Newsletter Mediterranean Agronomic Institue of Bari CENTRO DOCUMENTALE - ISTITUTO AGRONOMICO MEDITERRANEO DI BARI Libraries are fighting for public, not commercial interests - a response to comments at the International Publishers' Congress 2016 IFLA has co-signed a letter in response to comments made by Hachette Livre CEO Arnaud Nourry at this week's International Publishers' Congress. In it, we reject entirely the argument that libraries are proxies for the commercial sector, and invite publishers and others to work with us in passing limited but necessary reforms to copyright. These will strengthen the legal base on which librarians rely in order to fulfil their missions at a local, European and global level.

The letter, sent on 13 April 2016, reads as follows: Dear Sir, It was a great shame that Hachette Livre CEO Arnaud Nourry chose to target libraries at the International Publishers' Congress this week, as reported in The Bookseller and Publishers Weekly. In particular, we, the library community, reject entirely the argument that we are proxies for the commercial sector. If libraries are for profit, it is for the profit of human development.

Libraries have a proud tradition of independence. We are there to protect and promote the interests of our users – citizens, creators, students – rather than shareholders.

Moreover, libraries are specifically designated worldwide as institutions necessary for serving the global public interest for a non-commercial purpose, as we have already stated many times at WIPO and elsewhere. We go about our work for no direct or indirect economic gain.

Libraries support a balanced copyright system where everyone has access to information and creativity, and authors are fairly rewarded. Authors themselves regularly underline their own support for libraries as places to research, raise awareness of their work, and build a reading culture. It goes without saying that publishers benefit from the vibrant creative economy that we nurture, as well as the billions spent by libraries every year on their output.

Indeed, we have long argued that what holds libraries and their users back in this regard is rather the tangled and opaque web of laws, contracts and licenses that prevails today. Where exceptions and limitations exist, they are restricted and often overridden by contract terms or other means. And even when this does not happen, uneven application hinders access to information across borders.

It is for that reason that we are calling for limited reforms which will strengthen the legal base on which libraries operate, both within our local communities and, increasingly, globally. Librarians are trained professionals and careful in respecting the law. To fulfil their missions at a national, European and international level, they need a core of basic enforceable exceptions and limitations, suited to the digital age and the opportunities this creates. This

would hardly represent the 'vast exceptions' Mr Nourry cites.

We look forward to working further in partnership with publishers, the European Commission, WIPO and its member states to achieve this. If we do, as Mr Nourry himself hopes, the best may well still be yet to come.

Libraries' Role in Connecting the Next 1.5 Billion Recognised

By Stephen Wyber Governments, international organisations, civil society representatives, development banks and industry have underlined their support for public access to the internet in libraries as a means of getting more people online.

Four billion people still do not have regular access to the web. This creates a global digital divide that risks leaving half of the world's population without access to information or economic and social opportunities. In response, the Global

Connect Initiative aims to get a further 1.5 billion online by 2020. The Principles at its heart underline the role of libraries in doing this.

As IFLA has long noted, libraries can make a major contribution to connecting the rest of the world's population. As trusted, publicly funded institutions that already exist in many developing countries, they are well placed to partner with civil society, the private sector and other public services. They also include skilled and qualified library staff who offer the public support on technology and training on information and media literacy.

Success in getting more people online will also help achieve the Sustainable Development Goals, as well as allowing people to exercise their human right of access to information.

To this end, we were at the heart of defining the Principles on Public Access in Libraries, which were discussed the Internet Governance Forum (IGF) in Joao Pessao in Brazil. We continue to work with the IGF's Dynamic Coalition on Public Access in Libraries in order to make a reality of these principles, and will be making progress on this at a session at the World Library and Information Congress this August. We will also be present at the regional Internet Governance Fora taking place around the world over the coming months.

Comunicato AIB sul passaggio allo Stato della tutela dei beni librari Con l'entrata in vigore della legge 6 agosto 2015 n.125 il Ministero dei Beni e delle Attività culturali e del Turismo ha richiamato a sé la tutela del patrimonio librario, escludendo di fatto le Regioni, che negli ultimi 44 anni ne erano state le affidatarie.

