Chief Executive and Chair’s Report On behalf of the Storytime Foundation Board of Trustees it is our pleasure to present this Annual Report.

2025 has been a year of real achievement and growth for Storytime Foundation. Together, we reached more than 15,000 vulnerable children and their whānau through our Strong beginnings for our children-Hei takinga rangatira mō ngā tamariki (previously First 1000 Days), welcomed 6,167 new families, and placed 31,144 books into homes across Aotearoa.

Our commitment to Te Tiriti o Waitangi and cultural responsiveness remains central to our mahi. This year, we significantly expanded our range of books in te reo Māori, bilingual titles, Pasifika languages, and other community languages—with invaluable support from the Ministry of Education.

Storytime was sad to farewell Tony Culliney. Tony has been an exceptional Chief Executive for Storytime Foundation, guiding the organisation with vision, compassion, and determination.

Under his leadership, Storytime strengthened its reach and impact, delivering programmes that now touch thousands of vulnerable children and their whānau across Aotearoa each year. Tony’s ability to build strong relationships-with funders, partners, and communities-has been central to the organisation’s growth and stability. He has also championed innovation, including the development of Storytime Books, ensuring a sustainable future for the Foundation. Tony’s unwavering commitment to whānau wellbeing and his belief in the power of reading to change lives have left a lasting legacy for Storytime and the families we serve.

A highlight has been the development of Storytime Books, our social enterprise initiative. This was launched in late 2024 and this “Get One – Give One” model will allow the public to purchase books while directly supporting children and families in need. We believe this will be a vital step toward long-term sustainability.

Our progress is only possible thanks to the tireless efforts of our staff, contractors, and volunteers. Special thanks to Liz Patterson and Vicki Te Wano for supporting the transition of CEOs and the remarkable work they do every day. Storytime is lucky to have such wonderful staff. The staff that run our programmes, our Kaiako, also do an incredible job and the feedback from the Corrections staff and participants is fantastic. Their dedication ensures the quality and reach of our programmes, and we are deeply grateful.

We were delighted to announce the appointment of Gilli Sinclair as Chief Executive. Gilli brings extensive experience in community engagement and strategic leadership, with a strong commitment to early childhood development. Her appointment marks a new chapter for Storytime Foundation, and we look forward to her vision and energy guiding our future.

Storytime also acknowledges the work of the Board and their role in providing Governance to our organisation. The board provide a helicopter view of the organisation providing sound advice, wisdom, and support.

We also acknowledge the strength of our partnerships—with Libraries, Whānau Āwhina Plunket, Tamariki Ora providers, ECEs, midwives, health providers, Family Start, and Te Whatu Ora. These relationships, along with new collaborations, have allowed us to reach families in greatest need and extend our services into new communities.

Alongside our Strong beginnings for our children-Hei takinga rangatira mō ngā tamariki, we continue our work with children whose parents are in the care or under the management of the Department of Corrections, delivering over fifty of our Taonga mō ngā Tamariki programme. With the support of Police and Corrections staff, we also provided “Tamariki Carepacks” filled with books, games, and resources to more than 600 families.

As we move into 2026, we do so with optimism. We are well positioned to grow and extend our programmes, supported by strong partnerships and new contracts with the Department of Corrections. Together, we will continue to build on solid foundations and deliver lasting impact for children, parents, and whānau across Aotearoa.

Our Child Centric Visiting (CCV) initiative further strengthened this impact at more correctional facilities. These visits create wonderful, safe, meaningful opportunities for parents and children to connect, supported by our resources and guidance.

The feedback from these sessions continues to be both humbling and deeply encouraging.

None of this would be possible without the generosity of our funders and donors, who contributed $367,219 this year. We extend our special thanks to The Tindall Foundation, Foundation North, Lottery National, Te Rau Puāwai Education Trust, Rotorua Trust, RATA Foundation and BayTrust. When parents cuddle up with their babies to read, talk, and sing, something magical happens. Children feel safe, loved, and ready to learn. The science backs it up—early interactions stimulate brain development and lay the foundation for future success.

Together with Well Child/Tamariki Ora providers, libraries, DHBs, Family Start teams, midwives, and government agencies, we’re creating homes where children thrive, belong, and achieve.

Through books, games, and storytelling, our programmes nurture stronger families and a better tomorrow.

Every year, over 50,000 babies are born in New Zealand. Sadly, not all start life with equal opportunity. Many families face challenges—limited resources, isolation, or a lack of knowledge about how to build connection and oral language.

