Risk Reduction (UNISDR). This process has involved several rounds of technical and political consultations in the development of the document. Furthermore, an “ad hoc Technical Committee” was established in February 2017 with the task of concluding its formulation. The proposed Strategy developed by the ad hoc Committee was subject to a final technical validation in September 2017 when it was sent to the respective Ministries of Agriculture and DRM or Civil Protection authorities via CELAC's 33 national delegations.

Recognizing the particular vulnerability of LAC to the impacts of climate change, the Strategy was approved during CELAC's IV Ministerial Meeting on Family Farming and Rural Development, held on 12 and 13 December, 2017 in San Salvador, El Salvador. The Strategy will foster collaborative, coordinated and coherent work amongst countries while prioritizing regional, sub-regional, multi-country and cross-border added-value measures that complement national actions for implementing the Sendai Framework within the agriculture and FNS sector. The Strategy is first and foremost directed towards integrants of the Ministries of Agriculture and Rural Development and seeks to strengthen family farming in particular as the most vulnerable sector and that which is also the most affected by disasters. Agricultural production is likewise considered from a livelihoods perspective, emphasizing its connection with the FNS of smallscale producers and the population as a whole. Acknowledging that the challenges relating to the resilience of the agriculture sector are multidisciplinary in nature, the Strategy calls for coordination and sinergie beyond the sector, in particular with the competent authorities of environment, disaster risk management and civil defense.

Guidance is mainly specific to soil carbon data, but also contains many generic sections on soil grid development, as it is relevant for other soil properties. This second edition of the cookbook provides generic methodologies and technical steps to produce SOC maps and has been updated with knowledge and practical experiences gained during the implementation process of GSOCmap V1.0 throughout 2017.

Guidance is mainly specific to SOC data, but as this cookbook contains generic sections on soil grid development it can be applicable to map various soil properties.

Abstract: The Global Bioenergy Partnership (GBEP) has produced a set of twenty-four indicators for the assessment and monitoring of bioenergy sustainability at the national level. The GBEP indicators are intended to inform policymakers about the environmental, social and economic sustainability aspects of the bioenergy sector in their country and guide them towards policies that foster sustainable development. This report presents the main results of the implementation of the GBEP indicators in Viet Nam, where the following bioenergy pathways, which were deemed particularly relevant by national stakeholders, were analyzed: ethanol from cassava, and biogas at both household and industrial levels. Furthermore, it provided a few lessons learnt about how to apply the indicators as a tool for sustainable development and how to enhance their practicality. The work undertaken in the context of this project falls under FAO's Strategic Objectives 2 and 4.

These practices have resulted in a vital combination of social, cultural, ecological and economic services to humankind. “Globally Important Agricultural Heritage Systems” (GIAHS) are outstanding landscapes of aesthetic beauty that combine agricultural biodiversity, resilient ecosystems and a valuable cultural heritage. Located in specific sites around the world, they sustainably provide multiple goods and services, food and livelihood security for millions of small-scale farmers. In recognition of these global threats to family farming and traditional agricultural systems, 16 years ago FAO launched the GIAHS Programme. Aiming to strike a balance between conservation, sustainable adaptation and socioeconomic development, the GIAHS Programme helps identify ways to mitigate the threats faced from farmers as well as enhance the benefits derived by these systems. Through multi-stakeholder support, this approach aims to: provide technical assistance; boost understanding of the value of keeping alive sustainable agricultural knowledge; and promote agricultural products, agro-tourism and other incentive mechanisms and market opportunities. There are currently 50 GIAHS-designated sites in 20 countries around the world, with potentially many more to follow.

Managers often disregard heat stress as an occupational hazard, and workers therefore often have to handle this aspect of the work environment themselves. Heat stress has a negative effect on worker performance, and exposure to severe heat stress can be fatal; nevertheless, it can be greatly reduced with proper work organization and education.

It concludes by providing recommendations for capacity building interventions to strengthen the current system to reduce the adverse impacts of natural hazards, in particular, floods, landslides and droughts, and climate change on agriculture in Albania. Abstract: This publication contributes directly to SO1 and under Regional Initiative on Zero Hunger Challenge. Eradication of hunger and malnutrition is a major challenge in Asia. Dietary and production diversity are recognized factors in strategies to improve food security and nutrition. Currently, agriculture has an over-reliance on a handful of major staple crops.

