FEBRUARY GARDENING DIARY 'All the months of the year curse a fair februeer" Just as for January, no good will come from a warm February, cold and dormancy is still what’s called for in the garden. No more named storms required. During clement spells of weather we should be pressing on with the steadily lengthening list of jobs to be carried out in the garden. Winter flowering shrubs may be pruned as flowering finishes. With Winter Jasmine train as many recently flowered shoots along the wall as necessary and cut back the rest to four buds from the base, these should then make good growth for next winter. Buddleia Davidii is a subject that greatly enjoys hard treatment, sometime between the Ides and Good Friday prune back to four or so buds. Hydrangea paniculata may be treated in the same way, likewise the red and yellow stemmed dogwoods, the stems of these may be used as cuttings; place them in fine soil in a sheltered out-ofthe-way spot and they should make root by autumn. All too often we see weak and sickly plants in the border, but this can be avoided with a just a few hours' light work; those plants which have not been recently moved may be fed with a general fertiliser, preferably with manure or compost lightly dug in at the same time. It will pay to start spraying the roses at the end of the month as the stems will most likely be hosting overwintering fungal spores, the main thing is to prevent the appearance of mould on the leaf, by which time it is too late to eradicate, regular applications as directed should see off the fungus for the rest of the year. Box edgings may be planted and if wallflowers, forget-me-nots and polyanthuses are still to be put out, this should be done without delay, we may also be planting hollyhocks, verbenas, foxgloves, sweet Williams and Canterbury bells. The keen vegetable gardener will have been greatly cheered by that most glorious of mid-winter sights, namely the upthrustings of a line of sturdy green cotyledons, heralding the successful germination of their Broad beans. Our thoughts may at last be turning to which crops we might sow to encourage and cheer us through the long gloom of Lent. Any ground preparation or early seed sowing must be governed by the weather; excess rain or cold should see us off to the shed for yet more tool sharpening and brooding over the seed catalogues. If the weather is fine and 'open' and the reader has a south facing or otherwise sheltered veg. patch, they may sow some seed under cloches, assuming of course a fine tilth has first been achieved. Onion, pea, parsnip, lettuce, broad bean, Brussels sprout and radish may be tried. Radishes must be grown fast to be tender and mild, any check to growth leads to hot and woody specimens, disdained even by the poultry.
Protect from frost. Garlic and shallots to go in around Valentine's day. Mice find peas dipped in diesel or paraffin unappetising. That long-neglected Rhubarb clump may now be lifted and divided. One good eye per clump. For sticks to be proud of, divisions should not to be harvested until next year. Fruit trees grown in lawn or meadow will benefit from a helping of Nitrogen. Chives may be divided and replanted at the end of the month. Diversion and distraction may always be found in the garden,: the ever-lengthening list of jobs to be carried out before Spring should leave no time for ennui or melancholy, and any work carried out now will greatly ease the pressure later on.

HORAM PARISH COUNCIL It was with sadness that the council received Cllr Vicki Sims letter of resignation. She was a valuable member of the council and will be greatly missed. The council will be informed by Wealden District Council at the end of January if it can co-opt a new member. The council’s precept request has been submitted to Wealden District Council. There will be an increase to the tax payer of £1.55 per household per month (this figure is based on a band D household). The council’s fixed and variable costs have increased and a new part-time member of staff will be appointed shortly. The Queen Elizabeth Memorial stone has been laid in the Memorial Garden. There will be an unveiling / dedication in April. An exact date will be advertised nearer the time. Please save the date for the next Skate Jam. The event will be held at the Horam Skate Park on Tuesday 9th April which is during the Easter holidays. There will be trained professionals on site and all ages and abilities are encouraged to attend. The Neighbourhood Plan update is on a separate page in the diary this month. Please make sure you take the time to read it and submit your feedback. Community Speed Watch is a scheme run by volunteers and administered by Sussex Police. Please contact Jane Trott the local administrator at jane.trott@btinternet.com if you wish to be involved or visit https://www.communityspeedwatch.org/FRONT-v2-Home.php All the meetings of the council are public meetings. Please come along and have your say. There is a public participation part at the beginning of each meeting where members of the public are invited to speak on any of the agenda items. The agenda for any council meeting is always published at least 3 days before the meeting and is available on the council website https://horam.com/ and the parish council notice boards. These are located at the Horam Centre and in the Memorial Garden. Please report any crimes or anti-social behaviour to the police through 101. They cannot investigate an incident unless there is a crime report. The parish council office hours: Tuesday:

