Dear Readers, Well hello April! How did that happen?! As we stampede to the hairdressers mid-month waving our immunisation cards, please remember to socially distance and wear a mask. Whilst the first glimmers of hope can be seen for a welcome return to our freedom, we must not be too hasty and remember that we are not out of the woods yet.

However, great news that more and more of us have been vaccinated; that Lakeside are opening for takeaway and then meals outside later in the month and Horam Manor Farm walking trails are open. Pub gardens for outdoor service will be open from mid month...let’s all hope for some good weather!

Don’t forget the village hall or Horam Manor Cartlodge will be open for bookings to celebrate birthdays, weddings, anniversaries or pandemic reunions!

It’s great timing that these easing up on restrictions comes at Easter. It’s a time when families want to get together and Christians are yearning to give thanks corporately to Jesus for his incredible sacrifice, to worship and raise their voices with their church families. You may have found lock down very challenging and it made you look at the world in a different way and ask questions you had never considered before. Over the last year we have welcomed many new faces to the Christ Church family and lots of new people onto the virtual Christianity Explored courses run by vicar PJ Guy. Why not take the opportunity to come to church at Christ Church or Horam Chapel this Easter, to see why having a relationship with Jesus makes people happy?

POST OFFICE SERVICES HAVE BEEN RESTORED TO HORAM Post Office Ltd has restored services by offering outreach services to Horam. The outreach services restarted with the Postmistress from Windmill Drive in Bexhill.

On every Monday, the outreach service is at the Horam Centre from 9am to noon.

Prital, the postmistress is normally joined by her mother (Nina, the apprentice!) to offer and support the local community with the much-needed PO services. She is an accountant by profession and has worked in the UK, USA, India and Nigeria.

Prital strongly believes in local community and is involved with the local Chamber of Commerce and Rotary. She is also involved in charity work with schools, orphanages and hospitals in India.

Loose Lead Walking There are obvious benefits of teaching dogs to walk nicely on the lead. However, it’s a common problem for owners that their dog pulls on the lead; or you could say it’s a common problem for dogs that owners pull on the lead. It takes two-think tug of war. Taking time to teach your dog that he can get to the park without pulling, will avoid possible injury to you, a member of the public and very likely permanent injury to the dog. (Hint: never try to teach your dog loose lead walking on the way to a park where s/he gets to run free!). A new study finds dog walking injuries are on the rise, especially amongst woman. Injuries typically happen when a dog pulls on the lead and the walker loses their balance. Injuries to owners are obvious, but let’s look at the dog.

A study led by a canine scientist at Nottingham Trent University looked at the potential impact of dogs pulling on the lead and the related pressure on the dog’s neck. Using a cylinder neck model, the study found that with ALL the collar types and styles tested the pressure exerted would be sufficient to risk injury to the dog.

So the researchers argue that as all collar types will pose some risk, dogs should be trained to walk on a loose lead without pulling, or walked using a harness which applies no pressure to the neck. However, walking a dog on a harness still requires training, as in a harness a dog can really pull-think carriage horses and huskies.

Often you will see owners pull or jerk their dog back to their heel. In fact “heel” to some dogs just means “brace yourself”. This method doesn’t work as the dog goes to the end of the lead to avoid being jerked so it actually makes the problem worse. If you do this, sadly you will be doing it for the rest of your dog’s life.

If your dog pulls on the lead, do find a good trainer, one who won’t use aversive methods, so you can train your dog to walk nicely and avoid injury to yourself, your dog and possibly a member of the public.

A fond farewell to former Horam Post Master Residents who were living in Horam during the 80-90's will be sad to learn of the passing of Pam Andrews in February who, with her husband Brian ran the Post Office in Horam from 1984 to 1999. Brian was our sub Post Master (and my first boss) and Pam ran the stationery department and card shop. Always friendly, always helpful, she single-handedly turned us into the best card shop for miles around.

