Dear Readers, Welcome to Spring! We are looking forward to sunnier days and beautiful spring flowers to brighten our days. Dare we say that following the stranglehold Covid has had on our normal way of life over the last 2 years, that some things may be getting back to normal. Events are back on - see page 22 for details on booking for the new date for the comedy evening at the village hall. Although mask wearing is no longer compulsory, some people still prefer to wear their masks and regardless of whether you do or not, let's be tolerant of other peoples' choices. Yet another planning application has come in again for the fields opposite Rosemead on Horebeech Lane, even though the developer lost an appeal last summer as the inspector labelled the site unsustainable & inappropriate - see p44-45 for more details. The Queens Platinum Jubilee Beacons On Spring Bank Holiday Thursday 2nd June 2022 Horam Village is registered to take part in the National Queens Platinum Jubilee Beacon Lighting Event. The latest national information for the event has now been received and volunteers are required for the following:(1) A person with a Strong Loud Voice to be a Town Crier and read a national proclamation in the Horam High Street at 2-00pm on the 2nd June 2022. (A costume and bell is available). (2) A person with a Set of Bag Pipes to Play a special piece of music written for the occasion, at 9-35pm just before the lighting of the Beacon. I don’t know who I am anymore ?… what can I do I have lost my pre pandemic life, I have lost my confidence, self worth and I’m feeling angry.Often after loss, we struggle to understand who we are, where we fit in to the world now. Loss effects us in many ways and loss of identity may follow after all sorts of change. We are seeing a massive change in people’s behaviour, mental resilience and their ability to adapt to change at the moment, due to the Covid -19 pandemic. The roles that once defined us and moulded our identities have broken down and many feel like they have lost their identity and sense of self. We need to adapt the way we feel worthy, many look for external validation or influence to feel good enough, when we seek externally ego and head takes over. When we can look inward and ‘feel our feels’ ego is not the focus and we are able to live in self. A significant loss of Trauma can shake up our assumptive beliefs about the world, leaving us feeling more negative , emotionally drained, pessimistic or unable to engage with other people or activities the way you used to. Have you found yourself feeling completely overwhelmed, unable to think clearly and more forgetful, fearful and lack of motivation. Social role disruption is a state involving upheaval of social identities, routines and responsibilities. The C-19 pandemic has posed a threat to not only physical health but also social roles. I don’t know about you, but I absolutely love a routine and it makes me feel safe. The psychological toll as individuals, feel alienated and out of touch with their ‘true self’. In a trauma informed approach we look at how to live as our ‘true self’. When we don’t live in self, we will be less able to cope well with the circumstances and the change in identity. Those struggling may disconnect or dissociate and feel they don’t belong, it becomes harder to engage and commit to a new identity. Embracing a new normal in ourselves and in our communities is hard and the ‘new normal’ is hard. Why do we struggle with our emotions? E-motions; the latin for emotion is emotere which literally means energy in motion, motion energy is the energy moving through the body, and when we move through we need to look at self as ‘whole’ (mind, body, soul and spirit as one). An upward spiral correlates with expansion and feelings of joy and happiness. A downward spiral, with feelings such as resentment and fear. I help my clients to move through their feels and emotions and share tools with them to enable them to move through. APRIL 13th :- SKATE JAM – 10am to 3pm

Horam Parish Council is organising a Skate Jam at the Skate Park during the Easter Holidays, on Wednesday 13th April. This is a free event open to all levels of skate-boarding and scootering from absolute beginners to the more experienced. There will be professional coaching and talent spotting – this is now an Olympic sport and the GB teams for 2024 and 2028 Olympics have yet to be selected!! Could Horam be the home of future Olympians? Watch out for the publicity with all the details; it will also be on the HPC facebook page and website, see above.

APRIL 20th :- ANNUAL PARISH MEETING

The Horam Annual Parish Meeting will be held in Christ Church, Horebeech Lane on Wednesday 20th April, starting at 7.30pm (19.30hrs). After two years when we couldn’t meet to discuss Parish matters face to face this is an important meeting. It is an opportunity for your Parish Councillors to expand on the important issues that affect our Parish and, more importantly, an opportunity for residents to discuss matters that you think are important with your Parish Councillors; many of whom are new to the Council since the last Parish Meeting.

PLAY PARK

The grass is growing well, the mesh matting is being relaid and the safety inspection is booked. HPC is hoping that the safety report is good, or any reported defects can be remedied in time, so that the Play Park can be re-opened in time for the school Easter holidays. The skate board park is open.

