ear Readers, D We hope you are all safe & well? As we enter another month under the shadow of Covid 19

665 deaths have been recorded in East Sussex, with 198 in Wealden.* According to statistics across the UK, we haven’t been hit as hard as other areas, but suspect this is because we are living in a rural county and can spread out more. That doesn’t of course, diminish the heartbreak deaths within our own village have caused, including those at Millcroft nursing home. We have nothing but praise for the staff at Millcroft for getting through such challenging conditions, all those locally who are key workers going to work day in day out to care for the sick and keep other services going – thank you for your efforts, it is very much appreciated. We are also indebted to the local voluntary groups that continue to support the more vulnerable members of our community with shopping, collection of prescriptions, delivery & sourcing of PPE and much more. Thank you too to all the fabulous eateries & local caterers, keeping us well fed! See pages xx for more detail on what is available locally. Thanks too to Trish & Art (front cover) from All Dressed Up for their themed posts, giving us all a chuckle! As lockdown restrictions are loosened and we have a little more freedom of movement, please remember to adhere to the government guidelines so we can keep ourselves and our loved ones safe. We are blessed to live in such a beautiful part of the country and I know that many of us have had the time to explore many of our glorious local public footpaths at this special time of year. One such much loved footpath is Horam 11 that goes from the corner of Laundry Lane across the field onto Diamonds Farm land. If the planning application for 60 houses on this field gets approved, this will be a walk through a narrow path across a housing estate. If you haven’t done so already, please comment on the application for another 60 houses on Horebeech Lane, the respond by date is 9th June 2020. See the development update article on P18- 19 for full details. Plus, Southside opposite Rosemead is at appeal, comments are due in by 2nd June, so please comment ASAP if you can. Time away from the usual hustle & bustle of life may have made you reflect on life and your part in it. Our local vicar PJ Guy from Christ Church considers this in his article on P10 this month. Best wishes everyone, * Source https://coronavirus.data.gov.uk/ as of 18/05/20

Horam Flower Show

It is with regret that the committee of the Horam Flower Show have decided to cancel the show (August Bank Holiday) this year due to the Corona Virus, although we hope by the end of August the world will have resumed “business as usual” the planning and preparation stages should already have begun. The show will return in 2021 and we look forward to seeing you all. Thank you all for your support, take care and keep safe. The Horam Flower Show Committee

