The draft Local Plan once more

None of us councillors like the planning system. We have to take the flack for rules imposed by national government. So, I stood up at the Q&A session on 26 April in Horam Village Hall and expressed my deep sympathy with all of you who will be affected by Horam’s building programme of potentially 800 plus dwellings during the next ten years. Greg Collins and I also explained why they would happen also without the Local Plan. With the new plan, there will be fewer houses (750 rather than 950 in Coxlow Farm) and much more environmental protection; and many more smaller, cheaper houses.

Everyone’s comments will be studied, and responses posted on the website. They will feed into the Regulation 19 consultation before submission to the Planning Inspectorate for (hopefully) approval in 2025. The Plan will govern planning decisions for 10 years.

HORAM PARISH NEWS

Thank you to any members of the community who came along to the Annual Parish Assembly on Thursday 16th May. We hope you enjoyed the guest speakers and found the evening informative.

We hope some of the local children are enjoying the Horam Detached Youth Session on a Monday evening from 6pm-7pm which is open to children and young adults from the ages of 10 to 19 at the Horam recreation ground. Younger children are welcome if accompanied by an appropriate adult. The parish council continues to actively work with East Sussex County Council to find a permanent youth facility for the young people of Horam.

Wealden District Council are hoping to arrange an Open Day in the Horam Centre in June to talk about the exciting changes to the Cuckoo Trail platform in Horam. Watch this space!!

The council can confirm the owner of the road which is used to access the village hall/bowls club/scout hut and football fields will be repairing the large potholes on entry. The contractor has scheduled the repair works to be completed within the next 8 weeks.

Cllr Greg Collins has resigned from the parish council but will continue his work as a Wealden District Councillor.

As a result of Cllr Cornelie Usborne’s resignation, the parish council can now begin the co-option process. If you are interested in becoming a councillor please contact the Clerk for an application form.

All the meetings of the council are public meetings. Please come along and have your say. There is a public participation part at the beginning of each meeting where members of the public are invited to speak on any of the agenda items. The agenda for any council meeting is always published at least 3 days before the meeting and is available on the council website https://horam. com/ and the parish council notice boards. These are located at the Horam Centre and in the Memorial Garden. The council will be adding all the agenda documentation onto the website for public information. This will be completed as soon as practically possible.

Regular, reliable and affordable public transport is key to our lives in Wealden. I have always been relentless in my work to secure more funding to deliver better infrastructure and services, and I’m proud that we’ve had some great successes in improving transport accessibility in Wealden over the past couple of years.

Thanks to the Department for Transport’s £1.9m investment at Eridge and £4.7m refurbishment at Crowborough, both train stations are now fully step-free, accessible to all commuters, and fit for the future. This comes in addition to the investment of £41.4m, which enabled East Sussex County Council to deliver improvements to bus services in Wealden and across the county; the £2 single bus journey cap which has now been extended to the end of 2024; and the investment of £157,000 to expand electric vehicle charging points in car parks across Wealden district including in Forest Row, Crowborough, Uckfield, Wadhurst and Hailsham.

I know from my regular surgeries and casework that potholes and road standards are one of the biggest concerns locally. I’m pleased that Frant, Groombridge and Uckfield will benefit from the nationwide programme of pothole repairs and road resurfacing projects, made possible by the first tranche of £8.3 billion in reallocated HS2 funding which saw over £52.4m allocated to East Sussex County Council as part of a long-term, 11-year plan to improve local roads. These muchneeded improvements will ensure smoother journeys as well as increase the safety of all road users, and I will continue to work with local authorities to ensure that Wealden continues to receive funding to improve the safety and durability of our roads.

However, I know that there is more to be done and I continue working to deliver further improvements for services in Wealden. I am always keen to hear your views, which allow me to better represent you in meetings with local authorities and putting forward a stronger case for additional resources for Wealden from national government including improving our transport network. Seasonal Recipe of the Month

June

Each month we will have a seasonal recipe, if you have a recipe you would like to share email horamvillagediary@gmail.com. This month’s seasonal recipe is delicious Strawberry Pancakes. METHOD

Cut 75g of the strawberries into small pieces and set aside. Put 150g of the berries in a pan with 75g sugar, a generous splash of water and the thyme. Simmer over a low heat until the strawberries have broken down, then push them through a sieve, collecting the syrup in a bowl and discard the pulp. Cut up the remaining strawberries.

Beat the egg yolks, ricotta, melted butter and milk together in a bowl. In another bowl, mix the flour, baking powder, a pinch of salt, lemon zest and the remaining sugar. Make a well in the centre of the dry ingredients, add the ricotta mixture and mix gradually until smooth. Add the chopped strawberries. In a separate, clean bowl, whisk the egg whites until they form soft peaks, then carefully fold into the batter.

INGREDIENTS:

450g strawberries

100g caster sugar

Fresh thyme sprigs, 5 large free-range eggs, separated

350g ricotta

2 tbsp unsalted butter, melted

200ml whole milk

300g plain flour

1 tsp baking powder

1 lemon

Oil of your choice to grease

Grease a non-stick pan with oil and set over a medium heat. When hot, drop large spoonfuls of the batter into the pan. Cook for about a minute on each side until puffed and golden, turning with a spatula. Serve with the reserved quartered strawberries and the strawberry syrup.

