Dear Readers, Congratulations to the Queen for her 70 years of service to the British public. We hope she gets to enjoy lots of fizz and afternoon teas as we all intend to! This month sees lots of stuff happening locally in the village, Horam's Jubilee Big Bash on Thursday 2nd June - see P4 for programme of events, Lakeside's Pimms O'clock to celebrate the Queen's Platinum Jubilee bank holiday weekend from Thurs 2nd - Sunday 5th June, followed by their next quiz night on Friday 10th June. Last month's was a resounding success, good fun was had by all, be sure to book for this months! Also coming this month at Horam Manor Farm is SOUTH EAST OPEN STUDIOS ARTISTS and MAKERS event hosted by Francois Ladreyt in her studio from 3 to 19th June - see P6 for details. The Horam Fun Day is fast approaching next month, if you want to get involved, get a stall or find out what is going on please see P4 for more details. There have been some concerns about anti-social behaviour in Horam mainly centred around the recreation ground, see P22-23 for full details on a recent public meeting and how local groups plan to tackle this issue. Don't forget to make the most of the village’s lovely asset of Horam Manor Farm, the woodland trails and walks are all fully open plus the lovely cartlodge can be hired for parties and events, see P19 for details.

"A funeral isn't a day in a lifetime, it's a lifetime in a day." Helping families create truly personal goodbyes. Proud to have 21 verified 5

reviews.

“Our family has received an amazing service from White Feather Funerals. They have gone the extra mile at every point throughout, in communicating not only with us, but with all those key people we needed, to put together, what became a very special funeral for Robert. Lucy and her team have such a refreshing approach, whilst being very sensitive, they are able to lighten the tension and even introduce a touch of humour.” Thankyou. Mrs E “Dear Lucy & Dawn, I would like to thank you both for your wonderful service during the arrangements for my dear Mums funeral. Your compassion and kindness made a very difficult time so much more bearable. The service was wonderful, everything planned so well, and I would go as far as saying it was beautiful - not something I would be expecting to have said. With all our thanks to you both.” Mrs F “I couldn't have wished for a better send off for my much loved wife. Right from our first meeting you knew that things were going to be perfect and they were. So much care and understanding just when we all needed it the most....thank you so very much.” Mr S

Tackling anti-social behaviour ....................................................... Residents may well be aware that of late, there have been repeated incidents of anti-social behaviour at Horam Skate Park , on the rec, in the Scout Park and Bowls Club carparks, at Horam Tennis Club and down by the campsite. From the emptying of bins, smashing of bottles, general vandalism, drug dealing from cars, joyriding/doing doughnuts in the car parks, intimidation of local group members, break ins to storage areas this kind of behaviour is not welcomed by local people. Both users of the football pitches & skate park are regularly having to clear up broken glass and other rubbish before these amenities can be fit for purpose. Horam Parish Council employ someone to clear up rubbish of a morning. Elderly members of Horam Tennis Club have felt threatened by youths behaviour. It is generally understood that the protagonists are NOT the skaters and the users of the amenities, but other young people aged between 12-18. This is becoming a very regular occurrence and local residents are quick to use social media to alert the service users/groups that use this area to the issues. With this in mind, a public meeting was called by the various groups to meet with the local PCOS and for residents to share their views on how we should tackle this. The meeting was held on Thursday 19th May at Horam Village Hall with the local PCOS Cathy Gilling and her sergeant, representatives from the local user groups including from the Village Hall Committee, Horam Bowls Club, Horam Tennis Club, Horam & Broadoak Football Club, the campsite and Horam Parish Council. Sadly, not one resident turned up to contribute. The PCOS advised that Horam was currently categorised as a hotspot for ASB, but to provide more police presence and potential grants for methods to combat this behaviour, that the behaviour needs to be regularly reported. Horam Parish Council have been reiterating this on a regular basis in their monthly update column in the Diary. Statistics need to be provided to substantiate the level of ASB occurring. Don't moan, please report In the time it takes to write a negative post about the situation on social media, one can report the behaviour either using the 101@sussex.police.uk reporting service on-line or by calling 101. If you are witness to the behaviour whilst it is occurring on a Friday or Saturday night you can report to Operation Blitz and if it is felt police attendance is required, can request this by calling 07770 700642. Possible solutions discussed CCTV It was unanimously agreed that the next step was to get more CCTV in place across the area. This has already happened successfully in Heathfield at the skate park there. The aim is to extend the current coverage the village hall has and cover the other groups areas. This obviously requires funding and the Village Hall committee are exploring grants and subsidies available to fund this (which will require certain levels of reporting). There will also have to be an agreement in place about the monitoring and reporting amongst the different user groups. An appointment had been made by the Village Hall to meet with a CCTV contractor to discuss requirements and get a cost estimate. Signage Signage relating to CCTV and highlighting the wrongs of anti-social behaviour was discussed. Bins More robust bins that can't be chucked and emptied were discussed, but again these need to be funded. Someone suggested that maybe the bins should be emptied of an evening, so the rubbish wasn't available to be strewn everywhere.