What is Good Puppy Socialisation? The really important puppy socialisation period is between 3 weeks of age; when puppies first open their eyes and begin to locate sounds; and 16 weeks when this critical window closes. Although it is important to continue good socialisation throughout the dog’s life, socialisation during this critical time will affect their behaviour for life. So what do we mean by socialisation, and how should we approach it. Socialisation is about your puppy having low stress experiences of the things that he encounters in his world. When a puppy meets something new, he needs to make a choice. Is this person or thing of benefit to me; a danger to me; or of no consequence. Although we want a puppy to accept new experiences with confidence, most of the time we want him to come to the conclusion they are of are of no significance. Under socialisation can cause a dog to become fearful of things he has not experienced in the early weeks. For example, if a puppy has never seen and heard a lorry during the critical socialisation period, the experience of one may be perceived as something to be fearful of. Watch your puppy closely and aim for him to be calm and relaxed as a response to all the things he experiences. Allow him to stop and assimilate everything around him, rewarding calm behaviour with quiet praise. Always allow him to be at a distance he is comfortable with, and never force him to go closer than he wants. On the other hand, over socialisation can cause a dog to become a nuisance. If he has been allowed to “say hello” to every dog he meets and has been permitted unrestrained play at a “puppy party” he may perceive the dogs he sees in the park to be of great benefit, and recall may be impossible. As he develops into a teenager, he may even get told off by older dogs who don’t necessarily appreciate his uninvited attentions. If every person he meets has been encouraged to give him treats, in the misunderstanding that this is good socialisation, he may become a pest with strangers, who might not even like dogs. So, you can see why correct socialisation teaches dogs to be confident in our world, while behaving in an appropriate manner, without being over friendly. Bridgeford’s Best Bites: Looking after your back whilst working from home DESK WARRIORS POSTURAL HELP Working from home has many benefits, like saving on travel time and costs, sleeping in a little later rather than getting the early morning commute, being in your own space with your own coffee, filtered water, etc. One of the potential challenges is to create a good working setup to keep your posture in good shape. The Chair Basically, desk warriors need to take care of how they are sitting and particularly at a computer. The best household chair to use is a dining or kitchen chair with a straight back; ultimately an adjustable, fit for purpose office chair is preferable. The right angle - At 90! The most beneficial posture is all about the right angle – 90 degrees! Sit with your bottom at the back of the chair and have your back supported by the chair back, so that the angle between your back and your upper legs is 90 degrees. Your knees also need to be at a 90-degree angle with freedom between the back of your knees and the seat of the chair; your feet should be flat on the floor. To keep a good alignment in your spine, the shoulders need to be above the hips and the top of your head above your coccyx. Chest lifted slightly and shoulders relaxed away from the ears. The elbows need to be at 90 degrees with the wrists relaxed on the keyboard, and the neck in a ‘neutral’ position. If you have a ‘lordosis’ or naturally exaggerated curve in your lower back then you may benefit from a rolled-up towel or a cushion to support that curve, while still keeping the rest of the posture at 90! Neck in ‘neutral’ It is important to keep the top of the neck, where it joins the head in what I call a good ‘neutral’ position. If the rest of your posture is well aligned as described in at 90, the space just below the base of the skull should feel soft when your neck is in neutral. To find ‘neutral’ place your hands either side of the spine just below the base of the skull; if you lift your head up or down it will feel tight, when you find the neutral position, the soft tissue at this place will feel soft and relaxed. There is a space between the occiput (back of the head at the base of the skull) and the temporal bones (that include the ear canal) called the jugular foramen. The internal jugular vein passes through this jugular foramen and carries 90% of the venous blood that drains from the head; additionally 3 cranial nerves, the glossopharyngeal, related to swallowing, the spinal accessory that supplies the neck and spinal muscles and the vagus nerve, the longest nerve in the body that feeds the digestion and relates to breathing. There is research currently about the function of the vagus nerve and how it is a two-way communication between the organs and areas in the brain and how it is essential in our ability to feel relaxed and calm. This is partly why a good neck in ‘neutral’ posture is so important to our health. Computers, keyboards, and screens A laptop is not really designed for a day’s work, it is for the occasional bit of work on our lap or on the go! The cheapest way to create good ergonomics with a laptop is to buy a separate keyboard to plug in – its way better for your hand and wrist position than the laptop keyboard. The laptop then needs to be raised to a place where you can have your neck in a good ‘neutral’ position and maintain a good natural spinal curve. You can use books or a sturdy box, just be sure that there is ventilation where needed so the laptop does not overheat. Movement We are mostly fluid in our bodies and life is about movement, so sitting stiffly is not encouraged – even sitting stiffly in a good posture! Occasionally have a little wiggle or a sway to make sure your have some space for your body to breath and move naturally. It is easy to create tension when we concentrate and a little focus towards avoiding this goes a long way. Correct stretching is vitally important too. We are happy to advise you on your health matters. I currently offer a zoom Home/Worker’s Posture Treat ½ hour on Tuesdays at 8:30am and Thursdays at 1pm if you would like to join me for some light relief. Virtual Church As I write this, Christ Church Horam has been shut for more than seven weeks now. Well, the church building anyway. Covid-19 has led to churches being closed across the country and social distancing guidelines means Christians can’t even meet in small groups. But does that mean church has come to a standstill until this crisis is over? No, along with thousands of other churches across the country, Christ Church has had to quickly adapt to this challenge and rethink how to do church, when the church cannot meet. Along with pretty much every church I know, we’ve begun to broadcast services that people can access on the internet. For almost two months now, we’ve been broadcasting our Sunday services live on ‘Zoom’ which is a video conferencing app. It enables those who have a smart phone or PC, to join a large group meeting, where we can see each other, hear each other, and participate in worshipping God together from our own homes. For those who don’t have internet access, it’s possible to dial in using a local number and access the service on a phone. The vicarage study has become my recording studio and every Sunday morning at 10.15am, people can log on and listen to introductory worship music until I welcome everyone and begin the service at 10.30am. We have different members of the congregation taking part, whether it’s leading the music and singing, or leading the church family in prayers, or reading the Bible. We sometimes have interviews to find out how people are coping in lockdown and the difference that knowing Jesus is making to their daily lives. I usually preach and try and tie all the bits together. It’s not church as we’ve known it, but it’s still church. Virtual church if you like. Interestingly, congregational numbers have remained fairly stable, we have between 50-60 people tune in each week and currently our oldest ‘Zoomer’ who tunes in is 96 years old! After the service, it’s possible for us to break up into smaller ‘breakout groups’ where we can chat together and encourage one another which is lovely. Obviously, there’s much more to church than just what happens on a Sunday and the technology enables us to run various small group bible studies, a weekly youth group and other meetings as well as stay in touch and care for one another. Perhaps it’s been a long time since you’ve been to church. Perhaps you’ve never been to church. But the current crisis has got you thinking and suddenly the thought of ‘God’ has begun to enter your mind and you’d like to tentatively find out more. Can I say, that there has never been a better and easier way to do this than now. You can join us for a service on Sunday from the convenience of you own home. You don’t even have to have the video on so that people can see you, you can just listen in. But if joining in live feels too much for you, it’s possible to catch up afterwards on our Vimeo Channel (https://vimeo.com/channels/christchurchhoram) which has all our recent services. If you’re interested, why not take the opportunity of checking Christ Church out? You have nothing to lose, and perhaps everything to gain. I’m also offering an online Christianity Explored Course which is another great way to get thinking about God and get your questions asked and answered. Please get in touch if you’d like to know more about any of the above. I can send you the link or telephone number for our live services or let you know when the next Christianity Explored Course is starting. Or if you just want to contact me to chat about anything or for prayer, please don’t hesitate to get in touch. It would be lovely to hear from you and hopefully to introduce you to our incredibly special virtual church experience and church family. Even a pandemic hasn’t stopped the destruction of local fields…. Rosemead