She leaves behind Brian, son and daughter Peter & Heather and Peter’s twin boys who brought so much joy into her life. She was a very special person who will be greatly missed, by all who knew her. Sleep well Pam.

The play park remains open even though the ground is very wet. Users are reminded that, despite the success of the vaccine rollout, and the decrease in the number of COVID cases people are reminded to keep to social distancing regulations, wear a face mask and use hand sanitiser.

CANCELLATION OF ANNUAL PARISH MEETING

The Annual Parish Meeting has been cancelled for 2021. We are still awaiting guidelines from the Government regarding COVID regulations. All being well the meeting will be held in April 2022.

These meetings will continue to be held remotely until Government restrictions are lifted. However, members of the public can join the meeting by requesting a link to do so from the Clerk at least 24 hours before the meeting.

2021 Easter Hope

As I write, it is exactly a year to the day that Matt Hancock, the health and social care secretary, announced that all unnecessary contact should cease due to Covid-19. A week later, Boris Johnson told the nation that we ‘must’ stay at home; and so lockdown began. A year on, while there is light at the end of the tunnel, there’s still a way to go.

Without a doubt, this last year has shaken the world. Each evening the new death toll is announced on the news, it has caused us all to realise just how frail and fleeting life is. Our world needs hope, hope that is bigger than the covid vaccine. Deep down, we all still yearn for a hope that will conquer death itself. And yet, that hope has been here for the last 2000 years.

Easter hope tells us that God came to earth in the person of Jesus Christ ‘to destroy death and bring life and immortality to light’. This is the hope everyone needs more than anything else. And it’s the hope that God continues to hold out to the world.

Perhaps there has never been a better time than the present to explore the claims of Jesus Christ and what those first Easter events mean for us today. 20’s Plenty for Horam and Maynard’s Green Ask any of our Local Councillors or Police and Crime Commissioner (we did) for their most common public complaint and they will often say “traffic speed”.

Many local and national governments are ending default 30mph and setting 20mph limits for most roads instead. Council administrations for twenty one million people from left, right and centre parties as well as coalitions already agree that 20’s plenty where people live, work, play, learn and shop. Would you prefer a calmer, safer, more enjoyable trip to your child’s school, or to our Co-op, our wonderful butchers or chemist, or any of the other great amenities we have in our village? It’s possible.

At community and constituent level the support is overwhelming. In successive government social attitude surveys 70% agree that 20mph is the correct limit for residential streets. This is matched by local surveys before 20mph implementation which always show increased support after implementation.

It is a near universal aspiration in communities like ours in Horam and across East Sussex to reduce traffic speed to be more compatible with community life and human survivability. 30mph limit defaults are no longer seen as fit for purpose for urban and village streets. Lower default limits are being set – 20mph. Hence 20’s Plenty for Horam and Maynard’s Green.

The efficacy of a 20mph limit as normal road speed policy is supported by organisations such as WHO and UN General Assembly who endorsed the call made by 130 global road safety ministers to set 30kmh (18.6mph) as the maximum speed wherever pedestrians and cyclists mix with motors unless evidence exists that a higher speed can be made safe by separate facilities.

Whilst Wales decided with cross-party Senedd support to set a national 20mph urban/village limit, English and Scottish central governments encourage local authorities to move away from the 30mph national limit and set 20mph on local roads. This is more expensive than a national approach. But already 17.5m people living in local authorities in England and Scotland benefit from a 20mph limit on most roads with signed speed limits with minimal new physical calming.

Costs are approx. £3 per head and provide value for money seven times higher than targeted physically calmed speed reduction zones. Gains are an impressive 20% reduction in crashes. Doing nothing simply adds to societal crash costs and the load on the NHS. And whilst 20mph gives quick value for money returns to society by crash and casualty reduction, the lower speed limits also become the foundation for safer walking and cycling, community connection, noise reduction, air quality and other advantages. Wide area 20mph limits are a popular policy that wins economically, socially and environmentally.

