As we hurtle towards Spring, we hope look forward to being less limited by the restrictions that the pandemic have imposed on as all - particularly frustrating when those making the rules say one thing and do another! This month we have some interesting articles about addressing our physical and mental health from brilliant, local professionals - see pages 18 and 44 for more details. We also have some great community thank yous - to those local people who helped with the Horam Christmas tree and local resident Rita Wicker, who used her Christmas lights to raise funds for charity see pg 14. Do you use pads for incontinence? The pads do not tackle the underlying problem. Urine leaking has many possible causes. Most common symptoms are leaking on coughing, sneezing, exercising (called stress incontinence) or having the sudden urge to pass urine or a mixture of both. This can be a very embarrassing problem that can affect many aspects of your life. Socialising, travelling, intimate relationships and exercise. Unfortunately most sufferers don't mention this to a healthcare professional as they are embarrassed and /or think it is an inevitable part of ageing. Age does have an influence as does, giving birth, constipation, body weight, low oestrogen associated with Menopause, Peri Menopause or breastfeeding. But it doesn't mean that it is here to stay. Most people can be helped. There are wonderful professionals called Womens Health Physios.These wonderful hero's do work for the NHS, you can talk to your GP about getting a referral to one. With the new NICE guidelines (NG210) published on the 9th December you Healthcare worker should be able to help you find the non-surgical support for Pelvic Floor Dysfunction. My role as an Adore Your Pelvic Floor Coach is to support you and teach you how to return to continence by teaching you how to do your Pelvic Floor exercises and to maintain continence. I see that urinary incontinence is a barrier to exercise and that is my area of expertise. I don't want women to be restricted in their life choices because of it, all women should be exercising. All people in fact. Urinary incontinence is common but not normal. I encourage you to Break the Silence and talk about this. HORAM PARISH COUNCIL –February 2022 A couple of things happened in late December that made Parish Councillors a bit grumpy GLASS

Unfortunately, over the past few weeks there have been reports of broken bottles in the Skate Park, despite there being two rubbish bins there which are emptied 2 to 3 times per week. We know they are emptied because the Parish Council pays (therefore, you all as residents pay) to have them emptied. It has been Parish Councillors (volunteers) who helped to sweep up the glass and make the Skate Park safe again. Please, if the bins happen to be full just place beside the bin any rubbish that you cannot take home with you. Smashing bottles in the Skate Park is anti-social behaviour. If you witness it please report it to the Police (101@sussex.police.uk). If you see broken glass or other unsafe material, then please contact our Parish Clerk (clerk@horam.com). Please help to keep the Skate Park a safe and tidy place by taking your rubbish home or putting it in/next to the bins. Thank you.

THE OAKS ARE GONE !!!

Despite Horam Parish Council’s efforts in writing emails and speaking at the Wealden Planning Committee South, the decision was made by Wealden Council to approve the plans for Hedgerows without any amendment which would have preserved the two pedunculate oak trees. No sooner was the approval ratified and the developer had the chain saws out; these two mature trees with many centuries of life ahead of them are no more. This is all the more disappointing, because the developer, Sussex Weald Homes Ltd, is wholly owned by Wealden Council. Grumpy bit over. Looking forward, as the days get longer.

GRASS

The Parish Council is monitoring how well the grass (and more importantly, the grass-roots) are growing in the Play Park. Having spent some £30,000 of Parish Council funds (i.e. residents money) we need to minimise the risk of it regressing into a mud-bath by re-opening too soon. Before it is re-opened the play equipment will need to be thoroughly inspected by the manufacturers to ensure that it is in safe working order before it re-opens. The skate board park remains open.

HORAM PARISH COUNCIL, THE LETTER ABOUT UNSUSTAINABLE OVERDEVELOPMENT A reply was received to the letter that was sent to Michael Gove in December – but it was not signed by Michael Gove. Therefore, the group of seven Parish Councils, as signatories to the letter, has gone back to request confirmation that Michael Gove has actually read the letter.

MAKING HORAM A SAFER PLACE TO LIVE, WORK AND PLAY

At a recent liaison meeting with East Sussex Police we were told that anti-social behaviour is often chatted about on social media but appears to be under-reported. Unless it is reported to the Police, it is difficult for the Police to prioritise resources to deal with it. So, to paraphrase the message you hear on public transport; if you see it, please say it (email Sussex Police on 101@sussex.police.uk), if you want it sorted. Your details will be kept confidential.