Agrobiodiversity offers huge potentials in addressing malnutrition and agricultural sustainability. Future Smart Food (FSF), often referred to as Neglected and Underutilized Species (NUS), are rich in Asia. They represent a promising abundance of food resources and constitute the bedrock of the food system diversity. FSF have enormous benefits which are nutrition-dense, climate-smart and economic viable. To tap the potential of FSF, FAO RAP has organized a Regional Expert Consultation on FSF through an interdisciplinary priority-setting exercise, in collaboration with the FAO Special Ambassador for the International Year of Pulses, the University of Western Australia, ICARDA, ICRISAT, MSSRFLANSA, CATAS-TCGRI, Mahidol University, ACIAR, ICIMOD, CFF, as well as 8 national research institutes. The publication is a concrete follow-up product from the Regional Expert Consultation on Neglected and Underutilized Crop Species (NUS) that was held under the Regional Zero Hunger Challenge Initiative by FAO RAP in December 2016. Apart from regional thematic analysis, eight country studies on NUS are prepared and under peer-review by leading experts from agriculture, nutrition and socio-economic disciplines.

Abstract: The economic empowerment of rural women is critical for the continuing improvement of agriculture and further development of the rural sector. Increased participation of women in value-added productive activities requires an understanding of all of the barriers that limit their participation along the value chains. Addressing these barriers can transform women's role in this sector and catalyse their economic empowerment. This study was conducted to contribute to the generation of knowledge for informed policies and interventions, which can close the gender gap in rural areas in order to strengthen the livelihoods of rural populations, reduce poverty and generate sustainable rural development in Albania. The study presents the results of a cross-regional market and gender-sensitive value chain analysis conducted in three geographical areas – Berat, Korça and Vlora – and at different levels of the selected value chains, including producers, processors, exporters and traders. From a list of eight predefined value chains, three were selected for this study: medicinal and aromatic plants (MAPs), beekeeping, and traditional food and gourmet production. Their selection was based on the high potential for growth that they showed for the actors involved in the chains, and the strong economic opportunities that they provided for the empowerment of rural women in particular. This study also includes an assessment of women's access to public subsidies, and a set of recommendations for governmental institutions and intergovernmental organizations. Finally, the study proposes an intervention strategy to advance towards rural women´s economic empowerment and diversification of the rural economy.

Abstract: This report aims to highlight the current strengths of the institutional DRR system for agriculture in Serbia as well as indicate existing gaps and capacity needs to further enhance it. A comprehensive assessment is conducted, which includes a general overview of the country's agricultural sector and outlines the most frequent natural hazards that are impacting the sector. It is followed by an analysis of the existing legal, policy and institutional structure and discusses various components of the system, including e.g. the functioning of early warning systems, assessments of disaster risks, post-disaster needs assessments, including damages and losses assessments and the availability of agricultural insurance for farmers. It concludes by providing recommendations for capacity building interventions to strengthen the current system to reduce the adverse impacts of natural hazards, in particular, floods, landslides and droughts, and climate change on agriculture in Serbia.

The sector also contributes to food security, foreign exchange earnings and provides raw materials for agro-based industries in the region. For instance, it accounts for about 30.2 percent of the gross domestic product (GDP) in Kenya, 15.4 percent in Senegal, and 14.0 percent in Zimbabwe (World Bank 2014). Agriculture in most of African countries is largely rain fed, rendering productivity highly sensitive to climate variability and change. There recently has been an increase in the frequency and intensity of extreme weather events, such as droughts, floods, strong winds and hailstorms, and an associated increase in pests and diseases, limiting the ability of the vulnerable households to produce food crops, especially in the marginal agricultural areas in most of the sub-Saharan Africa (SSA) countries. Crop productivity in sub-Sahara Africa, including Kenya, Senegal and Zimbabwe is low and below global average levels (World Bank 2015). This is because production is dominated by smallholder farmers who are constrained by limited access to quality inputs and markets, limited access to credit, low use of appropriate production technologies and high food and energy costs. Despite the importance of crop production, and the associated challenges, Kenya, Senegal and Zimbabwe, similar to other countries in SSA, lack reliable and timely agricultural production forecasting systems to support decision-making at the national to household levels. These guidelines have been developed to facilitate the use of freely available remote sensing data and derived agro-climatic monitoring indicators and early warning products to improve crop production forecasting in SSA based on the recent experiences of the pre-selected countries – Kenya, Senegal and Zimbabwe. In-country trainings conducted by FAO consultants and supervised by FAO country teams in conjunction with local experts have resulted in key recommendations that are incorporated in these broad guidelines. To prepare the guidelines, the diversity in crop systems and institutional capacities across SSA was taken into account. In preparing the guidelines, statistical correlation analysis was conducted between the historical data from remote sensing and derived products, and field based crop production estimates (acreage and yield) in the three selected countries. The correlation analysis focused on main staple food crops in these three countries (the main staple food crops are maize & beans, millet & maize, beans & maize in Kenya, Senegal and Zimbabwe, respectively). Failure in the production of these staple crops often translates to food in security.

