COMMUNITY NEWS YOUTH SERVICE: ESCC has secured £7m funding to cover two youth projects, one of which directly affects Horam. A new Youth Centre is to be built in Heathfield to replace the aging building presently occupying the site. Work commences towards the end of this November and is scheduled for completion in early 2025. Interim measures for alternative provision are currently being explored. Working with members of the community and Horam Parish Council, new provision for a limited service within Horam is a definite possibility. CHILDRENS SERVICES: We have seen a significant rise in the number of Looked After Children in the county for which we have been forced to act as Corporate Parents, and which has placed enormous pressure on staff and our brilliant cohort of Foster Carers. If anyone is or has considered becoming a Foster Carer, could I encourage you to please follow up on your instincts. We have just released a new film on the subject called ‘Any of Us’, which can be viewed on the ESCC website by following the links to ‘Fostering’. Foster Carers change lives! HIGHWAYS: The new Highways contract was awarded to Bafour Beatty, who started work back in May and we hope you are now seeing an improvement in the road surface, both in the quality of repair and the method of operation. Cornelie Usborne, Green Party Councillor for Horam & Punnetts Town, Alliance for Wealden District Council. Welcome to my new monthly report about events at WDC. Planning and overdevelopment I campaigned against overdevelopment and fight for this as deputy chair of Planning Committee South. BUT, central government’s unrealistic annual housing targets constrains us. These targets have not been scrapped despite wide-spread claims to the contrary. We have, however, some recent examples of how we can gain more control:
Southern Water The Council has obtained advice from an expert planning barrister how it can deal (through the planning system) with SW’s frequent illegal flooding with untreated sewage. We can’t refuse planning permission on this basis, but if there is evidence that SW cannot currently avoid outflows from a new development, we can impose a `Grampian condition’, barring occupation of some or all the new homes until the problems are solved to the Council’s satisfaction. Up to now SW were allowed to mark their own homework. On 5 October, PCS imposed this for the first time. There are potentially wide-ranging consequences of this: for example, developers can put pressure on SW and challenge the Environment Agency and OFWAT, the regulator, by Judicial Review. SW is also held to account by the recent ground-breaking organisation, Southern Water Local Authority Stakeholder Group; it comprises all Councils from around the catchment. Ofwat will attend the next meeting, a first.
South-East Water In a September meeting of the Council, the Chief Executive, David Hinton, and two senior colleagues were questioned. They apologised for the recent cut-offs and were franker than expected. The main issue is that SEW, OFWAT and the Department for Environment, Food & Rural Affairs (‘DEFRA’) have for too long failed to plan properly for the effects of population growth and climate change. For example, DEFRA’s currently requires water companies to prepare emergency plans for water outages for up to 15,000 households, but double that were cut off last December. Mr Hinton said, the core problem was “not a failure of infrastructure but a lack of it”. Horam Village Hall and Recreation Ground
Annual Meeting Thursday 16th November 7pm at the village hall We would like to invite you to our annual meeting to find out what the trustees of Horam Village Hall and Recreation Ground have been doing. Phase 1 of the GAP – Get Active Pathway – the loop around the perimeter of the top field is now complete. The pathway is 590m long and 2.5m wide and has an all-weather surface to enable it to be used all year round. We are currently fundraising for Phase 2, the pumptrack and hopefully, this will be constructed in the Spring 2024. Phase 3 of the GAP project is the loop around the bottom field of the Recreation Ground. We hope to see this built next Autumn. When this loop is complete then the figure of 8 pathway will measure exactly 1 km. The overflow car park has been tarmacked providing extra parking spaces. We have a new CCTV system installed to improve the security of the area. These new high spec cameras cover the main village hall car park and the lower overflow car park, below the Scout HQ building. The access road leading to the bowls club is also covered in addition to the areas around the Football & Tennis pavilion, including the tennis courts. It was really exciting to see the first season of meadow management. As part of the GAP project, we will be improving the natural areas on the recreation ground to encourage increased bio-diversity. It was great that the Horam Flower Show was able to return this year. Thank you to everyone to came along on 7th October for the official opening of the Get Active all-weather pathway. The glorious weather helped and we had a wonderful event with many visitors to see the ribbon being cut by Nusrat Ghani MP. The project was funded with grants from Veolia, Horam Parish Council and Biffa Awards. Thank you to Co-Op Horam and Heathfield who provided refreshments and tombola prizes, thanks also to Reet Petite jams and Thorpe Gardens. Thank you to the Trott family for coming along with their amazing Penny Farthing bikes , to Heathfield Road Runners for starting off the laps around the pathway. Stoolball England who are always welcome for audience participation! And to everyone who helped on the day, thank you for making it a fully inclusive community event the very essence of the all-weather path.
PLANNING AND DEVELOPMENT UPDATE Horam Neighbourhood Plan (HNP) Following strong endorsement from residents during consultation on a draft version, Horam’s first Neighbourhood Plan was submitted to Wealden District Council (WDC) on 4th October. This is a huge achievement and provides the foundation for a more sensitive approach to development in the Parish. Thanks to everyone who contributed. 😊 😊 WDC must now arrange a final opportunity for comments to be made, which will then be forwarded to an independent Planning Examiner, who will recommend the way forward. The submitted HNP and its supporting papers, as well as details of the consultation will be available on the WDC website, with links provided on the Parish Council’s website (www.horam.com). WDC will also advertise the consultation. [NB WDC advise that this consultation may start by the end of October, but, if not, it should do so shortly.] Planning applications Over the last month (mid-September to mid-October), there has been a welcome lull in what has been a sustained, indeed frenetic, rate of development proposals coming forward. -

HORAM PARISH COUNCIL NEWS Horam Parish Council Open Evening About 70 residents braved strong wind and heavy rain to attend this event on Friday, 13th October. All eleven Parish, the two District Councillors, and the County Councillor welcomed them. Horam Village Hall was full, the atmosphere friendly and suggestions plentiful how to make Horam and its surrounding villages an even happier, safer and healthier place. Many thanks to all those who offered to volunteer for various projects (we shall be in touch soon) and to all of you for the many constructive ideas. We shall study them carefully. If they are within the remit of the parish council, we put them in order of feasibility and urgency. We have limited funds and we need to be careful with your money. Watch this space but please bear with us, it will take time.

There is a public participation part at the beginning of each meeting where members of the public are invited to speak on any of the agenda items.
