Dear Readers,

Welcome to February. Whether you did Dry January, Veganuary, began the long road to fitness, or just hibernated during January; pat yourself on the back, because you have survived what feels like the longest month of the year! The big news for Horam in January was the government Inspector’s rejection of Wealden District Council’s Local Plan which will impact us as a village in a big way. We had an allocation of 750 new homes over the plan period (till 2028) but this news means that we will have to accommodate considerably more, including sites outside of the current development boundary and taking on the unmet need of Eastbourne and Lewes. Given that Wealden District Council declared a climate emergency in 2019, it seems inexplicable that they will give permission for even more farmland, woodland and green space to be concreted over. The South East has suffered this winter with extreme levels of flooding, this will only continue and worsen if we mess around with nature’s water tables and redirect water to accommodate more concrete and brick. It is easy to believe that there is always an engineering solution to mitigate impacts, but often these solutions just move the problem somewhere else, with long standing village housing being negatively impacted. In anticipation of this outcome Horam Parish Council are keen to create our own Neighbourhood Plan to mitigate the impact on the village. They need your help, so please read the article about the Neighbourhood Plan in this issue and complete and return the questionnaire enclosed. The parish council need to know what you think in order to be able to progress to the next stage of the process. Please read the Planning Update this month for further details on why the Inspector rejected the plan and what YOU can do in response to help Horam and it’s surrounding areas maintain their village feel. In preparation for the VE Day celebrations in Horam in May, we are looking for people locally who fought in WW2 or have a connection. The Diary would like to feature their stories and the team organising the VE Day celebrations would like to acknowledge their contribution. So get digging up in your loft or strike up a conversation with one of our more senior residents to unearth some real-life stories! Best wishes,

Dogs and Travel Sickness Q. My 11 month old Labrador constantly drools during car journeys and is often sick. Is there anything I can do to help him? A. Dog travel sickness is more commonly seen in puppies and young dogs than in older dogs, just as carsickness affects more children than adults. The reason for this is because the ear structures used for balance aren’t yet fully developed. Many, but not all dogs, outgrow travel sickness. If the first few car rides of your dog’s life left him nauseated, he may have been conditioned to associate travel with feeling unwell, even after his ears have fully matured. Stress also exacerbates travel sickness, so if your dog has only ever ridden in the car to have a vaccination at the vet, this might be a factor. Things you can do to support a dog with travel sickness: •

Make the car ride as comfortable as possible for your dog and drive smoothly.

•

Have the dog facing forward while you’re traveling, rather than looking out the side windows. One way to guarantee this is by using a crate and covering the sides and back with a blanket. Alternatively, with a small dog, you could use a specially designed seat belt.

•

Lower your car windows a couple of inches while the car is moving. This helps balance the air pressure inside the car with the air pressure outside, which may help reduce your dog’s nausea and discomfort.

•

Be sure to keep the car cool and well ventilated

•

Limit your dog’s food consumption prior to travel. Then, immediately before the trip, give your dog a ginger biscuit or two which may reduce sensations of nausea. (Never give your dog a product made with xylitol, because this is toxic to dogs.)

•

If possible use a different vehicle to avoid association with past unpleasant experiences.

Gradually build your dog’s tolerance to car trips; start by getting your dog used to approaching the car, then spend some time in the car with the engine off. When your dog is ready, take short trips (around the block, for example) to build tolerance before progressing to longer car rides. Take short car trips to places your dog enjoys, like the park as this helps to build a more pleasant experience with the car. Dorwest has some useful information and supplements. If travel sickness is severe or does not improve, you should consult your vet and/or book a behaviour appointment. There are many factors that should be taken into consideration when dogs are distressed in a car and you may need professional help.

Mend & make do! Do you have a hole in your favourite jumper or have you worn through your most comfortable jeans? Do you have a pile of mending you never get around to doing? Come and join a friendly monthly mending group to help get started, share skills and put time aside for repairs. Mending clothes saves money and will help us do our bit to look after the environment in this time of climate and ecological emergency. By mending our clothes instead of replacing, we will need to buy less and make our clothes last longer. Currently the shocking statistics are that the fashion industry contributes to around 10% of all global carbon emissions and 20% of global waste water. It takes up to 10,000 litres of water to produce the 1kg of cotton used to make one pair of denim jeans (this is as much water a person drinks over 10 years). With this level of environmental impact we all need to make sure our clothes last longer. The first session will be on Tuesday 4th February between 7pm - 9pm. Further sessions on 10th March, 7th April, 12th May, and the 2nd June. Meet in the Little Stone Barn at The Steelyards, Stream Farm, Maynard’s Green Road, HORAM, East Sussex, TN21 0BP. Planning Update More development expected in Horam as inspector kicks out Local Plan Last month the government appointed Inspector Louise Nurser rejected Wealden’s Local Plan regarding development across the District, leaving Horam to contend with escalating numbers of new houses over the next fifteen years. The new local plan was intended to run from 2013 to 2028. During that period, Wealden had assessed that it needed to build 14,250 houses to meet the housing needs of the District. Interesting to flag that the natural change in population growth in Wealden is negative, meaning that if nobody moved into or out of the District, the population would fall. This means the increase in new houses is predominantly required to accommodate people wishing to move into the District. The 14,250 homes did not include any homes to meet any other authority’s unmet needs.

