Horam & Vines Cross Village Diary February 2021

Female led funeral directors

Dear Readers,

After a wet, miserable month of lockdown number 3, where we saw the Covid numbers rise in this area - I suspect you are all pretty fed up? I know I am. It is hard to stay positive when it is grey and wet and our only outdoor activity is walking! I imagine that the manufacturers of waterproofs and wellies and divorce solicitors will have had their best quarter’s trading figures ever. On a more serious note, people are losing loved ones to this virus, sometimes more than one member of the family at a time, so as hard as it is we must continue to try to stick to the rules and get through winter so that as the vaccination programme has rolled out, we are able to look forward to some better times and more personal freedom in the spring. Great news heard last month that local care homes like Millcroft have had all the residents and staff immunised. Slowly but surely all key workers and essential workers will be getting the jab which means that life will at some point get back to some kind of normality. You would think that many big brands will keep many staff working from home and rationalise their commercial estate, one would hope that the government, planners and housing developers will practise some joined up thinking by creating mini work hubs on new developments over a certain size, providing work/ meeting space with great connectivity to encourage less travel and more time spent in the community you live in, benefiting the many local businesses we are lucky to have. Please read the open letter on P38 from Trevor Powis at WASP (Wealden Alliance for Sustainable Planning) to the government about the changes needed to meet the new demands of a post Covid world and ensure we don’t destroy the beautiful Wealden countryside forever. On this topic, the previously rejected application (on the basis of being unsustainable) by the Government Inspector last year, of the Old Orchard House site on Horebeech Lane from Chailey Homes - has come back again, dropping 58 homes to 51 homes and moving the position of one house. Tiresome though it is, all previously comments will be ignored, so if you want to comment visit Wealden’s planning page and search for WD/2020/2063/MAJ. I know that lockdowns have seen a huge rise in on-line quizzes and get togethers, we at the Diary are so pleased to share the news of a Horam village quiz night brought to us by Christ Church, Horam later this month! There won’t be any biblical conundrums, just good old fashioned general knowledge, geography, sport and popular culture stuff. See P16 for details on how to enter a team. We very much miss our What’s On Page, I think we last ran it in March 2020 with cancelled stamps all over in to comply with our first lock down. We can all cheer when the issue comes along, where we can tell you about local events again! Stay safe.

Why Is Dog First Aid Important? Not many dog owners know that dog first aid is ‘a thing’. If you have a baby and something happens you can ring 999. Experts will help you perform first aid over the phone until paramedics arrive who take charge and then transport your baby to the hospital. Unfortunately, pets do not have that luxury. This is a story I heard recently: “….I wish I had known dog first aid when my dog was alive, it may have saved his life…. I gave my little Westie a treat, and after gnawing on it for a while, he got tired of chewing it and swallowed it whole. It became lodged in his throat and he started to choke. I didn’t know what to do so I rang the vet. The receptionist told me to bring him straight down to the surgery. By the time I got there, he had died. They tried to revive him by pumping him full of adrenaline, but they couldn’t bring him back…” This is a horrifying situation for any dog owner and would probably leave you feeling completely powerless. There are actually four different ways to help a dog who is choking. Abdominal thrusts can cause fatal internal injuries and should only be used as an absolute last resort. Would you know what to do if your dog suffered an arterial bleed while out on a walk, or collapsed and had a seizure? Do you know that there are certain human foods, house and garden plants that are toxic to dogs? What would you do if your dog suffered heatstroke or was hit by a car and required CPR? Unfortunately, accidents do happen and it is knowing these vital skills that can mean the difference between life and death for your beloved four-legged friend. A knowledge of dog first aid enables you to recognise the early signs of many serious conditions, it means that you can act calmly in a canine emergency, you can intervene quickly in preventing a situation getting worse and most importantly, you can be confident that you have done your absolute best. Dog First Aid are the only qualified UK company to offer the Continued Professional Development (CPD) accredited Emergency Canine Care™ (ECC) Course and to be approved by Trading Standards. www.dog-first-aid.com/sussex kathy.hobson@dog-first-aid.com 07498 557064. Vaccine Update From Nusrat Ghani MP Regrettably, we are in another national lockdown. I’ve worked tirelessly to keep Wealden out of the toughest level of restrictions, and I recognise how difficult the current circumstances are for everybody. The unintended consequences of lockdown run deep in Wealden and I am continuously working to secure support for our business and residents whose livelihoods are being impacted. However, the end of this pandemic is in sight. 2021 is the year of the vaccine. I am proud that Britain was the world’s first country to approve the Pfizer/BioNTech vaccine and with our own Oxford/AstraZeneca and the US Moderna vaccines now approved, I am hopeful that this year will enable us to better arm ourselves against the virus. Despite the logistical difficulties in rural areas like ours, my absolute focus is getting the vaccine into every part of Wealden as fast as possible. I urged the Health Secretary to ensure that Wealden residents are not having to travel for hours to get the vaccine in Brighton or East Grinstead hospitals, but can access it safely from local practices and medical centres. The Health Secretary committed at the dispatch box to ensuring that vaccinations are rolled out to communities and care homes all across Wealden. I am pleased that some local hubs have already been set up and more will follow soon. I know that you are keen to get vaccinated as quickly as possible and I have noted your concerns about available locations. Please bear in mind that some sites have been easier to prepare, whilst others need more work to ensure that the jab can be offered safely, in line with national guidance. The vaccines will become available as each batch is manufactured and you will be called in as soon as there is enough vaccine available. Please be patient. The NHS will let you know when it is your turn to have the vaccine. This is just the beginning of the biggest immunisation programme in our nation’s history and I will continue working with the Department of Health and the vaccine taskforce to ensure that everyone can access it promptly and easily. I continue to work hard to ensure that your concerns are heard in Westminster. If you need my assistance, please email me at nusrat.ghani.mp@parliament.uk.

