The West Tamar Council has received funding of $6000.00 from a Youth Innovations Grant through ABC’s Heywire Program to make ‘HOPE’ videos addressing important health and wellbeing issues for young people in the West Tamar. On the 27th of May a new Safe Space call ‘The Den” will be opened at Exeter High School which will be a resource point for students.

With helpful health and well-being links such as the HOPE Videos, online support, printed resources, social worker, youth worker and peer mentor details, and opportunities to develop tools to improve health and well-being. The chill out space has been designed and

developed by grade 10 students to build a better understanding of basic mental health, alongside a more educated network of peers who can connect each other to help. “We want to erase the stigma of mental health through open conversation, mentorship and team building. HOPE will make schools a safer place,” Maor Holmdahl said. ‘HOPE’ stands for ‘Helping Our Peers Educate’ and through the project the West Tamar Youth Advisory Council has worked together with Think Media to create videos around key issues from our Youth Survey, identified as: Body Image, Bullying, Personal Safety, Mental Health and Peer Pressure.

George Town’s Biggest Morning Tea The Department of State Growth is reviewing bus routes and timetables in Launceston and surrounding towns and regions as part of a state-wide review of bus services and a focus on greater integration and connection.

The changes will affect general access (public) bus services in Launceston urban areas, West Tamar, George Town and other services surrounding the City of Launceston. The review includes services operated by Manion’s’ Coaches, Lee’s Coaches, Sanity’s Coaches, Tassielink Transit and Calow’s Coaches. The review hopes to address improved Riverside and Legana service frequency and increased services to Legana, Exeter and George Town.

Funding for George Town Sporting Facilities Community Cabinet met in George Town in mid-May and announced funding for improved sporting facilities. The Tasmanian Government via the Levelling the Playing Field program is investing $225,000 towards the George Town Council’s upgrades at the George Town Sports Complex to enable more women and girls to participate in sport. Robert Crane was named 2019 George Town Volunteer of the year. In announcing this years recipient Action Mayor Tim Harris said “Robbie’s contribution to the sporting community goes well beyond well beyond increasing the skills of players he coaches. Due to his work with the junior football club, there has been significant shift in the culture of the club. The children he coaches understand the importance of not just giving your best all times but being good club/community representatives.

It is his mentorship of young people across his coaching roles that is to be so highly commended. This is particularly evident with our more vulnerable children in the community. Representatives from 47 volunteer groups

George Town RSL Networking, Support and Advocay During April George Town RSL Sub Branch supported a local organization and business network meet and greet for the State Premier’s Office and Cabinet. The premier and ministers were in George Town for a couple of days taking the opportunity to meet Council and locals. Some 60 people from the Municipality, attended with the opportunity to

meet Premier Will Hodgman as well as a number of Cabinet Ministers, to speak about growth and development. Mr Hodgman spoke of the sense of positivity of the region and reinforced the funds the community had gained through grants to support a variety of projects in the area.

Beauty Point Baptist Chruch Update The Horton Family from Yantis, Texas is excited to return to Beauty Point, Launceston, and greater Tasmania. This will mark ten years since their first of many partnerships in communities in Tasmania.

Chris is a high school teacher and coach at Grand Saline High School. He also pastors Lighthouse Church in Alba, Texas. His wife Heather teaches First Graders, speaks at local gatherings, and enjoys writing. Dempsey will be attending TAMU-C Honors College in Fall 2019 and Jace will be a sophomore in high school.

The family is looking forward to reconnecting with the community and meeting new faces. They plan to hold a Basketball Camp, a Holiday Kids’ Club, host youth events, visit and provide music

at Beaconsfield Hospital, host a family concert, serve with Beauty Point Baptist and God’s Squad churches, and more during their cultural exchange. Heather says, “We are so excited to share and partner in these communities that have begun to feel very much like home over the past 10 years. The focal message of our trip this year is ‘With One Voice’, sharing hope with the community as we partner together.”

Tax cuts – but who gets them & how much?

Tax cuts – that was the buzz word of the current government’s 2019 budget.

But who are the tax cut winners - how much will they get and when? Let’s break it down.

If you were not earning enough to be paying tax, there is no tax to cut – so for those earning less than the tax-free threshold of $18,200, you will continue to pay no tax. No surprises.

If you are earning between $18,201-$37,000, you only receive a $255 tax cut. If you are earning between $37,001$48,000 you receive a $480 tax cut. If you are on the $48,001-$90,000 income bracket, you will be looking at a tax cut of $1,080 - the biggest tax cut of all.

Those earning over $90,000 get progressively less and less of the $1,080 tax cut, until finally those earning between $126,000-$200,000 get their tax cut pegged at $135.