A potential 32% increase: from 14,250 to 21,615 new houses Much of Wealden lies within the High Weald AONB, which gives protection against major development. Which means that the majority of the new houses will be in the Low Weald or in the already heavily developed Hailsham and Stone Cross areas. CPRE Sussex (The countryside charity) consider that the towns and villages of Maresfield, Uckfield, East Hoathly, Horam, Hailsham and Westham could be expected to take the lion’s share of this increased number of homes over the next 15 years.

Why did the Inspector reject the plan? The Inspector recommended that Wealden withdraw the plan as she considered that it was not legally compliant, as Wealden has failed to comply with the Duty to Co-operate requirements. She also considered that the plan was not sound, as the Habitats Regulations Assessment (HRA) was not justified. She believed that additional traffic emissions from new development will not result in an adverse effect to the protected areas of Ashdown Forest, which is contrary to the findings of the HRA . Eastbourne Council have advised that they have no more appropriate space for any additional houses, so the government expect neighbouring districts to compensate for this and increase the number of houses they build to make up these numbers. Wealden didn’t reach out to Eastbourne because they knew they couldn’t accommodate additional numbers to their allocation because of the restrictions that damage from further development to Ashdown Forest posed. However, because the Inspector is questioning the data in the HRA, this undermines the position they took. Had the Inspector not found fault with the HRA, then she would have had great difficulty in finding that the requirements of the Duty to Co-operate had not been met. A real catch 22 situation. Wealden has undertaken considerable monitoring of Ashdown Forest since 2014, including the traffic, the emissions and the condition of the protected flora. This monitoring is still ongoing. Considerable scientific analysis of the monitoring data has shown that any increase in traffic arising from any new development in the District could lead to an adverse effect to the Forest. As Ashdown Forest is protected by the Habitats Regulations, development cannot be given permission unless it is certain at the time of granting permission that the adverse effect can be completely mitigated. CPRE Sussex is fully convinced that Wealden’s HRA is scientifically robust. They believe that Wealden is correct under the Habitats Regulations to not permit any development in the District without full and proper mitigation. Indeed, the law is very clear, if permission was granted for any development without proper mitigation, Wealden would be acting unlawfully.

What happens next? At the time of going to press Wealden is recommending to the Full Council on 19th February 2020 that they vote to withdraw the plan. They have already written to the inspector accepting her findings. Wealden will then need to start work on a new plan. How will Wealden deal with existing & future planning applications?

Planning Update The current development plan, for which the new plan was intended to replace, consists of the 2013 Core Strategy and Saved Policies from the 1998 Wealden Local Plan. Until a new plan is adopted by the Council, all applications will be determined against this current development plan. However, the current plan is deemed to be out of date and any policies that restrict housing development are given less weight in the planning balance when deciding whether or not to approve an application, meaning that it is far easier for developers to gain permission in this situation than if the plan was deemed up to date. Wealden has a considerable number of held applications that have been submitted for some time. All these applications are for sites that have not been identified as suitable within the Submitted Local Plan and could cause an adverse effect to Ashdown Forest. As Wealden, having done a complete about turn, now state that the Ashdown Forest restrictions are not valid and Wealden does not have a five-year supply of land, Wealden is potentially going to grant permission for the majority of these held applications. In addition, there are currently a number of applications where Wealden has refused and the applicant has gone to appeal. Where the Ashdown Forest constraint figured as a reason for refusal, Wealden has written to the Planning Inspectorate withdrawing that reason for refusal. Thus, without a five-year supply of land, the Inspectorate is more than likely to accept these appeals and the development will proceed.