Back to business on site. Bowsers being brought in to control dust. Editor asked Bovis again why no tree planting had happened (as per their planning conditions, specified for planting over 2 years ago) along the boundary with Cauldavon? On Rosemead a road has been built up to this boundary. Anyone with a suspicious mind might think that development of Cauldavon had been pre-determined…I couldn’t possibly comment. At time of going to press, Bovis press office still hadn’t responded. Correction: Southern Water have not taken legal action against Bovis as stated in last months issue.

Cauldavon (60 houses) WD/2020/0368/MAO Comment by date 9th June 2020.

Editor’s notes (with special thanks to her friend & neighbour for his eloquent points):

INADEQUATE FORMALITIES FROM WDC

No notices were served upon adjoining landowners. No notice was displayed at the site. This is contrary to NPPF rules , and Article 15 Town and Country Planning (Development Management Procedure) Order 2010. Wealden failed to comply with its own protocol to involve Horam Parish Council in pre planning discussions and meetings, preferring to meet with the landowner only in December last year. * WDC are meant to give 21 days notice before close date. As of 20/05/20 no letters or notice out on site.

THE SITE IS UNSUSTAINABLE

This area of Horam was considered in the previous SHLAA from WDC and was described as “remote from local services and facilities and disconnected from the village......and unsustainable”. The site is unsustainable, being at odds with NPPF paras 17,32,34,72,109,110,123. The report by dha Transport for Horam Parish Council to review the local plan concluded in paras 6.1.2 and 6.1.3 that large development to the East of Horam was unsustainable. Wealden Core Strategy concluded Horam as “having a limited supply of social and economic infrastructure including employment , where local residents depend on other centres to meet a broad range of needs.” Unlike the promotional submissions made by these and other developers, the reality is that Horam has little or no local employment prospects, poor transport connectivity, inadequate public transport, no nearby train connections (nearest station 12 kms distant).