CHRISTMAS LIGHTS FOR CHARITY I would like to extend a massive THANK YOU to all who supported my efforts at Woodley over the Christmas period. I am pleased to say that thanks to all the generous donations just over £350 has been raised for Alzheimers society. So once again thank you and very best wishes for 2021. From Rita Wicker.

Although current Covid restrictions permit communal worship, the leadership at Christ Church has decided to shut our buildings for the time being, to prevent a greater risk of virus transmission.

However, we meet every Sunday morning at 10.30am, on Zoom - we would love for you to join us online, for a service lasting less than an hour, followed by an opportunity to break up into smaller groups for chat and friendship. ‘Come to church’ any Sunday, from the comfort of your home, with tea or coffee in your hands - find out what it is like to seek God with others, as we come together.

COMMUNITY

! e r e h l til s e r ’ We After what seems like an eternity, we’re pleased to announce that we’re starting to meet again on Sunday mornings at 10.30am. We’ve had to organise things a bit differently - there are limits to what we can do, limits to the number of people who can attend, the need to maintain social distancing in the building, etc. Unfortunately, we’re not in a position to start our mid-week clubs (Toddlers, Treasure Seekers, and BiF) just yet. Sorry – we miss them too! When we can do so safely, we will let you know! Obviously, this is under constant review, so may need to change depending on current guidelines. This store is being run and managed by Dharsha & Nevil, a local couple who have lived in Hailsham for 13 years. Nevil has experience in this area, having run a BP petrol station previously. As well as offering a very affordable price range for a variety of products with monthly promotions, many local people will be pleased to hear that they are pursuing reopening the Post Office within the store. They have only just applied and will have to start the process from the beginning (regardless of the fact that there was a PO on site previously), so please be patient as the PO are not renowned for doing anything fast! HORAM PARISH COUNCIL – February 2021 COVID-19

At the time of going to print, the number of cases of COVID-19 in the south east is increasing to dangerous levels. HPC would like to remind members of the public to adhere to the Government’s regulations, which include wearing a face mask, use hand sanitiser and keep to social distancing.

HORAM PLAY AREA, SKATE PARK AND THIRD AGE EQUIPMENT

During the current lockdown HPC have closed the play area due to the ongoing condition of the ground. Despite putting hazard tape round the equipment and locking the gates some people continue to use the equipment and climb over the top of the fence. Those people who choose to use the equipment are reminded that they do so at their own risk and HPC are not responsible for any accidents that may occur. Measures are being looked at to help address the ongoing drainage problems which, unfortunately, were not in place before HPC took over the play area.

CORONAVIRUS VACCINATION SCAMS

There have been 57 reports to Action Fraud from members of the public who have been sent text messages claiming to be from the NHS offering them the opportunity to sign up for the coronavirus vaccinations. Recipients are asked to click on a link which takes them to an online for where they are prompted to input personal and financial details. In some cases the online form has looked very similar to the real NHS website. REMEMBER the NHS will never asked for details about your bank account or to pay for the vaccine. If you receive an e-mail, text message or phone call purporting to be from the NHS and you are asked to provide financial details, this is a scam. The vaccinations are free of charge and you will not be asked for a payment. If you receive a call you believe to be fraudulent, hang up. If you are suspicious about an e-mail you have received forward it to report@phishig.gov.uk Suspicious text messages should be forwarded to 7726, which is free of charge. If you believe you are the victim of a fraud, please report this to Action Fraud asap by calling 0300 123 2040 or visiting www.actionfraud.police.uk.