HORAM PARISH COUNCIL – June 2022 www.horam.com & www.facebook.com/horamvillage NEIGHBOURHOOD PLAN

The Horam Parish Neighbourhood Plan Steering Group met again on the 10th May. More good progress is being made and they continue to work enthusiastically towards a deadline of early next year. The Steering Group is made up of three parish councillors and nine residents of Horam Parish, a balanced group with various skills. They intend to meet regularly in the Horam Centre and any input from residents will be gratefully received. The Steering Group, along with other parish councillors will be at the Horam Fun day on the Sunday 10th July. Please pop along and say hello and have a chat.

TRAFFIC SURVEY

Horam Parish Council (HPC) have commissioned a Traffic Survey in Horebeech Lane. This is in part to gather evidence of traffic impact on the parish because of development and to firm our on-going case that there could be a need for some traffic management in parts of the parish. In June HPC will continue post-COVID face to face meetings with ESCC officers to talk highway matters. This is a good opportunity to continue this conversation.

COMMUNITY INFRASTRUCTURE LEVY (CIL)

CIL money has been a bit light of late, some might argue that is a good thing. We are looking at various ways to spend as widely as possible to get the best benefit for all. Some footway/path improvements, finger posts, new litter bins and notice boards are just some of the ideas being looked at.

ANTI-SOCIAL BEHAVIOUR

Sadly, there are still areas within the parish that have to contend with anti-social behaviour in all its forms. HPC has met with the Police, as reported last month, and their advice is to report it by going to 101@sussex.police.uk (put this email address in your phones) this is as quick as complaining to the Parish Clerk and/or Facebook. There have been discussions about this for months and the only way we can progress this, is everyone needs to report NOT just moan. On a positive note, a lot to look forward to with the Jubilee celebration and the Funday. Summer, it is going to be the best one yet.

OUR HORAM PCSO – EMAIL ADDRESS

If you wish to bring anything to the attention of our PCSO (Police Community Support Officer) for Horam (Cathy Gilling) please email catherine.gilling@sussex.police.uk. There is a dedicated email address (roads.communications@sussex.police.uk) for reporting instances of speeding. However, for emergencies contact the Police by phoning 999. PARISH CLERK - can be contacted either by e-mail: clerk@horam.com or 07900 576236.