Riteniamo che il “passaggio di competenze” potrebbe rivelarsi controproducente, sebbene il fine sia quello di rendere più efficaci e fluide, in tutto il territorio nazionale, alcune funzioni delicate come il rilascio delle autorizzazioni al prestito per mostre, ma anche al restauro o spostamento di manoscritti, libri e documenti pubblici e privati dichiarati di importante interesse storico, così come la concessione di attestati di libera circolazione o licenze di esportazione.

L'AIB denuncia la palese mancanza di un'adeguata valutazione degli aspetti organizzativi, come dimostra l'aver assegnato il delicato compito di tutela del patrimonio librario alle Soprintendenze archivistiche, i cui funzionari hanno formazione e competenze non adeguate perché semplicemente diverse da quelle dei bibliotecari, come giustamente hanno sottolineato i colleghi archivisti dell'ANAI. Inoltre, di fronte alle acclarate mancanze di risorse (umane e degli apparati tecnico-scientifici) delle soprintendenze archivistiche per svolgere al meglio i loro compiti, l'escamotage dello Stato di trovare bibliotecari statali esperti con funzioni di supporto agli archivisti, evidenzia la mancanza di consapevolezza dei compiti profondamente differenti di bibliotecari e archivisti, e fa sorgere un doppio interrogativo: dove sono questi bibliotecari esperti se anche nelle biblioteche statali non c'è personale sufficiente per offrire agli utenti un servizio serio e degno di un paese civile? Se le 46 biblioteche del MiBACT tutelano decine di milioni di volumi e manoscritti, com'è possibile pensare di spostare anche un solo bibliotecario da queste ultime per affiancare le soprintendenze archivistiche?

Per questi motivi temiamo che il passaggio di competenze di tutela del patrimonio librario dalle Regioni allo Stato si riveli un flop clamoroso, mettendo seriamente in pericolo la tutela stessa di libri e manoscritti di importante interesse culturale della Nazione, che possono facilmente disperdersi, anche legalmente, vista l'adozione delle procedure del silenzio-assenso.

Auspichiamo dunque che, nell'identificazione dei

profili e delle destinazioni dei 500 funzionari di prossima assunzione presso il MiBACT, si tenga conto della doppia necessità di migliorare il funzionamento delle biblioteche statali, nonché di potenziare con adeguate risorse la fondamentale attività di controllo e tutela, se si vuole riparare una rete che attualmente presenta diversi strappi.

Ispirati dagli archivi L'AIB sostiene l'iniziativa “Ispirati dagli archivi. Una settimana per dare voce alle migliaia di chilometri di documenti che costituiscono l'eccezionale patrimonio custodito negli archivi italiani” promossa dall'ANAI – Associazione nazionale archivistica italiana che ha lo scopo di far “conoscere ai cittadini la ricchezza del patrimonio archivistico del nostro Paese e per richiamare le istituzioni a garantire risorse adeguate per la sua tutela e valorizzazione e a gestire con consapevolezza il tema della conservazione del documento digitale, che offre eccezionali vantaggi, ma espone anche a rischi da valutare per tempo e con attenzione”.

Dal 14 al 19 marzo sono in programma eventi in ogni regione italiana, destinati a riscoprire e a rendere fruibile, l'immenso patrimonio custodito dagli archivi.

L'autore Selene Pascasi, da sempre sensibile ai temi sociali, si occupa da anni di questioni legate alla famiglia, teatro

di maltrattamenti e violenze.

Dal 2007 è firma de Il Sole 24 Ore, con più di 450 pubblicazioni. Coautrice di un lavoro scientifico per l'Accademia Americana di Scienze forensi (Atlanta 2012. Lusa V. – Pascasi S. – Borrini M.), e di La Persona Oggetto di Reato (Lusa V. - Pascasi S., Giappichelli, 2011), nel 2013 ha vinto il concorso indetto da Galassia Arte Editore, e ha pubblicato un suo aforisma ne Il viaggio è nella testa.