RECREATION GROUND CUSTODIAN TRUSTEES – ALL CHANGE

Many years ago Horam Parish Council used Public Funds to purchase the field that now has the allotments and some football pitches in it. The field was amalgamated with the then existing Recreation Ground and since then has been independently managed by the Horam Village Hall and Recreation Ground Charity, with Horam Parish Council as Custodian Trustees to ensure that it remained as a public space in perpetuity. Without prior discussion with the Parish Council, the Village Hall Trustees have reassigned the Custodian Trusteeship to the Charity Commission. Your Parish Council’s concern is that the Charity Commission rules do not prevent land they are Custodian Trustees of being sold for development.

SPEEDING IN EAST SUSSEX

At a recent liaison meeting with East Sussex Police we were told that speeding is one of their priorities and they now have a dedicated email address (roads.communications@sussex.police.uk) for reporting instances of speeding. This will be monitored by a dedicated officer who will compile all reports. They will not be responding to each individual report, but where it is clear that there is a problem area they will respond using a three–pronged approach of Engineering, Education, Enforcement. Please report all instances of speeding that you see to the Police email above. Please use SPEEDING as the first word in the title box of your email and copy it to our Parish Clerk (clerk@horam.com ) who can then forward it to the HPC Planning and Highways Committee so we know what is being reported in our Parish.

Active Horam & Vines Cross Are your children physically active? Should they be? We are all beginning to become aware of the importance of being physically active but do you know why and for how long? This article will look deeper at these questions for children and young people. A focus on children and young people Children and young people (5-18 years) should be active, on average, for at least 60 minutes every day. This needs to be activity that makes them feel hotter and breathe faster. Shockingly, less than half the children in England achieve this. This has led to, amongst other things, 40% of year 6 pupils leaving primary school overweight or obese and 5 children in every classroom having a mental health problem. Suicide was the leading cause of death for those aged 5-34 in 2019. By reaching 60 minutes however, children and young people benefit from better physical health, better mental health and improved social skills such as confidence, determination and resilience. They are healthier, they are happier and they even gain better grades at school. How can children and young people be more active locally?

March Gardening Diary " As many mists as ye have in March, so many frosts in May " March is one of the busier months of the year in the garden and it is a good thing to be kept busy during the long gloom of Lent. The planting of deciduous trees, shrubs, fruits and roses should be finished as soon as possible to give them a chance to get a grip of the soil before drought may punish them. In a warm sheltered border we may be planting evergreens such as Laurels, conifers, hollies, azaleas and rhododendrons. Most herbaceous perennials can also be planted now. Rose pruning should be carried on and finished this month, subject to the weather: better not to prune during a period of heavy frost. Hybrid tea roses may be pruned back to five or so buds with all sickly and dead wood cut away. Climbing roses should have their side branches cut back to two buds. It is worth feeding the roses with a dedicated rose fertiliser now as the leaves are making their first appearance and spraying with a fungicide from now until June should keep the leaves looking clean all season. Unlike most bulbous rooted plants, snowdrops will benefit from being lifted and divided every few years as the clumps can become very crowded, leading to a mass of blind shoots. In the vegetable garden we should be aiming first at the creation of the all important fine tilth. As always, the weather is master/mistress. The soil should be visibly drying; better to wait until the end of the month or beyond before sowing a seed if there is any hint of stickiness. The reader will have dug over the plot thoroughly last autumn, digging in barrowfuls of horse droppings, compost, shoddy and celebrity magazines. The floods and gales of winter will have weathered the diggings down to an uneven crumbly surface. Patient raking eventually renders our seed bed smooth and fine, air pockets being trodden out as we go. We might allow ourselves five minutes leaning on the rake indulging in a short pipe and a gloat over our seed bed, well prepared and superior to next door's. Only now may we sow. The first sowings may be of peas, leeks, parsnips (always use new seed), broad beans, parsley, spinach and radishes, onion and shallot sets may be planted nearer the end of the month, a trowel is better than a dibber for these as any compaction encourages them to wriggle free of the ground. Garlic may still be planted but no time should be lost. New beds of Thyme, Tarragon, Mint and other herbs may be planted out towards the middle of Lent. Early potatoes to go in from the Ides of March, planted about six inches down, these early plantings will run some risk from frost but it is good to see the neat rows of tight foliage as soon as possible and any frost-blackened shoots will soon be replaced. The older gardening books advised to carry around a bale of straw at all times during March and early April to spread over tender shoots in the case of a late frost. For those who commune with the moon and garden by her phases and the biodynamic system of lunar planting, root crops to be planted or sown during the waning gibbous, from the 18th to the 25th. The rows for runner beans may be prepared now, this should involve digging in barrowfuls of compost or horsey stuff a foot and a half down and allowed to settle down over the next six to eight weeks before sowing.

