Dear Readers,

Welcome to August and the school holidays! This month sees more eateries, shops and services re-opening, much to everyone’s relief and while we would all love for things to go back to normal, we do need to accept that they can’t. Whilst we may question the complex guidelines that the government are issuing for different industry sectors, there will be a scientific rationale behind them and we must all ensure that we remember this before venting our frustration on the businesses that cannot accommodate our needs & wants. The same goes for the wearing of face masks. We know that the wearing of masks is now mandatory for us in shops, please try to remember this, but also not judge those not wearing masks – there may well be a valid medical reason why someone is unable to wear a mask. Locally made masks available for sale at Chiddingly Village Stores, Almost Off Grid, Threadneedle Textiles and more. Families with children heaved a sigh of relief that the Horam playground is now open – see p23 for guidance on use of the facilities, Horam Manor is open for great woodland walks, art classes and other great businesses and Lakeside and Tpodz are ready to keep us fed and watered over the holidays. Horam Natural Therapy Centre has re-opened and the hairdressers of Horam are being reminded of their bad backs in their mission to get us all looking presentable once again! Contact Dave Sutton The Troop continues to hold their virtual meetings, still having fun with a variety of topics and quizzes. A request for another virtual sleep over was made and may have taken place on Saturday 20th June, however this did not happen as the Scout Association held a national virtual camp for all sections, with lots of projects to complete over the weekend of 11-12th July. Lots of Horam Beavers, Cubs & Scouts took part all having a great fun time. You can see the Troop is still very active with their virtual meetings. The piece was “I Have A Dream” by ABBA. It was enjoyed so much by the members and received so many pleasing comments, yes they have done another one! “ Paloma Blanca” this has a fun bit in the middle, a virtual congo, can you spot the Horam Member? Dogs Barking While it is perfectly normal for dogs to bark, if a dog barks regularly or for a prolonged period it can then be considered a noise nuisance and action can be taken against you. Whilst there is no set definition as to what constitutes nuisance barking, owners can find themselves in a legal dispute over the matter. As a general rule, it will be regarded as a statutory nuisance if the noise is of a character which makes it intrusive or irritating. There are lots of reasons why a dog may bark, which after all is one of their methods of communication. Dogs are social animals, and if left alone for extended periods of time can become bored and resort to barking, or even howling if lonely. Ensure your dog has enough mental as well as physical exercise and that he is not left too long on his own. A dog barking may be alerting you to people passing by, or even that fox in the garden. This behaviour is territorial and is reinforced as the passer by walks past or the postman goes away, with the dog thinking its barking has worked. You can prevent this behaviour by blocking your dogâ€™s view, either by preventing its access to the window or by closing the curtains particularly if you go out. Your dog may bark for attention at night especially if he is feeling lonely. Ideally, you should acclimatise your dog to being alone for short periods during the day. In these cases professional help may be necessary. It may be an idea to speak to your neighbours to tell them you are trying to address the problem, otherwise they may complain. A distressed puppy or dog should never be left. Dogs can learn to bark for attention. The behaviour can start in puppyhood when a dog is inadvertently rewarded for barking. Try to ignore your dog if it's barking at you, even leaving the room if safe to do so. For trying to get your attention, the dog has lost you completely. Make sure that you pay your dog attention for quiet behaviour at other times. Alongside these guidelines you can also teach your dog a command for 'quiet'. To do this you teach your dog to bark on cue, so you can then teach and practice 'quiet'. Barking should always be taken seriously, as it is very distressing for neighbours.