LIMITED INFRASTRUCTURE

Car ownership and use is essential for most to get themselves to and from work and to access everyday services, facilities, and education. Local Dr’s and dental surgeries are struggling with present numbers or are full, local primary school is oversubscribed, nearest secondary school is over 4 miles away. There is increasing traffic and congestion and lack of car parking spaces due to current development. This site is the best part of ¾ mile distant from the village centre, resulting in a reliance on car use, for even local needs . The recommended maximum distance for walking to facilities is 400 metres (Chartered Institute of Highways and Transportation). The unsustainability of this site is contrary to both national and local guidelines.

OUTSIDE THE EXISTING DEVELOPMENT BOUNDARY

The site is outside of the existing Development Boundary set by the Wealden Local Plan of 1998 and adopted in the Wealden Core Strategy 2012 designed to protect the countryside. The site is also beyond the development boundary proposed by the recently failed Local Plan. The existing development boundary cannot be ignored. It is a factor to which DUE WEIGHT should be given. You must take account of SUFFOLK COASTAL DC v HOPKINS HOMES Ltd 2017 UKSC, attention is specifically directed to para 21. WDC will no doubt be mindful of their earlier failure to give due weight resulting in the order of 13th April 2018 In the High Court of Justice, Planning Court, in the Administrative Court at Birmingham CO/1214/2018

18

R (on the application of) KATHERINE CLINCH and WEALDEN DISTRICT COUNCIL and TIM HUGO. The hearing by way of Judicial Review of the decision concerning Olives Farm, Back Lane, Cross-in Hand, TN21 0QG. There are other cases that corroborate this - GLADMAN DEVELOPMENTS Ltd v SECRETARY OF STATE FOR HOUSING COMMUNITIES And LOCAL GOVERNMENT v CORBY BOROUGH COUNCIL CO/3932/2019 This case decided on 6th March 2020 takes the cases referred to in the paragraph above considerably farther and firmly rebuts any presumption and removes any “tilted balance” in favour of development thought to have arisen under the NPPF, where a shortage in Housing Supply exists. You must give proper weight to the existing development plan policies. You are obliged to follow this Legal Precedent.

POLLUTION

Science confirms that air pollution causes heart & lung disease. This development will add to traffic in the area leading to greater congestion and greater pollution. The construction work at the site which is very close to existing dwellings, will not only generate site traffic and increase air pollution but more importantly the groundwork will generate unacceptable levels of air and noise pollution to those living nearby. If the development proceeds the estate itself and the traffic control measures it will require will produce damaging light pollution. All of which is contrary to national and local policies.

TRAFFIC AND ROAD SAFETY

Horebeech Lane is an unclassified country road. Since the overdevelopment of North Hailsham and Hellingly , traffic using it has dramatically increased and continues to do so as each new development in the area is completed. By virtue of its rural location the road has frequent movements of agricultural vehicles tractors with or without attached farm machinery or long trailers, large feed lorries equestrian vehicles, and trailers, horses singly or in groups, fuel oil delivery tankers, sewage tankers all now jostling with commuting traffic add to this groups of cyclists accessing the cuckoo trail and you have a toxic mix on a highway never designed for this level or type of use. There is now a mini round about outside Rosemead which is often ignored and is yet to cope with a full complement of cars from that estate. There is now also a poorly sighted pinch point at the old railway bridge, all of which encourages rat running down Laundry Lane and beyond which roadways are even less suited to modern traffic and further compromising road safety, especially pedestrians, equestrians and cyclists.

WILDLIFE AND ECOLOGY

No amount of mitigation and offsetting can properly replace the habitats destroyed by building on farmland in a rural setting. The estate and the human activity arising from it causes disturbance to nature beyond its boundaries. There are great crested newts in nearby ponds. The destruction of a further greenfield site will further damage insect life. There has been a very concerning diminution of insect biomass of around 75% over recent years, which is a massive concern for all of us. There are many bats in this area. The field itself is home to many small mammals and a host of insects and in the field edges particularly.