We are very fortunate to have so many schools supporting us. We are also extremely privileged to have been donated a minibus from Age Concern, Heathfield which we are now able to increasingly use with Covid restrictions lifting. Last week we visited Bedes School who generously hosted a baking session for us all. Cherry Spring Studio continue to supply our crafts, Rowana Mladek hosting Qi Gong sessions and Angela Brookes supported by Cake and Wine Club Choir lifting the roof of the club with music and singing. DEVELOPMENT UPDATE Wealden District Council await outcome of judicial review for East Hoathly WDC are apparently not reviewing any major apps at the moment because they are awaiting the outcome of the JR brought by East Hoathly residents about a planning app there, this is thought not to have a resolution till summer 2022. So plenty of time to lodge your objection to the following... Old Orchard House/Southside WD/2021/2356/MAO It is a sorry state of affairs that even though at appeal in summer 2020, the Inspector said this site was unsustainable and inappropriate, Chailey Homes & Parker Dann (their agents) think if they keep coming back and reducing the numbers, then they are going to get planning permission. Presumably the beauty of the Rosemead estate opposite has sent the developers into a tailspin about creating a sympathetic idyll on the other side of the road. The house count has gone down to 38 units in a bid to take this ill judged application into sustainable territory. But where are the solar panels, the heat pumps, the electric charging points and the right number of car parking spaces for a traditionally car dependent resident, who cannot use the poor public transport for work or play? The potential residents of Linda House app on Little London Road are being offered free bus passes for 6 months and subsidised after that...great if there was actually a regular schedule, but next to useless with the current service! Mark Best from agents Parker Dann (responsible for Rosemead) is gushing uncontrollably about what a marvellous development this will be, basing his arguments on information that is out of date - going back to 2018. I would like to take this opportunity to reshare his comment on Twitter about local residents and Horam Parish Council in relation to Rosemead, see below. I know we are all sick to death of writing objections but if this ones slips through, Cauldavon on Horebeech Lane will come back to the table (next to my old house Alberdene) further on down the road and will be a shoe-in. And bit by bit all our green spaces will be nibbled away. Maybe we ought to look at how this green space can become a community asset? So please object. Thanks in advance. Parish Councils letter to Minister You may recall in our January issue that we published a letter from the Parish councils of Chiddingly, East Hoathly with Halland, Hellingly, Heathfield & Waldron, Horam, Laughton & Warbleton. The parish councils decided to join forces in expressing their frustration and opposition to the irreversible loss of green fields and countryside from the overwhelming housing development that is being promoted by the government. The letter was sent to Michael Gove asking him to review the planning requirements which place the councils under intense pressure to approve unsustainable planning applications in unsustainable locations, with no access to public services, transport or everyday necessities such as schools, healthcare or work.

DEVELOPMENT UPDATE On the 17 December 2021 they received a wordy reply from an anonymous Ministry official (which skillfully avoided to address the substance of the issues raised in their letter. On the 20th of December 2021 the group of parish councils reverted with a further message to the Ministry: noting that they understood that the Minister had a productive meeting with the Leaders of Wealden District Council on the 10th of December discussing the same subjects contained in the letter of the seven parish councils; and concluding that “we wanted to be sure that the reply we received fully reflects Mr Gove’s current thinking”. On 12th January 2022 they were informed by the Ministry that their original letter had been forwarded to Mr Gove’s office. On 8th January 2022 a group of eleven other parish Councils in the Lewes District wrote to the Minister, Mr Michael Gove, raising the same issues and concerns and demanding that the government revise their planning formula. On the 25th January 2022 the seven local parish councils who had written to the Minister received a second reply from the Ministry, this time from a named official who was responding on behalf of the Secretary of State. This was another two-page letter effectively repeating what had been said in the Ministry’s first letter. The new letter contains a number of statements which defy logic (e.g. supports the use of out of date projections which have since revised substantially downwards to arrive at each district’s obligation for new housing, with the explanation that this is in order “to provide stability and certainty”). This letter again supports the government’s stated policy to have 300,000 new houses built in England each year.
