Dear Readers, We hope you had a wonderful Easter and enjoyed the sunshine? This month's issue see's more stuff happening locally - see our What's On section. Make sure you have your tickets sorted for the Horam Jubilee Big Bash on 2nd June and put the Horam Fun Day in the diary! This month we bring you good news in the development update, people power has made the planning committee at Wealden finally see sense - see P44-45 for more details and for what you need to do about Horam's Neighbourhood Plan. It is so very important that residents support this initiative - it is literally the only way we can influence what happens with development in and around the village. You will have had a leaflet in last month's issue, please note the QR code on it had some technical issues, but it is all sorted now, so please respond by 16th May 2022. Congratulations to Horam Parish Council for putting on and those that took part in last month's Skate Jam, blessed with a sunny day - was a great turn out and a chance for local people to showcase their talent. Thank you Iain Pert for the great images captured. Did you know that the rec was donated to the residents of Horam by a former resident? Read all about this generous donation on P16-17. Last month we sadly said goodbye to another village elder - Daphne Roberts. The Editors and the residents of the village would like to offer our heartfelt condolences to the Robert's family - see P24 for more details.

We Need you………….. Following the re- opening of all our services after lockdown, we have seen a soaring demand in requests for transport. We are therefore actively looking for people who can help us with a number of administrative tasks to help manage and organise the efficient running of our services. Volunteers will need to have basic computer skills, be good communicators and enjoy the rewards of helping others! You will also require an enhanced DBS check, which if you do not already have, we can organise for you. The tasks can be fitted in at any time of the day/week- as they are computer based and therefore can be completed around other commitments. We are also always eager to find more drivers for both our Medical Car and Minibus services so if you could spare a few hours a week/month or just on an ad hoc basis, please get in touch- the success of our services is totally dependent on the number of volunteers we have. If you feel you could help us and would like to join our friendly and dedicated team of volunteers, we would love to hear from you. When the seventies came in Horam Grange Close was completed I seem to recall and it was also during this decade that our little Church got its new West End Hall. In the eighties in Horam, the playground of my youth? well that would become Paynesbridge Way. Gone would be games in the summer meadows and ski slope fun on a snowy winters day. Along came the nineties in Horam and we were proud to erect our new Village Hall. In Horebeech Lane, Manor Oak Surgery was built to look after the health of us all.

I have been asked to write a poem about a subject very close to my heart.

and how it’s changed in that time, where to start?

Well here goes, a few things I remember as Horam has grown along the way. Each event having played it’s part in the lovely village that we all know today.

The fifties in Horam when our Queens rule started, a little before my childhood began, the first of the council estates was being built and the Cuckoo Line trains still ran.

Then came the sixties in Horam and I recall with such fondness the High Street. So many shops! and wherever you wandered friendly chatter with everyone you’d meet.

God save the Queen in her platinum Jubilee year two thousand and twenty two. People all over the Country are organising many special things to do.

So now to finish my poem, God save the Queen, seventy years on the throne and God bless Our Lovely Village Called Horam, the place that I’m proud to call home.

Now at the start of the twenty twenties in Horam, more changes I’m sure we will see but whatever life brings, of one thing I’m certain, there’s nowhere that I’d rather be.

Moving through twenty ten onwards in Horam many things from my youth now gone. If this sounds like a rant it’s not meant to, change is good, everything has to move on.

The noughties, the Millennium, in Horam and perhaps the most memorable change, as we sadly said goodbye to Merrydown and the site was set to be arranged.

Introducing a new logo for Horam Village Hall and Constance Scott Recreation Ground

