New Female Led Independent Funeral Directors.

Dear Readers, Welcome to September, only 4 months left of 2020! The last few months have been challenging to us all, I had to use a sunglasses case on my face when I went into a shop earlier today, having mistook it for a mask.

I write this after a few challenging days following the receipt of my son’s downgraded A Level results. How can anyone think that giving a student a lower grade than their mock result fair? After losing all the milestones of his final term at school ever - the last day of school, the prom, the exams, the results day, the inability to hang out with friends and have to be stuck at home with his family – his plans for the next stage in his life fall down like a pack of playing cards. All credit to the teachers who were asked to advise after thorough and careful consideration what grades the students would achieve, only to have their advice completely ignored. Thank goodness common sense prevailed! Not a great month, let’s hope September brings some good stuff!

There was one little glimmer of good news last month and that was the appeal for Southside (58 homes opposite Rosemead’s 123 on Horebeech Lane) being dismissed by the government Inspector on the same grounds that hundreds of us raised when objecting to Rosemead. How this bodes for the other outstanding application on Horebeech Lane at Cauldavon for up to 60 homes, remains to be seen.

Last month your Editor tried out reformer pilates for the first time in the extremely capable hands of Nancy Procter – see P44 to find out how I got on.

Let’s talk about death……….the last taboo?

Death is an inevitability as solid and certain as birth. It is something none of us can avoid and no one knows when their time will come, but most of us make a concerted effort to look the other way or change the subject when the topic arises. We can fear tempting fate by discussing it and often struggle for the right words to say when confronted with it. We all know the familiar story about people crossing the street on sight of a recently bereaved friend, to avoid an awkward encounter.

Like anything you may be scared off, psychologists tell us to face our fears and that the reality of something is always less harrowing than what we have anticipated. But none of us can experience death, come out the other side and share our story with others. Nobody, except for Jesus (my opinion) and possibly those who have been through near death experiences.

People often ask what you would regret on your death bed and generally the top regret is not spending enough time with loved ones and spending too much time chasing the unimportant stuff like money, status, stuff etc.

There are endless resources on birth - preparing for it, birth plans, recovery, what to expect and a huge market exists to serve this. But little resource for death. The thing is, the longer we look away from it, the more unprepared we will be and one could argue the less well equipped for it. That’s why in recent years Death Cafes and coffin clubs have become popular. If we feel like we are having some input in our final journey, we can feel more prepared, more in control and surely that can only be a good thing? One also has to think about how you can lessen the burden on those left behind when you have gone. The shock & sadness of grief hamper a person’s ability to make decisions about a loved one’s funeral, and the not knowing what someone would have wanted can cause friction and guilt amongst friends & family. We believe it is SO important to think about your funeral and document some detail, it could mean the person gets the sendoff they wanted and you can make progress with your journey of grief. That’s why we have a section on our website for you to do just that.

The group is hoping to open again with actual meetings in September, subject to following the guidelines set out by the Scout Association and the government; these as they are at the moment, will make a lot of extra work for the group’s leadership team.

The troop will not be having their annual summer camp this year, the first time I can remember since I joined the group as an assistant leader in 1984.

The Troop is hoping all will be sort of back to normal by summer next year when they plan to visit the Holland tri Camp. It is The Wealden Brass Band holding their Practice sessions near Vines Cross, normally on a Tuesday evening subject to the weather.

The regulation set out by the government and the Brass Band Federation allow them to have small practice sessions in the open air with about 6-8 players of about 30 members .

The Problem with Sticks Some of you may have seen in the news Monty Don, presenter of BBC Gardeners' World has issued a warning to dog owners about the dangers of throwing sticks. The presenter described how his dog Nellie "speared her throat" on a stick while playing fetch and was lucky to survive.

The president of the British Veterinary Association Sean Wensley has also warned dog owners they could cause their pets "horrific injuries" if they play fetch with sticks. No national figures are available but most vets say they regularly treat dogs with stick injuries.

One vet practice in Sandbach, Cheshire, which treats 3,000 dogs, reports seeing 20 cases of stick injuries a year. Vet Cameron Muir says the dogs have typically either been impaled or developed an abscess. "It's a risky business throwing sticks. We often have to put dogs under anaesthetic to remove splinters, and sometimes have them in for repeat surgeries."