DRAINAGE

This site will have an adverse effect on the condition of surrounding land and how the water table reacts. As a field it achieves its natural adjustments in wet weather, any alteration of this has consequences. Neighbours have already experienced the downside of ‘run off’ of water from Rosemead over the winter.

VISUAL IMPACT

This is an area with a high sensitivity to change. The development will have a serious negative impact upon those existing dwellings nearby. The design and access statement also ignores the significant blot on the land scape that this development will be from the AONB across the valley. The Northern and North Eastern boundaries to this site have a pretty much open view to the far side of the valley beyond there are only occasional trees not a thick belt. If you frequent the series of footpaths running between Nettlesworth Lane and the Vineyard running parallel to and running down to Vines Cross Road .It is clear that the development will be on view.

THE FOOTPATH

Running across the site is a much loved and much used footpath, which presents as you walk from south to north, unfolding and widening a view of the valley beyond , to be replaced with a concrete path hemmed in by fencing on either side?!

FAKE NEWS

Sadly, we have become familiar with the ‘spin’ of development companies, the use of incorrect facts, out of date statistics, and ignorance of local matters, the unctuous use of modelling. This application does not disappoint. St Mary’s special school has suddenly become a secondary school. We now have a Post Office (actually shut 2 years ago). Horam is a hub of transport connectivity. There is no congestion at the intersection of Horebeech Lane and the A267. Everyone from this development will be happily walking or cycling to the Co Op or to work in the pouring rain. The new houses are so eco friendly, because they have rain butts on the downpipes. It’s essential to check what is presented as fact, isn’t fiction. Lucy Atabey, Editor. 19

HORAM PARISH COUNCIL – June 2020 CLOSURE OF PARISH COUNCIL OFFICE

The Parish Council office will remain closed until the Coronavirus epidemic is over and restrictions have been relaxed. However, should you need to contact the Clerk, she is working from home and can be contacted either by e-mail: clerk@horam.com or telephone her mobile on 07900 576236.

RECORD OF DECISION TAKEN BY FULL COUNCIL VIA E-MAIL DURING THE CORONAVIRUS PANDEMIC TRAFFIC SURVEY

Members were asked to “agree to update the Traffic Survey originally undertaken in 2017 now the roundabout is finished and the bridge is nearly completed in Horebeech Lane at a cost of £3,450 plus VAT.” Council resolved by seven to four against supporting the updating of the Traffic Survey, so the vote was lost.

NEIGHBOURHOOD PLAN We are pleased to report that the Questionnaire had a 36% return. To make a Neighbourhood Plan viable we needed a good response as we have to be able to demonstrate to external assessors that the plan is influenced by your feelings and opinions about the future of the Parish. As a result, the council has voted to go ahead with a Neighbourhood Plan, and we are now investigating the next stage. We were due to feedback the result of the Neighbourhood Plan Questionnaire at the Annual Parish Meeting on 22nd April 2020 but unfortunately due to Covid 19 this had to be postponed, however the feedback from the Questionnaire is available on our website. https://www.horam.com/neighbourhood-plan/ What a Neighbourhood Plan cannot do is stop growth. What a Neighbourhood Plan can do is:

22

•

Develop a shared vision for your neighbourhood.

•

Guide type and design policies used to determine planning applications.

•

Identify and protect local green space.

•

Protection of the environment.

•

Enhancement of biodiversity.

•

Financially benefit the Parish by receiving 25% of developer contribution uncapped to spend locally. This is referred to as the Community Infrastructure Levy (CIL). Without a NP the Parish only receives 15% of developer contribution and that is capped at £100 per dwelling.