Is there anyway of challenging the Inspector’s decision? At the time of going to press, investigations are ongoing on whether or not a legal challenge against the Inspector’s decision can be mounted. It is hoped that a challenge can at least be made against the decision that the HRA is not justified. To do this, a source of funding for the legal costs would need to be identified (which would be quite high if the action is unsuccessful). Attempts will be made seek to influence sufficient number of Wealden Councillors to vote against the recommendation to withdraw the plan. However, it is not considered that this has much chance of success

Is there anything YOU can do too? Yes there is and you are urged to get involved. You can write to your Wealden Councillor requesting that they do not support the motion to withdraw the local plan at their meeting on 19 February using reasons from the information above, e.g. the inspector is wrong in assessing that more development will not cause an adverse effect to Ashdown Forest. Have they (WDC) actually taken legal advice? Where from? 2. If they have, was it purely on the failure of the duty to co-operate or did it include the HRA as a separate issue? 3. On the HRA, did Wealden explain to the legal team that all Wealden’s eminent experts had gone to great lengths to address the issue that Nurser did not like? 4. Did they ask about the situation that if the HRA was found OK, would then the failure to co-operate be much more difficult to stick? You can ask you family members and friends to similarly write to their Wealden Councillor. You could ask your Parish Council to support you by also writing to Wealden. You can respond to the HPC Neighbourhood Plan questionnaire enclosed in this issue. But preferably and MORE URGENTLY, you could help identify sources of funding to be able to bring a judicial review to ensure that the HRA is allowed to stand. Action is needed NOW if you have any concern about even more of our countryside being built over.

The housing allocation for Horam has risen from 100 dwellings to 750+ This figure is highly likely to increase as the Inspector has rejected Wealden’s Local Plan stating that it needs to accommodate more houses. In view of this predicted increase, Horam Parish Council would like to develop a Neighbourhood Plan. (NP) When 'made' a neighbourhood plan becomes part of the local statutory development plan and must be taken into account by the local planning authority when making planning decisions. It is pretty important to have an NP where no Local Plan exists. Neighbourhood planning gives local people a direct say in decisions that affect them. What a Neighbourhood Plan cannot do is stop growth. What a Neighbourhood Plan can do is: • • • • • •

Develop a shared vision for your neighbourhood. Guide type and design policies used to determine planning applications. Identify and protect local green space. Protection of the environment. Enhancement of biodiversity. Financially benefit the Parish by receiving 25% of developer contribution uncapped to spend locally. This is referred to as the Community Infrastructure Levy (CIL). Without a NP the Parish only receives 15% of developer contribution and that is capped at £100 per dwelling.

Constructing a Neighbourhood Plan Stage 1: • The first stage of the process is to have a Parish wide consultation that will be used to shape the policies for our local plan. • The Initial consultation is by way of a Questionnaire that will be delivered to you with the February Parish Diary. • it is critically important that we have a tremendous return of completed Questionnaires. • We have to be able to demonstrate to external assessors that the plan is influenced by your feelings and opinions about the future of the Parish which will be provided by the responses to the Questionnaire. • At the Parish Annual Meeting on 22nd April 2020 we will feedback and discuss the results of the Questionnaire and next steps. The Neighbourhood Plan process will take more than a year to complete but if we don’t produce a Neighbourhood Plan, the future of where we live will continue to be decided elsewhere.

HORAM PARISH COUNCIL – February 2020 UPCOMING WORKS TO THE PARAPET OF HOREBEECH LANE BRIDGE

HPC has been advised by Bovis that work on raising the parapet of Horebeech Lane Bridge and the construction of a pavement will commence on 10th February with the construction of the scaffolding and safety netting on the Cuckoo Trail. The actual work at street level with the road closure and/or traffic lights will commence on 17 February 2020.

HORAM PLAY PARK

Due to the appalling ground conditions the play park has been closed off until the ground improves. The mud on the very expensive kit will do long term damage, so to avoid this happening the area must be protected. Any further damage and this could also become unsafe. Apologies for any inconvenience caused. It is hoped that it will be open again soon for everyone to enjoy, even though the rain shows no signs of letting up.

SKATE PARK

The skate park is still open and access can be gained from the side road near the hedge. Once again parents and guardians are reminded to ensure that their youngsters wear protective kit at all times. The skatepark is not a playground and is meant for users aged eight upwards.

THIRD AGE EQUIPMENT

The above equipment is till cordoned off due to the severe weather conditions. Unfortunately, it is not known how this long will be. It is all down to weather conditions and will be re-opened as soon as the ground has dried up. Visitors are requested to use the litter bins considerately and take anything large home with them. PLEASE NOTE that these bins are NOT for the disposal of dog waste. A bin, especially for the disposal of dog pooh, is provided on the recreation ground – PLEASE USE THIS!