PARISH COUNCIL VACANCIES

At the time of going to print two vacancies for parish councillors exist. If you would be interested in serving as a parish councillor then please feel free to contact the Clerk to inform her of your interest or submit an application or cv direct to her.

PARISH COUNCIL OFFICE

Due to COVID-19 the offices will be closed. However, the Parish Clerk is available and can be contacted either by e-mail: clerk@horam.com or telephone her mobile on 07900 576236.

Parish Council Meetings - All meeting dates, including full Council, Finance and Planning are listed on the Parish Notice Board, the website and in the Horam Centre window. These meetings will continue to be held remotely until Government restrictions are lifted. FEASIBILITY APPRAISAL – B2203 HIGH STREET, HORAM – PROPOSED PEDESTRIAN CROSSING Background Horam Parish Council (HPC) requested East Sussex County Council’s (ESCC’s) Highways to carry out the above appraisal following concerns from residents that they felt unsafe crossing the road in the High Street, primarily to shop at the Co-Op grocery store. Since the opening of the retail store within the previous public-house, many more residents are having to cross the B2203 in the High Street to gain access to the retail facilities. This particular stretch of road has become far busier in recent years with parking on both sides of the highway being a relevant concern.

Proposal A site visit ESCC’s Highways was carried out on 29th October 2020 and the report submitted to HPC on 11th December 2020. In principle, the idea of a crossing is possible, but would be subject to numerous safety audits prior to the completion of any crossing. Feedback from relevant stakeholders would also be considered. A speed survey and crash data was also fed into the report. The 85th percentile speed of the traffic was 29mph northbound and southbound which is well below the maximum traffic speed, for safety reasons, approaching this type of crossing. Crash data over the last five years recorded two accidents with pedestrians involved whilst crossing this stretch of road.

Impact to the Community The justification for a pedestrian crossing is to make the crossing of the road safer for all road users. Crossings must have adequate space for pedestrians to wait before crossing and space to install the necessary equipment without obstructing the existing use of the footways. There must also be a safe route to continue the journey on the opposite of the road. The cost of such a crossing would be approximately £150,000 which would be funded by money received from the Community Infrastructure Levy (CIL). This cost maybe reduced subject to ESCC agreeing to any match-funding. A Zebra crossing would be the preferred choice as the on-going maintence costs would be significantly less than a puffin crossing, but this would again be subject to safety audits. The major impact to the residents and businesses in this part of the High street would be the loss of parking from the junction of the A267 and the B2203 to the junction of Hillside Drive. There would also need to be street lighting to ensure that drivers could see the crossing throughout the hours of darkness and provide a safe crossing at all times. _ _ _ _ _ _ _ _ _ _ __ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ PLEASE INDICATE BELOW WHETHER OR NOT YOU ARE IN SUPPORT OF A CROSSING IN THE HIGH STREET

COMMUNITY

With the onset of the latest lockdown, Young at Heart have closed the Club for now but we are supporting members in other ways. Our last lockdown we received amazing support from the local community and the same has amazingly happened again! Heathfield Community College have generously donated iPads in order for our members to join Zoom. This, obviously comes with its difficulties, teaching 65-90 year olds Zoom technology! We have set the iPads up accordingly! We are visiting members once a week, a phone call once a week and twice weekly Zoom. One session is baking and a quiz, the other bingo and singing. We deliver baking ingredients, a bingo sheet, fresh cake and any required supplies to our members when we visit. We have the amazing Angela Brookes who sings with us and Emily, baking with us. Emily won an award from Billingtons Sugar for her spectacular gingerbread house! We have also been fortunate enough to win a hamper from Hugletts Farm. A new farm shop that has recently opened. The hamper was distributed amongst our members. If you have a family member or neighbour who you feel would benefit - please contact Rachel - 07971 032667. We would love to meet you! DEVELOPMENT UPDATE Please reply to: 12 Windsor Road Hailsham East Sussex BN27 3HL email: wasp2020.org@gmail.com

To:

Rt. Hon Boris Johnson MP Rt Hon Robert Jenrick MP House of Commons London SW1A 0AA

This letter is reproduced by the kind agreement of WASP. A letter to the government & Wealden District Council about planning strategy for 2021 and onwards.