Individuals earning over $200,000 get no tax cut at all.

When will the tax cuts occur?

The tax cuts are for the financial year ending 30th June 2019 – so the tax cuts are retrospective, meaning that when people get their 2019 tax lodged, they are likely to see their refunds increase by the amount of their tax cut.

Labour has guaranteed to match all the tax cuts proposed for individuals earning between $18,200 -$126,000, so tax cuts are certainly coming. The only twist for most individuals is who will be implementing these tax cuts.

Instant Asset Write-off:

Christmas is also coming in July for small/medium business clients, with some pleasant chances proposed in relation to the instant asset write-off.

There is a strong possibility that the current government may not survive to have their budgeted voted on in Parliament. This makes the opposition's budget reply extremely crucial.

From budget night onwards, the eligible write off amount has been bumped up to $30,000 – with businesses earning between $10-30 million turnovers also now able to access this tax advantage also.

Luxury Car Tax Refunds: From the 1st of July 2019, a suite of changes are set to click in for the Luxury Car Tax. As a result, eligible farming or tourism businesses will have their maximum potential luxury tax refund claimable on new vehicles increased from $3,000 to $10,000.

The opposition has made various commitments to match many of the government's taxation concessions, but many points of difference remain.

Be sure to seek the advice of a tax professional before relying on any item in the current budget.

A Quirk of Fate: Tasmania’s capital could of been in the north.

The wreck of the Calcutta-based merchant vessel Sydney Cove on Preservation Island (between Cape Barren and Clarke Islands off NE Tasmania) in 1797 instigated further exploration of Van Diemen’s Land and in 1798 George Bass and Matthew Flinders were sent out in the government sloop Norfolk to determine whether it was an island.

They returned to Sydney after their circumnavigation and reported the island’s suitability for settlement both in the Derwent and Port Dalrymple. Philip Gidley King was governor of NSW in the early 1800s when Nicolas Baudin’s French expedition was known to be taking an interest in VDL and Bass Strait. At the end of 1802 Lt Charles Robbins, who had been sent by King to ‘keep an eye' on the French, met with Baudin’s party on King Island and

somewhat farcically raised the British flag there.

Govr King thought it imperative to establish a settlement in Van Diemen’s Land and on at least one side of Bass Strait at the earliest opportunity. While awaiting decisions from London, King sent the young Lt John Bowen to set up a small settlement in the Derwent with 49 people, stock and stores on board the Lady Nelson and Albion. This included 24 convicts, 7 settlers with some family, the crew and soldiers from the NSW Corps. On 8 Sept 1803 the Lady Nelson anchored at Risdon Cove on Bass and Flinders recommendation and the Albion arrived 3 days later with most of the stock and stores, so the first VDL settlement was established on the eastern shore. Meanwhile, in London early in 1803 David Col-

lins RN was commissioned as Lt Governor of a new settlement to be in VDL. Collins had already been in NSW, having arrived with the First Fleet in 1788 as Judge Advocate for the Colony and only returned to England in 1796.

More than 300 convicts were among the 400 people who departed England on HMS Calcutta and store-ship Ocean in April 1803 and arrived at Port Phillip Bay in October 1803. The settlement site, which Collins selected and named Sullivan Bay, was just inside the eastern headland near present day Sorrento.

This first settlement in what was to become Victoria, is often overlooked as it was so short lived. David Collins realised the site’s shortcomings and soon looked to move. His orders had been to settle on Bass Strait, but

Governor King then offered another option, to join Bowen in the Derwent. The settler and former naval officer William Collins led a party to investigate the suitability of Port Dalrymple. This expedition explored right up to the Cataract Gorge and North Esk River and, like Bass and Flinders, determined it was suitable for settlement.

However, they had not returned to Sullivan Bay before David Collins received further orders from Governor King to proceed to the Derwent. King had received an adverse report of the narrow, shallow channel and hostile natives at Port Dalrymple encountered by the captain of the another ship. By the end of January 1804, the site at Port Phillip was abandoned and all were resettled at Risdon, but by 20 February they had moved again to a superior site on the western bank of the Derwent, which Lt Govr David Collins named Sullivan Cove; it later became Hobart. It would be November that year before Port Dalrymple was finally settled, when Lt Govr William Paterson arrived in HMS Buffalo and the rest of the fleet in Outer Cove (now York Cove).

The irony is that Captain William Moody, who reported the shortcomings of Port Dalrymple to Govr King, had been at Port Sorell, not Port Dalrymple. Had David Collins moved his community across Bass Strait to Port Dalrymple, the capital of Tasmania may well have been in the north!
