Horam & Vines Cross Village Diary July 2021

Female led modern funeral directors

Dear Readers, Welcome to July as another month scuttles past us. I hope you enjoyed the warm spell we had in June and filled your boots with BBQ's, pub garden visits and catching up with friends & family? The announcement last month that full restrictions can't be lifted until later this month came as a blow to many of us and has made the second home owners in the UK rub their hands with glee! This month (fingers crossed!) sees some village events happening!! A jumble sale, Horam's Village Celebration Day and a market at Horam Manor Farm! - see the ads in this issue for details. On the development front, it looks like the tide is turning and the Conservatives are actually starting to listen to residents in the South East's concerns about over development and loss of green space. It has been very easy to label those against over development as NIMBYs and state that all house were built on green space to begin with. What Wealden residents are concerned about is the lack of infrastructure and employment for all these new residents who are coming from outside the area (the population of Wealden is declining|). What we need is small, sustainable developments of affordable homes for local young people to get on the property ladder. Not big executive homes that the developers like to build. There are thousands of houses with permission in Wealden already, that have yet to be built out and yet Wealden District Council continue to pass more and more large developments. Local residents opposing this are asking for a moratorium on any more permissions until Wealden have an approved 5 year local plan. We have to consider our kids and their kids future. Do we want it to be in a world were there isn't enough oxygen to go around, because we have decimated all the trees and green space? I don't apologise for banging on about this every month, it is so very important.

Lucy xx Editor

Thank you once again to Roy Cullen, our resident village photographer for our front cover shot!

Co-op fund new defibrillator at Horam Village Hall The Heathfield and Waldron First Responders are delighted to announce the installation of a new public access defibrillator at Horam Village Hall. Following generous funding from the Co-op Community Grants scheme, through Horam Village Hall we are very pleased to be able to have added this device into the community. With so many users of the recreation ground in Horam such as Heathfield and Horam FC, Horam Tennis Club, Horam Bowls Club, the allotments and Horam Scouts and Guides HQ, and a high number of visitors who are attracted to the playground, campsite, fishing lakes and woodland walks each year, this is a perfect location for us to have a new device. We will be liaising with the Village Hall in the coming weeks to arrange some free to attend training sessions. In the short term, this will have to be restricted on numbers due to COVID-19 and social distancing rules however going forward we are hoping to be able to open the sessions up to greater numbers. Please keep an eye out to more information regarding these sessions.

Safer walking in Horam Cornelie Usborne, Green Party candidate in May’s County Council election, is continuing her campaign for improved footpaths. She found it was impossible to deliver leaflets along the Little London Road on foot; even using a car proved tricky as it is dangerous to park along speeding traffic. Talking to residents she heard their complaints that they always had to ferry their children by car and the simple act of posting a letter along the road `was a nightmare’. She asked Councillor Bowdler to support her plea for a safe pavement along this busy road. Here is the answer by Nick Skelton of East Susses County Council: “Thank you for your email of 18 May 2021 regarding the request which has been made byCornelie Usborne for a footway to be provided on the A267 Little London Road north of Horam…the request for a new footway to be provided on the A267 Little London Road from Hanging Birch Lane southwards to link up with the existing footway in Horam has been made to us in the past and was assessed using the initial stage of the scheme prioritisation process, which determines if it might be a priority for future consideration. As this request was made in 2019 it has been reassessed to take account of changing conditions, and I am pleased to say that the scheme scored favourably and will now be assessed in more detail to determine if it should be considered for funding through our capital programme for local transport improvements. All of the more detailed assessments will need to be completed by the end of December to enable us to determine which schemes should be put forward for potential inclusion in the draft capital programme. It will then be considered for approval by the Lead Member for Transport and Environment at the end of March.” Horam residents, please follow this up urgently! Write to: cllr.Bob.Bowdler@eastsussex. gov.uk, cllr.susan.stedman@wealden.gov.uk Urge them to support this scheme!