PLANNING & DEVELOPMENT

Wealden’s plan for Horam – “approaching a small town”

Various events1 over the last couple of months have provided the opportunity to find out just what Wealden District Council’s (WDC’s) Draft Local Plan proposes in terms of development and change locally.

As WDC’s lead Councillor has acknowledged, the upshot would be that Horam’s character would change from a rural village to one “approaching a small town”.

While WDC cite a combination of Government pressure to boost housebuilding and the protection afforded the High Weald National Landscape2 (which Horam lies just beyond), Horam’s growth is still exceptional - and would be transformational.

The Parish Council has made representations (as have we) arguing that such a transformation, from village to small town, would be simply wrong, as well as inconsistent with the lower levels of growth (proportionally) of all Wealden’s towns and other more accessible settlements.

We have to say that WDC has yet to show any sign of reviewing its proposals, with the large tract of land around Coxlow Farm being strongly promoted by developers.

However, it is early days and we can only hope that proposals are scaled-back and more in keeping with Horam’s rural character in the next iteration of the Local Plan.

Neighbourhood Plan

As previously reported, the independent examination of the Horam Neighbourhood Plan is ongoing. In fact, the Examiner’s report is expected around the end of May, so we will review that in next month’s Update.

Planning decisions

An appeal for up to 46 dwellings on the pasture land between Rosemead Place and Laundry Lane (WDC reference WD/2022/1694/MAO) has been allowed.

Although not of the same scale as the Coxlow Farm proposal, we see this scheme (which had huge local opposition) as also having a real effect in terms of eroding the character and rural setting of Horam and Marle Green.

JUNE GARDENING DIARY

dripping June brings all in tune"

June is one of the more pleasing months of the gardener's year; The blooms of spring may have faded but in their place is a wealth of summer blossom. By the end of the month we may give in the urge to drive the mower over the old daffodil foliage, this two months stay of execution will have helped the bulbs to build up for next year.

The season of the sucking and biting pests is in full swing so to allow for a good night's sleep, the diligent gardener must wage unceasing war on insect pests.

If aphides and caterpillars are allowed to multiply unchecked they will wreak havoc in the flower garden and amongst the vegetable and fruit crops.

It is at this time of year that the benefits of deep and thorough winter digging begin to show; Drought has nothing like the same effect on thoroughly prepared ground as it has on shallow soil hastily dug to the depth of a mere few inches.

Planting out of summer bedding will be carried on, room for growth should be allowed when planting, water until established. Our minds may now be turning towards displays for next spring. Wallflowers, fox gloves, sweet william, forget-me-nots and canterbury bells may be sown now in finely prepared beds to give them as long as possible to grow before planting out in autumn.Staking and tying and the feeding of plants that are actually in bud and bloom are other tasks which command our attention; A heavy June downpour will quickly lay any tall plants face down and spread-eagled across the lawn, always a chastening sight. Be alert to suckers growing from the bases of roses, they usually have more thorn and leaf than an ordinary stem and should be removed on sight.

We may not be afeard to thin out crowded stems of such plants as Rudbeckia, Helianthus, Michaelmas Daisies, Phloxes and Solidagos. A few strong stems will make a far better display than overcrowded clumps. No faded flower heads should be allowed to remain on Rhododendrons and Azaeleas, snapping them off above the foliage will free the new growth and the buds will thus be freed from restraint and begin at once to grow vigorously. Yellowing leaves on the aforesaid plants may indicate a liming of the soil which should be corrected with an acidifier. Any black bristly buds that won't open must be removed and burnt. Old Peoony flowers should also be removed, though one may wish to keep a few seed pods

on the old types which make useful material for dried-flower displays at Christmas. In the vegetable garden we may continue to remove all unwanted runners in the strawberry bed. Seeds of French and runner beans may still be sown, that deep trench of organic matter the reader dug in some months ago will pay back with a heavy crop. Lettuce, radishes and spinach can still be sown for succession. Maincrop turnips and swedes around the middle of the month. Plant brussels sprouts, broccoli, kale, cabbage, cauliflowers, sprouting broccoli and savoys as the ground becomes available. Continue with the thinning of previously sown crops; overcrowding in the nursery bed will produce rangy and straggling specimens which will never regain their figures.

Earth-up potatoes little and often as growth proceeds. We should cease cutting asparagus around the middle of the month and give the bed some nourishment to encourage strong top growth of the stems still remaining. That hoe should be stirring the soil from time to time to break up any panned surfaces and keep the soil from drying out and baking hard. No Hoers' Elbow please.

During the summer months plants in pots should be watered every day regardless of the weather and given a liquid feed once a week. If we have kept up to speed with jobs through winter and spring we should soon have a thoroughly effulgent garden, one fit to make our neighbours green with envy, calling for just some minor daily pottering, so allowing us the time to enjoy long pipes in the sunshine listening to the summer noises of bees buzzing at safe distance and the merry shrieks of joy as the great grandchildren discover yet another caterpillar.