Dear Prime Minister and Housing Minister, WASP is an Alliance of Planning and Green Space interest groups in Wealden. Our Alliance is not a “build nothing” group but is concerned that development should be appropriate in terms of number and location. We are writing with regard to the current situation regarding housing, and possible changes to Planning regulations, especially with respect to the district of Wealden, though many of the points would apply across the United Kingdom.

38

First of all, a word about Wealden:  It is a district which is composed over 50% of what should be protected Green space – the Ashdown Forest, the High Weald Area of Natural Beauty, Pevensey Levels (RAMSAR site of Specific Scientific Interest).  It is what many would consider to be a rural district with a number of medium-size towns (Hailsham, Uckfield, Crowborough, Heathfield, Polegate)  It has a gradually ageing population – Wealden seems to be a popular destination for retired persons with a good disposable income. This is relevant since the price of an average property in Wealden is almost 12 times the average salary in the district.  The Government recently rejected a proposed Local Plan, which proposed to build 950 houses per annum in Wealden; currently the housing target being set by Wealden District Council as part of their emerging plan is 1225 houses per annum. What is significant about this is the fact that according to ONS projections on population, perhaps 500 houses per annum would in fact be about right for population growth. In fact, taking a 20 year projection, the ONS predicts a population growth of around 10.5% for Wealden, while the Wealden planned housing figure would give a growth in the number of properties of around 36%. So who would live in all those properties?  Since the rejection of the Local Plan, Planning applications have flooded in, based on the “Lack of 5 year housing supply”; This is a strange notion, since currently there are over 8,000 (around 7 years supply) of properties with Planning permission granted which are as yet unbuilt.  Developments are being granted where there is completely inadequate infrastructure; the town of Hailsham sees considerable numbers of houses being granted in it’s locality, and yet it is still awaiting junction improvements which were written into the Local plan as essential in 1998! East Sussex County Council cites lack of funding as the reason for this non-delivery of infrastructure.

DEVELOPMENT UPDATE  

Additionally the ONS states that only about 25% of employment required for the (10.5%) population increase can be provided locally, meaning that apart from Pensioners and unemployed, work must be provided either by working from home or commuting. Since the government has declared that it wants to pursue an aggressive carbon target (rightly so) then it seems somewhat bizarre to follow a development target which would result in much more commuting. This is against the background of a railway line in the South of Wealden which is at capacity at peak times, therefore driving commuters towards use of cars.

So it is puzzling to understand why the government would want to drive accelerated and substantial housing growth in this area of the country. It is our opinion that the housing development target for Wealden needs to be reduced, downwards, and quickly! It should be pointed out that following the recent change in government formula, the required number of houses to be built in Wealden has gone from 1199 per annum to 1225, whilst the neighbouring district of Rother has seen their figure go from 1169 per annum to 736. This defies logic. However the numbers of unbuilt houses in Wealden does demonstrate one clear fact – Planning permission is NOT the barrier to houses being built. Making Planning permission easier for developers would remove control of local authorities, damage the local democratic process and would still NOT result in more houses being built. To elaborate more; First of all, the government believes that a larger supply of housing would reduce house prices. This is true. But how does more Planning permission being granted lead to more houses being built? - According to the Local Government Association in March 2020, there are over 1 million houses in England which have had Planning permission to be built since 2010, but are not yet built! - Land prices and house prices in Wealden are high because supply and land prices are completely in the hands of the developers: Speculative development companies approach landowners, and offer to mediate to put their land forward for development in return for a percentage of the land sale price. These companies then progress outline Planning permission, and sell the land “auction-style” to builders – driving the price up. They also frequently break these developments into smaller plots, and this complicates the S106 situation for making provision for much-needed infrastructure, since none of the developments are substantial enough to provide required funding for schools, open green space, roads etc. - When the builders then obtain Planning permission, they may or may not choose to develop. We are witnessing locally that builders are carrying out minor works – drains, footings etc. – which fulfils their undertaking to start work within three years, yet no houses are built. At some point, they will erect show homes, and try to attract buyers. When they have lined up perhaps 10 buyers, they build 10 houses – at the price determined by the builder. - Therefore there is NO increase in supply driving a reduction in price. - Significant plots of land are currently “banked” in Wealden in this way. Furthermore, developers are manipulating the 5 year land supply. In Uckfield, a development of 1,000 houses is being built–out “officially” at 125 houses per annum (in reality it is not even achieving this). So the developers can use the NPPF rules on 5 year supply to drive more Planning permissions and “bank” more land. But still, no more houses actually get built.