Our reach extends beyond homes. Through our Taonga mō ngā Tamariki (Treasures for our Children) programme, we support parents in prisons and Community Corrections facilities. With the backing of the Department of Corrections, we deliver books and resources to help parents reconnect with their children.

Programme Evaluation

Strong Beginnings for Our Children – Hei Takinga Rangatira mō ngā Tamariki An evaluation of the Storytime Foundation’s Strong Beginnings for Our Children – Hei Takinga Rangatira mō ngā Tamariki programme has found compelling evidence that reading to babies and young children is having a powerful and positive impact on our tamariki and whānau.

Evidence Base

Provider Perspectives

Extensive international research shows that reading to babies from the earliest age enhances language, comprehension, listening and speaking abilities, while fostering a lifelong enjoyment of books. It also supports attachment between parents and their tamariki.

In 2024 Point Research undertook an evaluation of Storytime Foundation’s Strong Beginnings for Our Children – Hei Takinga Rangatira mō ngā Tamariki programme. It found the programme to be operating effectively.

A strong network of local providers are distributing books to New Zealand’s most vulnerable whānau.

The Organisation for Economic Co-operation and Development has identified reading for pleasure as one of the most significant predictors of future educational success, even more important than socio-economic background.

“We work with families with complex needs. This includes those living in material hardship, They are often short of the basics, including food. They might be living in emergency or transitional housing such as motels. Our families are stretched by life’s pressures.”

The protective power of reading can be explained by neuroscientific research. Reading to infants helps to develop the brain, even for those experiencing adversity. The Growing Up in New Zealand study, for example, found that children exposed to multiple risk factors, including poverty, are more likely to experience poor health, educational, and behavioural outcomes during their preschool years (Woodley, 2017). However, Woodley (2017) and researchers from the Center on the Developing Child (2010) found that even when faced with severe stress, hardship, and adversity, some children and young people do well, beating the odds.

Providers described the programme as deeply valued, well implemented, and having a clear positive impact on the whānau they support. They pointed out that most whānau had few books at home, and the Storytime programme gave them access to a wide variety of developmentally appropriate, good-quality, and enjoyable books.

“For some whānau these are the only books they have for their children. I often find whānau are surprised about how much their tamariki love books and being read to, this has led to library visits.”

Paediatrician Jin Russell and her research team (2022), using data from Growing Up in New Zealand, found the only modifiable factor they could find which supported children to flourish was daily parent–infant reading.

Nineteen out of twenty providers observed that families are actively reading Storytime books to their tamariki. They reported that families enjoy the books and see them as an important resource for their children’s growth and learning. The providers pointed out that bilingual and te reo books had been a significant highlight of the programme, with whānau frequently requesting these books, eager for their tamariki to learn te reo and other languages.

These are critically important findings. Neuroscience, New Zealand and international research are pointing to the same intervention. Reading to children in early childhood can cut through disadvantage and change the trajectory of their lives.

Concerningly, however, at a time we are learning about the impact of reading to children, aaccess to books at home has been declining (Ministry of Education, 2017). Books are expensive and there are inequities in access and barriers to using libraries.

Russell and her research team recommended gifting books to whānau with babies. This intervention directly aligns the Storytime Foundation’s Strong Beginnings for Our Children – Hei Takinga Rangatira mō ngā Tamariki programme 8

Family Feedback and Impact

Conclusion

The evaluation surveyed 562 Storytime families enrolled between 2021 and 2023 and found the books were encouraging shared reading. Around 60 per cent of whānau reported reading to their tamariki daily, while 70 per cent said since receiving the books they had been reading to their tamariki more often. Only 3 per cent of the recipients said they seldom or never read to their tamariki.

The evaluation concluded that Strong Beginnings for Our Children – Hei Takinga Rangatira mō ngā Tamariki is an effective, evidence-informed initiative that is making a meaningful difference in the lives of families and whānau across Aotearoa.

Providers consistently described the programme as making a difference. They see it as an essential service that delivers high-quality resources, fosters early literacy, and is helping to strengthen attachment and family relationships.

Strengthening Relationships and Early Development

Growing Up in New Zealand (Russell et al., 2022), has shown that daily shared reading is a key predictor of children’s flourishing development. The evaluation has found that families participating in the Storytime programme are reading more frequently to their children which providers say are helping to create home environments that nurture curiosity, support culture, and language development.

