Possibility of ‘mega-estate’ of 183 houses on Horebeech Lane

• Carbon emissions are now only 5% lower than this time last year (after an 12 week period of lockdown) – direct conflict with Wealden carbon neutral targets for 2050.

• Environmental Health agree there will be detrimental affect on our health with more houses built.

• Wealden DC issue a ‘call for more sites for development’ 2nd June 2020.

• 4,000 houses already granted planning permission in the District, but not yet built out.

• Low demand for housing within the district. From 2018-2043 predicted population growth in Wealden is 12.5% • Government tells councils to allow developers to defer affordable housing obligations 13th May 2020.

• Green Open Spaces should be given high priority as many indoor sports clubs, centres, gyms will never be able to return to the ‘normal’ they were previously.

Say hello to our July issue!

Another month of weirdness, or slightly less weirdness! I managed to get my son back at school for 2 weeks and then the school holidays started! Hoping by the time you have read this that I can finally see out of my right eye after a hair cut, lost the sight in it from a severe case of lockdown fringe – see right. Whether you are back at work or still shielding, I hope that the loosening of restrictions means that you are able to catch up with your loved ones and finally get away from that DIY list.

Whilst the whole world seems to have been on pause over the last few months, the developers have still managed to slip some planning applications in under the radar. So whilst we have been working out how to carry on with the new normal, miss important birthdays, holidays and events………..it’s business as usual for those companies looking to make money from agricultural land in and around our village. The only way our population growth in Wealden will be climbing upwards is from people moving into the area, so the constant cry from the government and district council that we need more houses for local people to live in, is a misnomer. The developments benefit the landowners and the developers and the existing residents are left with noise, pollution, less oxygen, more litter, light pollution and loss of rural living. Read more in the development update about the possibility of a 183 house mega-estate on Horebeech Lane – an extension to the urban sprawl of Rosemead.

Our 100 club ---- (November 2019 until October 2020) Winners for the MAY draw were:1st Mrs. C. Smith - 2nd Mr. A. Prus- 3rd Mrs. S. Sutton The Troop continues to hold their virtual meetings, a fun time is still being had. The 28th May was a requested 2nd go of the sketchful, a multiplayer drawing and guessing pictionary game. On the 5th June they took part in who wants to be a millionaire, scouting questions (I made several errors and got nowhere near being a millionaire).

The 12th June was a family quiz night name, the chocolate/sweet from the clue. Samples weren’t available shame. A request for another virtual sleep over has been requested and may take place on Saturday 20th June. If so I will report on that next month.You can see the Troop is still very active with their virtual meetings.

WEALDEN BRASS Band News

The band started in Vines Cross about 40 years ago as Vines Cross Modern Brass after a few years changed its name to Wealden Brass and moved to a larger practice hall in Hailsham, and are still there now.

Unable to practice and carry out their large number of engagements so far this year, including the HORAM FUN Day due to the restrictions of the Coronavirus.

They have put together a video with each musician playing their part at home in isolation with just a metronome beating time to keep the band together. The piece is “I Have A Dream by ABBA and can be viewed on the Wealden Brass website www.wealdenbrass. co.uk or and their Wealden Brass facebook page.

Due to the large number of likes and comments a second one is being planned.

What to do if your dog is stung by a bee or wasp Dogs love to chase buzzing insects, but getting too close can be dangerous. It’s better to get your dog to leave bees and wasps alone as stings can cause allergic reactions. Teaching a solid recall will help to protect your dog. Most insect stings will simply cause your dog pain and irritation, but multiple stings can be fatal. Some dogs are allergic to bee and wasp stings, so watch out for signs of allergic reaction, including swelling and difficulty breathing. Bee or wasp stings in your dog’s mouth can be more hazardous as swelling can block the airway. Most insect stings will simply be painful or irritating for your dog, but being stung multiple times can be fatal.

Signs that your dog has been stung • Whining • Holding up a paw (if stung on the paw) • Biting or nibbling at the site of the sting • Drooling • Pawing at the face or mouth • Swelling • Hives Signs that your dog is having an allergic reaction to a bee or wasp sting • Difficulty breathing • Swelling of the mouth and/or throat • Collapse If you notice one or more of these signs when your dog has been stung, take them to the vet immediately for treatment.

What to do if your dog has been stung Remain calm.

Pull out, or better still, scrape out the sting using a credit card or similar below the poison sac, then bathe the area in water. Don’t try to squeeze the sting as this could force more of the poison into your dog’s body. Applying ice will help to soothe the sting.