The Eurasian Region covers Eastern Europe, Central Asia and Caucasus and includes the following countries: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkey, Turkmenistan, Ukraine and Uzbekistan. The Eurasian Region is diverse in terms of climatic conditions, soils, flora and fauna, land use and human activities. Soil degradation is a serious problem within this region, with its most destructive consequences including salinization, erosion, loss of soil organic matter, nutrients and biodiversity as well as soil compaction. Soil salinization presents a serious challenge that requires co-ordination between countries that share common water and land resources. International co-operation is also needed to attract and manage investment into water and land resources. It should be emphasized that salinization is both the cause and the result of other agricultural problems. Combating salinization should, together with other measures for achieving the sustainable intensification of agriculture, be considered as a basis for food security.

The GBEP indicators are intended to inform policymakers about the environmental, social and economic sustainability aspects of the bioenergy sector in their country and guide them towards policies that foster sustainable development. FAO, which is among the founding members of GBEP, supported the implementation of the GBEP indicators in Viet Nam, with generous support from the International Climate Initiative (ICI) of the Federal Ministry of the Environment, Natural Resource, and Nuclear Safety of Germany.

This report presents the main results of the implementation of the GBEP indicators in Viet Nam, where the following bioenergy pathways, which were deemed particularly relevant by national stakeholders, were analyzed: ethanol from cassava, and biogas at both household and industrial levels. In addition to offering interesting insights into the sustainability of the selected bioenergy pathways, the implementation of the GBEP indicators provided Viet Nam with an understanding of how to establish the means of a long term, periodic monitoring of its domestic bioenergy sector based on the GBEP indicators. Furthermore, it provided a few lessons learnt about how to apply the indicators as a tool for sustainable development and how to enhance their practicality. The work undertaken in the context of this project falls under FAO's Strategic Objectives 2 and 4.

Abstract: The impact of disasters and crises on agriculture and food security. Natural disasters have cost billions of dollars in lost agricultural production. The human food chain is under continuous threat from an alarming increase in the number of outbreaks of transboundary animal and plant pests and diseases. Conflict and protracted crises are putting more and more people in conditions of poverty, food insecurity and displacement.

This has become the "new normal" and the impact of climate change will further exacerbate these threats and challenges. Agriculture often bears a disproportionate share of disaster impacts, many of which are borne directly by smallholders. As resources become increasingly scarce, objective evidence is needed to effectively target our investment in resilience, preparedness and mitigation. This second edition of FAO's report on the Impact of Disasters and Crises on Agriculture and Food Security provides the latest data on the impact of disasters and crises on agriculture sectors, combined with sound analysis of remaining gaps and challenges. It is not limited to natural disasters alone, but includes the first-ever analysis of the effect on agriculture of conflict and food chain crises. The 2017 report considers how the entire sector is impacted, not only crops and livestock but also forestry, fisheries and aquaculture.

Abstract: This publication explores agricultural investment funds as a vehicle for financing agricultural businesses and projects. It looks at the capital needs of the different agricultural actors along the agricultural value chain and taking into consideration investment funds involving all kinds of investors (private, public as well as joint initiatives) and investment objectives.

The publication draws heavily from the FAO 2010 publication “Agricultural Investment Funds for Developing Countries”, which was developed from an FAO-ConCAP research study that identified a broad range of investment funds that target agriculture in developing and transitioning countries. The identified funds were classified according to various criteria such as geographic distribution, capital, shareholder and investor base, investment instruments, target group served and financial performance, as well as organizational and operational structure. In this context, 63 agricultural investment funds fitting the selection criteria were identified and used in this study.