We have been working hard for some years to refurbish the village hall and provide facilities at the recreation ground. As part of its heritage the trustees have felt it is important to acknowledge the gift of land to the people of Horam by Constance Scott in memory of her son, Edward. The new logo uses the recreation ground’s proper name Constance Scott Recreation Ground. The logo will also be the new signage for the hall so it can be more easily recognised and located. We want the new logo to reflect our vision to provide a hub for the growing community of Horam that provides activities that are close to home, where people can make friends and take part in community events. To provide a venue that it is fit for the hirers’ needs from private hire for parties to public events. To provide a local resource that the community is proud of and to reflect our vision to be climate positive. The logo design reflects our commitment to managing this public open space; we know that physical exercise, being outside enjoying the fresh air and green spaces help to improve mental health and alleviate social isolation. Horam Village Hall and Constance Scott Recreation Ground is a charity managed by volunteer trustees. All our refurbishment projects have been funded by grants and fundraising totalling over £109,000 over the last 7 years. We are currently working hard to secure £300k to create a 1km long all-weather pathway around the perimeter of the recreation ground together with a pump track – the project is called The GAP – the Get Active Pathway. We will soon be setting up a Crowdfunding page as well as seeking grants and hopefully a donation from the Community Infrastructure Levy, imposed on the many housing developments over recent years. We would also like to acknowledge all the volunteers and parent helpers, who give up their own time, for the groups that also occupy the recreation ground: Horam Tennis Club, Horam Bowls Club, Horam and Heathfield Football Club, Scouts, Guides and the allotments. All these groups help maintain the recreation ground for the benefit and enjoyment of the residents of Horam and many visitors from the surrounding areas. Horam Village Hall Management Committee

A FOND FAREWELL TO DAPHNE Daphne Roberts has been in Horam nearly 50 years, during this time she was the Owner of Roberts Greengrocers and Florist in the High Street with 1 of her 2 sons (Derek). When the shop first opened in 1972 it was a busy shop and had employed several part time staff over the years. Derek then got married in 1993 and his wife Jacqui joined the team to help in the shop. Haberdashery and wool was then added at the back of the shop with Daphne at the helm. In the later years the shop reinvented itself into the discount store it is today with Daphne still in the forefront of the shop and Derek and Jacqui doing all the buying and stocking up in the background, so she could carry on feeling independent. Eventually Daphne’s eyesight and health deteriorated forcing her to retire Christmas Eve 2018 aged 83. Downstairs was converted into a purpose built flat for her which she loved. Mid February she had a tumble and broke her hip. Whilst in hospital she developed an infection. The Hospital tried their best to stabilise her but the infection had caused too many problems. We managed to carry out her final wish of coming home where she passed away peacefully in her sleep the small hours of 29th March 2022, aged 87. Mum is now at Peace and will be missed by many. The funeral has taken place. Derek and Jacqui Roberts

The Skate Jam on April 13th was a great success with nearly 200 getting involved. These ranged from absolute beginners who had never been on a skate board before to experienced boarders who had a chance to show-case their skill; there were even some parents who enjoyed re-living their more youthful days. This event was organised and paid for by Horam Parish Council.

NEIGHBOURHOOD PLAN

Good progress has been made moving towards our Neighbourhood Plan. A steering group of enthusiastic residents has been formed and is starting to work. Hopefully you all will have seen and read the posters and flyers about the Questionnaire, and more importantly have completed a questionnaire. This is not one for each household, but is open for each and every resident – whatever their age. If you haven’t completed one yet, please do so as soon as possible and before the 16th of May. It can be completed on line by scanning the QR code on the posters, by going to www.horam.com and clicking on the link in the blue banner down the page, or by collecting a paper copy from The Horam Centre. We know there was an IT glitch with the QR code in early April, this has now been fixed. The feedback we receive is going to be important for all our futures. We have been told that the Neighbourhood Plan is an important document which WDC Planning decisions must comply with, so it will affect what future developments in our Parish will look like.

SAFE STREETS

In December the Parish Council reported the failed street-lighting in the car park in Hillside Road. Finally, after repeated follow-ups by the Parish Clerk we have been told that it will be repaired. This is important so all residents feel safe when using the car park. Sussex Police are also running a safe streets campaign. Please read the Street Safe website https:// www.sussex.police.uk/notices/street-safe/street-safe/ and use the links to report things. However, if you are, or you see anyone, in immediate danger phone 999.

