ers, d a e R r Dea We hope you enjoyed the September re-launch of the Diary. We are encouraged by the many messages of support we have received and we are so pleased that the new look Diary has been so well received. This month we will increase our distribution to the outlying areas of Horam, Vines Cross, Maynards Green and up towards Old Heathfield. We hope readers found the planning information helpful in last month’s issue. Currently the Wealden Local Draft Plan is recommending that over 14,000 new homes are built in Wealden by 2028, 750 in Horam. Horam has been labelled as ‘Middle Earth’! Far enough away from Ashdown Forest, the Pevensey Levels , the South Downs National Park and on the edge of ANOB (Area of Outstanding Beauty) to be able to bear the brunt of development. Unfortunately, the process in the UK appears to be to build houses, then worry about infrastructure later on. Wealden are asking for representations from local people about their Draft Local Plan. In the Plan it states on P262, 21.11. Vision: ‘By 2028 Horam will maintain it’s village feel’. How can this be achieved if the village has doubled in size? Please go to page 12 for more information on how you can have your say. You may feel that it isn’t worth doing and that no notice will be taken of the local community’s feelings, but it is important to have a record of resident’s thoughts. So, please take 10 mins to read the article in this months’ diary and submit your thoughts to the district council. THE DEADLINE IS 08/10/18.

LITTER LOUTS LOOK OUT From 1 April 2018, if litter is droppedfrom a vehicle, the owner can be issued with a fine of £75 without the Council needing to know who was responsible for throwing out the litter. “For too long drivers and passengers travelling through the District have thrown litter out of vehicles, thinking they can speed out of reach. Not anymore,” said Councillor Ann Newton, Cabinet member with responsibility for landscape protection. “We will be making full use of new powers strengthening the Environmental Protection Act to bring the culprits to justice and make them pay for the environmental damage they do.The new regulations allow local councils to fine the registered keeper of the vehicle if litter is thrown from it.” “A substantial amount of Council Tax is spent each year to try to keep Wealden’s verges clean, but as quick as it is cleared, it reappears. It is something we all notice, especially at spring time, when the evenings become lighter.

“Much of the District has benefited from litter picking efforts of our local communities who took part in the Great Wealden Spring Clean last month. We want to keep our District looking good.” The Council is asking everyone to help. If you see litter being tossed from a vehicle, please get in touch with the Council’s Street Scene Team immediately on 01892 602735 or via our website, with details of where and when the offence occurred, what was deposited and the registration and details of the vehicle involved.
ABTA No. P6790
Up until now, Wealden District Council has had to prove the identity of the person depositing and leaving the litter which is almost impossible to witness in a moving vehicle. The new powers, which were previously only available to councils in London, are welcomed as a positive deterrent to the issue of litter on the roadsides of Wealden. Don’t forget: If you see litter thrown from a vehicle travelling through Wealden email street.scene@wealden.gov.uk , phone 01892 602735 or report via our website www.wealden.gov.uk. You can make a difference.

Horam Post Office and News & Food I would like to take this opportunity to thank everyone for their kind words and good wishes to me and my team on the run up to closing the shop at the end of October. My team have been fantastic under very difficult circumstances, and I can’t praise them enough for all their hard work and support. Whilst this is a sad time for the business, and indeed for the village, I hope that the shop will re-open sometime in the near future with a new lease of life. In the meantime, I just wanted to express my gratitude to everyone that has supported us during our 16 years in the village. Kirsten x

