IFLA Guidelines for Continuing Professional Development: Principles and Best Practices From the Annual Conference New IFLA Standard now available Just endorsed by the Professional Committee, the IFLA Guidelines for Continuing Professional Development: Principles and Best Practices are now available on the IFLA Continuing Professional Development and Workplace Learning Section (CPDWL) website.

The guidelines are intended to alert the LIS profession to the importance of investing in the development and maintenance of the expertise of staff. It aims to advise individuals, associations, and institutions in their efforts to assure ongoing learning for a profession that will be well qualified to provide excellent service to its publics.

The audience for these guidelines comprises library and information practitioners, as well as those who are responsible for delivering educational experiences and offering and/or encouraging continuing professional development and workplace learning. While this document focuses mainly on the library context, it applies also to information professionals working outside of traditional environments.

The current expanded review seeks not only to update the original, but also to reflect additional international literature.

The International Federation of Library Associations and Institutions (IFLA) upholds the mission libraries had for centuries and has made this one of its core aims. Culture is a basic need. A community thrives through its cultural heritage, it dies without it [1].

IFLA, preservation, conservation and safeguarding of heritage At IFLA, we work together with our members and our extensive preservation and conservation network on many different aspects of safeguarding documentary cultural heritage for the next generation. We engage in issues around digital preservation with the UNESCO PERSIST Project [2], we manage a network of 15 IFLA Preservation and Conservation Centres [3] worldwide and we work closely with UNESCO and

Preservation and conservation of documentary heritage in all its formats has always been a priority for IFLA. However, throughout the last decade it is becoming more and more apparent that IFLA needs to be more actively involved in the role libraries play in disasters. IFLA is one of the founding members of the Blue Shield [4] and has been involved with UNESCO's work on safeguarding heritage throughout the last decades. More concrete measures were needed for IFLA to better respond to disasters on the one hand and to raise awareness for disaster preparedness on the other hand. The International Council of Museums (ICOM) [5] as well as of the International Council on Monuments and Sites (ICOMOS) [6], both also founding members of the Blue Shield, already had expansive processes in place to respond to disasters.

Based on the ICOM Red Lists and the ICOMOS Heritage@Risk, together with the IFLA Preservation and Conservation Section [7], we started working on the Risk Register for Documentary Heritage.

been kept in the capital and are undergoing restoration and digitisation work. Libraries have been at the forefront of evacuating and preserving the unique heritage of Mali. [2] Cases like Mali are devastating and hard to comprehend and are happening worldwide over and over again, for example currently in Syria and Iraq. But heritage also gets damaged or destroyed by natural disasters, as the destruction of the invaluable temples, libraries and museums in Nepal showed after the 2015 earthquake.

The Risk Register is designed to enable IFLA to help libraries in desperate situations, to facilitate conversations between affected libraries and possible funders, to keep UNESCO and the Blue Shield partners informed on the library situation and ultimately to help safeguard and restore our irreplaceable cultural heritage.

The IFLA Risk Register for Documentary Heritage The IFLA Risk Register for Documentary Heritage is an essential tool to serve libraries, library staff and library collections worldwide. It has several aims in order to assist the safeguarding of heritage.

The Risk Register is a closed, confidential database where institutions and holders of documentary heritage collections are encouraged to register their collections[8]. By registering collections, holders of documentary heritage ensure that IFLA does have reliable and trustworthy contact details in regions if a disaster strikes. It also enables IFLA to pinpoint where collections are held if coordinates are required by UNESCO or the Blue Shield. For this we strongly encourage everyone to submit their collections to the Risk Register as it cannot be predicted when and where a natural or a man-made disaster will strike next.

The Risk Register does not replace the necessity for institutions to have risk preparedness and disaster plans as well as adequate staff training[2]. We want to ensure that libraries are aware of preventative methods to secure their collections in order to minimise the damage if disaster occurs.

The Risk Register raises awareness for libraries to be considered in the international cultural heritage rescue effort if a disaster strikes. Being included in the Risk Register can assist libraries to raise the profile within their country for libraries in safeguarding cultural heritage and caring for at risk collections, and the need for suitable resources.

How are libraries affected by disasters?

In 2013 armed groups occupied Northern Mali and Timbuktu, a city famous for its cultural heritage and its vast amount of public and private libraries with invaluable documentary heritage. To safeguard the manuscripts during the occupation, volunteers smuggled them into safety to Bamako with the help of international support. The manuscripts have since

What IFLA needs now is your involvement! It is essential that we collect as much relevant data in the Risk Register as possible. We aim to cover all of the world's regions and countries in order to be able to react adequately if disasters happen. · We are asking you now to submit your own documentary heritage collections to the Risk Register; · We are asking you to talk to other institutions as well as private holders of documentary heritage and encourage them to register their collections; · We are encouraging everyone to implement disaster preparedness and risk mitigation plans and ensure that their staff is trained in disaster preparedness and recovery.