June Gardening Diary "A dripping June brings all in tune" Gardeners and farmers alike are hoping the proverb cited above comes to pass, as we have now had nearly two months with no appreciable rainfall. It will come of course, and the way our weather seems nowadays, it will probably mean twelve weeks' worth in a morning. And on the first morning of Wimbledon too probably. June is one of the more pleasing months of the gardener's year; The blooms of spring may have faded but in their place is a wealth of summer blossom. By mid-month we may give in the urge to drive the mower over the old daffodil foliage, this two month stay of execution will have helped the bulbs build up for next winter. The season of the sucking and biting pests is in full swing so to allow for a good night's sleep, the diligent gardener must wage unceasing war on insect pests. If aphides and caterpillars are allowed to multiply unchecked they will wreak havoc in the flower garden and amongst the vegetable and fruit crops. Straightforward washing-up liquid and water in a spray bottle will work for aphids and the collecting of caterpillars may be profitably delegated to the underemployed youths and children we may discover stooging about the house. It is at this time of year that the benefits of deep and thorough winter digging begin to show; Drought has nothing like the same effect on thoroughly prepared ground as it has on shallow soil hastily dug to the depth of a mere few inches. Planting out of summer bedding will be carried on, room for growth should be allowed when planting, water until established. Our minds may now be turning towards displays for next spring. Wallflowers, fox gloves, sweet william, forgetme-nots and canterbury bells may be sown now in finely prepared beds to give them as long as possible to grow before planting out in autumn. Staking and tying and the feeding of plants that are actually in bud and bloom are other tasks which command our attention; A heavy June downpour will quickly lay any tall plants face down and spread-eagled across the lawn, always a chastening sight. Be alert to suckers growing from the bases of roses, they usually have more thorn and leaf than an ordinary stem and should be removed on sight. We may not be afeard to thin out crowded stems of such plants as Rudbeckia, Helianthus, Michaelmas Daisies, Phloxes and Solidagos. A few strong stems will make a far better display than overcrowded clumps. No faded flower heads should be allowed to remain on Rhododendrons and Azaeleas, snapping them off above the foliage will free the new growth and the buds will thus be freed from restraint and begin at once to grow vigorously. Yellowing leaves on the aforesaid plants may indicate a liming of the soil which should be corrected with an acidifier. Any black bristly buds that won't open must be removed and burnt. Old Paeony flowers should also be removed, though one may wish to keep a few seed pods on the old types which make useful material for dried-flower displays at Christmas. In the vegetable garden we may continue to remove all unwanted runners in the strawberry bed. Seeds of French and runner beans may still be sown, that deep trench of organic matter the reader dug in some months ago will pay back with a heavy crop. Lettuce, radishes and spinach can still be sown for succession. Maincrop Turnips and Swedes around the middle of the month. Plant Brussels sprouts, broccoli, kale, cabbage, cauliflowers, sprouting broccoli and Savoys as the ground becomes available. Continue with the thinning of previously sown crops; overcrowding in the nursery bed will produce thin and straggling specimens which will never regain their figures. Earth-up Potatoes little and often as growth proceeds. We should cease cutting Asparagus around the middle of the month and give the bed some nourishment to encourage strong top growth of the stems still remaining. That hoe should be stirring the soil from time to time to break up any panned surfaces and keep the soil from drying out and baking hard. No Hoers' Elbow please. During the summer months plants in pots should be watered every day regardless of the weather and given a liquid feed once a week. If we have kept up to speed with jobs through winter and spring we should soon have a thoroughly effulgent garden, one fit to make our neighbours green with envy, calling for just some minor daily pottering, so allowing us the time to enjoy long pipes in the sunshine, listening to the summer noises of bees buzzing at safe distance and on the wireless the happy sound of New Zealandish wickets a-falling.