The evaluation found that the programme supports the “serve and return” interactions known to build a baby’s brain architecture. Providers described parents and babies snuggling together to read. Parents told them that reading helped their babies settle and that they themselves felt more relaxed, calm positive after reading aloud.

Reading to babies and children is not just enjoyable, but is helping to lay the foundation for lifelong learning and wellbeing.

Providers noted that these moments of shared reading were promoting attachment, reducing stress for both parents and infants, and supporting early language and cognitive development. The books were seen as aligning closely with child development stages and were considered valuable tools that complemented providers’ broader mahi with families.

The evaluation has found that Strong Beginnings for Our Children – Hei Takinga Rangatira mō ngā Tamariki is providing those foundations; one book and one story at a time. But there is scope to do so much more. If we are serious about supporting all our tamariki to not only get the very best start in life, but to set them off on a lifelong path to wellbeing, we need to take notice.

The second session focuses on seeing tamariki as life-long learners and explores the many benefits of sharing books and stories together. It affirms that learning does not just happen in the classroom – it happens everywhere, every day and throughout life. It acknowledges the whare as the tamariki(s) first and most profoundly influential learning environment, emphasising the importance of creating a safe and secure space supported by consistent routines and rhythms. At the heart of this session is the belief that one of the greatest gifts we can offer tamariki is to nurture and protect their identity as lifelong learners. We do this by upholding their mana – creating space, shame-free environments where curiosity is welcomed, mistakes are seen as part of learning, and tamariki feel confident to explore who they and what they are capable of. By making space for storytelling, shared reading, and everyday moments of wonder, participants learn how to strengthen their tamariki (s) sense of self, belonging and potential.

Taonga mō ngā Tamariki is an empowering and capacity-building programme for parents, grandparents and caregivers. It is designed to walk alongside participants as they strengthen their understanding, confidence and skills to nurture the wellbeing of their tamariki. It is both empowering and gently challenging – encouraging participants to reflect deeply, grow courageously, and enhance safe, nurturing connections with their tamariki.

The programme is delivered in carefully designed segments, with portions of knowledge woven together with reflective activities.

This structure supports participants to take in new learning at a manageable pace while allowing space to explore emotions and thoughts that may arise. It recognises that parenting/caregiving is complex and deeply personal – and creates a safe, respectful environment where whānau feel supported, not judged.

The third session brings everything together. It offers a space for participtants to reflect on the journey they have taken in the programme – the learning, the challenges, the growth, and the connections made along the way. It is a time wānanga – to share whakaaro, honour each other’s insights that have taken place along the way and acknowledge the impact of the kaupapa on themselves and for their tamariki.

Taonga mō ngā Tamariki helps participants see the mana they hold – and the deep, positive impact they can have on the growth and wairua of their tamariki.

The Taonga mō ngā Tamariki programme is currently delivered in the Department of Corrections: Ara Poutama Aotearoa sites across Aotearoa; both prison and community probation. It has also been delivered in the past to participants through Te Whare Whakapiki Wairua, the Alcohol and Other Drug Treatment Court and Odyssey House.

Each session connects practical information with real-life experience. The first session explores the basic biology of bonding – how a predictable, engaging and loving home environment supports brain development, emotional security and lays the foundation for lifelong wellbeing. This learning affirms the vital role of parents and caregivers, helping them see how their everyday actions can create a sense of safety and connection that allows their tamariki to thrive. It also helps parents and caregivers see the beauty and value of what they already bring to their tamariki – strengthening their sense of confidence, purpose and connection.

The purpose of this report is to undertake a cost benefit analysis of Taonga mō ngā Tamariki, a Storytime Foundation whānau reading and literacy intervention based on an adaptation of the Early Reading Together® and Reading Together® Te Pānui Ngātahi programmes, and delivered to parents and caregivers in the care and under the management of Corrections and their whānau. The features of the programme are associated with reductions in recidivism and intergenerational offending.

Cost Benefit Analysis of Taonga Mō Ngā Tamariki

Crime imposes significant costs on society, with the justice system (police, courts and prisons) a large part of these costs.

Recidivism is the largest driver of prison population and costs and offers large potential benefits for any successful recidivism-reduction programmes. The potential benefits from even a small reduction in the recidivism rate are so large, that programmes with only a narrow and small potential impact can still make social and economic sense to support.