Abstract: The study summarizes the results emerging from the 2017 update of the Monitoring and Analysing Food and Agricultural Policies (MAFAP) indicators for the 2005-2016 period for 14 sub-Saharan African countries. These indicators - comparable across commodities, countries and years - are commonly used to assess the extent of policy support in agriculture. They measure the effect of trade and market policies and inefficiencies on the degree of price incentives faced by farmers in key commodity value chains, as well as the level and composition of public expenditures in support of the agriculture sector. Despite results being very heterogeneous across countries and commodities, aggregate figures indicate that price incentives to agriculture are overall increasing across the period. Policies focused on supporting domestic production, through import tariffs and price support, are likely to be the main drivers of such a trend, following the food price crises period (2007–2011) when policy-makers were mainly concerned about consumer protection. Expenditures on research and knowledge dissemination are overall stagnant or declining. Food crops continue to dominate public budgets while spending on cash crops or “innovative” products as well as on value chain integration and commercialization remains limited. Some efforts to convert resources that were previously allocated to input subsidies into investments in agricultural and rural infrastructures are seen.

Abstract: This document presents key messages and the state-of-the-art of soil pollution, its implications on food safety and human health. It aims to set the basis for further discussion during the forthcoming Global Symposium on Soil Pollution (GSOP18), to be held at FAO HQ from May 2nd to 4th 2018. The publication has been reviewed by the Intergovernmental Technical Panel on Soil (ITPS) and contributing authors. It addresses scientific evidences on soil pollution and highlights the need to assess the extent of soil pollution globally in order to achieve food safety and sustainable development. This is linked to FAO's strategic objectives, especially SO1, SO2, SO4 and SO5 because of the crucial role of soils to ensure effective nutrient cycling to produce nutritious and safe food, reduce atmospheric CO2 and N2O concentrations and thus mitigate climate change, develop sustainable soil management practices that enhance agricultural resilience to extreme climate events by reducing soil degradation processes.

Abstract: Tilapia is the world's most popular aquaculture species, farmed mostly in earthen ponds. Experience in China, the largest tilapia farming country, is used to develop and calibrate a bioeconomic model of intensive tilapia pond culture. The model is used to simulate the impacts of climate, technical and/or economic factors on farming performance and examines the performance of various farming arrangements under different conditions. The simulation results indicate that: (i) an increase in feed price, an increase in mortality, or a decrease in fish price significantly reduces profitability, whereas an increase in the cost of seed, labour, rent, electricity or water management has smaller impacts on profitability; (ii) considering the impact of water temperature on fish growth, the profitability of a production cycle starting at the optimum timing may be twice as high as one starting at the worst possible time; (iii) farming arrangements that maximize the profit of individual fish crops may not maximize overall profitability because of path dependency of farming performance; (iv) optimal farming arrangements that maximize overall profitability can significantly improve economic performance; (v) given no price discrepancy against small-size fish, harvesting at about 300 g in two-yearfive-crop arrangements could increase overall enterprise profitability by up to 50 percent compared with harvesting at > 500 g in one-year-two-crop arrangements; and (vi) a two-tier farming system that separates nursing and outgrowing ponds could allow one-year-three-crop arrangements that enhance profitability by up to nearly 90 percent compared with the one-year-two-crop arrangements.

Abstract: This manual aims at providing practical guidance on how to achieve genderequitable small-scale fisheries in the context of the implementation of the SSF Guidelines. Women play a key role, in particular in post-harvest activities relating to processing, marketing and trade, but their role remains undervalued. Within the broader context of the FAO Blue Growth Initiative, this publication therefore contributes to SP 1 Outcome 101 - Member countries and their development partners make explicit poli tical commitments in the form of policies, investment plans, programmes, legal frameworks and the allocation of necessary resources to eradicate hunger, food insecurity and malnutrition. The target audience for this manual is twofold: (i) policy makers/public administrations working on smallscale fisheries will be informed about ways to ensure gender-sensitive policies, investments and small-scale fisheries sector support, (ii) CSOs/Fisheries organizations will receive guidance on how to active ly support the empowerment of women in small-scale fisheries. However, this publication is also relevant for other audiences who can provide a support function to the to key audiences, namely: academia/research, donors/resource partners, FAO staff.