Sean insists throwing sticks is "potentially life-threatening". "We don't want people to stop owners from playing and exercising with their dogs. We just want them to know they can protect their pets by using safe dog toys."

Vets say dogs can run on to sticks that haven't settled on the ground or have become lodged at an odd angle. The stick can then pierce soft tissues, shattering and splintering on impact. Common entry points include the mouth, chest and abdomen. Playing with sticks can also encourage dogs to chew on them. They may swallow large muddy splinters, causing serious infections.

While the risk might seem low, owners should consider switching to a safe toy to avoid trips to the vet. Kong even make a safe stick pictured here. Play safety!

HORAM PARISH COUNCIL – September 2020 HORAM PLAY AREA, SKATE PARK AND THIRD AGE EQUIPMENT The play area continues to be very busy and HPC are concerned that social distancing regulations are not being adhered to. It has been observed that more than one child is on a piece of equipment at the same time.

Whilst HPC do not to want to stop the children enjoying themselves it is important that the guidelines for use are adhered to. These areas will continue to be monitored and if it is found that the facilities are mis-used and social distancing is not being adhered to then HPC reserves the right to close the facility. These guidelines can be found on the following page.

Problems with litter are still being encountered and users are asked to be considerate and take their litter home with them. PLEASE DO NOT USE the bins for dirty nappies. An additional litter bin has been purchased which brings the total to six.

BURIAL COSTS After discussions with WDC about incorporating a burial site within the crematorium the outcome was WDC decided against it on the basis that the ground was not suitable.

No land has ever come forward for HPC to purchase, these days as we all know any land with frontage and suitability would go for development and be out of reach financially.

With confirmation from Surrey and Sussex Association of Local Councils’ (SSALC), HPC does NOT HAVE THE POWERS under current legislation to sponsor/grant money or finance individuals.

COMMUNITY INFRASTRUCTURE LEVY (CIL) The Community Infrastructure Levy (CIL) is a charge which can be levied by local authorities on new development in their area, in this case Wealden District Council. It allows local authorities to collect money from developments to assist with the delivery of infrastructure that is required to support development in and around the district. 15% of the CIL collected as a result of development in a given town / parish area will be passed to the relevant Town/Parish Council Listed below are a number of suggestions put forward by HPC: •

Finance an Age Concern local bus facility.

•

Footpath stiles.

•

Planting of more trees (somewhere).

•

Car Parking/secure bike parking.

•

Electric car charging point.

HORAM PARISH COUNCIL – GUIDANCE FOR USING THE THIRD AGE EQUIPMENT, PLAY AREA AND SKATE PARK To ensure you are ready to use the Third Age equipment, playground and skate park safely please read these simple instructions and plan ahead for safe fun this summer.

Parents must read this guidance and ensure their families follow it carefully for the safety of their children and others.

This equipment is checked regularly for damage and wear and tear.

September Gardening Diary September blow soft 'till the fruit's in the loft ' The daylight depredations of small two-legged mammals in the garden are a known evil to be suffered in tight-lipped silence, but we are now entering the season of the nocturnal visits of other mammals, four-legged. Bloody Bill Brock, why must he deracinate the whole nine yards of roots at once, why cannot he be content with snacking? Why must Reynard the fox inflict a uniform holocaust upon the poultry? We suppose it is the same idea as with Hillary and Everest; Because they are there.

Time and care and maybe even quiet enjoyment may be taken in thwarting this wanton pillaging of our goods and chattels, sadly the days of the centenarian spinster sallying forth with the twelve bore are no more. A single strand of electric sheep fencing or a thirty inch picket fence will deter Bill Brock, and Reynard will turn his bloody muzzle away from a well constructed and dug-in wire enclosure.

Satisfied that the vegetable and live stock are safe we may proceed to the great jobs of the month, namely the harvesting of fruit and the digging-in of dung. Apples and pears remaining on the branch may be picked just as soon as they will readily part from the tree, those allowed to fall will inevitably be bruised and bruises are fatal to the prospects of stored fruits, though not to the making of cider.

Raspberries and blackberries may be pruned, cutting out all stems which have borne fruit this year.

Main crop potatoes should be lifted as soon as the haulm dies down, there is nothing to be gained by leaving them in the ground and in the event of a wet spell there is every prospect of them making secondary growth.