Young at Heart spent a very festive December being invited to Parkside’s “Christmas carols and mince pies”, Bricklehurst, All Saints and St Richard’s and Skippers Hill Nativity plays. Broad Oak Primary School kindly hosted Christmas lunch and carols. I can’t thank the schools enough for their involvement in Young at Heart. The joy they bring is so uplifting and gives our members so much to talk about! Our members made Christmas wreaths for their doors - every one different and quite outstanding! We hosted a Young at Heart Christmas lunch on the 23rd December joined by Little Tinkers Nursery School. The day kicked off with some magic from the wonderful Colin, delicious Christmas lunch - cooked and provided by EBL Events. Father Christmas joined us after lunch and then Angela and choir members arrived for Christmas singing who were and are simply “brilliant”! February Gardening Diary 'All the months of the year curse a fair februeer" Just as for January, no good will come from a warm February, cold and dormancy is still whatâ€™s called for in the garden and we haven't had nearly enough of it. If the wind is in the east at the beginning of the month, winter is likely to remain for some weeks to come, indeed snow and ice may be expected, but if the wind is mild and westerly we may expect the worst of winter to be behind us. During clement spells of weather we should be pressing on with the steadily lengthening list of jobs to be carried out in the garden. Winter flowering shrubs may be pruned as they finish their flowering. With Winter Jasmine train as many recently flowered shoots along the wall as necessary and cut back the rest to four buds from the base, these should then make good growth for next winter. Buddleia Davidii is a subject that greatly enjoys hard treatment, sometime between St. Patrick's Day and Good Friday prune back to four or so buds. Hydrangea paniculata may be treated in the same way, likewise the red and yellow-stemmed dogwoods, the stems of these may be used as cuttings; placed in fine soil in a sheltered out-of-the-way spot, they should make root by autumn. All too often we see weak and sickly plants in the border, but this can be avoided with a just a few hours' light work; those plants which have not been recently moved may be fed with a general fertiliser, preferably with manure or compost lightly dug in at the same time. It will pay to start spraying the roses at the end of the month as the stems will most likely be hosting overwintering fungal spores, the main thing is to prevent the appearance of mould on the leaf, by which time it is too late to eradicate, regular applications as directed and early into the season should see off the fungus for the rest of the year. Box edgings may be planted and if wallflowers, forget-me-nots and polyanthuses are still to be put out, this should be done without delay, we may also be planting hollyhocks, verbenas, foxgloves, sweet Williams and Canterbury bells. Our thoughts may at last be turning to which crops we may be sowing now to encourage and cheer us through the long gloom of Lent, any ground preparation or early seed sowing must be governed by the weather, excess rain or cold should see us off to the shed for yet more tool sharpening and brooding over seed catalogues. Outdoor sowing is still fraught with danger of failure, but a month's head start may be gained with the use of cloches, sadly not seen as often nowadays as they might be. The keen vegetable gardener will have been greatly cheered by that most glorious of early winter sights, namely the the upthrustings of a line of sturdy green cotyledons which signalled the successful germination of their broad beans.

Onion, pea, parsnip, lettuce, broad bean, Brussels sprout and radish may be tried. Radishes must be grown fast to be tender and mild, any check to growth leads to hot and woody specimens, disdained even by the poultry. Protect from frost. Garlic and shallots to go in around Valentine's day/Anniversary of fire-bombing of Dresden. Mice find peas dipped in diesel or paraffin to be an unappetising snack. That long-neglected Rhubarb clump may now be lifted and divided. One good eye per clump. For sticks to be proud of, divisions should not to be harvested until next year. Fruit trees grown in lawn or meadow will benefit from a helping of Nitrogen. Chives may be divided and replanted at the end of the month. At this season there is a great attraction to the thought of wallowing in the bath, using up all the family's hot water and ruminating over the new season's seed catalogue whilst keeping a keen ear open for the fall of South African wickets over the wireless and fine activities they are too but we must soon bestir our loins, as March is, for many, the beginning of the gardening year and much important groundwork carried out now will greatly ease the pressure later on.

Rosemead update from Bovis Homes The build progresses with 7 houses now sold and 3 now occupied, with another 3 reserved. You may have noticed that the first street sign (Poppy Drive) has gone up on main road into the estate. Site manager Steve Bowen advised that a solution for the surface water on the road by the show homes, has been found and work is due to commence soon. He is also in discussion with the groundworks team to address the uneven road before and after the new roundabout to avoid damage to local residents cars and the cars of motorists that regularly use this road. Please note that works to the bridge will begin this month. Bridge works will commence w/c 10/2 with advance scaffolding to the bridge and path area off the road. Main bridge works will start on the 17/2 with a combination of traffic lights and a road closure around w/c 16/3 for two weeks (except for school bus, which will be given access).