Abstract: The increased recognition of the multiplicity of roles played by women in, and their crucial contributions to, the fisheries sector exists in stark contrast with the low presence of women in fisherfolk organizations around the globe, and the lack of access to decision-making positions in many formal fisheries-related organizations. This paper summarizes analyses of a global literature review on women in fisherfolk organizations. The aim of the study was to identify positive examples and lessons learned by pointing to the drivers – as well as the enablers and entities identified in the literature – that have a key role in fostering increased women's participation and leadership in collective action in fisheries. State institutions, social movements and civil society organizations, development and conservation projects, religious movements, academia, endogenous mobilization, charismatic individuals and coincidences have been identified as the key enablers of women's participation in collective action. Dwindling resources and the need to secure management roles, modernization, the allocation of fishing rights, economic changes, family welfare and women's rights, are the main drivers identified by the authors as catalysers of women's engagement in collective action. Finally, the paper identifies some of the barriers faced by women to gain equal access to organizations and decision-making. Although more research on the topic is required, there seems to be consensus on the positive effects for women arising from their engagement in modes of collective action.

Abstract: The forty-first session of the General Fisheries Commission for the Mediterranean as well as the eighth session of the Committee on Administration and Finance was attended by delegates of 22 contracting parties, as well as of three cooperating non-contracting parties and one non-contracting party. Representatives from 20 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects as well as the Bureaus of the Commission and its subsidiary bodies, were also in attendance. During the session, the progress in the implementation of the mid-term strategy was reviewed, including in relation to the 2017 Malta MedFish4Ever Ministerial Declaration. Moreover, cooperation activities within the framework of agreements with contracting parties and cooperating non-contracting parties and with partner organizations were discussed. In light of its increasing cooperation with the GFCM, the Commission granted cooperating non-contracting party status to the Republic of Moldova. In relation to the management of fisheries and aquaculture in the GFCM area of application, a total of eight binding recommendations were adopted, dealing with the following issues: reporting of aquaculture data and information; management of blackspot seabream fisheries in the Alboran Sea; establishment of a fisheries restricted area in the Jabuka/Pomo Pit (Adriatic Sea); multiannual management plan for turbot fisheries in the Black Sea; establishment of a regional adaptive management plan for the exploitation of red coral in the Mediterranean; submission of data on fishing activities in the GFCM area of application; a regional plan of action to combat illegal, unreported and unregulated fishing in the GFCM area of application and an international joint inspection and surveillance scheme outside the waters under national jurisdiction in the Strait of Sicily. Furthermore, the Commission adopted six resolutions including: a strategy for the sustainable development of Mediterranean and Black Sea aquaculture; guidelines for the streamlining of aquaculture authorization and leasing processes; the reactivation of the Working Group on Fishing Technology; a permanent working group on vulnerable marine ecosystems; a network of essential fish habitats and the application of an International Maritime Organization number. Finally, the Commission adopted its programme of work for the next intersession and approved its budget amounting to US$2 532 162 for 2018 as well as a number of strategic actions to be funded through extrabudgetary resources. It also unanimously endorsed the renewed Bureaus of the Committee on Administration and Finance, the Scientific Advisory Committee on Aquaculture, the Working Group on the Black Sea and the Compliance Committee.

governmental organizations, non-governmental organizations (NGOs), civil society and local communities. The FAO Regional Office for Latin America and the Caribbean (FAO-RLC) located in Chile, supported the Government of Chile in the organization of the congress. The FAO Fisheries and Aquaculture Department (FAO-FIA), based on its longstanding engagement in work on livelihoods, sustainable fisheries and marine protected areas (MPAs), collaborated with the IUCN Fisheries Expert Group (IUCN-CEM-FEG) and hosted two plenary symposia: (i) Protecting vulnerable marine ecosystems (VMEs) in the high seas from bottom fishing impacts, and (ii) MPAs and food security, and a side event on Marine protected areas: Interactions with fishery livelihoods and food security. FAO also had an important presence at the congress through the Latin American Technical Cooperation Network on National Parks, other Protected Areas and Wildlife (REDPARQUES) for which FAO assumes the technical secretariat. The sessions jointly organized

by FAO-FIA and the IUCN-CEM-FEG provided opportunities to discuss the important role of regional fisheries management organizations or arrangements (RFMO/As) and scientific research in the spatial management of sustainable fisheries and protection of VMEs in the high seas, and the complexity surrounding the impact of MPAs on food security. Participatory approaches that involves fishers and local communities are fundamental to ensure positive benefits of MPAs to the environment and the fishing communities.