The digging-over and manuring of the ground starts this month, whilst there is warmth left in the soil for the dung to fester down before winter inertia sets in. We may begin by Battle of Britain Day and be finished by Trafalgar Day at the latest. The full benefits of dung may only be gained when applied with deep digging, the best results gained by trenching or 'bastard digging', which may seem a penance but only after a hard spell of bastard digging may we lean back against the shed to fully savour that long pipe whilst gloating over our superior diligence and work ethic.

Some words on dung and his cousins. Plants build themselves from the gases of the air and the minerals in the soil, thus one of the foremost jobs of the gardener is to maintain a productive soil.

Traditionally animal manures have been the staple fare, the best is that which has been dry stored, the value of dung is greatly reduced when left for years in the elements. Where possible we should avoid using dung which contains wood chippings or saw dust as these can be detrimental to the soil.

Pig and sheep droppings are higher in nitrogen than horse and cow. For heavy soils, being what most of us East-South Saxons are blessed with, we should use strawy manures. For those that can't get their hands on dung, the compost heap is a good substitute. The heap should be built up with alternating layers of green soft stuffs and slightly woody fibrous cuttings. If one has garden lime to hand, a sprinkling every six inches is helpful. Chicken guano will act as a great accelerator. Faster and better results are gained from a covered heap; a sheet of old corrugated iron or even sacks to keep out excessive rain and to keep in some heat. The compost is ready to use when it smells earthy. For very heavy soils we may contemplate the digging-in of shoddy; a good time to discreetly dig in those Christmas jumpers. Wool shoddy better than cotton shoddy. For those of us that enjoy nothing more than dragging home pleasing items of flotsam from the beach, we may fill our boots with seaweed, which makes an excellent addition to the soil. Green manures are a good substitute for dung, there are many varieties out there and the good gardener should always have a packet of seeds by them; whenever a patch becomes vacant it may be sown and the resulting growth dug in. We shouldn't forget to lime the veg. patch annually, though not for the root beds. Lime has the joyful ability to cause flocculation among the fine particles in clay and so make our soil more workable as well as balancing the acidity caused by heavy cropping from the soil; Lime never to be applied with manures or compost, a three months' gap to be observed.

Those keen on onions will be sowing now, the reader having remembered to first prepare the ground with those dry-stored ashes saved from the wood burner.

Lettuce and parsley for winter use may be sown on recently vacated ground, dug over but not manured.

Evergreen shrubs, including hollies and conifers may be planted now. Rhododendrons may be transplanted but care must be taken to keep the roots from drying out.

September Gardening Diary Early bulbs may be planted, including crocuses, snowdrops, fritillaria and narcissi and also biennials such as wallflowers, foxgloves, canterbury bells and verbascum.

Sweet peas may be treated as ordinary autumn-sown hardy annuals, the seeds sown outdoors now where they are to grow next year, choosing a sheltered and well drained spot.

We may also be increasing our stock in the borders by division of existing plants. Many fleshy-rooted perennials will take root after division now and may safely face the winter. If left for another six weeks they will be ready for slumber and will then lie inert in cold wet soil, possibly rotting off before the spring awakening.

Michaelmas daisies now in flower may become heavy when wet, it is as well to stake these, as tall stems flopped across the lawn are a chastening sight.

The growth of vigorous climbers such as clematis and wisteria may be cut back now. Climbing roses will lately have been sending up new shoots, these will bear the best flowers next year and should be tied in now as they are brittle and easily damaged by winter gales. To clothe an arch or middling sized garden structure, an alternative to the climbing rose is to allow a bush rose to keep on growing, less work and easier to manage.

More than ever, the hoe will have its work in the borders, September is the great month for weeds and hidden away under the foliage they will do great mischief if overlooked at this late stage; care should be taken not to let them get the upper hand.

The days may be shortening but there is no slackening off in the work to be done.

Local Development Update How will the new planning system from central government impact Horam?