CELEBRATING WEALDEN HEROES Nus Ghani, MP for Wealden, has launched the ‘Wealden Hero Award’ to celebrate the heroic efforts of Wealden residents throughout the coronavirus crisis. Covid-19 is the most profound societal, economic and public health challenge since the Second World War. Nus Ghani has launched the Wealden Hero Award to extend her thanks and gratitude to Wealden residents for their efforts to overcome this challenge, and to celebrate the many acts of kindness and community spirit throughout the crisis. Nus is encouraging Wealden constituents to nominate a fellow Wealden resident, who has helped them, their family or the community during the pandemic, whether by volunteering to help the vulnerable, setting up local volunteer networks, volunteering for the NHS, returning to work on the front line or in any other invaluable way, to be recognised for their extraordinary efforts. To nominate someone for the award, please share your story with Nus at: www.nusghani.org.uk. Nus Ghani said: “I cannot thank Wealden residents enough for their collective efforts over the last few months to fight the pandemic. I am very grateful for all they have done in helping us to reach the stage where lockdown measures can be relaxed, and our life can begin to regain a sense of normality.” “I know that there are many people in Wealden who have made personal sacrifices to help others. These individuals are our ‘invisible’ heroes and it is important they get the recognition they deserve. I would like to highlight the extraordinary work of Wealden Heroes to the wider community and celebrate their achievements in the constituency.” Despite the good news here in Britain that lockdown restrictions are easing further, more Wealden businesses are reopening, and our local economy is bouncing back, I have received an overwhelming amount of correspondence regarding the current situation in China. I know from your emails and messages that Wealden residents are shocked and dismayed at the actions of the People's Republic of China in Hong Kong and the incidents of brutality and excessive force of the region’s police force in response to pro-democracy activists. Like you, I am deeply concerned by recent developments and agree that China’s behaviour is a grave cause for concern. This erosion of the rights of the people of Hong Kong, the once shining example of freedom, is precisely what the 1984 Sino-British Joint Declaration was supposed to avoid. In 1997, the Chinese Communist party also signed up to the Basic Law – the region’s mini-constitution, under which the political, economic and civil liberties of Hong Kongers are protected. However, the national security law implemented by Beijing has seen terrible effects on freedom of speech and assembly, with many arrests and imprisonments made. These steps are in violation of China’s own basic law and the United Nations covenant on civil and political rights. We must not accept these actions. Our country is a beacon of freedom and hope for so many people around the world. We stand up for democracy, liberty, the rule of law and human rights. I am proud that the United Kingdom will proceed by creating a bespoke immigration route for those holding British National Overseas (BNO) status, offering the right to remain for five years to work and study. This will be followed by the opportunity to apply for settled status and then citizenship. By protecting the rights and freedoms of the people of Hong Kong, the United Kingdom asserts itself as an even stronger global force for good that will stand up for victims of human rights violations and abuses around the globe. A world where freedom is universal will protect British security and trade, and enable greater prosperity for us all. The pandemic has changed how we work, and although I am unable to hold face to face meetings across Wealden, I continue to hold virtual surgeries as well as conference calls for constituents and businesses. COMMUNITY Young at Heart continues in a different vein through “Lockdown”. A weekly baking Zoom - recipes have included Ginger Biscuits, Malt Loaf, Chocolate Fork Biscuits, Cinnamon Shortbread and a weekly singing and Bingo Zoom! HORAM PARISH COUNCIL – August 2020 VACANCY FOR A MAINTENANCE/HANDY PERSON A vacancy exists for an operative to check the equipment in the play area and to clean and empty the rubbish bins. The rate of pay will be £10 per hour for (initially) 4 hours per week. HORAM PLAY AREA, SKATE PARK AND THIRD AGE EQUIPMENT As soon as the above are open it is important to remember to adhere to the Government’s regulations regarding COVID-19. HPC have prepared some guidelines which users are asked to adhere to. These areas will be monitored for one month and if it is found that the facilities are mis-used and social distancing is not being adhered to then HPC reserves the right to close the facility. These guidelines can be found on the following page. COMMUNITY GRANTS The deadline for receipt of applications for Community Grants is 23rd September. Application forms are available on request from the Responsible Finance Officer from 26th August. Her e-mail address is finance@horam.com RE-OPENING OF PARISH COUNCIL OFFICE The Parish Council office re-opened on Tuesday, 17th July. The office is open Tuesday, Thursday and Friday mornings from 9.30 a.m. until 12.30 p.m. Self-distancing measures are in operation and only one person will be admitted at any one time. These meetings will continue to be held remotely until Government restrictions are lifted. However, members of the public can join the meeting by requesting a link to do so from the Clerk. HORAM MEMORIAL STONE - PLAQUES Plaques for the memorial stone are available for purchase at a cost of £110.50 and can be ordered from the Parish Council. HORAM PARISH COUNCIL – GUIDANCE FOR USING THE THIRD AGE EQUIPMENT, PLAY AREA AND SKATE PARK

To ensure you are ready to use the Third Age equipment, playground and skate park safely please read these simple instructions and plan ahead for safe fun this summer.

Parents must read this guidance and ensure their families follow it carefully for the safety of their children and others.

This equipment is checked regularly for damage and wear and tear.

This is shared equipment, used at your own risk.

Do not use this equipment if you or any member of your household has Coronavirus symptoms, or are self-isolating.

You are advised that children should not use this equipment if they are clinically or extremely clinically vulnerable.

Make sure you have hand sanitiser with you before entering the playground.

Encourage everyone in your family to wash their hands with hand sanitiser regularly, and as a minimum, before and after using the playground.

Encourage children to avoid touching their faces

You MUST maintain social distancing from others unless they are from the same household - current advice is to maintain at least 1 metre and consider wearing a face mask.