Horam Parish Council Neighbourhood Plan Update There may be some confusion regarding this further Neighbourhood Plan consultation called Regulation16. The consultations we have held in the past have been to help make the Neighbourhood Plan This consultation is to prove to Wealden that the consultations that you have previously taken part in has culminated in a Plan that accurately reflects our communities’ values/views. Developers may also make their views known at this stage so your feedback now (hopefully positive) is very important. The Plan, the background papers and comments made on it will then pass to an Examiner to review. Wealden District Council’s Local Plan is coming out soon so we need the Examiner to pass our Plan without any further delay. Commenting in the Regulation 16 Consultation can be done online until 5pm on Tuesday 6th February 2024 at https://consult.wealden.gov.uk/kse Paper copies of the comments form along with the Plan and the Background documents are also available to view at the Horam Parish Council office in the Horam Centre (High Street, Horam) during office opening times. Please ensure that you have your say and make your views known at Regulation 16. If anyone needs clarification or assistance with making comments, members of the HNP Steering Group will be available at the Horam Centre on Saturday 3rd February 2024 from 10.30am to 3.00pm.

PLANNING AND DEVELOPMENT UPDATE Don’t just complain … We speak to many people with concerns about planning, such as the scale of development, loss of local identity, traffic congestion, lack of capacity at schools, doctors and dentists, etc. We tend to complain about such things, as we feel that “they won’t listen to us”. However, everyone in the Parish has the opportunity to help put planning policies in place that reflect the majority views and concerns of OUR community. The Horam Neighbourhood Plan, which has been submitted by the Parish Council on behalf of the local community, proposes a range of planning policies aimed at retaining the essential character and distinctive features of the Parish. Furthermore, once approved, it will become key to decisions on future planning applications.
Act now … As you may know, the Horam Neighbourhood Plan is being consulted upon until 6 February. Don’t miss the opportunity to help make sure that the local community’s voice is heard. As mentioned previously, a new draft Wealden Local Plan is coming along very shortly. With the prospect of more development pressure as a result, it will be even more important that the Horam Neighbourhood Plan is seen to carry strong support. It’s (pretty) easy to play your part … You can see the proposed Neighbourhood Plan and make comments via the WDC website at https://consult.wealden.gov.uk/kse or the link on the Parish website (www.horam.com). Alternatively, there are paper forms at the Parish Council’s office at The Horam Centre in the middle of the village. There are now just a few days left to comment on the Neighbourhood Plan. So, please act now to make sure your comments are received by 5.00pm on 6 February. If anyone needs clarification or assistance with making comments, members of the HNP Steering Group will be available at the Horam Centre on Saturday 3rd February 2024 from 10.30am to 3.00pm.

NEWS FROM YOUR DISTRICT COUNCILLOR THE LOCAL PLAN – Update A Local Plan guides Wealden District Council (WDC) when to permit or refuse proposals for development in relation to housing, employment, retail and more, alongside other documents such as Neighbourhood Plans. Most of you know that Wealden is without an up-to-date Local Plan, after a previous submission failed to pass the government’s inspection in 2019.
Housing targets The Government requires Wealden to permit 1200 new homes to be built each year for 20 years, more than the Alliance and most residents would want. However, the Local Plan must be approved by the government’s Planning Inspector, so it must carefully follow the government’s rigid rules. Just before Christmas, the government said the targets were only “an advisory starting point”. For WDC to choose a lower target they need to prove that our population and housing market are exceptional when compared to other Districts.
Why is a Local Plan necessary at all? Without it, a planning ‘free-for-all’ will continue. Developers can apply for permission to build wherever they like, and it’s much harder for Planning Committees to refuse. A Local Plan makes it easier to ensure that development happens only on sites included in the Plan. It will also allow WDC to insist on lower carbon emissions, improved building standards, water conservation, better design, and more protection of nature and biodiversity. WDC also hope to increase the proportion of affordable housing, and smaller houses reflecting local need. There’s a General Election coming up, and a new government may change the targets. It looks unlikely; if anything, targets may be strengthened.
Public consultation On February 8th there will be an Extraordinary Full Council meeting at WDC offices (webcast online). The draft Local Plan will be debated and brought to the vote. If it passes, consultation with the public will begin. To receive updates and take part in the consultation process, please register here: https://consult.wealden.gov.uk/kse/. Once the consultation ends, all the comments made on the document will be reviewed and used to feed into the next draft of the Plan. There will be a further consultation on the Plan around Winter 2024 before it gets submitted for Examination by an independent Inspector.
New Fund for rural businesses The Rother and Wealden Rural Business Grants Scheme offers match-funded grants of up to £50,000 to help create jobs, increase productivity and adopt new technology. The scheme launches on Friday, January 12, and closes on December 31, 2024, or when all funds are allocated. www.eastsussex.gov.uk/business/support/grants/ruralbusinessgrants
The draft East Sussex Local Transport Plan 2024 – 2050 Please have your say on the future of transport in the County. The consultation closes 25 February 2024: https://consultation.eastsussex.gov.uk/economy-transport-environment/local-transportplan-4-2024-2050/consultation/intro/ Come and say hello: I’ll be at the next Horam & Heathfield Repair Café on 10 February, Horam Village Hall, 9.30-11.