The government has recently announced a radical shake up to the planning system to improve the way it works. Whilst some welcome the changes, those of us embattled by the continued destruction of green fields locally, are less than confident that it will benefit local people. Wealden continue to state that the figures are set by central government and if they oppose applications, then the taxpayer (us) must bear the cost of appeals. Nusrat Ghani, MP for Wealden continues to state that she cannot get involved in planning matters as it is a local government issue, which means stalemate. A local resident recently put together a report examining the population growth figures of Wealden with the housing need figures the government has imposed on us. There is a large disparity between these figures and anecdotal evidence suggests that local development is being bought up by other boroughs – those mentioned recently being Croydon and Crawley. The District council & government continue to say there is a dire need for more housing in the area but are not being transparent about the fact that the need is NOT from within the District. The issues are that there are minimal employment opportunities in South Wealden, limited infrastructure and the irony of the development is that it destroys the Wealden countryside, the very thing that attracts people from other areas in the first place!

We acknowledge that there is a need for affordable housing in the District but the developers don’t bother building these and the council don’t enforce it.

A recent article in The Sussex Express by independent planning journalist Richard Weston lays out his opinions of the ‘new system’. Here is an excerpt from the article where he is being interviewd by Sussex Express reporter Susan King: “Every major new housing development seems like a set-piece battle in a long war. Housebuilders are cast as the villains. Communities have the role of plucky defenders.

“This is a conflict that makes the medieval 30-year War of the Roses look like a mere skirmish and it also seems like a war that communities cannot win. “A victory over a specific piece of land often seems transient with the developers returning a few years later to fight over the same piece of ground. That is, until now.” When we queried (Sussex Express), why can we believe the future can be any different, Richard was adamant. He has studied the documents in detail, saying: “The Government proposals, Planning for the Future, which are out for consultation, promise a revolution. Land would be zoned: ‘Growth, Renewal and Protected.’ Once land is zoned, its future has been decided and there will be no long discussions over detailed planning applications.

“It is worth quoting from the Government’s consultation document which states: ‘Local councils should radically and profoundly re-invent the ambition, depth and breadth with which they engage with communities as they consult on Local Plans. “Our reforms will democratise the planning process by putting a new emphasis on engagement at the plan-making stage. “At the same time, we will streamline the opportunity for consultation at the planning application stage, because this adds delay to the process and allows a small minority of voices, some from the local area and often some not, to shape outcomes.’ “Nothing could be clearer.” But is it clearer?

Even people who tell us they are in the know, are confused about what this will mean.

Richard understands their confusion, but his reply clarifies the situation a little. “In Wealden and Lewes, as elsewhere, the big debate will be over which zone a piece of land falls in.

“After that, planning will be very much a fait accompli. Communities need to be organised for when land zoning decisions are made in new Local Plan processes. That’s the time to engage and people should start thinking now about the land in their town, village and community and how they would like two see it used in future. “And can we have a say in what is ‘protected?’

He’s been asked that before and answers categorically: “No, you cannot put everything in the protected category. The current system, which the Government proposes to sweep away, is also

Local Development Update based on Local Plans.

“Most of the major housing developments currently under way in the Hailsham, Hellingly, Polegate, Uckfield and Crowborough areas are the product of Wealden Local Plans.

“Many people will argue it is ‘over-development’ but the numbers of houses being built are dictated by a ‘top down’ approach from central Government.

“In fact, Wealden’s latest Local Plan proposal was refused last year for a number of reasons, one being that the number of houses proposed for each year of the Plan was insufficient.

“Local people will argue that planning committees should refuse applications but they need good planning grounds to do so.

“The problem is that if they are refused without rock solid grounds, the developer will inevitably appeal, win and claim substantial costs - those costs come from us taxpayers in the end.

“Each announcement of a new planning application is usually greeted by a resounding ‘No’ from many residents who point to the lack of infrastructure.”

While defending the main thrust of arguments put forward in the proposals, Richard also pointed out that Wealden and Lewes district councils would have the task of defining ‘zoning.’

This is an area that is bound to lead to contentious to-and-fro debate aimed at balancing the need for new homes and jobs against protecting countryside - bearing in mind that both have a high proportion of AONB and SSSI land, such as the Ashdown Forest, the South Downs and the Pevensey Levels.

He went on: “I was going to say ‘perceived lack of infrastructure’ but there is no doubt new roads, hospitals, GP surgeries, schools and the things that our daily lives need have not kept pace with the developments.

“The theory is that the infrastructure will follow the development but it is clear that the ‘tax’ developers have to contribute after gaining planning permission is insufficient to keep up with the needs of Wealden or Lewes.