Measuring results, and attributing any changes in recidivism rates to particular programmes, is challenging. Significant results that can be attributed to recidivism reduction programmes with any confidence are likely to be based on a large number of programme participants post release after a period of several years. In the interim, programme measurement is best focused on identifying the conditions which drive behavioural changes that result in reduced recidivism.

Measurable programme outputs, outcomes and impacts are likely to be more credible when the programme has a theory of change and programme design that is demonstrably consistent with best practice. While it is not yet possible to measure the recidivism rate of programme participants, it is possible to estimate the rates the programme should deliver, based on similar programmes, along with other evidence.

The breakeven scenarios show that, based on the assumed 564-day prison sentence, $142,400 cost/prisoner/year, $116,000 police and court costs/sentence, the reported Programme costs, and using a five percent real discount rate, the Programme can be run for 21 years (once per year in all 18 prisons), and deliver modestly positive Net Present Value (NPV)1 even if only very few prison sentences are avoided: • Nine sentences, if no sentences are avoided until 20 years hence (after 1,368 Programme participants to year 18), an intentionally conservative benefit delivery timeframe;

• four sentences if all are avoided 3 years hence (after 216 Programme participants to year 2); and, • six sentences avoided if three are avoided both 3 years and 20 years hence (a current prisoner/next generation scenario).

Net present value is used to compare the initial investment with the benefits the investment delivers. As the costs and benefits are not in the same years, they are translated into dollars at the time of the initial investment so they can be compared.

With Recidivism Quotient (RV) benefits of 0.4%, 1.9% and 2.8% respectively, these breakeven scenarios seem very modest, relative to programme results reported from similar programmes in a literature search.

Six scenarios modelled are shown to project NPV outcomes from a likely more realistic, even delivery of benefits across the 21-year assumed Programme duration, given different RQ benefit levels, cost and benefit inputs.

Evaluations of Taonga mō ngā Tamariki have found the programme aligns with evidence for recidivism interventions, has a credible theory of change, and has evidence of positive outcomes on the conditions that underlie recidivism. The programme could reasonably be expected to reduce recidivism by programme participants, and potentially their children.

These scenarios show that an investment of NZ$80,000 each year on the Taonga mō ngā Tamariki Programme is projected to deliver an NPV of between $2.5 million and $51.8 million after 21 years (0.9% to 13.2% RQ benefit), or $1.3 million to $27.9 million NPV at 10 years.

Operating costs for the Taonga mō ngā Tamariki Programme (provided) are $3,680 per course within prisons, and $2,400 per course for Community Service participants. Assuming an average of six participants per course this equates to $614 per prison inmate and $400 per person on Community Service. Estimated overhead costs, for books etc., are $750 per programme course.

Lower, but still attractive NPVs are projected if the average sentence days avoided is half that assumed.

If double the number of Programme courses are conducted, costs will double and, for each RQ benefit scenario, benefits will also double.

Expressed as dollar benefits, every dollar invested is likely to return at least $3.45 in benefits.

Benchmarking from similar programmes shows the return is more likely to be between $10.34 and $51.70 for each dollar invested. This will at least in part depend on the programme being implemented effectively, in conjunction with regular child-centred visiting designed to support whānau relationships.

Reducing Recidivism

A reduction in intergenerational offending would further leverage the benefits.

There is credible evidence that Taonga mō ngā Tamariki has the potential to interrupt intergenerational offending; by strengthening whānau connections, implementing a literacy support programme and providing access to books.

Crime imposes significant costs on society, with the justice system (police, courts and prisons) a large part of these costs.

Recidivism is the largest driver of prison population and costs and offers large potential benefits for any successful recidivismreduction programmes. The potential benefits from even a small reduction in the recidivism rate are so large, that programmes with only a narrow and small potential impact can still make social and economic sense to support.

The challenges of measurement Measuring results, and attributing any changes in recidivism rates to particular programmes, is challenging. Significant results that can be attributed to recidivism reduction programmes with any confidence are likely to be based on a large number of programme participants post release after a period of several years. In the interim, programme measurement is best focused on identifying the conditions which drive behavioural changes that result in reduced recidivism. Measurable programme outputs, outcomes and impacts are likely to be more credible when the programme has a theory of change and programme design that is demonstrably consistent with best practice.

While it is not yet possible to measure the recidivism rate of programme participants, it is possible to estimate the rates the programme should deliver, based on similar programmes, along with other evidence.