PLANNING UPDATE Play a part in the future of Horam We hope you had a chance to look through the last issue’s Planning Update which featured an extract from Wealden’s Draft Local Plan? Wealden are asking for representations from the community on their thoughts about the plan and the deadline for comments is 8th October 2018 by 5pm. Because Horam is in the Low Weald; outside of the South Downs National Park, Ashdown Forest, the Pevensey Levels, the Lewes Downs ; on the edge of the ANOB (Area of Outstanding Natural Beauty) and has a high street with ‘amenities’ - it has been deemed a prime spot for housing development. Other areas like Eastbourne & Lewes have said they have reached saturation point and are looking to Wealden to take the excess they are unable to commit to. So, what are the things we should know about the plans for Horam? • In 2013 WDC identified that the no. of new houses required in Horam was 100, this increased to 400 in 2015 and is now at 743 in 2018 (the government want 1200). This figure is the target for completion by 2028. • There are 1847 residents in Horam currently, an additional 750 new houses will result in a doubling of the number of people living in the village over the next 10 years. • Target of only an additional 64 jobs created in Horam over the development period, meaning the majority of new residents will be commuting out of the village for work. With poor public transport provision, this will result in a large increase of traffic on our rural road network. • ESCC has set aside £1M for improvements to the A267. A review will take place on the issue of speeding and number of accidents on this road that goes directly through Horam. They have advised that there is little they can do with this winding, country A road and that the focus will be on educating young drivers. • No new schools currently provisioned for the area, even though 7 out of the 8 local primary schools in the area are currently oversubscribed. The CIL (Community Infrastructure Levy) that developers pay on each house built to WDC can be used for acquiring land to build a school (if it hasn’t already had houses built on it), but the Dept For Education are responsible for the actual bricks & mortar and they won’t consider building a school unless over 2,000 new homes are built in the area. Why not come along to the Parish Council meeting on Wednesday 10th October, 7.30pm, Village Hall - to ask ESCC how they plan to cater for twice the number of children in the local area? See What’s On or Horam Parish News for details. • No new healthcare provision currently being considered. Anecdotally, healthcare has been identified as an issue (our local surgery currently being run by 1 permanent doctor and a nurse practitioner) but there are no proposals on the table for improvements to local health services, this being exacerbated by the national shortage of GP’s. Any objection based on healthcare grounds will not be very effective unless the CCG admits either current shortcomings or there will be, with an influx of people. Manor Oak Surgery have advised that they are coping well with the current demand in Horam, and will have to employ more Dr’s as the population increases. Their latest inspection by the CQC in 2017 was ‘good’.

PLANNING UPDATE • Some good news! The developments with permission below will be counted in the 743 new houses target: 123 Rosemead, Horebeech Lane (set to start building now in early 2019) 58 Merrydown (currently being built out) 59 Grammont/Rydon, A267 end of Chiddingly Rd 20 Coylet Farm, Horebeech Lane – static mobile homes 3 Vreeburg, Horebeech Lane (currently being built out) Leaving a target of 480. Some of the 480 have been identified within the development boundary (see following page), but don’t have live planning applications in yet: • 250 Coxlow Farm, off of A267 west of the village. • 36 on crematorium site • 38 Hedgerows , Chiddingly Road. Please see ‘What’s On’ page for details of public consultation event by town planners Parker Dann on this planned development (same company that designed Rosemead). Of the remaining 156 of the target, WDC have allocated 137 to windfall sites, this means sites that come up by chance, that are not currently on their radar. Guidelines for comments: Comments need to be based on the legality and soundness of the plan. The latter is, if the information in the draft plan is accurate and correct. Please note that the inspector starts to read through representation forms in September which will be followed by an ‘examination in public’ where residents get to come and speak to the Inspector about their comments. You must state on the representation form if you wish to speak at this. So, we are looking for factually incorrect points and/or contradictory points. A few pointers: Para. 21.19 in the new plan is technically correct, but very misleading as it completely ignores all permissions granted e.g. Rosemead Farm, since Merrydown by concentrating on development that has taken place and omitting anything about that which will shortly take place. It also says that land is being allocated close to the village, you could argue that Coxlow Farm is not close. Para. 21.21 says that Horam has a similar percentage as the rest of Wealden of one and five bed dwellings, a higher percentage of three bed dwellings and a slightly lower percentage of two and four bed dwellings. Para. 21.22 then says there is a clear need to readdress and balance the size and type of housing. stock and a mix of 1 - 3 bedroom should be the focus. You can suggest that the percentages in 21.22 do not support the conclusion in 21.22. A significant lack of affordable housing in Wealden is worth referring to. The 35% target of affordable