“Some district councils have a ‘revolving infrastructure fund’ with which they hope to plug some of the gaps but it is unlikely to provide the money for all the solutions. Mixed in with the chorus of boos that greet most planned new housing developments are those who say more ‘affordable’ housing is needed to help youngsters within the area get a home.

“How you define ‘affordable is not the subject you wanted to discuss but there is certainly a demand for young people to be able to rent and buy housing in the local area.

“There is also a genuine demand for new housing which many locals would more easily stomach if they saw the infrastructure coming along at the same time as the houses.

“It is worth again turning back to the Government’s consultation paper which says: ‘The process for negotiating developer contributions to affordable housing and infrastructure is complex, protracted and unclear: as a result, the outcomes can be uncertain, which further diminishes trust in the system and reduces the ability of local planning authorities to plan for and deliver necessary infrastructure.”

The paper elsewhere says the Government will improve infrastructure delivery and ensure developers play their part through developer contributions.

“There is no doubt that the proposals are radical.”

“In this area, both Wealden and Lewes will have to ‘hold the ring’ and determine the competing demands and decide whether land is zoned growth, renewal or protected.

“Until we know exactly how that process will work, we cannot be sure of how well the new proposals will work.”

After that explanation, how does he perceive what is to come?

Richard’s point is that it is the Government not District Councils that impose these quotas and if Wealden oppose them then taxpayers must bear cost of appeals.

A rock and a hard place!

Local applications/site updates Rosemead (123 homes, Horebeech Lane) The build progresses and lots of activity going on with the most eastern point of the field being traversed by heavy plant machinery, digging out an attenuation pond that looks more like Lake Windermere.

The heavy machinery has led to my bed vibrating of a morning, and that hasn’t happened for many a year! The dust continues to blight our views out of our windows – maybe that is a good thing. It makes you wonder why back in the 1920’s they only built houses in a clump near Laundry Lane, perhaps it was something to do with the many springs that traverse the Rosemead site, hence the need for an enormous pond to soak up ground water? You do wonder what impact that has on the new houses and the existing housing stock adjacent to this site. The Editor asked if she could have a site visit but Bovis explained that no site visitors are allowed because of Covid. A hard hat and a mask and ease of social distancing on a building site, made me question this decision, but maybe they were worried I might fall into Lake Rosemead.

Southside (58 homes, Horebeech Lane) FINALLY, SOME GOOD NEWS!!!!

This application was at appeal as the developer believed that WDC had taken too long to consider it before calling a moratorium on all planning applications across the district due to fears of damage to the Ashdown Forest by traffic pollution. The Inspector dismissed the application on the grounds that the site was outside the village settlement boundary, it doesn’t have great public transport connections with a local rural bus service, no train station and no street lighting - which discourages cycling outside of daylight hours, so a heavy reliance on private cars would prevail for it’s residents. He stated that the site provided a clear visual ‘green break’ between the settlements of Horam & Marle Green, the volume of houses on the site was too large, it didn’t match the ribbon development of existing housing stock along Horebeech Lane and houses were far too close to Old Orchard House. In summary he said: “… I have identified significant harm in relation to suitability of the location, the character and appearance of the area, and living conditions of neighbouring occupants”.

Interestingly, all these points were raised by local people objecting to Rosemead and it really is a travesty that this was successful. However, the issues raised by this latest conclusion by the Inspector also apply to the application of 60 houses at Cauldavon on Horebeech Lane, a site that abuts the eastern boundary of Rosemead.

Cauldavon (up to 60 homes, Horebeech Lane) At the time of going to print, no date had been given by WDC for this application to come to committee. Now is a good time to drop the officers a note reiterating the folly of approving an application, that has all the same downsides as Southside - which the Inspector has only recently dismissed. The Inspector said in his comments on Southside that the burden on Horebeech Lane, an already busy road, once Rosemead is built out would be onerous in itself, without any further load from other developments within spitting distance. You can still comment up to the day before an application goes to committee – so if the loss of more agricultural land, a much loved footpath and

What about existing residents health?