SKATE PARK ANTI-SOCIAL BEHAVIOUR (ASB)

Horam Parish Council have met with Police about the littering and broken glass which appears almost daily in the Skate Park. The advice from the Police is as follows:- if you are seeing it happen then phone 999; if you come across the evidence after the event then report it by phone on 101 or by email (often quicker for you) on 101@sussex.police.uk

DON’T MOAN, REPORT IT INSTEAD

The Police are not mind-readers, and comments on social media may be cathartic for the writer but they do not get logged by the Police. If it is not reported, the Police cannot know that it is has happened. So that we can get the most appropriate Police response in our Parish please report instances of vandalism, ASB, things that make you feel unsafe in our streets and car parks. Please don’t assume that somebody else will, the 101@sussex.police.uk reporting service is there for everybody, for every instance, every time. That is the only way that the true picture will be seen. But if you witness it happening, if you are, or you see anyone, in immediate danger phone 999.

May Gardening Diary ' A wet and windy May fills the barns with corn and hay ' In the borders and vegetable garden routine hoeing should be encouraged; regular hoeing kills the weeds, loosens compaction, aerates the soil and breaks up the capillary action and so reduces evaporation. The borders are left looking fresh and shipshape. A hoe vigorously plied is one of the great aids to good growth. For those gardeners with 'Hoers' Elbow', the alternative is the mulch. The main rules are that it should be laid deep, at least four inches and away from any stems, the ground should have first had a thorough soaking (From rain, not hose), this locked-away moisture may be retained for a considerable time. Any raw or uncomposted material should be avoided. Green waste, wood shavings, straw or wood bark, when used fresh may lead to denitrification of the soil. Yes, bacteria in the soil which usually convert nitrogen into useable nitrates can become starved of oxygen and so are forced to separate the oxygen molecules from the soil-bound nitrates, which are then lost to the atmosphere, we write this not only to appear clever and well-read, it really does happen, especially on undug slightly acid soil, that being just what we have here in our corner of the county. If mulch you must, then a thorough digging-over and removal of perennial weeds followed by a dressing of nitrogen should be carried out first. In the veg. patch it is important to thin previously sown crops, this job brooks no delay; overcrowding in the nursery can weaken and distend plants to such a degree that they may never fully recover their figures. We may now sow seeds of French and runner beans in those deep compost filled trenches the reader prepared in March. Peas, carrots, parsnip, lettuce, radish and spinach may also be sown now. Brussels sprouts need a long season to fully develop, so the quicker they can be transplanted to their permanent quarters the better. Brassicas always planted firmly. It is customary to pinch out the tops of Broad Beans when in flower, this should greatly reduce infestation of black fly. Early Potatoes should be earthed up little and often. Rhododendrons and Azaleas may have any dead flowers picked off to allow new growth to form. Any pruning here must be carried out immediately after flowering and before next year's flower buds form. As Daffodils and other early flowering bulbs finish flowering it is as well to remove dead flowers to prevent seed formation and encourage the growth of the bulbs. Irksome and unsightly obstacles to our mowers they may be, but the dying foliage must be allowed to wither in its own time. Any remaining pruning of Forsythia may now be completed, leaving the youngest shoots, as they will bear the best blooms next year. And so, with the mercury rising, and the Song Thrush in full cry, we may look forward to that finest of Spring sights; the first appearance of the semi-naked, tattooed and egg-white young gentlemen strutting up Horam high Street.

SACRED EARTH IS OFFERING FREE PLACES TO YOUNG PEOPLE LIVING LOCALLY WHO WANT TO JOIN ITS NEW WELLBEING IN NATURE (WIN) PROGRAMME. Sessions will include mindfulness and sensory awareness activities, bushcraft, creative fun and care of the land. Participants will also get the opportunity to work with a holistic health coach and learn techniques to improve confidence, resilience, intuition and self-esteem. Sacred Earth is based at the Old Horam Brickworks (just off the Cuckoo Trail) and has 40-acres of rewilded land, including woodland, lakes and meadows. All ages are welcome but there is a particular focus on 18-30 year olds, because research shows that their mental health suffered particularly badly during the lockdowns. Over 30s pay £25 per session, under 30s go free. Sacred Earth founder, Phil Greenwood, said: “We have been doing this work for ten years now and we know how powerful it can be. Building a connection with nature and other people really improves wellbeing and resilience. It helps tackle the loneliness and isolation that so many people experienced through the pandemic.” WIN started as a pilot project in 2020 and was so successful that it is being expanded to offer regular weekly sessions. One previous participant said: “It was an amazing experience, really what I needed; a caring and supportive environment. It help me reconnect to myself, with space to reflect and reconsider my priorities in life.” Upcoming session dates are: April 14, 21, 23, 28, May 5, 12, June 2, 9, 16, 23 and 30.