Agreement. Other RFMO CMMs vary in the extent of implementation of its requirements, as described in this document. There is ongoing review and strengthening of the CMMs relating to Port State measures within many RFMOs, in part encouraged by their performance reviews. This document focuses on the implementation of two legal instruments - the FAO Agreement and IOTC Resolution – which, as noted above, are almost identical. Together, they are legally binding on a wide range of countries. At national level, the process of preparing for entry into force of the FAO Agreement, as well as implementation of relevant RFMO CMMs, has been challenging for many countries. The objective of this document is twofold: to meet those challenges by providing generic legislative templates for the development of national legislation; and to explain broader context of Port State measures. Legislative templates are provided for implementing the core and supporting provisions respectively; they are generic, and can be adapted to different legal systems, institutions and instruments. The core provisions are those implemented directly from the FAO Agreement, and as appropriate the IOTC Resolution, and the supporting provisions are those that relate to areas such as enforcement information and evidence. The latter reect best practices and are important for backstopping aspects of the core provisions; they may already be in national ďŹ sheries legislation or may be used for strengthening existing provisions. Explanatory notes are given for each core and supporting provision. In order that the broader context of Port State measures can be better understood as national legislation is developed, this document also describes the development of Port State measures, a framework for national procedures and the role of RFMOs.

The objective of the pilot projects was to show that smallholder farmers can improve their livelihoods and increase their productivity and contribute to climate change mitigation at the same time. The approach was to develop portfolios of climate-smart agricultural practices based on participatory consultations and expert assessments, implement the selected practices using a variety of extension methods and evaluate their effects on yield, food security and their potential to reduce greenhouse gas (GHG) emissions on farms and throughout the landscape. Farmers who participated in the MICCA pilot projects reported that the main benefits of CSA were higher yields, greater farm income and increased food availability. This is an indication that smallholder farmers can be an effective part of the response to climate change and make a meaningful contribution to reducing GHG emissions. Bringing sound, up-to-date evidence into decision-making processes can help shape policies, plans and programmes that support CSA.

The INDCs will guide country-level climate action for the coming years.1 INDCs include not only targets, but also concrete strategies for addressing the causes of climate change and responding to its effects. As at 31 March 2016, 188 countries2 had submitted their INDCs to the United Nations Framework Convention on Climate Change (UNFCCC). The Food and Agriculture Organization of the United Nations (FAO) has analyzed the INDCs and found that the agriculture sectors (crops, livestock, fisheries and aquaculture, as well as forestry) feature prominently in meeting national mitigation and adaptation goals. This is a clear signal: the agriculture sectors are central to the response to climate change. The INDCs were not prepared according to a standard format. While many Parties followed non-binding guidance, the INDCs are heterogeneous in length, coverage and level of detail. All 188 countries refer to mitigation commitments in their INDCs, while 70 percent include an adaptation section. Some specify detailed measures in specific sectors, while others only point to existing plans for further reference. This heterogeneity calls for caution in comparing country priorities and actions beyond broad patterns.

Part II explains step-by-step how to cook them, what to keep in mind and what condiments and instruments to use. Part III underscores the five messages that FAO conveys to the world about the impact pulses have on nutrition, health, climate change, biodiversity and food security. Part IV illustrates how pulses can be grown in a garden patch with easy gardening instructions and how they are grown in the world, highlighting major world producers, importers and exporters. Part V takes the reader on a journey around the world showing how pulses fit a region's history and culture and visits 10 internationally acclaimed chefs as they go the market to buy pulses. In Africa street food vending and consumption have proliferated in the last three and a half decades, especially in urban areas. People who face barriers to the formal wage labor market find in street food vending a viable income option, as it requires little start-up capital and no formal education. In the meantime, the increased commuting distances and faster living pace in developing cities turn street food into the best option among the growing urban low and middle working classes looking for inexpensive, quick and nutritious food out of the house. Despite its nutritional, economic, social and cultural importance, street food in Africa is undermined by food safety issues, poor nutritional variety, widespread informality of vendors, and policy gaps. Major findings provided by literature throughout the last two and a half decades are analyzed, along with the recommendations that the authors made to key stakeholders to improve street food safety and nutrition quality, as well as vendors' livelihoods and working conditions.

It consists of four sections: Section 1 introduces the reader to the phased assessment framework, including its main components and principles, and provides an overview of the global Food Security Cluster output indicators. Section 2 presents the five specific phases of the framework in detail to provide a foundation for participating in or conducting phase-specific assessments. Section 3 presents two sets of additional tools - those for more in-depth and sector-specific assessments, and surveys designed with other objectives and for other specific needs assessments.