Abstract: As part of FAO's Blue Growth Initiative (BGI) the FAO Member Countries of the Eastern Africa Sub-Region met to agree on a strategy for the Development of Fisheries and Aquaculture within the Blue Growth Initiative in Eastern Africa (BGI Strategy). The BGI is an FAO flagship initiative that aims at supporting more productive, responsible and sustainable fisheries and aquaculture sectors by improving the governance and management of the aquatic ecosystems, by conserving biodiversity and habitats, and by empowering communities. The BGI is the sustainable growth and development emanating from economic activities in the oceans, wetlands and coastal zones that minimize environmental degradation, biodiversity loss and unsustainable use of living aquatic resources, and maximize economic and social benefits. The Strategy includes 11 over-arching development objectives that are common to fisheries and aquaculture in marine and freshwater environments: 1)To enhance governance and management of fishery resources and aquatic ecosystems; 2) To improve global and intra and inter trade and marketing of fish and fisheries products; 3) To enhance production efficiency with reduced impacts on the environment; 4) To create an enabling environment for the private sector and social support; 5) To facilitate people involved in fisheries and aquaculture to utilize resources and to also play an active role in protecting and safeguarding these resources for the benefit of future generations; 6) To conserve aquatic biodiversity and critical habitat; 7) To empower communities and make them resilient to natural and human induced impacts; 8) To enhance information and knowledge sharing, dissemination, collection and management; 9) To develop Intra-regional synergies in management of transboundary resources and transfer of technology 10) To strengthen intra and inter regional collaboration; and 11) To enhance research and innovation. In addition the Strategy contains specific objectives and actions to achieve them for inland fisheries, marine fisheries and aquaculture. The actions were chosen to also address the four streams of the BGI: i) capture fisheries; ii) aquaculture; iii) ecosystem services contributing to livelihoods; and iv) trade, markets, post-harvest and social support. The actions further embrace the principles of the Green Economy and will lead to Blue Production, Blue Communities and Blue Fora.

Agrovoc: Africa; food security; sustainable forest management; woodlands; nutrition; livelihoods; sustainable livelihoods; household food security; Abstract: The Miombo woodland is a vast African dryland forest ecosystem covering close to 2.7 million km2 across southern Africa (Angola, Democratic Republic of the Congo, Malawi, Mozambique, Tanzania, Zambia and Zimbabwe). The woodlands are characterized by the dominance of Brachystegia species, either alone or in association with Julbernardia and Isoberlinia species. It is estimated that the woodlands – through their numerous goods and services which include various non-wood forest products (NWFPs) (e.g. insects, mushrooms, fruits, tubers, medicine, fodder, honey, seeds) and woodfuels, which, for simplicity, will be referred to as non-timber forest products, or NTFPs, throughout the publication – sustain the livelihoods of more than 100 million rural poor and 50 million urban people. The charcoal sector alone employs vast numbers of rural people and offers additional income to many poor rural families. Communities moreover rely directly on the woodlands for food and nutrition. NWFPs add vital micro- and macronutrients to local diets and contribute to diversified food systems, while woodfuel is essential for cooking and sterilizing, thus ensuring proper nutrient absorption and providing clean water for drinking. Forests and trees, if managed sustainably, are an important source of resilience for rural people in the Miombo woodlands, supporting households to absorb and recover from climatic or economic calamities and contributing to resolving the underlying causes of food insecurity, undernutrition and poverty by providing nutritious edible products and woodfuel for cooking in addition to conserving biodiversity and water resources, buffering extreme weather conditions and preventing land degradation and desertification. Compounding the problem and hindering development of the Miombo ecosystem, are: i) lack of an enabling policy environment; ii) unsustainable management; iii) limited willingness and ability to pay for and access to energy-efficiency technologies; iv) inadequate awareness and information, including technical capacity; v) high poverty levels; and vi) limited access to microcredit facilities.

Abstract: Recognizing the importance of the services provided by forests and trees to urban dwellers, the Collaborative Partnership on Forests proposed that the theme for the 2018 International Day of Forests would be “Forests and Sustainable Cities”. To mark this occasion and promote the widespread adoption of “green” strategies for dealing with urban challenges, FAO invited the mayors of 15 different sized cities from various regions around the world to present their experiences with trees and forests and to show how this green infrastructure has helped address urban challenges. This overview of course is far from exhaustive and many other good examples exist. Collectively, the stories presented in this publication show that investing in green solutions can pay dividends while increasing the resilience and liveability of urban environments.