We look forward to opening the hall in accordance with government guidelines when it is safe to do so, as well as welcoming back the regular groups that hold activities at the hall. In the meantime, we hope you have made use of the fantastic open space on the recreation ground for your daily exercise. Once we are able to open for public gatherings, we hope you will choose Horam Village Hall for your special occasion; you can continue to make enquiries and meet with the booking secretary to look at facilities. Let’s celebrate our community Heroes this summer. The past year has been tremendously difficult for all of us in Wealden. Covid-19 has been restricting our everyday way of life, posing a great danger to our lives and taking a great toll on our mental wellbeing and relationships with friends and family. The pandemic has been the most profound societal challenge since the Second World War. But it has also brought out the very best in our community spirit. The responsibility to keep each other safe has become a defining feature of our lives in Wealden. The volunteer-led collective efforts to fight the virus and support our local communities have been astonishing. Last July, I launched the “Wealden Hero Award” to extend my gratitude to Wealden residents for their tireless support for our communities and especially our most vulnerable neighbours. I received an overwhelming number of nominations and had the privilege to meet some of our fantastic Heroes - individuals, businesses, charities, radio stations, and many others who have been the pillars of our communities and provided a lifeline to vulnerable residents and those self-isolating at the start of the pandemic. However, we’ve suffered two more national lockdowns before the phenomenal rollout of the vaccine. From your correspondence, I know that there are many more Heroes out there who have made personal sacrifices and emerged as new community leaders in an effort to step up to the challenge. Many of you have not been able to be supported by your loved ones and these Heroes ensured that you had someone to turn to in this unprecedented time of great need. I cannot thank all these wonderful individuals enough and I’m keen that they too get the recognition they deserve. That’s why I’m relaunching the Wealden Hero Awards this summer! The nominations are open to all Wealden residents - individuals as well as businesses, schools, charities other organisations, who have gone to extraordinary lengths to help you, your family or your community. Thank you for doing your bit to help us reach the stage where we begin to regain some normality. But let’s not forget those who have gone the extra mile. We all know a Hero. Let’s celebrate these extraordinary champions together, as a community. Nus Ghani, MP Share your story at www.nusghani.org.uk. Nominations close on 31 July 2021.

TN21 Environmental Group Update A message to dog owners.

As a local group concerned about the environment in which we live, we are finding a huge increase in dog faeces laying around the various pavements fields and parks. This is a plea to all dog owners new or existing, please watch your dog at all times and have some respect for the people around you. The disease that all can be affected by is called TOXOCARIASIS and can cause blindness in children whose immune system is not as strong as adults. Dogs should be dewormed to avoid this happening. The preferred poo bags for helping the planet are biodegradeable and can be purchased locally in Roberts independent shop as well as the Co-op and you can also buy from pet shops. Roberts are £3.75 for 120 and Co-op are £1.50 for 60. We are asking anyone witnessing either non pick up or using the nearest branch to hang and display their bags, to let us know or if possible, spare a bag to anyone who has forgotton or a gentle reminder if it's possible. We can all help in cleaning up our neighbourhood if we are willing to try. Thank you.

Air pollution monitors. Some exciting news on our work with air pollution, we have now discovered and are being helped by a Horam resident who will buy and install the monitors for us and also advise us on possible sites. At last it looks as though we can now go forward with the project.

HORAM PARISH COUNCIL – July 2021 HORAM PLAY AREA, SKATE PARK AND THIRD AGE EQUIPMENT

The play park and skate park continue to be very busy and users are reminded to keep to social distancing regulations, wear a face covering and use hand sanitiser. Users are asked to, where possible, take their litter home, or if that is not possible, use the litter bins provided. Please be considerate for ALL users for what is likely to be a very busy period with school holidays coming up. Drainage improvement works are planned for mid-September, after the children have returned to school. It is hoped that these works will improve the surface of the play area during the winter months. It is likely that the play park will be closed for three weeks.

