Wealden Local Plan
The Parish Council held an open meeting for residents on Friday 8th March, where Parish Councillor Andy Billings outlined what the emerging Wealden Local Plan says about Horam and what opportunities are to comment.
(In last month’s Diary, we outlined how it would about double the number of houses in Horam so won’t repeat it here.)
District Councillor Cornelie Usborne attended, as did the Wealden District Council (WDC) Portfolio Holder for Planning and Environment, Councillor Ian Tysh.
They heard a range of concerns about the scale of proposed development on the character of the village, its impact on traffic congestion, added pressure on already over-stretched services, like doctors and dentists, and drainage concerns. The Draft Local Plan was published for consultation the following week. The consultation period runs from Friday 15th March until Friday 10th May (5pm). Also, one of its consultation events will take place on Saturday 4th May (10am –4pm) at the Horam Village Hall.
The Draft Local Plan and supporting papers, and details of how to comment are on the WDC website.
Horam Neighbourhood Plan (HNP)
An independent “Examiner”, Mr Andrew Ashcroft, is now reviewing the HNP and the representations that were made on it.
He has provisionally advised that the examination process is likely to take until late May 2024.
Planning Appeal
An informal hearing was held on 5th March into the appeal against WDC’s refusal for up to 46 dwellings on land east of Rosemead. A decision by the Planning Inspector is due shortly.

DRAFT LOCAL PLAN

Greg Collins and I we’ll try and answer even the most fiendish query with the help of Cllr. Ian Tysh, lead member for Planning and Environment, who knows the draft better than most.

Please remember to add positive as well as negative comments. Policies, like better housing mix (more smaller and affordable houses, fewer large executive homes), renewable and low carbon energy or nature protection will gain more weight influencing future applications.
Horam Parish will have a lot of development; sadly, most of the parish is not protected by the High Weald National Park. All sites were offered by local landowners, and many were already included in the previous (failed) Local Plan. Developers would apply anyway, but with the new LP, dwellings will be better for local people and for nature.
Remember, some 29 sites in the parish have been turned down. Some sites clash with proposals in Horam NP. Central government has NOT revised its annual housing targets: 1200 per year for Wealden for next 20 years. BUT the total number in the draft is only 955 p.a. Almost 500 p.a. have planning permission but are not built yet or for sale So only 463 p.a brand new dwellings will be considered. .

New Council Tax
It has increase by 2.99%. It means households in Band D properties will pay an additional 12p a week. WDC receives 9% of the Council Tax collected; the remainder is shared to pay by East Sussex County Council, Sussex Police, East Sussex Fire and Rescue and local town and parish councils.

HORAM PARISH COUNCIL
The Parish Council’s Skate Jam event is getting closer !! Please save the date: Tuesday 9th April, which is during the Easter holidays. The event will run from 10am-3pm. There will be trained professionals on site and all ages and abilities are encouraged to attend. Portaloos will be installed on the day.
Thank you to all of the residents who attended the Parish Council public meeting on Friday 8th March to explain and clarify details of the Wealden District Council Draft Local Plan. The WDC consultation is being held on Saturday 4th May at the Horam Village Hall. The Local Plan will help shape the future development of the village and your feedback will be very important. Please contact the Clerk if you would like any further information.
The Annual Parish Assembly is being held on Thursday 16th May at the Horam Village Hall at 6pm. This is a public meeting of the electorate where you can have your say about the area you live in, what you are happy about and what you would like to change. The data collected from the Parish Council Open Evening will be presented and discussed. So far guest speakers include Wealden Works, the High Weald National Landscapes and a defibrillator training session from the Heathfield & Waldron First Responders. Hopefully other guest speakers will be confirmed next month.
All the meetings of the council are public meetings. Please come along and have your say. There is a public participation part at the beginning of each meeting where members of the public are invited to speak on any of the agenda items. The agenda for any council meeting is always published at least 3 days before the meeting and is available on the council website https://horam.com/ and the parish council notice boards. These are located at the Horam Centre and in the Memorial Garden.

I receive a lot of correspondence on planning in Wealden, and many residents have been in touch with me to share their concerns over the new housing numbers proposed for our area by the current Council leadership.
As you may be aware, the Wealden District Council’s Draft Local Plan is now out for public consultation and outlines where the new Wealden District leadership, which is a coalition of Liberal Democrats and Green councillors, intends to build 15,729 new homes between now and 2040. The Draft Local Plan consultation period will run from Friday 15th March to Friday 10th May and I would like to encourage all Wealden residents to consider taking part and have their say. The consultation is available online at https://consult. wealden.gov.uk/kse and will also be accompanied by a series of drop-in sessions across the district. Details of these can be found on the Council’s website.
I fully acknowledge that we do need more homes, and a level of development in Wealden is inevitable. I see the need for affordable homes pop up daily in my casework and I believe that we should be striving for sensible, affordable housing for first-time local buyers and renters, and those who wish to downsize locally. However, I do recognise the level of surprise and frustration at the numbers proposed in the Draft Local Plan, which are much higher compared to what the councillors have been proposing to residents last year.
I’m always keen to hear resident’s views on local matters, but please remember that social media posts and emails to your MP regarding planning do not count as objections in a formal Council consultation and that I have no jurisdiction over individual planning applications or what is approved or dismissed on local planning by councillors. The Draft Local Plan is an initiative overseen, managed, and implemented by the new Wealden District Council Leadership and the most appropriate way of shaping the final version of the Local Plan is via the official consultation.