If the sting is in the mouth or throat, contact the vet as it may swell and interfere with breathing. If your dog shows and signs of allergic reaction or anaphylactic shock, contact your vet immediately as this is a medical emergency.

Can I give my dog antihistamines?

Many websites recommend giving dogs antihistamines from your own medicine cabinet to treat a bee or wasp sting. Some human antihistamines are ok for dogs but others can make them seriously ill and can even be fatal, so please don’t give this to your dog without first speaking to your vet to check the specific drug is safe for your dog, and that the quantity is ok for the size and weight of your pet.

NATURE NOTES A big Tit year. Bird numbers wax and wane according to the severity of the proceeding winter or succession of winters; The smaller the bird, the less capacity to store heat. When small birds are hit so their predator numbers are hit too. To the credit side of global warming we may mark down the greater winter survival of all the smaller creatures and thus all those further up the food chain.

Thus, the writer has been greatly cheered to see an unusual number of Tits in his garden this Spring, Blue, Parus caeruleus,and Great, Parus major. Common denizens of the garden though they are, they compete only with the House Sparrow, Passer domesticus, in garrulity and irascibility thus greatly animating the garden scene. There can be no greater aid to the gardener in summer when he finds himself under siege from insect pests of all varieties, for the Tits will carefully search each stem and bud for eggs and larvae and devour voraciously, freeing the gardener from using nasty chemicals or burning tractor tyres all summer long. The Soweto look we find did not go down well with the neighbours.

On the subject of garden chemicals we might raise the ugly head of metaldehyde, the active ingredient in most slug pellets. This really is a very nasty chemical indeed and is responsible for more pet poisonings than any other outdoor agent. The chemical will also run off the land and build up in watercourses, ponds and reservoirs, we read that the water companies are really struggling to control it thus sending water our bills up. It is a very persistent chemical and can even be taken up by plants and food crops. Michael Gove succeeded in getting it banned in light of the overwhelming evidence of the harm that it does but alas the dark and self-serving agricultural chemicals industry took the government to court last summer and succeeded in overturning the ban. Money, with their agents the law industry will always trump representative democracy and social wellbeing. But this isn't the place to rail against the iniquities of the system, it's the Tits we are talking of and they will merrily hoover up the slug pellets and duly die a writhing and agonising death, not just Tits but myriad other garden birds and their predators along with all manner of rodents, hedgehogs, slow worms, in fact whatever may feed on a slug or a snail or pick up a pellet is at risk. We really have heard stories of whole colonies of sparrows and Tits being wiped out overnight by one gardener liberally spreading the pellets in the garden. We must all look to our stock of garden poisons and read those labels, any metaldehyde should be disposed of, we Page 1 of 1 may even feel justified in taking a bullying tone with any neighbours suspected of its use. And now with the morning rant over, the writer may turn his binoculars around the neighbourhood to gaze admiringly at any Tits in the vicinity.

How do we identify prejudice & understand privilege?

The recent protests decrying racism and supporting #BlackLivesMatter have got us all discussing the subject and it’s interesting to see the variety of different views out there. The death of George Floyd and many others like him is deplorable.

We live in a world of prejudice, not just black vs white.

Men vs women, rich vs poor, educated vs uneducated, black vs black, black vs white – you get the picture.

Our differences define us and some of us believe these differences to be evidence that the person with the difference is better or lesser than them.

I ‘borrowed’ the views below from a post on LinkedIn from David Mcqueen founder of Q Squared Ltd, he helps individuals and businesses with leadership communication, workplace culture and presentation skills. I have been lucky enough to see him in action prepping entrepreneurs on their killer business pitches. He very eloquently explains what privilege is: I have no understanding what it feels like to be a woman. To walk with keys between my fingers in the dark. To have to be conscious of how I dress. To endure everyday sexism. To be nervous every time I get on public transport. But I think it is important to park my privilege as a man listen to women when they have had enough and demand to be heard.

I have no understanding what it feels like to be disabled. To have to think twice about how and where I travel on public transport. To have to think about accessibility on web sites. To be called crippled, spastic or handicap or any other epithets. But I deem it important to park my privilege and listen to those who are disabled when they want to be heard.

I think I have made my point.