To breakeven The breakeven scenarios show that, based on the assumed 564-day prison sentence, $142,400 cost/prisoner/year, $116,000 police and court costs/sentence, the reported Programme costs, and using a five percent real discount rate, the Programme can be run for 21 years (once per year in all 18 prisons), and deliver modestly positive Net Present Value (NPV)1 even if only very few prison sentences are avoided: • Nine sentences, if no sentences are avoided until 20 years hence (after 1,368 Programme participants to year 18), an intentionally conservative benefit delivery timeframe; • four sentences if all are avoided 3 years hence (after 216 Programme participants to year 2); and, • six sentences avoided if three are avoided both 3 years and 20 years hence (a current prisoner/next generation scenario).

Evidence Evaluations of Taonga mō ngā Tamariki have found the programme aligns with evidence for recidivism interventions, has a credible theory of change, and has evidence of positive outcomes on the conditions that underlie recidivism. The programme could reasonably be expected to reduce recidivism by programme participants, and potentially their children.

Net present value is used to compare the initial investment with the benefits the investment delivers. As the costs and benefits are not in the same years, they are translated into dollars at the time of the initial investment so they can be compared.

With Recidivism Quotient (RV) benefits of 0.4%, 1.9% and 2.8% respectively, these breakeven scenarios seem very modest, relative to programme results reported from similar programmes in a literature search.

Six scenarios modelled are shown to project NPV outcomes from a likely more realistic, even delivery of benefits across the 21-year assumed Programme duration, given different RQ benefit levels, cost and benefit inputs.

These scenarios show that an investment of NZ$80,000 each year on the Taonga mō ngā Tamariki Programme is projected to deliver an NPV of between $2.5 million and $51.8 million after 21 years (0.9% to 13.2% RQ benefit), or $1.3 million to $27.9 million NPV at 10 years.

Lower, but still attractive NPVs are projected if the average sentence days avoided is half that assumed.

There is credible evidence that Taonga mō ngā Tamariki has the potential to interrupt intergenerational offending; by strengthening whānau connections, implementing a literacy support programme and providing access to books.

Statement of Service Performance The purpose of this Statement of Service Performance is to report on the activities of Storytime Foundation Trust Board over the FY25.

The Storytime Foundation Trust is committed, in partnership with Whānau Āwhina Plunket, Tamariki Ora providers, Family Start, Libraries, Ministry of Education, Corrections facilities, staff and others to support the ongoing wellbeing of children and their whānau by nurturing their bond through sharing books, positive communication and enhancing safe and secure relationships.

Under our Trust Deed the number of Trustees shall be no less than three nor more than six. We currently have four trustees including a chairman.

In July 2025, there has been a change of CE - from Tony Culliney to Gilli Sinclair. Our operations are managed by a CE with full and part time staff and consultants.

Volunteers support us with our activities throughout the year.

We operate collaboratively with multiple agencies.

Outputs Storytime Foundation delivers books, information and a range of resources to whānau who are facing adversity, our more vulnerable whānau who have tamariki from birth to three years of age, to enhance early bonding and attachment through our programme, ‘Strong beginnings for our children/Hei takinga rangatira mō ngā tamariki’.

Main Sources of Cash and Resources Storytime Foundation receives income from a variety of philanthropic trusts, foundations and donors to purchase books and other resources, and to cover operational expenses. Storytime Foundation also receives income from Government contracts for the delivery of programmes to people under the care of the Department of Corrections: Ara Poutama Aotearoa.

Research indicates that a strong bond between a caregiver and child, particularly during the first 1000 days, significantly improves outcomes in life for the child and the wider family unit.

It also has positive effects on literacy. We therefore: • deliver books and information into the homes of New Zealand families experiencing adverse circumstances to enhance early attachment, build cohesive families and improve social outcomes.

• teach parents/caregivers to take time to read to their child this remains a key determinant of bonding and attachment.

Main Methods Used to Raise Funds Funds are raised through application to philanthropic Trusts, and Foundations and by negotiation with Government Departments.

Reliance on Volunteers and Donated Goods/Services We work collaboratively with Whānau Āwhina Plunket, Tamariki Ora agencies, Family Start providers, DHBs, Police, Corrections services, Ministry of Education and others. These agencies assist with the delivery of our services.

Our trustees are all volunteers.

Vision and Mission of Storytime Foundation Trust:

Empowered Families, Thriving Children Whānau mana tū, tamariki ora Outcomes

We are the only agency delivering books directly into the homes of whānau through well childcare providers.