IMPROVEMENTS TO FOOTPATH ALONG A267 FROM FOUR SEASONS TO ENTRANCE TO VILLAGE HALL Improvement works to the footpath running along the A267 have now been completed. This project was paid for by using CIL monies (developers contribution to HPC).

HORAM PARISH COUNCIL MEETINGS Following last night’s announcement that the COVID restrictions are going to be extended by another four weeks, HPC’s Planning and Finance Committee meetings will be held in the Horam Centre observing social distancing, the wearing of face coverings and hand sanitising unless there is major planning application to be considered when the Village Hall will be booked. Space is obviously very limited, so, should any members of the public wish to either observe or speak at any of these Committee meetings, they are requested to contact the Clerk at least 24 hours before the meeting so that the necessary arrangements can be made. To adhere to social distancing full Council in July will be held in the Village Hall. The meeting date has been moved forward by one day to 13th. Depending on what happens after 19th July this arrangement may continue indefinitely.

PARISH COUNCIL OFFICE

Until 19th July, the Parish Council Office will be open on a Tuesday and Thursday morning from 9.30 a.m. to 12.30 p.m. Other times the Parish Clerk can be contacted either by e-mail: clerk@ horam.com or telephone her mobile on 07900 576236.

"A funeral isn't a day in a lifetime, it's a lifetime in a day."

Helping families create truly personal goodbyes. “I highly recommend White Feather Funerals. Such a kind, caring, compassionate and patient company. Nothing was too much trouble and I had every confidence in them. They made a very difficult process much less stressful than I expected. Thank you.” Mrs K

“The service provided by Lucy and Dawn was wonderful at a very distressing time. We felt both dad and us were taken care of by them, they carried out our wishes exactly making our final goodbye very peaceful, not having to worry about any details just saying goodbye. A very different experience to my mums funeral with a larger funeral company which was very impersonal and felt like it was all about the money not our family saying goodbye.” Mrs R “Very passionate and nothing was too much to help me arrange. Dawn and Lucy are wonderful and showed so much empathy throughout. Mark the celebrant was amazing and listened to everything I advised to incorporate into the service. Thank you so much you guys the support you gave me was excellent through this very difficult time.” Miss N

“Amazing, caring ,thoughtful funeral directors. They supported me throughout the whole process.I couldn’t have wished for a better send off for my grandmother.” Ms M 27a High Street, Heathfield, TN21 8JR. 01435 408650 www.whitefeatherfunerals.com

July Gardening Diary " St. Swithun's day if ye do rain, for forty days it will remain. St. Swithun's day if thou be fair, for forty days it'll rain no more." St Swithun was one of those attractive Saxon bishops, venerated by all and especially by the common folk of England, to whom he devoted his life's work. He would often be seen travelling to all corners of Saxon England on foot, giving alms and feasting the poor. Born during the reign of king Egbert and in his latter years tutoring the young Atheling Alfred, he became one of England's best loved saints. In keeping with his love of the common folk he gave orders that his body was to be buried under the pavement outside Winchester cathedral; "Where it might be subject to the feet of passers-by and the drops of rain from on high". But in 971 his remains were brought inside the new cathedral to lie beside the Egg kings of Wessex, but not before the outraged saint had cast down a tremendous deluge upon the workmen opening up his grave. The legend of the forty days of rain may have some scientific basis though; The jet stream will often have settled into a static position around the 15th of July ( The Saint's feast day), if it lies north of the British isles we may count on a long period of continental high pressure, deflecting weather systems upon the heads of the Scots and sundry other northern European tribes and if lying to the south, Atlantic and northerly weather may prevail, leading to a wet and dreary summer in the temperate zone, though full of the life giving rain that St Swithun so loved. So, back down at ground level what jobs should command our attention? Spring flowering bulbs should be lifted and such subjects as autumn flowering Crocuses may be planted to give them a good chance to develop their flowers. Summer pruning is an important task in the fruit garden. The formation of fruit buds on trained and bush trees is encouraged by the shortening of the leading and lateral shoots at this season of the year. Any plum branches showing signs of silverleaf disease should be cut out at once and burned. This disease causes a metallic silvering of the leaf and can quickly spread around the whole tree. It is usually fatal. Now is the time for final thinning of apples. If the king fruit ( The one in the middle of the cluster ) has not already been removed and there are other fruits to take its place, then it is these king fruits that should go. Pears, plums and even dessert cherries will all repay careful thinning if there has been a heavy set. In the vegetable garden the planting of brassicas should be pushed ahead just as quickly as ground becomes vacant. Continue to sow salads such as lettuce and rad-