April Gardening Diary ' Rain on good friday and Easter day, a good year for grass and a bad for hay.'

Having survived the long gloom of Lent, gardeners will feel fitter from their abstentions and feel in good shape to get on in the garden, a good thing as April is a month of many tasks which will brook no delay.

With the growth of Lock Down Allotments and home veg. patches we may hope to see the whole country self-sufficient in Mangelwurzels for the first time since the Peasants' Revolt.

Growth is now so strong that it will soon be too late to prune or transplant many plants without risk of injury.

Sown seeds should be checked and any that look doubtful should be re-sown now rather than delaying on the off-chance of improvement. There is truth in the old saying 'One for the pigeon and one for the crow, one to rot and one to grow.'

April is a good month for planting Laurels, conifers, hollies and other evergreen shrubs and hedging plants.

Any rose pruning should be finished off as soon as possible. Climbing roses may also have been tackled last month, the small side branches off the main stems cut back to two inches. Hybrid tea bush roses should be cut back to four or five outward facing buds. It will be worth feeding the roses now and later on in the summer to encourage the new displays. Spraying with a fungicide at fortnightly intervals until June will keep the leaves shiny and fresh.

Evergreens such as laurel, cupressus, box and yew may also be pruned now as well as any overgrown ivy.

Towards the end of the month we may plant dahlias, fairly deep to ensure the new shoots miss any late frosts.

As Forsythias finish flowering they should be pruned, cutting out the stems that have just flowered and leaving the young shoots which will give the best displays next year.

Daffodils and other early flowering bulbs should be dead-headed and allowed to die down naturally. Many a tidy-minded gardener resents these untidy obstacles to our lawn mowers but the bulbs must be given time to build up reserves for next spring.

Lawn mowing starts in earnest this month. We may begin by finding our plastic grass rakes and sweep up any twigs and debris we have been ignoring all winter, maybe even locating our besoms to scatter worm casts, as these, when flattened by the mower make admirable sites for germinating weed seeds. The reader, having remembered to have the mower serviced, sharpened and

April Gardening Diary oiled last autumn will now be ready to do the first mowing of the season, though with growth kick-started by the long-awaited high pressure that came in with the Ides of March, many a gardener will have started mowing two weeks ago. The first cut taking off the top inch or so to tidy things up and as growth accelerates the blades may be lowered by degrees. Mowing being a job we could delegate to other family members we might take this opportunity at the beginning of the season to tutor any of those under-employed youths and adolescents we have uncovered about the house in the art of mowing the lawn without losing digits or even whole limbs. Nothing could lower the esteem further or be more ignominious to a man/ woman in future life than having to admit to their peers that they lost their big toe under the lawn mower.

The vegetable garden: Potatoes, those who commune with the moon will know that root crops go in from the beginning of the waning gibbous to the new moon, March's full moon is on the 28th, thus we may set out our pre-chitted potato tubers from 28th March until the 4th April and main crop from 29th April to 6th of May.

The Diary Editor asked the planning officer, looking after this application, when it would be heard at committee by the council. He advised on 18th March 2021 "I am not able to confirm a committee date or even if it will be a committee or a delegated decision. Further information is being provided by the planning agent and this will be added to the website. The application is still under consideration by officers and consultees, and interested parties can comment on the additional information provided if they have signed up to the alerts via the website. I can confirm that there is not a meeting of Planning Committee South in April, and it is not on the agenda for March .......Committee dates are available on the website".

Please note that the Planning Agent for this application is Parker Dann, the same agent that managed to get Wealden to approve the Rosemead application 5 years ago and referred to local people opposing the application on Twitter as 'NIMBYs'.

The Orchard House application was previously rejected by the Government appointed inspector in August 2020 for being an inappropriate & unsustainable site.

Parker Dann have cut 7 houses from the 58 to 51 in a bid to represent the application as sustainable and appropriate.