39

So it can clearly be seen that developers are deliberately manipulating the housing supply to keep prices high and maximise profit – indeed their “banked” land, bought several years ago when house prices were lower, continue to contribute to increasing levels of profit. What is needed, we would suggest, is: 1) a start and end date in planning permission – for example, “development must commence within 24 months and be completed within 48 months”. - This would serve to increase housing supply and reduce house prices assuming that rules were put in place to stop developers splitting developments into small plots, therefore bringing them forward in a “trickle”. 2) In their March 2020 representation to the government, the Local Government Association suggested measures such as charging council tax on unbuilt houses, or having the right to purchase unused building land from the developer, either in total or in part. Such measures should be seriously considered. With regard to the actions of speculative developers, there are several courses of action that could be taken: - Though a Conservative government is generally supportive of market forces, one method might be for local authorities to be allowed to set the price per acre of building land – therefore reducing the price of land and ostensibly the price of the resulting developed properties, and stopping “auction “of valuable building land - One has also to consider the policy proposed by the Labour Party of launching a “National Building programme” where the government would effectively set up a programme and run it centrally. Whilst that would not normally be a Conservative strategy, it cannot be denied that it might achieve the required objective AND potentially give a boost to employment and the economy at a time when this is sorely needed, whilst making housing more affordable. Indeed another issue is that of affordable housing. Currently, a developer is allowed to “opt out” of building “Affordable” housing if their margin can be shown to be reduced below 15-20%. Forcing property prices down will immediately create this issue, especially where developers have been sitting on land for several years and have actually “written-up” the land price. - What the government would need to decide is whether there is an alternative route to affordable housing, or whether a short-term lack of affordable housing could be tolerated with a medium term reduction in the market price of property. In conclusion therefore, this letter has three main requests of the government:1) Set housing targets via a revised NPPF formula which are reasonable for the expected housing need (also taking into account “pent-up” demand) 2) Leave current Planning legislation alone in terms of permission to develop, but focus changes on forcing developers to build property in a shorter period of time, including refusal of extensions and renewals to Planning permission. 3) Consider radical proposals to boost housebuilding. Currently the building rate and price of housing is entirely in the hands of developers. It needs to be dictated by Central and Local government in order for any policy of boosting housing numbers, and therefore reducing housing prices, to be successful. We would very much welcome your response to our observations and proposals. Furthermore we would strongly ask you to look into the situation as it exists in Wealden, where the emerging

local plan is already looking to make a policy of building on AONB, and where 2 developments were referred to the Housing Minister in 2020 to be called in.

Thanking you in anticipation for your time and consideration Wealden Alliance for Sustainable Planning (WASP).

OLD ORCHARD HOUSE, HOREBEECH LANE, HORAM TN21 9DZ: WD/2020/2063/MAJ SORRY - WE NEED TO COMMENT AGAIN!! As mentioned in the editor's letter, this application was dismissed by the Government appointed Inspector last year. The developer has submitted another application with 7 less houses and a change in position of a house closest to existing neighbour Old Orchard House. Because the application has been 'tweaked' albeit only slightly, all of the local residents previous comments will be ignored, which is why you need to write again. The Inspector dismissed Chailey Homes Ltd appeal on 7th August 2020, citing the following reasons: 4. & Nevertheless, I have identified significant harm in relation to suitability of location, the character and appearance of the area, and living conditions of neighbouring occupants. 47. I appreciate that the Framework sets out a presumption in favour of sustainable development but even where the tilted balance is engaged, the benefits of additional housing do not necessarily outweigh all other concerns. Moreover, case law has found that even where policies can be considered out of date, this does not mean they carry no weight. The balancing exercise remains a matter of planning judgement. 48. As such, given the totality of harm identified above, I conclude that the adverse impacts of the proposed development would significantly and demonstrably outweigh the benefit, when assessed against the policies in the Framework taken as a whole. The proposals would fail to comply with the relevant policies of the development plan and national guidance, and therefore the appeal should be dismissed. The reasons given above by the Inspector still stand, the minor changes made by Chailey Homes Ltd to this new application DO NOT address the inspector’s previous points about the site being unsustainable. Wealden District Council are really going to have to go out on a limb to find a reason for this application to be passed. Please write if you can - comments required by 19th February 2021.