July Gardening Diary ish for succession. A last sowing of French beans for a late crop may be made. Runner and French beans should be fed as they begin to make pods. Onions and shallots may be lifted and dried once the foliage starts to wither. And a fine sight they make hanging from the rafters in the shed. Celery must be watered frequently or it will soon run to seed. If the gardener retained a bag of soot from last Autumn's chimney cleaning as I'm sure we all did, a dusting of this makes an excellent deterrent to celery fly. (One might try the alwayseager-to-please local chimney sweep). Fruiting tomatoes should be fed regularly. This is a good time to gather herbs for drying; tied up in small bundles they make handsome companions to the knots of onions in the shed. Faded flower buds of Delphiniums, Lupins, and other early flowering perennials should be cut out before seed is set to encourage secondary growth. Roses too, must be regularly dead-headed. To secure autumn flowers from Lupins and Delphiniums, the plants should be cut down at the beginning of this month and watered in with liquid feed added. Cut grass makes an excellent mulch for carrot and spinach beds and around bush fruits, raspberries and Sweet peas, Lilies, Dahlias, Gladioli and other flowering plants, though not laid on too thick for fear of starving the soil of nitrogen. As roses come to the end of their first flush of flowering, they can be fed with a high potash fertiliser to boost the second flowering. Dead-heading of all faded blooms should be carried out at every opportunity. Dahlias can be fed now but be careful to keep the feed well away from stems and leaves. Taller varieties should be securely staked. Towards the end of the month we may start propagating many shrubs. For lack of space I refer reader to the relevant literature for methods of propagation. Cuttings of Forsythia, flowering Currant, Escallonia, Weigela and Deutzia and many other subjects will all root easily. Whilst we may allow ourselves to sit back in the shed indulging in a long pipe and quiet ruminations over our onions and herbs so fragrantly drying in the rafters, we must still occasionally gird ourselves to keep the hoe going as often as hoers' elbow will allow; All borders should receive vigorous attention from the Dutch hoe at least every seven days.

Development Update Are the planners & politicians finally listening? Last month saw the dramatic defeat of the Tories in a local by-election in Chesham & Amersham, the safe seat was taken by the Lib Dems and the two main topics of concern for this turnaround were HS2 and overdevelopment locally. Here in Wealden, residents are feeling much the same about the loss of our green space to housing estates. This is Cauldavon, Horebeech Lane, despite repeated objections to planning application for 60 houses. applications, and thousands of approved houses already given the green light but yet to be built out, whilst Wealden District Council continue to give approval for more developments in the 'South Weald', especially in Horam. This was reflected in the recent in-roads the Green party made in our local by-elections. The over development in the South East only serves to over populate a crowded part of the country and drive up house prices, the government should be seriously overhauling the planning laws to level up other parts of the UK and insisting developers build affordable and sustainable homes in the right places. Planning responsibility is the hot potato that gets chucked from Wealden to central government and from our MP Nus Ghani to Wealden. Residents are tiring of this runaround.

