Over 70 Years Of The Horam Flower Show

Next show pencilled in for Saturday 22nd

July 2023. This show had been running continuously for over 70 years, except since covid. This year we are trying to resurrect this annual event. The committee has been badly affected by recent events and we are in need of help if we are to run a successful show. We have three or four planning meetings a year only and could do with some volunteers to assist on the day.

DISTRICT AND PARISH COUNCIL ELECTIONS – 4th May 2023

District and Parish Council elections will be held on Thursday 4th May 2023. Polling hours are from 7am. until 10pm.

Please remember electors will have to show an approved form of photo identification, Voter Authority Certificate or an Anonymous Electors Document before voting in a polling station. Counting of the votes will be on Friday, 5th May at the East Sussex National Golf Resort and Spa at Uckfield. District Council papers will be counted first and it is anticipated that the Parish papers will start to be counted around 1pm.

MEET YOUR PARISH COUNCILLORS

ANDY BILLINGS has lived in Horam for 17 years and has been a Parish Councillor for 2 years. He is very involved in producing the Horam Neighbourhood Plan, this is for the whole Parish and when approved it will be a document that developers will have to follow.

Andy is also active on the Horam Planning and Highways Committee and the Cuckmere Flood Forum. He has represented residents’ concerns by speaking at Wealden Planning Committees and at developers’ appeals.

GARY BROCKHURST was born in Blackboys and after leaving school trained as a mechanic. He then moved to Heathfield and then on to Horam where he had two daughters. In 1990 he started a vehicle repair workshop with his brother in Cross In Hand.

Gary joined the Parish Council in 2021 and serves on the Planning and Highways Committee. He has recently constructed two replacement fingerposts in the Parish as well as a replacement bench in front of the Merrydown estate. He also brings his mechanical knowledge to the equipment in the play park.

ALICE CONYERS-SILVERTHORN has lived in Vines Cross for 9 years with her young family, husband, dogs, cats and chickens. She is committed to promoting community spirit and has championed a number of schemes including organising the first ever ‘Skate Jam’ at Horam skate park as part of Horam Parish’s youth programme.

Encouraging the residents of Vines Cross to positively engage with the Neighbourhood Plan and being a member of the Highways SLR Committee to highlight issues affecting residents both in and around the parish.

MICHAEL COUSINS, a long-term Councillor, has been Chairman on numerous occasions over the years. Currently, he is the Finance Committee Chairman as well as a member of the Planning and Highways Committee.

He is the Councillor for the Play Park and was on site from day one during construction. He is also planning to get a Youth Club off the ground this summer.

As trustee of the Horam Centre he was able to instigate the return of the Post Office weekly on Mondays.

JOE ENNIS lives in Vines Cross with his young family and has lived in the area his whole life.

Joe is a working landscape architect and, as such, has particular interest and knowledge in environmental and planning issues. He is a member of the Planning and Highways Committee and is keen that the community has its say in the future of the Parish. Joe serves as the Tree Warden for the Parish and works to ensure our existing trees are maintained.

NICK HARDAKER has lived in Horam for 21 years and has been a Parish Councillor for the last three years and Vice Chairman for the past two. He sits on the Planning and Highways and Finance Committees.

As a local Councillor he would recommend acceptable and appropriate planning applications whilst battling all unnecessary and undesirable ones. He will fight the gratuitous felling of established trees, removal of hedgerows and destruction of wildlife habitats, whilst recommending appropriate and affordable housing. The Finance Committee strive to maintain all the local facilities whilst keeping the precept to a minimum thus not making it a strain on the household budget.

GRAHAM KNIGHT has been a Parish Councillor for many years. He is currently on the Finance Committee and Chairman of the Planning and Highways Committee. He tries hard to resist unwanted development and has had some success. He oversaw the upgrading of footpaths and footways and kerbing from CIL money. He would like to continue supporting the village.

SUE LANE has lived in Horam for 17yrs and has been on the Parish Council since 2015. She is Chair/Co-ordinator of The Horam Neighbourhood Plan and its Steering Group and has been actively involved in its development since day one. She feels passionately that residents should have some input into informing and determining planning applications in the Parish. Sue is a member of the Planning and Highways and Finance Committees and has often spoken at Wealden Planning Committees in order to express residents’ concerns.

VIRGINIA ROBERTS has lived in the village since 2001, joined the Womens’ Institute that year and then the Parish Council in 2007 and has been Chairman for the last two years. She has always cared about nature and the environment and has planted over 200 trees on her and her husband’s land. She does not drive so walks a lot and carries out litter picking to keep Horam as pleasant as she can.

DRAFT HORAM NEIGHBOURHOOD PLAN Public Consultation

The first Neighbourhood Plan for the Parish has now been prepared in draft form. When finally approved, this will give us, the local community, a much stronger say in planning decisions affecting the Parish.

A public consultation on The Draft Neighbourhood Plan will be launched at an Exhibition in the Village Hall on Saturday 20th May from 10am-3pm The Consultation will run for a six-week period from 20th May to 3rd July 2023

The policies in the Plan have evolved in response to what you, the residents, have told us are important to you Key elements of the vision are to:

• retain the rural character of the Parish with a “landscape-led” approach to development.

• retain the pattern and form of its settlements, as well as their individual identities.

• focus on helping meet local housing needs.

• retain and enhance the “greenness” of the Parish, promote biodiversity, and reinforce connections with surrounding countryside.

• encourage walking, cycling and horse riding.

• maintain a core of business and community facilities in Horam to serve the surrounding area.