The innate way we make judgements of one another saddens me (hands up, I am 100% guilty of it too!). And it makes God incredibly sad too. He created a beautifully diverse world, full of colour and difference. He created us in His image. He knows every hair on our heads. It doesn’t matter to Him if we are black or white, large or small, man or woman, adult or child, world leader or street sweeper. He loves us all. This is of course, just my personal view but it really resonates with me in these uncertain times.

If these world events and disruption to your usual life have made you start asking questions about society and your place within it, you might want to take a trip to virtual church. No need to actually enter a church, or even be seen. You don’t even have to have your camera on, you can just watch and listen. You can access the services by computer, phone, tablet or just by dialling in on your own phone. It costs the price of a local telephone call for the duration of the meeting, but if you have inclusive calls on your mobile or landline, then this call will be of no extra cost.

Young at Heart continues in a different vein through “Lockdown”.

A weekly baking Zoom - recipes have included Ginger Biscuits, Malt Loaf, Chocolate Fork Biscuits, Cinnamon Shortbread and a weekly singing and Bingo Zoom! Little Tinkers Nursery School are joining us for both. The children and members are enjoying the interaction. We were thrilled to be chosen for an article in Waitrose Weekend which receives a Nationwide audience. We are hoping that our baking boxes will be distributed Nationwide - the idea is currently with Waitrose Compliance Department fingers crossed! We continue to visit some of our members on a weekly basis delivering home baked cake, prescriptions, baking ingredients and a Bingo sheet! Christ Church Update:

As I write this, we are still unclear as to when we can reopen the church for public worship. The government have now permitted church buildings to open for private prayer, but the practicalities of social distancing and the need to ensure that the church remains clean and safe for all, mean that Christ Church will remain closed for the time being until we find a practical and sustainable way forward.

HORAM PARISH COUNCIL – July 2020

HORAM PLAY AREA AND SKATE PARK

Because of the Coronavirus and the Government’s Regulations around COVID-19 both the Play Area and the Skate Park are still closed off.

Advice has been received from the Head of Environmental Health for Rother and Wealden Council’s that, for the time being, playgrounds must remain closed until the Government release further guidance or instruction that they should be reopened.

Full Council on 10th June RESOLVED that both the skate park and the play area remain closed. The Third Age equipment has not been cordoned off, but please remember the Government’s guidance to combat the spread of the Coronavirus.

Despite the Prohibition Notices being continually vandalised and the gate being locked problems have arisen with people using the skate park and the Police monitor the situation on a regular basis.

CLOSURE OF PARISH COUNCIL OFFICE

The Parish Council office will remain closed until the Coronavirus pandemic is over and restrictions have been relaxed. However, should you need to contact the Clerk, she is working from home and can be contacted either by e-mail: clerk@horam.com or telephone her mobile on 07900 576236.

PARISH COUNCIL MEETINGS - All meeting dates, including full Council, Finance and Planning are listed on the Parish Notice Board, the website and in the Horam Centre window. " St. Swithun's day if ye do rain, for forty days it will remain. St. Swithun's day if thou be fair, for forty days it'll rain no more."

St Swithun was one of those attractive Saxon bishops, venerated by all and especially by the common folk of England, to whom he devoted his life's work. He would often be seen travelling to all corners of Saxon England on foot, giving alms and feasting the poor. Born during the reign of King Egbert and in his latter years tutoring the young Atheling Alfred, he became one of England's best loved saints. In keeping with his love of the common folk he gave orders that his body was to be buried under the pavement outside Winchester cathedral; "Where it might be subject to the feet of passers-by and the drops of rain from on high". But in 971 his remains were brought inside the new cathedral to lie beside the Egg kings of Wessex, but not before the outraged saint had cast down a tremendous deluge upon the workmen opening up his grave. The legend of the forty days of rain may have some scientific basis though; The jet stream will often have settled into a static position around the 15th of July (The Saint's feast day), if it lies north of the British isles we may count on a long period of continental high pressure, deflecting weather systems upon the heads of the Scots and sundry other northern European tribes and if lying to the south, Atlantic and northerly weather may prevail, leading to a wet and dreary summer in the temperate zone, though full of the life giving rain that St Swithun so loved.

So, back down at ground level we are aware that the gardener's work is never finished and even now, with the beds and borders in their full blaze of summer glory, a thought must be given to winter and to next season.

Spring flowering bulbs should be lifted and such subjects as autumn flowering crocuses may be planted to give them a good chance to develop their flowers. Summer pruning is an important task in the fruit garden. The formation of fruit buds on trained and bush trees is encouraged by the shortening of the leading and lateral shoots at this season of the year. Any plum branches showing signs of silverleaf disease should be cut out at once and burned. This disease causes a metallic silvering of the leaf and can quickly spread around the whole tree. It is usually fatal.