We provided opportunities for vulnerable families with newborns and young children - particularly Māori and Pasifika - to engage with their communities, develop confidence and parenting skills critical in the early years, and provide a better future for their children thereby reducing disparities in social and developmental outcomes. Our programmes target the highest need families to enhance bonding between parent/caregiver and child, to encourage the families/whānau to understand and better value reading and talking to their children, and to become more aware of the benefits of providing a safe, nurturing environment.

Storytime Foundation also provides programmes to the Department of Corrections: Ara Poutama Aotearoa. Taonga mō ngā Tamariki is for parents under the care of Corrections with children aged 0-12 years. We also deliver Child Centric Visits - a programme using books and activities to enhance the experience of Visiting Day in prison between the parent/grandparent and tamariki when visiting with whānau.

Finally, Storytime Foundation has developed a social enterprise called Storytime Books that is dedicated to publishing books designed to help parents and caregivers build early attachment through reading to their child.

We support whānau to understand child developmental needs using books as the catalyst, to achieve bonding, child development, early language and family literacy outcomes.

In FY25, we achieved the following (2024 totals in brackets) 1. Enrolled 6167 (6518) new families.

2. Had 15,190 (14,000) children participate in our programs.

3. Delivered 31,144 (35,529) books.

4. Delivered hundreds of resources such as games, pencils and crayons, brochures, table mats and useful information to support parents as they work closely with their child.

5. Delivered 54 Taonga mō ngā Tamariki programmes to 308 people under the management of Corrections to help nurture the bond between parents and tamariki.

6. Delivered eight CCV (Child Centric Visits) programmes to 306 participants 7. Delivered over 600 care packs with books and resources to children with a parent in the care of Corrections and to families that were impacted by a family violence incident.

We support parents prior to leaving prison to better understand their child’s development and provide resources for parent and child to share.

Additional Information: Feedback We receive feedback from participating parents regarding the benefits to them of participation, and we contracted an independent research company, Point Research Limited, to undertake a formal evaluation of our programmes.

Report on the Performance Report We have reviewed the accompanying performance report of Storytime Foundation Trust Board (“the Trust”) which comprises the entity information, the statement of service performance, the statement of financial performance, and statement of cash flows for the year ended 30 June 2025 the statement of financial position as at 30 June 2025 and the statement of accounting policies and other explanatory information.

Trustees Responsibility for the Performance Report The Trustees are responsible for the preparation and fair presentation of the performance report in accordance with the Tier 3 (Not-For-Profit) Accounting Standard, and for such internal control as the Trustees determine is necessary to enable the preparation of a performance report that is free from material misstatement, whether due to fraud or error.

Assurance Practitioner’s Responsibility Our responsibility is to express a conclusion on the accompanying performance report. We conducted our review in accordance with International Standard on Review Engagements (New Zealand) (ISRE (NZ)) 2400, Review of Historical Financial Statements Performed by an Assurance Practitioner who is not the Auditor of the Entity (“ISRE (NZ) 2400”), and our review of the entity information and the statement of service performance in accordance with the International Standard on Assurance Engagements (New Zealand) ISAE (NZ) 3000 (Revised), Assurance Engagements Other than Audits or Reviews of Historical Financial Information. Those standards require us to conclude whether anything has come to our attention that causes us to believe that the performance report, taken as a whole, is not prepared in all material respects in accordance with the Tier 3 (Not-For-Profit) Accounting Standard. Those standards also require that we comply with relevant ethical requirements.

A review of the performance report in accordance with ISRE (NZ) 2400 and ISAE (NZ) 3000 (Revised) is a limited assurance engagement. The assurance practitioner performs procedures, primarily consisting of making enquiries of management and others within the Trust, as appropriate, and applying analytical procedures, and evaluates the evidence obtained.

The procedures performed in a review are substantially less than those performed in an audit conducted in accordance with International Standards on Auditing (New Zealand) and ISAE (NZ) 3000 (Revised) Assurance Engagements Other than Audits or Reviews of Historical Financial Information. Accordingly, we do not express an audit opinion on this performance report.

Conclusion Based on our review, nothing has come to our attention that causes us to believe that: a) the reported outcomes and outputs, and quantification of the outputs to the extent practicable, in the statement of service performance are not suitable; b) the performance report does not present fairly, in all material respects the financial position of the Trust as at 30 June 2025, and the entity information, service performance, financial performance, and cash flows for the year then ended in accordance with the Tier 3 (Not-For-Profit) Accounting Standard.