Local applications The outcome of application WD/2021/0672/MAO Southside/Old Orchard House (opp Rosemead) has still not come to the Planning Committee South and states on Wealden's website that the decision has been delegated. Why have Wealden sat on it for so long? It seems a straight forward decision to make, given that the application was previously rejected by the government inspector last summer, for being unsustainable and inappropriate plus lots of local opposition. There have been a considerable number of objections from local residents in Horam to WD/2021/0672/MAO: Land to the East of Rosemead Place. Local resident and planning consultant David Marlow was concerned about the applicants LVIA report and felt it gives an unfair representation of the impacts to the landscape of this development. He believes (as do I) that the report substantially undervalues and under represents the significance of the harm to the landscape this development would cause. There is a clear policy basis for rejecting schemes, that would generate such adverse landscape effects and the harm this will cause outweighs any benefits of the proposal.

42

Development Update He was so concerned about this that he created his own independent LVIA report which he has submitted to the application. The site overlooks the AONB into the valley below and and is on a ridge (as is Rosemead) on a ridge that can be viewed clearly from this valley, blighting and changing the landscape considerably.

Cauldavon, Horebeech Lane, application for 60 houses.

Below is an excerpt from David's report. If you would like to view the full report, it is available on the application 'hidden' amongst other neighbours letters dated 15/06/21. Or alternatively email me at lucyleaflets@gmail.com P21, points 52 & 53: 52. Given this assessment, the net effect of the application proposal is that it is judged to generate substantial adverse effects on overall landscape character. 53. This conclusion is consistent with the nature of identified effects: the loss of a field that is not only characteristic of the locality, but also is well-related to adjacent countryside; the complete loss of the current and highly valued sense of tranquillity; the proposal being totally out of keeping with the existing frontage pattern and scale of development at Marle Green, (notwithstanding the estate development underway to the west, which is to be contained by a buffer woodland) When Rosemead was approved back in 2016, the head of planning (Chris Bending) stated that the green field of the Caudavon site was a sufficient enough buffer to mitigate for the change in landscape/overlooking of the AONB that Rosemead was going to impact. Five years on and Wealden seem happy to consider the removal of this buffer by plonking another housing estate on this green field! If you haven't yet already commented, please do you can either go onto Wealden’s website and search for the application ref WD/2021/0672/MAO or email your objection to planning@wealden.gov.uk quoting the application reference and including your name & full address with postcode. Alternatively, you can write to Wealden at Planning, WDC, Vicarage Lane, Hailsham, BN27 2AX. Lucy Atabey, Editor.

Active Horam & Vines Cross On an evening dog walk recently, it was encouraging to see what a hive of activity Horam recreation ground has become once again. Alongside fellow dog walkers, a dance class in full operation, scouts in action, girls’ football training and matches, an outside exercise class and some hard graft in the allotments were all witnessed. The Cuckoo Trail With the longer evenings there is now greater opportunity to take part in activities such as running, walking and cycling after finishing work for the day. With this in mind, it will be interesting to see the findings and outcomes of the Cuckoo trail survey conducted last year. Watch this space… Tackling Inequalities Unfortunately, there remain deep-rooted inequalities in sport and physical activity, which mean there are people who feel excluded from being active because the right options and opportunities aren’t there. This includes: • Disabled people and people with a long-term health condition • People from a lower socio-economic group • Women • People from Asian and Black backgrounds The new Sport England strategy, ‘Uniting the Movement’, released earlier this year, has a focus on tackling these inequalities. It would be great to hear from any local groups who are already doing this. Horam Recreation Ground In addition to the outdoor gym and new outdoor table tennis tables, it has been great to hear that, after a very positive public response, the Horam Village Hall Management Committee have now submitted a proposal for planning permission for a kilometre long exercise path around the recreation ground. This will make the facility significantly more accessible throughout the year and is a great step to ensuring our local active environments are open to everybody. For further information on keeping active in Horam and Vines Cross, please email activehvc@gmail.com