Now is the time for final thinning of apples. If the king fruit (the one in the middle of the cluster) has not already been removed and there are other fruits to take its place, then it is these king fruits that should go. Pears, plums and even dessert cherries will all repay careful thinning, if there has been a heavy set.

In the vegetable garden the planting of brassicas should be pushed ahead just as quickly as ground becomes vacant.

Continue to sow salads such as lettuce and radish for succession. A last sowing of French beans for a late crop may be made. Runner and French beans should be fed as they begin to make pods. Onions and shallots may be lifted and dried once the foliage starts to wither.

And a fine sight they make hanging from the rafters in the shed.

Celery must be watered frequently or it will soon run to seed. If the gardener retained a bag of soot from last Autumn's chimney cleaning as I'm sure we all did, a dusting of this makes an excellent deterrent to celery fly (one might try the always-eager-to-please local chimney sweep). Fruiting tomatoes should be fed regularly.

This is a good time to gather herbs for drying, tied up in small bundles they make handsome companions to the knots of onions in the shed.

Faded flower buds of Delphiniums, Lupins, and other early flowering perennials should be cut out before seed is set to encourage secondary growth. Roses too, must be regularly dead-headed.

If it is desired to secure autumn flowers from Lupins and Delphiniums, the plants should be cut down at the beginning of this month and watered in with a good fertiliser.

July Gardening Diary Cut grass makes an excellent mulch for carrot and spinach beds and around bush fruits, raspberries and Sweet peas, Lilies, Dahlias, Gladioli and other flowering plants, though not laid on too thick for fear of starving the soil of nitrogen.

As roses come to the end of their first flush of flowering, they can be fed with a high potash fertiliser to boost the second lot of flowers.

Dead-heading of all faded blooms should be carried out at every opportunity.

Dahlias can be fed now but be careful to keep the feed well away from stems and leaves. Taller varieties should be securely staked.

Towards the end of the month we may start propagating many shrubs. For lack of space I refer reader to the relevant literature for methods of propagation. Cuttings of Forsythia, flowering Currant, Escallonia, Weigela and Deutzia and many other subjects will all root easily.

Whilst we may allow ourselves to sit back in the shed indulging in a long pipe and quiet ruminations over our onions and herbs so fragrantly drying in the rafters, we must still occasionally gird ourselves to keep the hoe going as often as hoers' elbow will allow; all borders should receive vigorous attention from the Dutch hoe at least every seven days.

Horebeech Lane horror! Will Rosemead & Cauldavon As mentioned in last month’s update, the Editor had asked Bovis again why no tree planting has happened along the boundary with Cauldavon? To remind you, Rosemead planning conditions specified that planting was to be done over 2 years ago). They responded after we went to print on the June issue, but still neglected to say why the planting hadn’t yet been done. A Bovis Homes spokesperson said: “We will carry out the tree planting on the north-east border, in line with planning conditions, when it is safe to do so and during the next planting season.”

In addition to this, a dead end road has been built up to the boundary of Cauldavon.

IS THERE A CASE FOR PRE-DETERMINATION?

The house and adjoining land were bought in 2014. According to the title deeds from the Land Registry, £442,500 was paid for the house (detached, two up, two down) and it’s 3rd of an acre garden and £442,200 for the 4.5 acres of land behind that). Back in 2014 an acre of agricultural land was worth £10-15k* approximately, which means the land should have been worth £67,500 and yet the buyer paid £374,700 more than this. The owner is a director for a land agent company locally. It would be very unlikely for any land professional to pay well over the cost for agricultural land, unless they were confident that they would get permission to develop it. *Savills 2014 report.

IT IS OUTSIDE THE EXISTING DEVELOPMENT BOUNDARY

The site is outside of the existing Development Boundary set by the Wealden Local Plan of 1998 and adopted in the Wealden Core Strategy 2012 designed to protect the countryside. The site is also beyond the development boundary proposed by the recently failed Local Plan.

DO WEALDEN WANT TO FACE LEGAL PROCEEDINGS?