PLANNING UPDATE dwellings (that all developments over a plan for 10 houses) are meant to meet - is worth a mention. The council cannot enforce this, so invariably a developer reneges on this agreement due to ‘unforeseen circumstances’ during the build out. Leaving them with executive homes/bigger margins and houses local people cannot afford. Research by local campaign groups has shown that WDC are filling new builds with people moving from outside of the District, and ignoring the need for low cost affordable homes for local people. The section on infrastructure for Horam seems to be very sketchy, no health provision as the CCG have not asked for any, and the identified shortage of recreation space will be addressed by including about 1.5 hectares at Coxlow Farm (Policy HWB1). No mention about roads, schools, employment etc, which may be more difficult to address. Para.21.27 talks about the landscape capacity and this may be a good route into attacking the Coxlow Farm allocation. The plan includes a Landscape & Ecology Study 2017 and a Landscape Character Assessment (a massive amount of detail/data - look in the evidence base tab in the local plan section). You will need to assimilate all this information and check where Wealden’s housing proposals conflict with these documents. Suggesting mitigation measures if the development has a negative impact, is only valid if there are concrete examples of what they are and how they work. Para. 21.30 goes under the heading of Village Centre and the Economy and talks very briefly about retail units in the village centre, but completely ignores the economy. It does mention that with 14% of the units currently empty, that this indicates a poor health as a retail and business destination. However, Wealden has the solution to improve the retail health which they hope will please everybody - build more houses! A major omission here in 21.30 is jobs for the new residents which does not get a mention. An additional 743 houses will bring about a further 1,750 people into the village of which about 1,200 will be economically active. Under this plan, the vast majority of these 1,200 people will have to travel outside the immediate locality for work - this is not very sustainable. The plan’s proposals for Horam mean turning it into a dormitory village. If the inspector criticises the plan on this basis, Wealden could get around this by allocating employment land in/near the village. You will need to read the guidance notes carefully for objecting to the plan. We would advise that a “perfect” objection would be one that: • • • •
Confirms the objection to a specific policy in the plan Details why the policy is not sound e.g. Wealden’s evidence is wrong, or misinterpreted, or other evidence points to a different conclusion. Suggest an alternative solution together with evidence supporting this solution Proposes alternative policy wording
An objection saying that a policy is wrong but without giving strong planning reasons, will not get much attention from the inspector.

PLANNING UPDATE Wealden has accepted that increased development will further worsen the damage to the Ashdown Forest against the Habitats Regulations, but then consider that their proposed mitigation will avoid this harm. However, their mitigation in policy AF2 is minimal and ineffectual and may take a couple of diesel/petrol vehicles away from the forest, but otherwise, will have very little impact. Wealden has done a Habitats Regulations Assessment (HRA) which confirms that the plan will further damage the forest, but we cannot find any evidence at all about how their mitigation is supposed to work. A recent request for Wealden to explain how their mitigation plans will work has just seen us directed back to the draft local plan where there is NO real explanation other than petrol/diesel cars are being phased out and therefore emissions would drop. However the Habitat Regulations Assessment has shown increased damage by the end of the plan period, having taken into effect the changing mix of vehicle power. As part of the mitigation, Wealden refer to a Site Nitrogen Action Plan (SNAP), but this plan does not exist, there is no money to produce it and Natural England is only currently thinking about it. The damage to Ashdown Forest could be a good way to get the number of houses reduced, or not increased from the current 743 (as all inspectors appear to want to increase numbers). Q: How do I comment? Wealden ask that individuals fill in the questionnaire or submit your response on-line using their ‘Objective’ consultation system at http://wealden.objective.co.uk/portal/. You need to be looking for Wealden Local Plan Consultation - Regulation 19 if you want to download and print a Representation Form. Alternatively, you can submit an electronic form or a scanned paper form by e-mail to ldf@wealden.gov.uk If residents would prefer to submit comments by post, please complete a representation form and send this to Planning Policy, Wealden District Council,Council Offices, Vicarage Lane, Hailsham, BN27 2AX. If you don’t have access to a computer or printer please visit the Horam Centre to pick up a copy. If you wish to view hard copies of the Draft Local Plan these are available to view at Heathfield Library and Heathfield & Waldron Parish Council offices. The Representations form needs to be completed and returned to Wealden by 5pm on 8th October 2018.