Air pollution in Horam - an update from TN21 Environment Aware This local action group have been monitoring the air we breathe in Horam. From the monitor located in Tollwood Road, they noticed during lockdown a sharp decline in the levels of air pollution, that is gradually climbing back up to normal levels. Readings are taken twice a day and recorded at www.horamair.com With the support of the new action group WASP, they are looking to purchase another two monitors, to be positioned locally to compare readings.

The Environmental Officer at Wealden District Council recently commented on the Cauldavon application for up to 60 homes " that the NPPF requires you to at least sustain current air quality and indeed take opportunities to improve it". He further accepts that any decrease in air quality has a negative health impact, that there will be a noise and dust impact on neighbouring properties during construction. He further accepts that there will be increased traffic and therefore more pollution therefrom. Local resident Tony Niblet said in his letter to Wealden Planning: "The disturbing aspect is that he then supports the application and proposes mitigation, that we all know will be of little help. Electric cars are too expensive for most and will not be compulsory until 2040, and there remains the issue of particulates from tyres and brakes. The walking and cycling promotions are in the main unrealistic for this unsustainable site, too distant from services and rail links.

It would appear that the health and longevity and quality of life of residents of Horam particularly those along Horebeech Lane and Marle Green and those adjoining this site are totally expendable.

Lung disease costs the UK over £11 billion per year the bulk of that cost falling upon the NHS. Agreeing to develop this site will only add to that bill."

Taking Pilates to the next level in a Wealden idyll You may have seen Nancy Procter advertising in the Diary or be a regular at one of her local classes. During lock down she has taken her classes on line and offers free classes to emergency services and carers.

She has also used this time setting up a new offering – ‘reformer pilates’.

The Pilates reformer is a traditional piece of Pilates equipment which looks a little like a bed with springs, a sliding carriage, ropes and pulleys. The origins of the Pilates reformer date back to the original Pilates reformer designed within a prisoner of war camp for rehab of injured service men and was designed by Joseph Pilates himself.

Reformer Pilates can be used as a sport specific cross training tool.

Reformer Pilates works on core stabilisation which is vital to any athlete as well as muscle endurance, peripheral joint stability, muscle strength, balance, co-ordination and much more. It’s also brilliant for rehab purposes too as it allows you to exercise without weight bearing. For example if a someone has had knee surgery or a knee injury, this horizontal plane enables them to strengthen the muscles of the leg through a larger range of motion using a lighter resistance than their body weight, speeding up their recovery through controlled movement.

Many people are quite scared of the reformer when they first see it as it looks quite daunting – but with the correct use and tuition can achieve outstanding results.

Nancy has created her reformer studio in a picturesque barn in North Hailsham, with beautiful views from the open doors of the barn onto a lovely pond set in the Sussex countryside. She invited your Editor to come and see for herself what reformer pilates involved. Let me first say that as a lady in her mid life I am reasonably fit, having favoured strength training over the last couple of years to combat the ravages of the menopause. That day I had done a Tabata class on Zoom with the brilliant Daniel James from Isenhurst/Weald Fit & Therapy. It was another hot and humid day and I had worked hard in the Tabata class, thinking how hard can pushing & pulling on a machine be? I arrived at the barn and it is a slice of rural heaven. After the obligatory temperature taking, antibac of hands and mask on face, Nancy showed me around the studio. The main piece of kit was ‘a bed’ type machine, but there were other machines and pieces of kit that help to work on specific areas. Nancy got me on the main machine and took me through a series of exercises. Although it felt a little odd at first, one becomes very aware of the muscles that are working and can feel them lengthening. I was advised on how to hold my posture in each position to avoid ‘pooching’ – a lovely, fond term for that baggy bit of your belly that likes to protrude. Nancy explained that the reformer was suitable for all levels of fitness or injury because it’s resistance can be tailored for each client. It is especially good for tradesmen or women who though still very active have passed their optimum performance and efficiency in their work. Regular reformer sessions can lessen the wear and tear on joints, strengthen muscles and help your body to keep up with the demands of the daily grind. I will be joining Nancy for another session on her Wunda Chair (another piece of equipment I didn’t get to try) very soon.

I came out of that barn feeling a couple of inches taller and poochless (see above)!

Nancy offers 1-2-1 sessions at £40 an hour – or you can come with 2 other friends and share a session for £20 each per hour.

Nancy is an experienced Pilates instructor who is always expanding her knowledge base.