Abstract: While the digital revolution is reaching rural areas in many developing countries, the rural digital divide continues to present considerable challenges. The problem is even more acute for women, who face a triple divide: digital, rural and gender. This publication looks at the benefits of Information and Communication Technologies (ICTs) when placed in the hands of men and women working in agriculture and in rural areas. It examines the challenges to be overcome and makes recommendations so that rural communities can take full and equal advantage of the technologies. FAO's E-agriculture 10 Year Review Report on implementation of the World Summit on the Information Society (WSIS) of the Action Line C7. ICT Applications: eagriculture concludes that while substantial progress has been made in making ICTs available and accessible for rural communities, challenges remain with respect to the following seven critical factors for success: content, capacity development, gender and diversity, access and participation, partnerships, technologies, and finally, economic, social, and environmental sustainability. This publication analyses with the gender lens the seven factors of success, followed by an overview of the general existing barriers to women's access to, control and use of ICTs. Abstract: Goal 5 of the Sustainable Development Goals (SDGs) “Achieve gender equality and empower all women and girls” recognizes the fundamental role of women in achieving poverty reduction, food security and nutrition. Target 5.a aims to “Undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws”. As the designated custodian for Target 5a, FAO has developed a methodology to support countries in monitoring and reporting on progress in the status of women's land rights protection. Progress in Target 5.a is measured through two indicators that focus on ownership and/or control over land.

Abstract: This learning guide was developed in partnership between several divisions of the Food and Agriculture Organization of the United Nations (FAO) and FIAN International. The methodology draws upon the one used in the People's manual on the guidelines on governance of land, fisheries and forests: A guide for promotion, implementation, monitoring and evaluation, developed by the International Planning Committee for Food Sovereignty (IPC) and a set of publications, among which we would like to particularly acknowledge the relevance of Enhancing stakeholder participation in national forest programmes: a training manual (FAO, 2010). This learning guide incorporates some content from these publications when relevant. This learning guide was tested in 2015 in several countries in Asia, Africa and Latin America by national counterparts, who had a key role in assessing the guide's relevance and adding their inputs to improve the present document. Subsequently a stocktaking exercise was conducted towards the end of 2015 from which lessons learned and inputs from experts were gathered. The current version of the learning guide is the result of this testing process. The publication was made possible thanks to the support of Belgium, the Netherlands, Sweden and Switzerland through the FAO Multipartner Programme Support Mechanism (FMM).

Over the past two decades, Livestock FFSs have been implemented/supported by the Food and Agriculture Organization of the United Nations (FAO) and other development stakeholders in a wide range of environments and livestock production systems including pastoralism and agro-pastoralism, dairying, poultry production, integrated rice-duck systems, rabbit production, pig production, beekeeping, beef production, camel production and small ruminant production. Today, the FFS approach is used to spur livestock growth across developing regions, with governments, NGOs, the private sector and other stakeholders increasingly interested in applying it. This guidance document was prepared to help decision-makers involved in policy formulation and programme planning to: (i) gain a basic knowledge of the FFS approach, with emphasis on animal production, health and marketing; (ii) learn about the contribution of FFS to the livelihoods of livestock-dependent communities in different contexts; (iii) recognize the conditions required for the successful implementation of Livestock FFSs; and (iv) comprehend the potential of the FFS approach in a wide range of livestock production systems and socio-economic settings.

Farmer education and community action are critical elements in the strategy to best manage FAW populations, using an integrated and ecological pest management approach. Farmer Field School (FFS), a holistic farmer education approach used in over 90 countries, will be a key component of the response effort. This guide seeks to provide guidance on how to conduct FFS on the integrated and sustainable management of the FAW in Africa, with emphasis on maize as FAW's preferred host plant. It provides information on the biology and ecology of FAW; field studies and exercises for use in season-long FFS; and suggestions on how to build a training programme for rural advisory services/extension on FAW and FFS refresher courses of Master Trainers and Facilitators.