Christ Church is one of Horam’s local churches (along with the Chapel) that wants to support the local community. We are going to be looking at the lives of people from both church families. This month, the spotlight falls on Rosamund. Rosamund has lived in Horam since 2013 and came to be a part of the church family in 2015. Previously living in Eridge on a farm, she had had 9 years of loss – having lost her brother, her father and her mother. When Rosamund moved to Horam to live in her mother’s house, she wanted to get involved with the community. Coming up to Easter, she had a leaflet from an environmental group through her door, with details of a meeting at Christ Church about the threat of fracking in the village. Having farmed in this beautiful part of East Sussex, Rosamund understood the importance of finding out more. She came to a meeting at the church and asked the man responsible for the sound & lighting desk in the church, if Christ Church ran an Alpha course. For sometime Rosamund had been thinking about God and in the run up to Easter in 2015 she felt compelled to watch, read and listen to content on TV, radio and in print about the story of Jesus. The man told her about a similar course that the church were running called Christianity Explored. Rosamund signed up for the course and bit by bit, lots of her questions were answered and things began to make sense to her. Three years on, on Sunday 16th September she was baptised by being fully immersed in a pool outside of the church. What makes someone want to do this? We asked Rosamund to explain. Q: What happened after you had done the Christianity Explored course? A: I missed the weekly meetings and went on to do another, called The Discipleship Course. Q: How has life changed for you since you have become a Christian? A: Initially, life was very different. I felt that I had become part of an expanded family that I loved being involved with. My family had mixed reactions to it, but could see how happy it made me. It’s strange how even in difficult times, I feel great – it’s like a weight has been lifted from my shoulders. Q: Why did you decide to be baptised? A: I was baptised as a baby and went to Sunday school, but my family were not church goers. Throughout my life I had thought about God, but never acted on it. God already knows I am committed to Him, this baptism is to be a witness for God to others that have not yet found the joy in knowing Him. I know some people will think I am a little crazy completely immersing myself in water, in my clothes, in front of an audience - but this is the thing, a relationship with Jesus gives you the freedom to know yourself and stop worrying about what other people may think.

Business Spotlight Hidden Spring opens new winery Last month Hidden Spring on Vines Cross Road launched their brand new winery. English wine has recently become a real contender to it’s French, Italian and New World competitors. The climate and conditions in the South of England have been responsible for producing some brilliant wines in the last 10 years and it’s reputation is building momentum. So aren’t we the lucky ones to have a vineyard & winery in our village?! Hidden Spring has had many incarnations over the years originally named Huggetts Orchard in the 1930’s. At this time the farm produced soft fruit and orchard fruits. The first vineyard was planted by a former navy commander called Mike Smith back in 1980. In 1986, Huggetts was bought by a couple who set about planting the first commercial vineyard on the site. They established their brand with a real art deco feel, with immediately identifiable labels for their bottles. They changed the name to Hidden Spring after the discovery of a source of groundwater in the woods on site that fed a large pond. Then in the mid 90’s the site was bought by new owners, who continued as a vineyard, growing the business and supplying Fortnum & Mason. They supported the work of local charity Cuckoo For Cancer and staged the renowned Vibes From The Vines rock concert as a fundraiser in 2006. The vineyard became a new incarnation in 2007 with new owners who created a camping & caravan site. Over time the vines were lost and no wine was produced after 2012. In 2015 the current owners, Chris & David both had big, demanding careers in IT in London. They had recently had an amazing holiday in New Zealand, taking in a multitude of vineyards. At Coney Winery in Martinborough they spent an evening kicking around the idea of finding a weekend retreat in the country and planting some vines in the garden. After a few more glasses of good wine, the garden became a full blown vineyard, which then became a business. They both agreed that they wanted to quit IT, leave London and pursue their dream! So they began their search across Kent & Sussex for a suitable site and found Hidden Spring. They set about the long and arduous job of preparing the land for planting 25,000 vines (the planting of which was achieved within 24 hours!) with 78 miles of trellising wire
Business Spotlight and 7,000 posts. They replaced the old shop with a brand new tasting room for visitors and regularly hold dinners, tastings and other events here. In June 2016 they produced their first wine ‘Vines Cross’ using grapes from other vineyards across the county. They then created the award winning Bacchus – garnering a gold medal at the IEWA in 2018. During 2017 they began to design their own winery, so they could produce wine from their vineyard on site. The winery is almost ready to go as we write, which is good news as by the time you read this - they will have harvested their first grapes and the juice will be fermenting in the tanks. They are anticipating a bumper harvest from their young vines – in the region of 10,000 bottles. This will be the first time wine has ever been made here at Hidden Spring! If you haven’t yet discovered this hidden gem why not get in touch with David & Chris about an event, a tasting or a tour? Their wine is available from the cellar door via www.hiddenspring.co.uk or from several quality wine merchants in the South East. Cheers!