• ensure the heritage and local vernacular is respected and effectively reflected in new development…

NEWS FROM HORAM VILLAGE HALL AND RECREATION GROUND

FANTASTIC NEWS – we have now secured enough funding to construct Phase 1 of the pathway, the loop around the perimeter of the top field (closest to the village hall). Grants have been pledged by Veolia, Biffa and Horam Parish Council (from their CIL reserves). At last, Horam residents and our many visitors will be able to use this 2.5 metre wide all-weather pathway to walk, jog, cycle, scoot, wheel buggies or ride mobility scooters etc around the boundary of the recreation ground. We hope the construction will start in early July and will be completed by the end of August. Our contractor will complete a 100m long section of the pathway before moving onto the next, to minimise any disruption. The field will remain open to all users during the construction. Phase 2 of the pathway, the loop around the perimeter of the bottom field (closest to the allotments) will be constructed as soon as funding is obtained, hopefully sometime early next year, if not earlier. We will keep everyone updated with any further developments with this exciting project. We haven’t forgotten the Pumptrack, we still working hard to find funding to construct this eagerly awaited facility for the Horam youngsters – watch this space!!

ENHANCED CCTV COVERAGE AT THE VILLAGE HALL & RECREATION GROUND

We are very pleased to announce that a number of new CCTV cameras are being installed to improve the security of the area. These new high spec cameras will cover the main village hall car park and the lower overflow car park, below the Scout HQ building. The access road leading to the bowls club will also be covered in addition to the areas around the Football & Tennis pavilion, including the tennis courts. We received a grant from the Sussex Police Commissioners Community fund to help pay for all this extra equipment. The balance of the cost has been paid for by Horam Village Hall and the Tennis club. We hope this improved system will reduce the vandalism and ASB around whole recreation ground area making it more pleasant for our many visitors.

Time for a change at Horam Parish Council elections on 4th May?

As well as the district council elections, on the 4th May, there will also be elections for Horam Parish Council. These haven’t happened for many years. They are happening now because five candidates from the Sustainable Community Group for Horam, formed by concerned local residents, are nominated to stand in addition to nine councillors seeking re-election. SCG stands for integrity, transparency; respect for local democracy, a council run for all and a greener, cleaner and safer Horam (and surrounding villages). There are already some excellent parish councillors working hard for the community and the five SCG candidates want to join them to support and complement their efforts. There are 11 places on the parish council, so you can vote for up to 11 of the candidates on the ballot sheet.

In the borders and vegetable garden routine hoeing should be encouraged; regular hoeing kills the weeds, loosens compaction, aerates the soil and breaks up the capillary action and so reduces evaporation. For those gardeners with 'Hoers' Elbow', the alternative is the mulch. Any raw or uncomposted material should be avoided. Green waste, wood shavings, straw or wood bark, when used fresh may lead to denitrification of the soil. Yes, bacteria in the soil which usually convert nitrogen into useable nitrates can become starved of oxygen and so are forced to separate the oxygen molecules from the soil-bound nitrates, which are then lost to the atmosphere, we write this not only to appear clever and well-read, it really does happen, especially on undug slightly acid soil, that being just what we have here in our corner of the county. If mulch you must, then a thorough digging-over and removal of perennial weeds followed by a dressing of nitrogen should be carried out first. It is not the easiest option.

In the veg. patch it is important to thin previously sown crops, this job brooks no delay; overcrowding in the nursery can weaken and distend plants to such a degree that they may never fully recover their figures.

We may now sow seeds of French and runner beans in those deep compost filled trenches the reader prepared in March. Peas, carrots, parsnip, lettuce, radish and spinach may also be sown now.

Brussels sprouts need a long season to fully develop, so the quicker they can be transplanted to their permanent quarters the better. Brassicas always planted firmly. It is customary to pinch out the tops of Broad Beans when in flower, this should greatly reduce infestation of black fly.

Early Potatoes should be earthed up little and often. For the lunar planters amongst us, the waxing gibbous runs from the 5th-19th May, to optimize planting of root veg., our friends in the planetary gardening community recommend planting in Taurus. 20th April to 20th may.

Rhododendrons and Azaleas may be dead headed to allow new growth to form. Any pruning here must be carried out immediately after flowering and before the formation of next year's flower buds. There is a two week window.

As Daffodils and other early flowering bulbs may be dead headed to prevent seed formation and encourage the growth of the bulbs. Irksome and unsightly obstacles to our mowers they may be, but the dying foliage must be allowed to wither in its own time.

Any remaining pruning of Forsythia may now be completed, leaving the youngest shoots, as they will bear the best blooms next year.

And so, with the mercury rising, and the Song Thrush full throat, we look forward eagerly to that finest of Spring sights; the first appearance of the semi-naked, tattooed and eggwhite young gentlemen strutting up Horam high Street.

Young at Heart have had another busy month - on a day when the children didn’t visit we went to Tottingworth Farm for Brunch - can’t recommend it high enough - nothing was too much trouble, huge portions and our members loved it! We embraced Easter with Hot X Buns, lambs, Simnel cake and chocolate eggs! Little Tinkers Nursery joined us for our Easter activities! While it was the Easter holidays the Wainford children joined us and we had an afternoon of board games. George aged 14 played Snakes and Ladders with George aged 94! He hadn’t played since he was a small boy. Dominoes, Scrabble, Tumbling Towers were all in the mix. We’ve celebrated our members Birthdaysalways an honour and a pleasure celebrating milestones. Cherry Spring Studio continue to assist with craft, Angela Brooks and Cake and Wine Club Choir continue lifting our spirits on a Thursday morning as well as Qigong with Rowana Mladek. As from 21st April we will also be open every Friday. The morning will be knitting, crochet and cross stitch and craft for the gentlemen.