Sempre nel 2013, è arrivata in finale al III° Concorso di Poesia Pubblica Assistenza Città di Ravenna “Solidarietà” (con la poesia “Le orme del tempo”); ha vinto la II Edizione del Concorso “Viaggi di versi” (la poesia “Brividi nelle lune” sarà inserita in un'antologia di Poeti Contemporanei, Editore Pagine), la II Edizione del Concorso “La vita e i suoi racconti” (il racconto “L'incrocio del tempo” sarà inserito in una raccolta, Editore Pagine), il Premio nazionale “Giorni da scrivere” per la sezione Aforismi e per la sezione Poesia (pubblicati nell'agenda 2014, LiberArte, David&Matthaus Edizioni e il Concorso letterario internazionale indetto da Galassia Arte Edizioni, con il quale ha pubblicato una aforisma nel libro “Le più belle frasi di Facebook”. Così, se da avvocato, combatte contro le ingiustizie nelle aule giudiziarie, come giornalista tratta anche delle più attuali problematiche penali, e come scrittrice pubblica un

Con quelle parole incontenibili ho litigato, le ho odiate.

Orticoltura è un termine composto dalle parole orto e coltura, ed indica la coltivazione dell'orto interessando quindi una vasta gamma di vegetali. Con il tempo l'attenzione è stata ristretta alle piante erbacee utilizzate direttamente fresche o conservate, denominate ortaggi, sempre più numerose, soprattutto nell'area mediterranea. Il contenuto riguarda l'inquadramento botanico dei diversi ortaggi, i sistemi colturali, le tecniche d'impianto, la gestione dell'irrigazione e della fertilizzazione azotata. Le caratteristiche varietali, le esigenze climatiche, idriche e nutrizionali vengono fornite anche per le singole specie, che sono presentate in ordine alfabetico per facilitare la consultazione del testo. L'area del Mediterraneo rappresenta un importante punto di incontro tra colture orientali ed occidentali, un enorme crogiuolo di popoli, religioni e culture, che ha portato a valorizzare una grande quantità di specie animali e vegetali a scopo alimentare, officinale o medicinale ed anche ornamentale. Il bacino del Mediterraneo coincide con l'area di origine e differenziazione varietale di molti ortaggi (ed esempio carciofo, cavoli, cicorie, asparago), nonché di selezione per molti altri ortaggi di origine americana e asiatica apparteneneti alle famiglie delle cucurbitacee e delle solanacee. Deforestation had stripped the country of half its forest cover, contributing to severe erosion, repetitive ood and drought damage and a decrease in agricultural production which threatened national food security. Recognizing the importance of forests' watershed and soil protection functions in restoring agricultural productivity, the government undertook an intensive forest rehabilitation effort. The implementation of two Ten-Year Forest Rehabilitation Plans in the 1970s and 1980s not only fully restored the country's forest cover, but also delivered food security beneďŹ ts and contributed to national economic development. These goals were achieved by integrating forestry, rural development and community mobilization in the rehabilitation policy. This study demonstrates how the rehabilitation plans incorporated food and nutrition objectives and how forest rehabilitation contributed to satisfying the four dimensions of food security - food availability, food access, food utilization and stability of food security. This experience may provide inspiration for other developing countries desiring to incorporate forest rehabilitation and sustainable forest management in their food security goals and policies.

Achieving food security for all is at the heart of FAO's efforts - to make sure people have regular access to enough high-quality food to lead active, healthy lives. FAO's mandate is to raise levels of nutrition, improve agricultural productivity, better the lives of rural populations and contribute to the growth of the world economy. Achieving Africa's agricultural growth potential will require a significant increase in historically low levels of productivity. This is an area where irrigation can play a critical role. Modern, efficient irrigation systems can substantially increase crop yields, resulting in improved livelihoods, reduced risk associated with drought, efficient use of limited water resources, and greater food production. This report is the third in a series of market briefs produced jointly by the IFC and the Food and Agriculture Organization of the United Nations (FAO). It is targeted primarily at private sector investors and companies interested in expanding investment in irrigation in West and Sub-Saharan Africa, with particular focus on modern irrigation technologies, but may be of wider interest to all stakeholders engaged in irrigation development in the country. The report assesses the current state of the irrigation market in Senegal, recent performance, and opportunities for future growth.

The general framework for empirical analysis is based on a comparison of programme beneficiaries with a group of controls interviewed in 2012 and again two years later, using difference-in-difference (or double difference) estimators combined with propensity score matching methods. The findings show that the programme significantly increased household food security and decreased the number of hours children spend on household chores and activities. The programme is also associated with increases in social capital, and subjective well-being. However, the effects of the SCTPP on the accumulation of productive assets and on agricultural production are mixed. The analysis reveals important heterogeneity in programme impacts, with estimated magnitudes varying over geographical area and over gender of the household head.