August Gardening Diary " August ripens, September gathers in." The brilliant tints of midsummer tend to give way this month to the richer, though softer, golds and bronzes of autumn. Nevertheless, vivid splashes are created by phloxes and gladioli and hollyhocks. By removing spent flowers before seed pods have a chance to form, summer flowering subjects may be induced to keep blooming for a greatly extended period, we may take this a step further if, as so often happens, holidays cut into the month, it is sound practice to go over bedding plants and remove all flowers and buds which are just opening to ensure that they will not spend themselves in seed production before our return. The temporary relief thus afforded the plants will be reflected in a gaier later display on our return from holiday. We must not relax warfare against insect pests and diseases. Fungoid diseases can be troublesome at this season and as soon as noted due measures should be taken. Watch especially roses for black spot, rust and mildew. Although these diseases are too far advanced, when they are plainly visible, to be cured by application of sprays, they may be handicapped in their progress by prompt treatment now. If the fungus is prevented from maturing spores now, this will reduce the risk of more serious attacks next year. In the vegetable patch we should keep up the feeding of runner and French beans and also tomatoes, likewise Brussels sprouts and winter greens. It is well to pinch out the growing points on outdoor tomatoes as soon as three trusses of fruit have set, to hasten ripening. Later formed trusses usually won't come to anything. During dry spells the flowers of runner beans will often wither without setting; a fine spray of water over the whole plant will help to encourage a good set of beans. As crops are harvested the ground may be filled again with sowings of lettuce and spinach or planted up with cabbages and other winter greens. The maincrop potatoes can be lifted from this month onwards. We should now be turning our attention to hedge cutting. Some, such as the privet need trimming numerous times throughout the season, but for the majority one or twice a year is sufficient. This should be done no later than August to give the shrubs a chance to harden the new growth before the possible onset of frost. The large leaved evergreens, such as laurel, should be trimmed with secateurs, not hedgecutters as these will leave ragged brown-edged leaves. Always cut

When dealing with young hedges, especially those of beech, hornbeam, leylandii and thuja, it is advisable to allow them to reach the required height before taking out the tops. In the meantime just trim the ends of the branches to encourage them to thicken up. The more informal types of flowering hedges which include those of berberis, pyracantha, escallonia and rose should never be trimmed too hard or they will produce few flowers. It is best just to go over them occasionally with secateurs to remove any long or straggly growths. And last but not least we must keep that hoe on the move over borders and vegetable patch.

Local Development Update Planning application approval in East Hoathly set to increase village size by 54% Sad & devastating news for the people of East Hoathly on Thurs 16th July when a huge development of 205 houses was approved by Wealden’s Planning Committee South panel. The village of 381 houses will have to accommodate another 205 houses on the site of Hesmonds Stud a 700 acre stud farm. Despite nearly 1000 letters of objection to the plan from local people, the application was given the seal of approval by Wealden. This application is outside of the development area, within the conservation area and right outside of the site are 4 listed buildings. Wealden’s own conservation officer and Historic England were in agreement that the development would cause significant harm. Gavin Blake Coggins (Lib Dem, Hailsham East) recommended the application be refused as he noted that a recent application for 50 odd houses in East Hoathly was refused by the panel on the basis that the village couldn’t cope with such a large influx of building. Joanna Howell (Con Frant & Wadhurst) said the committees had to make some very difficult decisions in the face of a lack of a 5 year land supply. She said “As far as I can see, East Hoathly is as sustainable as any of our other villages in Wealden. Horam had no facilities and we’ve got hundreds of houses.” Rosemead As mentioned previously, Bovis have still yet to explain why no tree planting has happened along the boundary with Cauldavon? To remind you, Rosemead planning conditions specified that planting was to be done over 2 years ago). They responded after we went to print on the June issue, but still neglected to say why the planting hadn’t yet been done: A Bovis Homes spokesperson said: “We will carry out the tree planting on the north-east border, in line with planning conditions, when it is safe to do so and during the next planting season.” In addition to this, a dead end road has been built up to the boundary of Cauldavon. A new action group - WASP Various groups & charities have continued to object to the over development of Wealden, to date to no great avail. There have been a couple of wins on behalf of residents, but in the main the developers triumph. The key argument here is that the housing need outlined by the government & Wealden District Council just does not stack up against the projected population growth of Wealden. Whilst local communities agree that more affordable housing provision is needed, because of the way the system works, it just isn’t getting built. Independent Hailsham West councillor Trevor Powis has spearheaded a new action group called WASP – Wealden Alliance of Sensible Planning in order to change the current approach to planning by WDC. Local action groups have been petitioning Wealden to allow residents groups to play a part in the consultation of the NEW Local Plan and Wealden have advised that should be fulfilled via the Parish Councils. From experience, we know that the PC have little influence on WDC Planning decisions, so it was felt that pooling the resources and experience of action groups across Wealden will create a more coherent & targeted method of campaigning. In the District elections in 2019, the gap between Conservative and Independent & Green party candidates diminished, with only a difference of up to 183 votes between Cllr Susan Stedman and Independent candidate Andy Long and a difference of 213 between the incumbent councillor and the Green Party candidate Cornelie Usborne. Local people have had enough of their health and wellbeing being shoved down the priority list behind development. The District Council have a duty of care to it’s residents and are aiming to be carbon neutral by 2050. The introduction of electric cars is not the magic solution. Residents should be demanding all Parish Councils are issued with the necessary equipment to measure air quality village by village. Continued development of our green fields will not achieve carbon neutrality and will lead to a detrimental effect on our health.