DEVELOPMENT UPDATE Good news: Application on Horebeech Lane rejected! Thank you to all who wrote in to object to Southside/Old Orchard House application for 38 houses opposite Rosemead. Big thanks too to the two residents Cornelie Usbourne & Tony Niblock and local parish councillor Sue Lane, who attended the Wealden Planning Committee South meeting last month, to object to this application in it's latest incarnation. Despite being recommended for approval by Wealden's Planning officers, this application was refused for approval by the Planning Committee. How refreshing to see, for a change, common sense prevail. It is important to save our green fields for the sake of the environment and to avoid over loading our already over burdened infrastructure even more. Waterlogged footpath update Last month we told you about local residents concern for the public footpath that runs from the corner of Horebeech & Laundry Lanes down towards Vines Cross. They believe that the development at Rosemead has changed where ground water is collecting, causing use of this part of this footpath to become very difficult. They asked Horam Parish Council if monies from CIL payments from developers could be used to address issues. HPC's Planning and Highways Committee considered their request to use CIL monies for the works required on this footpath and have AGREED that a quote be sought for the works. Once this quote is received it will go on the Council agenda for consideration. WD/2021/2701/ Glen Rosa, Vines Cross Road An application for 5 houses on an existing house plot on Vines Cross Road has residents very concerned. The application describes the demolition of the existing house and construction of 5 new dwellings. The general consensus is that, this is too many properties on a limited plot that is in ANOB and on a flood risk plain. Readers will be aware that the flooding issues of the Waldron Ghyll are a real and present issue affecting properties and the highway in this area of the village. Any additional over development will exacerbate an already difficult situation, despite the tick box precautionary measures that the applicants put in to gain the approval of planning officers. As above, it seems incidentally apparent to other local residents living in close proximity to developments, that water issues are resultant from concreting over green fields. Horam Parish Council have objected

DEVELOPMENT UPDATE to this application and the Editor supports the view of one local resident that the site is only really suitable for an application of a single substantial family home built on this plot, that opens onto a rural village residential road. Horam's Neighbourhood Plan In last month's issue you will have received a leaflet about Horam Parish Council's Neighbourhood Plan. A Neighbourhood Plan is the only way that the current planning system allows for a parish council to influence what gets built locally. Because central government are handing out the numbers, it won't impact that, but will be able to advise guidelines on where and what the housing looks like. There was a temporary technical issue with the QR code on the leaflet, so if you tried before and it didn't work, please do try again. The responses need to be in by 16th May - please engage as the parish council need your views to create a plan that works for the village. Air pollution - an update from TN21 Environmental Aware group This local group have advised that after, finding a Horam resident who has the knowledge to help them, they have had 3 sensors installed locally, one in Horam High Street, one just off Horebeech Lane, one in Chiddingly Road and also one in Punnets Town. They want to express their grateful thanks to CHRIS for his expertise in bringing this to a conclusion. With the difficulty in obtaining parts, putting them together and Covid for 2 years, it has taken over 4 years to complete. One of these volunteer's contacted the Editor to say that she regularly does the lanes down the Chiddingly Road end of the village, but feels that the bins in the village need emptying more often as they overflow and then it blows around. She also said that she would love to catch the person/people who discard the following: Dark chocolate bounty bar wrappers – 100s over the years she has been doing this! strongbow cider cans, beer cans generally, vodka bottles, red bull cans, filled nappies and carrier bags of human excrement! It is so frustrating picking up the same items every single time. Your Editor used to regularly litter pick Laundry Lane when living on Horebeech Lane and could guarantee every time, a big collection of Stella Artois cans and the cardboard packaging that comes with the cans of lager. Whoever is doing this, is the same person, doing it regularly without any consideration for wildlife or fellow residents. What is the problem with taking it home and putting it in the bin?!