The existing development boundary cannot be ignored. It is a factor to which DUE WEIGHT should be given. Wealden must take account the case of SUFFOLK COASTAL DC v HOPKINS HOMES Ltd 2017 UKSC, attention is specifically directed to para 21. WDC will no doubt be mindful of their earlier failure to give due weight resulting in the order of 13th April 2018 In the High Court of Justice, Planning Court, in the Administrative Court at Birmingham CO/1214/2018 R (on the application of) KATHERINE CLINCH and WEALDEN DISTRICT COUNCIL and TIM HUGO. The hearing by way of Judicial Review of the decision concerned Olives Farm, Back Lane, Cross-in Hand, TN21 0QG. There are other cases that corroborate this - GLADMAN DEVELOPMENTS Ltd v SECRETARY OF STATE FOR HOUSING COMMUNITIES And LOCAL GOVERNMENT v CORBY BOROUGH COUNCIL CO/3932/2019 Wealden now say (post Hopkins/Suffolk/Cross in Hand JR) that restrictive housing policies are given reduced weight (before Cross in Hand they were advising these policies should be set aside). But the judge said in March, that the development plan is the yardstick against which applications should be determined, the lack of a 5 year land supply, did not render policies out of date and it is for the decision taker to decide how much weight to give to the local plan policies.

Up until now, Wealden has been saying that because of no 5YLS, housing policies are given reduced weight, but this is not necessarily correct. Wealden must give proper weight to the existing development plan policies. They are obliged to follow this Legal Precedent.

THE SITE IS UNSUSTAINABLE

This area of Horam was considered in the previous SHLAA from WDC and was described as “remote from local services and facilities and disconnected from the village…..and unsustainable”. The site is unsustainable, being at odds with NPPF paras 17,32,34,72,109,110,123. The report by dha Transport for Horam PC to review the local plan concluded in paras 6.1.2 and 6.1.3 that large development to the East of Horam was unsustainable. Wealden Core Strategy concluded Horam as “having a limited supply of social and economic infrastructure including employment, where local residents depend on other centres to meet a broad range of needs.” Unlike the promotional submissions made by these and other developers, the reality is that Horam has little or no local employment prospects, poor transport connectivity, inadequate public transport and no nearby train connections (nearest station 12 kms distant).

LIMITED INFRASTRUCTURE AND NO IMMEDIATE PLANS TO INVEST IN ANY

Car ownership and use is essential for most to get themselves to and from work and to access everyday services, facilities, and education. This site is the best part of ¾ mile distant from the village centre, resulting in a reliance on car use, for even local needs . The recommended maximum distance for walking to facilities is 800m as preferable and 1,200m as maximum (Chartered Institute of Highways and Transportation). The unsustainability of this site is contrary to both national and local guidelines. Planning officers argue that the CIL payments paid by the developers to Wealden will be used for infrastructure upgrades, but often communities wait years before this money is in the pot to be spent.

POLLUTION/ TRAFFIC AND ROAD SAFETY

Carbon emissions are now only 5% lower than this time last year (after a 12 week period of lockdown) set to increase as many people shun public transport as lockdown eases. This has been exacerbated by the Government telling people to drive as much as you want to despite encouraging people to walk and cycle more. Telling people to avoid public transport, suppressing demand further, has made things even worse. In Wealden we don’t even have the supply of a decent public transport network.

This application states that it won’t be a car dependent estate. We know lack of local employment & decent public transport, plus nearby schools being full, will mean it is heavily car dependant. Science confirms that air pollution causes heart & lung disease. All of which is contrary to national and local policies.

WILDLIFE AND ECOLOGY

No amount of mitigation and offsetting can properly replace the habitats destroyed by building on farmland in a rural setting.There are many bats in this area. The field itself is home to many small mammals and a host of insects and in the field edges particularly. Don’t forget that interfering with bats and their habitat has just led to the biggest change in the lives of the people inhabiting this planet in 2020.

DRAINAGE

This site will have an adverse effect on the condition of surrounding land and how the water table reacts. As a field it achieves its natural adjustments in wet weather, any alteration of this has consequences.

VISUAL IMPACT

This is an area with a high sensitivity to change. The development will have a serious negative impact upon those existing dwellings nearby. The Northern and North Eastern boundaries to this site have a pretty much open view to the far side of the valley beyond there are only occasional trees not a thick belt. If you frequent the series of footpaths running between Nettlesworth Lane and the Vineyard running parallel to and running down to Vines Cross Road. It is clear that the development will be on view.

THE FOOTPATH

Running across the site is a much loved and much used footpath, which presents as you walk from south to north, unfolding and widening a view of the valley beyond, to be replaced with a concrete path hemmed in by fencing on either side.
