Christmas Services: Christmas Joy

‘Tis the season to be jolly, Fa-la-la-la-la, la-la-la-la… ....so the carol goes.

But it’s easy to be cynical, bearing in mind that Christmas has become so commercial, so indulgent. It’s well recognised as one of the most stressful times of the year, with many under huge financial and relational pressures.

Alongside this, the news gives us little to be positive about with disasters and wars so prevalent. Being full of good cheer can seem so fake, so superficial, such a far cry from reality.

And yet, the opening statement from the angels to the shepherds at Bethlehem, tells us that Christmas holds out amazing joy for all to receive.

I bring you good news of great joy that will be for all the people. (Luke 2:10) At the heart of Christmas is wonderful news of GREAT JOY; literally ‘mega’ joy!

Joy in abundance. Joy that lasts.

What’s more, it’s personal joy, because it’s good news of great joy for YOU. In fact, this incredible joy is for ALL people. YOU and everyone you can think of.

NEWS FROM YOUR DISTRICT COUNCILLOR Sewage pollution in Horam Storm Ciarán again blighted life in Horam when raw sewage flowed over roads, gardens and even penetrated bathrooms and kitchens.Southern Water’s antiquated system cannot deal with the many new developments in Horebeech Lane and Chiddingly Road. I spoke to them many times and visited the areas daily: four tankers took turns pumping sewage out of the manhole opposite Rosemead. They worked hard day and night but their noise stopped families sleeping and the diesel fumes was hard for pedestrians, especially children walking to school.

This is not new. People now know whom to contact and how to exert pressure at SW. They rightly involved both local MPs who have more influence than a humble district councillor. I alerted Wealden but central legislation gives them no power to force SW to act. It is only the Environment Agency, one of SWs regulators, that have this power. Please report pollution incidents to the EA Incident Communication Service on 0800 80 70 60 or by email at: Incident_Communication_Service@environment-agency.gov.uk. It is time national government changes the law controlling our water services and also fund EA properly to give them more teeth.

Wealden District Council’s new Strategy (in headlines below): The Mission: WDC is to be an enabling and enterprising council working alongside our communities to create a greener, fairer, and kinder district for present and future generations.

The Three Priorities: Climate Change and our Environment; Local Economy; Community Resilience and Wellbeing. They all connect and overlap to ensure that People and Nature are thriving.

Wealden New Local Plan As deputy chair of Planning Committee South this is close to my heart. Without it, we have less powers to control development. Last December, the previous administration suspended the 2019 draft plan when central government promised to scrap the housing quota and change planning law and policy. This did not happen, however, despite media rumours to the contrary.

Such legal uncertainty is a huge challenge for work on the plan; so is a national planning system which stops us serving our residents in the way we would like, or as is appropriate in this climate emergency. The reality of WDC’s choice was between delivering a Local Plan which passes the Government tests and conforms to their very strict requirements, and not having a plan at all. But a plan is preferable to none. For c. twenty years, it will guide development, declare the vast majority of land safe from new housing and allow us to improve sustainability and design of buildings.

The new draft will be voted on at an Extraordinary Full Council meeting on February 8th, 2024, after which (if passed) it will come to the public for consultation. Please engage with it if you can.

HORAM PARISH COUNCIL NEWS The council are very much aware of the issues with the pumping stations at Horebeech Lane and Chiddingly Road. Environmental Information Requests have been sent to Southern Water regarding the Horebeech Lane pumping station from the beginning of August. Information sought has included the capacity of the pumping station, how many times it has overflowed, how many times there has been a pump failure and if any upgrades are planned. This process has been ongoing and the council is awaiting a further response from their latest clarification request sent in November. An Environmental Information Request will also be sent to Southern Water regarding the Chiddingly Road pumping station imminently.

Open Evening Update - The council were delighted to have received so many volunteers regarding litter picking, planting and enhancement, emergency & first aid, youth workers and historic projects & research. If any more volunteers would like to come forward please contact the Clerk.

PLANNING AND DEVELOPMENT UPDATE

The end of a year is a time for reflection and looking forward – and there is much to review and anticipate in terms of planning and development in the Parish …

Horam Neighbourhood Plan (HNP) 2023 has seen Horam’s first Neighbourhood Plan take shape, with publication of a full draft HNP in May. Following public consultation – during which it received strong endorsement – a final version was submitted to Wealden District Council (WDC) in October.

The Plan sets out the planning policies that the local community expects WDC to use to guide future development decisions in the Parish. In particular: -

It has locally-specific policies and design guidelines to ensure that all new development is in keeping with the form and character of the villages

-

It identifies ‘important settlement gaps’, to help retain the separate identities of villages and hamlets

-

It designates ‘local green spaces’ that are demonstrably special to the community

-

It highlights local flood risk management priorities

-

It defines, and promotes, the commercial core of Horam village

-

It sets out proactive projects to help deliver the vision for facilities and the environment

The HNP is not yet in force though. At the time of writing, we are still waiting for WDC to arrange a final consultation – which the Steering Group has asked WDC to expedite.

The submitted HNP, its supporting papers, and details of the consultation will be available on the WDC website, with links provided on the Parish Council’s website (www.horam.com). Responses ill be forwarded to a Planning Examiner, who will recommend the way forward.

Development activity Development has progressed apace in Horam over the year, notably with the final phases of Rosemead Place and, to the south of the village, at “The Willows”, as well as an infill scheme south of Maynards Green towards ‘Orchard Leigh’.

There is a continuing issue of inadequate drainage capacity to serve the new developments off Horebeech Lane – which Southern Water need to resolve urgently. (Rosemead Place residents also faced the prospect of significant additional traffic through the estate from a proposed development on the field up to Laundry Lane. Thankfully, this was refused by WDC this year, recognising its value as a key part of the green setting of this part of the village.)

Looking ahead As well as the progress of the HNP through examination (see above), WDC has announced that its Full Council intends to consider its new Local Plan on 8th February.

WDC is under a lot of pressure for more housing and there are mutterings about Horam being a focus for housing growth. This will be a major matter for debate going forward. At the moment, we just hope that our local representatives are able to ensure that WDC’s new Local Plan respects the approach advocated by the local community via the emerging HNP.