DEVELOPMENT UPDATE As readers will be aware the overdevelopment of Wealden has been a concern of the Editor and many local residents for some time. Lots of local protest groups have sprung up all over the area and nationally. Recently an article was shared by a member of Save Wealden From Overdevelopment on their Facebook page, which I believe echo's the thoughts of many of us. Some thoughts from Vicky Radkte - member of SWOT The world has changed so much over the past two years and how we plan for the future of society is of critical importance. How land is used is of vital consideration and planning and housing policy must reflect the current and future situation, taking into account the implications of the pandemic, the Russian war on Ukraine and the climate crisis. This is a worldwide, nationwide and local issue and planning policy at District level must swiftly react to the unprecedented circumstances that we all now face. Mass house building across the district is not to meet actual housing need in the area, everyone knows that. It is both political and to meet huge housing allocations (algorithmically calculated back in 2014 when the world was a very different place) to support economic growth which feeds into the pockets of the few, namely landowners, big developers and second home-owners. This leaves so many people still unable to afford their own homes, especially with a potential recession on the horizon. We do need to grow but we need to grow food now, not housing. We need housing of course, of the right type, at the right cost and in the right numbers for actual need. The war in Ukraine has shown the world how fragile our food systems are, now that the ‘breadbasket of the world’ can no longer supply the food commodities we all took for granted just a couple of months ago. The climate crisis is disrupting food growing areas the world over with unpredictable weather wreaking havoc with floods, droughts and wildfires destroying crops. This is going to intensify and it will impact us all. Unprotected farmland is viewed as a commodity by the house building industry – easy to colonise and make vast profits from and it’s an economic win-win for all those with fingers in the pie. However, once it is colonised and concreted over, it can never be regained. Grasslands store 34% of the world’s land carbon which makes them a very powerful carbon sink. 90% of carbon is held in the complex structure of undisturbed soil, with 10% in vegetation which captures the CO2 in the atmosphere for photosynthesis. The construction industry accounts for 38% of CO2 emissions. Existing grasslands, woodlands, hedgerows and floodplains should be saved wherever possible as they are sequestering enormous quantities of CO2 at no cost without expensive technological intervention. When destroyed for whatever reason this process goes into reverse and huge amounts of CO2 are emitted. A progressive District Council must swivel in its approach to housing allocation by taking all of these factors into account in the final stages of developing its Local Plan. Wealden District Council is challenging housing numbers but not necessarily housing type. It could imagine a better and more secure future for its residents by allocating housing which protects local food security in uncertain times. Over 70% of the world’s food is grown on smallholdings, homesteads and in gardens. Local food production reduces food miles and carbon footprint. Wealden District Council could have an active policy of building affordable housing around community allotments, thus promoting food security (and the added benefit of community cohesion) for those people who are likely to suffer food insecurity in current times. It could allocate zones for a dispersity of regenerative smallholdings and single acre homesteads which would increase biodiversity and pepper the necessary built landscape far more attractively and beneficially for the environment. New smallholdings and homesteads are virtually nonexistent and those such as just three gained by the Ecological Land Co-Operative in Arlington were very difficult to obtain planning permission for, yet have been enormously successful in their local business ventures in the few years that they have been running. The Leader of the Council is changing. Let’s hope that whomever the new Leader may choose as the Planning Portfolio Holder will be someone whom they can work wisely with to implement an imaginative and futureproofed plan for housing in the District. Lucy Atabey, Editor.

WHAT’S ON IN THE COMMUNITY Young at Heart has been making the most of our minibus donated by Age Concern, Heathfield. We have visited the tulips at Pashley Manor which were amazing and the wisteria was quite magnificent! Last week we went to see the bluebells at Arlington - a huge success for all, as for those less able they supplied mobility scooters which made the world of difference - both trips included a picnic which everyone enjoyed. There are so many outings available in our local area which we are trying to make the most of. We now have a National Trust Links pass - our next outing is Sheffield Park to see the Rhododendrons and Azaleas in all their glory. Dallington School and Parkside School both kindly hosted visits for us and Punnetts Town School joined us at the Club. Lots of Bingo! We are looking forward to hearing the children read again on a 1:1 basis in the not too distant future. On 19th May we have organised for Dallington, Punnetts Town, Parkside, Bedes and Skippers Hill Schools to sing together in aid of the Platinum Jubilee which is kindly being led by Angela Brooks - weather permitting at Heathfield Park Cricket Club. We are hosting a Jubilee Day at the Club combining the Cricket Club and Young at Heart on the 2nd June with activities for both generations. We are hosting a stand at The Heathfield Show - please come and visit! We have asked if a year group from all the schools, who support Young at Heart, to design A4 Union Jacks in order for us to make bunting for our stand - community spirit at its best! Should anyone have a family member or neighbour who you feel would benefit please call Rachel - 07971032667 - nobody should be lonely! Kindly sponsored by Wealden Funeral Services and Trevaskis Consulting Ltd.