June Gardening Diary "A dripping June brings all in tune" On poring over our rainfall chart we see, not surprisingly, that the six months of winter saw greatly increased rainfall in Sussex, this stopped abruptly at the end of March and the pendulum has swung very much the other way, indeed we have barely seen half a week's worth of rain in ten weeks and so we see patchy lawns and empty water butts everywhere. Only the non-thinking city dweller would delight in prolonged drought. Hose water is just not the same product as rainwater, to only be used as a last resort. June (we hope a wet one) is one of the more pleasing months of the gardener's year; The blooms of spring may have faded but in their place is a wealth of summer blossom. By the end of the month we may give in the urge to drive the mower over the old daffodil foliage, this two months stay of execution will have helped the bulbs to build up for next year. The season of the sucking and biting pests is in full swing so to allow for a good night's sleep, the diligent gardener must wage unceasing war on insect pests, not such an easy job now the EU has scotched our most effective treatments, though we may hope that Agent Orange, Arsenic and DDT don't make a come back in post-EU Britain. If aphides and caterpillars are allowed to multiply unchecked they will wreak havoc in the flower garden and amongst the vegetable and fruit crops. Straightforward washing-up liquid and water in a spray bottle will work for aphids and at this time of lock-down, the collecting of caterpillars may be profitably delegated to the underemployed youths and children we may uncover about the house. It is at this time of year that the benefits of deep and thorough winter digging begin to show; Drought has nothing like the same effect on thoroughly prepared ground as it has on shallow soil hastily dug to the depth of a mere few inches. Planting out of summer bedding will be carried on, room for growth should be allowed when planting, water until established. Our minds may now be turning towards displays for next spring. Wallflowers, fox gloves, sweet william, forget-me-nots and canterbury bells may be sown now in finely prepared beds to give them as long as possible to grow before planting out in autumn. Staking and tying and the feeding of plants that are actually in bud and bloom are other tasks which command our attention; A heavy June downpour will quickly lay any tall plants face down and spread-eagled across the lawn, always a chastening sight. Be alert to suckers growing from the bases of roses, they usually have more thorn and leaf than an ordinary stem and should be removed on sight. We may not be afeard to thin out crowded stems of such plants as Rudbeckia, Helianthus, Michaelmas Daisies, Phloxes and Solidagos. A few strong stems will make a far better display than overcrowded clumps. No faded flower heads should be allowed to remain on Rhododendrons and Azaeleas, snapping them off above the foliage will free the new growth and the buds will thus be freed from restraint and begin at once to grow vigorously. Yellowing leaves on the aforesaid plants may indicate a liming of the soil which should be corrected with an acidifier. Any black bristly buds that won't open must be removed and burnt. Old Paeony flowers should also be removed, though one may wish to keep a few seed pods on the old types which make useful material for dried-flower displays at Christmas.

June Gardening Diary In the vegetable garden we may continue to remove all unwanted runners in the strawberry bed. Seeds of French and runner beans may still be sown, that deep trench of organic matter the reader dug in some months ago will pay back with a heavy crop. Lettuce, radishes and spinach can still be sown for succession. Maincrop turnips and swedes around the middle of the month. Plant brussels sprouts, broccoli, kale, cabbage, cauliflowers, sprouting broccoli and savoys as the ground becomes available. Continue with the thinning of previously sown crops; overcrowding in the nursery bed will produce rangy and straggling specimens which will never regain their figures. Earth-up potatoes little and often as growth proceeds. We should cease cutting asparagus around the middle of the month and give the bed some nourishment to encourage strong top growth of the stems still remaining. That hoe should be stirring the soil from time to time to break up any panned surfaces and keep the soil from drying out and baking hard. No Hoers' Elbow please. During the summer months plants in pots should be watered every day regardless of the weather and given a liquid feed once a week. If we have kept up to speed with jobs through winter and spring we should soon have a thoroughly effulgent garden, one fit to make our neighbours green with envy, calling for just some minor daily pottering, so allowing us the time to enjoy long pipes in the sunshine listening to the summer noises of bees buzzing at safe distance and the merry shrieks of joy as the great grandchildren discover yet another caterpillar.