Abstract: In questo lungo viaggio lungo il confine tra la terra e il mare, dove i due s'incontrano in quella zona di convivenza detta bagnasciuga, navigheremo con rotta sudnord, da Santa Maria di Leuca, precisamente dalla spiaggia di Felloniche, fino alla marina di Marittima (comune di Disio). Ma soprattutto ripercorreremo il tempo, ritornando al passato, per raccontare nomi, usi, credenze, tradizioni, tecniche e attrezzature di quelle piccole comunità marinare che, seppur in un ambiente difficile si sono radicate lungo questa Costa, abbarbicate a scogli alti e duri, esposte ai venti, alle correnti ai marosi di questo difficile punto del Mediterraneo che è conosciuto come Canale d'Otranto. Viaggeremo osservando da vicino la falesia alta, coronata da una folta vegetazione di macchia mediterranea, ancora abbastanza incontaminata e oggi sotto tutela del parco Naturale Regionale Costa Otranto-Santa Maria di Leuca-Bosco di Tricase. Andremo a scovare antichi punti d'interesse, le piscare, che oggi, dopo un periodo di oblio generate, in favore di lidi diversi e ben attrezzati, possono passare dall'essere semplici rocce calcaree a meravigliose pietre preziose, perchè contengono un'immensa quantità di ... nature e cultura. I punti della Costa, visti dal mare, cioè le piscare, sono in gran parte raggiungibili anche via terra, navigheremo e passeggeremo quindi nello stesso tempo tramite antichi sentieri utilizzati dagli abitanti e pescatori. Incontreremo le due comunità costiere più grandi, dotate di vero e proprio porto, Santa Maria di Leuca e Tricase Porto e le tre piccole marine minori, con dei porticcioli, per lo più scali scavati tra le rocce, Novaglie, Marina Serra, marina di Andrano, dove, in passato, si sono radicate piccolissime comunità di pescatori spesso appartenenti ad un solo nucleo familiare dedite esclusivamente alla piccola pesca artigianale. I comuni che attraverseremo in questa rotta sono: Castrignano del Capo, Gagliano del Capo, Alessano, Corsano, Tiggiano, Tricase, Andrano, Diso.

Abstract: Il Porto di Tricase, lo si sa, è un porto piccolo. A vederlo, a nessuno verrebbe il sospetto di scambiarlo per un "porto". Nessuno lo immaginerebbe tale e molti lo chiamerebbero e lo chiamano approdo, rifugio, ridosso, porticciolo. Eppure, se avesse la possibilità di presentarsi e raccontarsi alle nostre generazioni, si presenterebbe come: "Molto lieto, sono il Porto di Tricase e ho tanto da raccontare". Pur vivendo in un grande mondo con tantissimi grandi porti, con l'umiltà tipica dei veramente grandi, sa di essere stato tanto importante quanto piccolo e modesto. E' umilmente consapevole di aver fatto la sua parte nella storia del mare, della terra e del mondo. E, pur sempre piccolo, e ancora grazie alla sua modestia, gelosamente preservata, alla sua storia e al suo presente, alla sua cultura, al suo essere testimone e protagonista della vita dell'uomo, continua a fare la sua parte ... da grande. Nonostante un quasi naturale periodo di oblio, ha pazientemente atteso che qualcuno si ri-accorgesse di lui, che volesse ascoltare i suoi racconti e le sue storie, quasi i suoi consigli, far tesoro delle sue esperienze, della sua vita e ... considerandolo "grande", un-ri-considerato punto di partenza e di arrivo, di sosta e di ristoro di navigazioni grandi e piccole, un esempio da seguire, un modello. Questo libro, volutamente piccolo ma ricco di contenuti è un altro contributo alla "grande piccolezza" del Porto di Tricase.

Lo stesso Volume contiene anche un'analisi a livello nazionale sull'agricoltura e sulle aziende agricole beneficiarie degli aiuti della PAC presenti nella aree Natura 2000 (SIC/ZSC, ZPS) sulla base dei dati dichiarativi AGEA e del Progetto Refresh. Il Volume 2 presenta l'analisi di tutte le misure dei PSR 2014/2020 attivate e funzionali all'applicazione della focus area 4.A) "salvaguardia, ripristino e miglioramento della biodiversità, compreso nelle zone Natura 2000 e nelle zone soggette a vincoli naturali o ad altri vincoli specifici, nell'agricoltura ad alto valore naturalistico, nonché dell'assetto paesaggistico dell'Europa", fornendo in sintesi tutte le informazioni utili sulla singola misura (beneficiari; condizioni per l'accesso agli aiuti; entità ed importo dell'aiuto, ecc). Il Volume 3 presenta l'analisi delle misure per la focus area 4.A) suddivise per le singole Regioni, al fine di favorire la ricerca delle opportunità di finanziamento nei diversi PSR. Il Rapporto evidenzia l'importanza del contributo delle politiche di sviluppo rurale a favore della conservazione della natura e della biodiversità e della valorizzazione dei territori rurali di elevato valore naturale.