Report of the Joint Meeting of the FAO Panel of Experts on Pesticide Residues in Food and the Environment and the WHO Core Assessment Group on Pesticide Residues. The Meeting evaluated 29 pesticides, including 8 new compounds and 4 compounds that were re-evaluated within the periodic review programme of the Codex Committee on Pesticide Residues (CCPR), for toxicity or residues, or both. The Meeting allocated ADIs and ARfDs, estimated more than 300 maximum residue levels and recommended them for use by CCPR, and estimated STMR and highest residue (HR) levels as a basis for estimating dietary intake. The Meeting also estimated the dietary intakes (both shortterm and long-term) of the pesticides reviewed and, on this basis, performed dietary risk assessments in relation to their ADIs or ARfDs. Cases in which ADIs or ARfDs may be exceeded were clearly indicated in order to facilitate the decision-making process of CCPR. The rationale for methodologies for long- and short-term dietary risk assessment are described in detail in the FAO manual on the submission and evaluation of pesticide residue data for the estimation of maximum residue levels in food and feed.

Efforts are also being made at the country level, in Africa and elsewhere, to bring together these two domains.

However, more needs to be done. The full range of benefits to be derived from greater coherence between agriculture and social protection is not yet widely understood, nor are the means through which coherence can be promoted. This document presents a Framework for Analysis and Action with the purpose of filling this knowledge gap. With the high price of fuel on the market, growing insecurity, devaluation of the Ukrainian hryvnia against the US dollar, and increased transportation costs, prices for most agricultural inputs have risen. As part of the coordinated United Nations response, the Food Security Cluster has been activated and a Strategic Response Plan rolled out. Needs in the agricultural sector have been presented and the Humanitarian Response Plan needs to be adjusted based on an accurate evaluation of the situation, including needs of the conflictaffected population.

The aim of the project is to improve food security in Afghanistan by supporting the national dairy sector. The Rural Infrastructure and Agro-industry and Social Protection Divisions of FAO, in collaboration with the FAO Representation in Afghanistan, undertook a detailed assessment to investigate the in depth impact on rural Afghan women and their families of the project. The assessment identified lessons learned and actionable recommendations to inform the design and implementation of gender-sensitive and inclusive dairy programmes. This publication draws on the evidence gathered during the implementation of the Project on the multiple benefits on gender equality and women's empowerment. The IDS can be seen as a first stepping stone for a large number of rural women to start establishing a better place for themselves in the Afghan society.

The workshop was co-organized by the Ministry of Marine Affairs and Fisheries (MMAF) of the Republic of Indonesia and the Food and Agriculture Organization of the United Nations (FAO) in collaboration with the Southeast Asian Fisheries Development Center (SEAFDEC) and the FAO Bay of Bengal Large Marine Ecosystem (BOBLME) Project. Some 116participants attended the workshop representing governments, regional and international organizations, fisherfolk organizations, civil society organization, non-governmental organizations, academia and other relevant actors. The workshop acknowledged the importance of the SSF Guidelines for the Southeast Asia region and agreed on a number of priority action areas for inclusion in a regional plan of action to be developed with the support of SEAFDEC. National plans of action will also be promoted, and the workshop outcomes will be reflected in the implementation planning of the BOBLME Strategic Action Plan (SAP). FAO will continue to support these processes in collaboration with its partners with a view to securing sustainable small-scale fisheries and enhancing the sector's contribution to food and nutrition security, poverty alleviation and natural resources management.

Participatory vulnerability assessment is an approach that facilitates better understanding of the extent to which a socio-ecological system (e.g. coastal fishery system) is susceptible to various socio-ecological changes (including the effects of climate change) and the system's capacity to cope with and adapt to these changes from the viewpoint of the local communities. This analysis will help countries, partner agencies and their staff, researchers and fisheries professionals in understanding how to define and measure vulnerability within complex fisheries systems, using perceptions-based approaches within fishing communities in the Benguela Current region (Angola, Namibia, South Africa) as an example. Ultimately, the scope of this work is to improve resilience of fisheries systems and dependent communities to multiple drivers of change including climate change and ocean acidification.

Six follow-up regional case studies were then launched by the Food and Agriculture Organization of the United Nations (FAO) in an attempt to start filling the gaps and to provide direction and initial steps in adaptation planning.