The piece of gardening lore quoted above couldn’t in any way have been more inaccurate for this last twelve months but as we are fond of old traditional proverbs, we are resolved to repeat it annually until it bears fruit. Rain, wind and cloud characterise our weather in October, though we may hope for an Indian summer about the middle of the month when a short spell of mellow anticyclonic weather often occurs. We should be taking full advantage of these gentle spells to finish up our autumn digging. Deadline Trafalgar Day. All species of weeds made a strong showing in September, so that hoe should be doing brisk work, for great mischief they will do if left unchecked at this late season. We may now make a start with tidying up the perennials in the herbaceous border, some gardeners prefer to leave the old topgrowth on the plant for winter protection whilst some like to clear away the old growth once flowering is finished leaving to leave a more shipshape and tidy border. A tidier border feels healthier and less prone to harbouring disease and mould over the winter and also allows the soil to be more effectively forked over. Dahlias may be lifted once the foliage has blackened, there is little point in leaving them in beyond the end of the month as tuber growth will be completed by then. Around the middle of the month we can may start planting out wallflowers, polyanthus, forget-menots, sweet williams, canterbury bells, foxgloves and other similar plants which are grown as biennials or for a spring bedding display. Before putting these in, the soil should be dug to a spades’ depth. Fertiliser may be added but only of the slow releasing types, i.e bone meal and not a quick release nitrogen based spring or summer fertiliser. The last cut of the lawn will now take place, the blade height may be lifted; no golf green cuts in October. The vegetable plot. Push ahead with autumn digging. We dwelt on dung and his cousins at length in the last issue but it is worth reminding ourselves again that September and October are the months to dig in old horse droppings or compost, especially important for brassicas, not too much for the root crops or you may end up with amusingly shaped vegetables next year. Bastard trench heavy ground, throwing in newspaper, Christmas jumpers, gossip magazines, sharp sand, compost and rats, anything to improve the texture and workability of our clay. Only after a morning of bastard trenching may we, without guilt or self-reproach, indulge in that long pipe in the potting shed. Make the most of the last of the Runner and French beans by picking all sizeable beans daily, especially if frost is forecast. Autumn sown broad beans are a must, a sturdy two inch bean plant seen at Christmas makes a happy sight and bodes well for an early and black fly resistant crop in spring. In anticipation of rain and gale, it is very important to firmly stake Brussels sprouts. All brassicas need to be firmly planted; they greatly resent any movement or looseness around the roots. Top growth of Jerusalem artichokes can be cut down but no need to lift the roots as they may be dug as required. Beware of a surfeit of this root in polite company. Sites for November planting of fruit trees may be thoroughly prepared now by digging in plenty of old manure with a handful of bonemeal. It pays to do this well in advance of planting to allow the mix to fester down and the air to escape, likewise new rose beds should be thoroughly prepared, especially so on our clay soil. Rambler roses may now be pruned and trained, the aim is to cut out as much of the growth that has already flowered, those that make strong growth from the base should have the old stems cut out at ground level whilst those which make little basal growth should have the old growth cut back to a point just above that at which the strong new growth starts. Now that the last of the Indian wickets have fallen and our bowlers and batsmen have emerged as record breaking heroes, there is no excuse not to be out there in the garden, there are jobs to do wherever we look and we are losing three minutes of light a day, so we can ill afford any tardiness in the garden please.