HORAM PARISH COUNCIL –February 2022 HORAM PLAY PARK – DRAINAGE PROBLEMS Horam Parish Council ( HPC) wish to put the record straight about comments that have been made on Facebook and more recently at a Village Hall (VH) meeting. HPC took on the Play Park (PP) project from the VH as Wealden District Council (WDC) could only deal with a statutory body (HPC) owing to an Indemnity Agreement/Section 106 monies (developer contributions). Also, there was a considerable VAT element that needed to be considered. HPC are required by law to work with WDC to ensure this sum of money was spent correctly and WDC would need evidence to that fact, otherwise these funds could be returned to the Merrydown. HPC are required to have two audits a year again to show due diligence. Without HPC intervention it is hard to see how this project could have been delivered? HPC took on the project in good faith and did not override the project that the Village Hall Management Committee (VHMC) and Playdale had agreed to. At an early stage the PP was to be handed to the VHMC to manage but there was not much appetite for that. We do have a five year licence so it will be interesting to see what Agreement, if any, we can come to at the end of that period. The VHMC and Playdale failed to factor in a drainage program. During construction it became obvious that additional rubber mulch was required in some areas. This work was carried out at additional cost of £3,000 and after some time it became evident that this would not be sufficient. Councillor Cousins met with a representative from Playdale and discussed the drainage issue and asked for suggestions and a quote for covering all the “green area” in rubber mulch. He was told this was not a good idea unless the drainage work was undertaken. A quote of £60,000 was received for rubber mulch only. This was dismissed as being unviable. The representative also informed Councillor Cousins that, at no time, did anyone from the VHMC discuss what to do about drainage issues. Another solution needed to be found and we are where we are. The Contractor advised that the PP remains closed until the grass has grown and the roots have bound the soil otherwise the £30,000 that the Parish Council had spent would be wasted and we would be back to square one. Another point, the Contractors did not damage the ditch, this was noticed long after they had finished. The culprits were other users attending a function. Parking space is at a premium so parked 4x4’s were seen everywhere and it was reported back to HPC. Finally, HPC hopes this explanation clears up any confusion. February Gardening Diary 'All the months of the year curse a fair februeer" Just as for January, no good will come from a warm February, cold and dormancy is still what’s called for in the garden. If the wind is in the east at the beginning of the month, winter is likely to remain for some weeks to come, indeed snow and ice may be expected, but if the wind is mild and westerly we may expect the worst of winter to be behind us. During clement spells of weather we should be pressing on with the steadily lengthening list of jobs to be carried out in the garden. Winter flowering shrubs may be pruned as they finish flowering. With Winter Jasmine train as many recently flowered shoots along the wall as necessary and cut back the rest to four buds from the base, these should then make good growth for next winter. Buddleia Davidii is a subject that greatly enjoys hard treatment, sometime between St. Patrick's Day and Good Friday prune back to four or so buds. Hydrangea paniculata may be treated in the same way, likewise the red and yellow stemmed dogwoods, the stems of these may be used as cuttings; place them in fine soil in a sheltered out-of-the-way spot and they should make root by autumn. All too often we see weak and sickly plants in the border, but this can be avoided with a just a few hours' light work; those plants which have not been recently moved may be fed with a general fertiliser, preferably with manure or compost lightly dug in at the same time. It will pay to start spraying the roses at the end of the month as the stems will most likely be hosting overwintering fungal spores, the main thing is to prevent the appearance of mould on the leaf, by which time it is too late to eradicate, regular applications as directed should see off the fungus for the rest of the year. Box edgings may be planted and if wallflowers, forget-me-nots and polyanthuses are still to be put out, this should be done without delay, we may also be planting hollyhocks, verbenas, foxgloves, sweet Williams and Canterbury bells. The keen vegetable gardener will have been greatly cheered by that most glorious of early winter sights, namely the the upthrustings of a line of sturdy green cotyledons, heralding the successful germination of their Broad beans. Our thoughts may at last be turning to which crops we might sow to encourage and cheer us through the long gloom of Lent. Any ground preparation or early seed sowing must be governed by the weather; excess rain or cold should see us off to the shed for yet more tool sharpening and brooding over seed catalogues. and the disgraceful state of English cricket. If the weather is fine and 'open' and the reader has a south facing or otherwise sheltered veg. patch, we may sow some seed under cloches, assuming of course a fine tilth has first been achieved. Onion, pea, parsnip, lettuce, broad bean, Brussels sprout and radish

may be tried. Radishes must be grown fast to be tender and mild, any check to growth leads to hot and woody specimens, disdained even by the poultry. Protect from frost. Garlic and shallots to go in around Valentine's day. Mice find peas dipped in diesel or paraffin an unappetising snack. That long-neglected Rhubarb clump may now be lifted and divided. One good eye per clump. For sticks to be proud of, divisions should not to be harvested until next year. Fruit trees grown in lawn or meadow will benefit from a helping of Nitrogen. Chives may be divided and replanted at the end of the month. For most right-minded people these last few months have been trying and tiresome and diversion may always be had in the garden,: the ever-lengthening list of jobs to be carried out before Spring should leave no time for ennui or melancholy and any work carried out now will greatly ease the pressure later on.

DEVELOPMENT UPDATE Horam Village Hall and Recreation Ground committee were pleased to announce recently that Wealden District Council has given planning permission for the GAP Project, a 1km path around the perimeter of the recreation ground and a pump track. Our local MP Nusrat Ghani also visited the site to give her support and aid them in finding funding for the project. They will be applying for Community Infrastructure Levy funding, CIL is a levy that all local authorities have to charge on all new developments in their area. The CIL money has to be used to support and fund any infrastructure improvements that the council and local community need. As we know, Horam has its fair share of housing developments and they believe a share of these funds should be allocated to improve the outdoor space in the village, which all residents, both existing and new, can enjoy. Nusrat Ghani said: “Health, leisure and sport facilities play a key role in building resilience and well-being of our communities post-pandemic and this all-weather, 1km long pathway would provide great exercise opportunities for the residents of Horam and the surrounding areas. This project would be a great enhancement of the recreational facilities available in Wealden and I am pleased to support it.”

To ensure you keep your resolution, consider trying the following: 1. Give your activity a purpose – why not train for a local event and raise money through sponsorship for a charity? 2. Find a partner or group – is there someone you know that has the same goal? Why not make them your training partner and become accountable for each other? If no one springs to mind, why not join a local club? 3. Align with an existing habit – if you do something regularly most days without fail e.g. the school pick up, connect your new activity to this habit. Perhaps you could walk to the school rather than drive.