Fisheries and aquaculture systems were selected across the globe to allow for diversity. The approach of the case studies followed a template allowing them to: (i) define vulnerability to climate change by understanding potential impacts on the system, the sensitivity of the system to such changes and the current adaptive capacity; (ii) identify gaps in existing knowledge in assessing the vulnerability of the system; (iii) identify potential strategies for reducing vulnerability to climate change; and (iv) provide policy guidance in reducing system vulnerability. The objective of this publication is to consolidate, further interpret, refine and draw conclusions from the information gathered on climate change impacts, sensitivity and adaptive capacity of fish production systems in the diverse and geographically distinct social-ecological systems covered by the six case studies. Although the specificity of each case study and the complexity of vulnerability prevent a generalization of issues and the drawing of broad conclusions, the present document captures common threads from a close examination of the exposure, sensitivity and adaptive capacity of the systems considered. Information on these three characteristics of vulnerability is particularly relevant to policymakers, development practitioners and members of the academic community concerned with the impacts of climate change on aquatic resources and the communities and economies they support. It can be used to identify areas in which interventions, policy development and/or further research are needed to better equip these systems and their stakeholders to reduce their vulnerability and enhance their adaptation to long-term climate-induced changes. It can also be used as a benchmark against which improvements in capacity may be measured or monitored over time.

Fisheries and various forms of aquaculture have been traditionally carried out in Mediterranean coastal lagoons since ancient times and are part of the cultural heritage of the region. Traditional lagoon management linked to extensive aquaculture and fish harvesting has certainly contributed, over time, to preserve these peculiar ecosystems, although much of the coastal lagoon areas have progressively disappeared due to land reclamation and other uses. Recently, coastal lagoons have become a relevant environmental concern: land claiming, pollution and the lack of management, among other factors, have strongly modified both the structure and functioning of these sensitive coastal ecosystems. In particular, the management of traditional aquaculture and capture fisheries activities has been identified as the main instrument to maintain lagoons' ecological features and to prevent the degradation of their sensitive habitats, both from an environmental and socioeconomic point of view. To guarantee the sustainability of aquaculture and capture fisheries in lagoons, proper management plans should be established so as to ensure the preservation of both biodiversity and local knowledge. This should also be considered as a fundamental pillar for any programme aiming at the preservation and restoration of lagoons' environment.

La scarsità d'acqua è un problema ampiamente riconosciuto in tutto il modo e in particolare nel bacino del Mediterraneo. Poiché le risorse di acqua dolce sono insufficienti a soddisfare i crescenti bisogni della popolazione, è naturale ricorrere a risorse idriche non convenzionali, quali la desalinizzazione dell'acqua di mare, purtroppo limitata agli usi domestici e solo nei paesi ad alto reddito a causa del costo elevato di questa tecnologia. Le acque reflue urbane depurate rappresentato così una valida alternativa, come acqua non convenzionale, da utilizzare per l'agricoltura e l'industria, preservando a fini potabili l'acqua di buona qualità.

La tutela dell'origine dei prodotti alimentari in Italia, nell'Unione Europea e nel commercio internazionale : atti del convegno : Alessandria, 21-22 maggio 2015 / a cura di Alberto Germanò e Vito Rubino. - Milano : Giuffrè, 2015. - 306 p. ; 24 cm.

I consumatori manifestano in forma crescente la volontà di conoscere l'origine dei prodotti che consumano, la loro composizione e le caratteristiche legate ad eventuali tradizioni enogastronomiche geograficamente ben definite, riconoscendo un premium price agli alimenti con filiera tracciata in modo trasparente.

La tutela dell'origine determina quindi la possibilità di conservare il valore aggiunto derivante dai sistemi produttivi locali che hanno nel corso del tempo elaborato specifici know-how produttivi, coniugato le caratteristiche del territorio e delle sue materie prime al sapere antico delle popolazioni rurali, creato una identità forte ed un consenso elevato attorno all'identità geografica di questi prodotti.

In un mondo sempre più globalizzato la tutela giuridica di questa identità produttiva (e del relativo valore economico) si può ottenere attraverso due strumenti fondamentali: la proprietà intellettuale (in particolare: protezione dei marchi e denominazioni geografiche); l'obbligo di una etichettatura trasparente in merito all'origine dei prodotti e delle materie prime utilizzate.
