Door’s open
One of the great privileges of serving as your local councillor is that my office isn’t confined to a Council administration building. Some people are surprised to learn that councillors don’t actually have an office at Stewart Ave, Newcastle West. Sure, I can find a space to work whilst I am there if needed, but I don’t sit in an office day to day being a councillor. Instead my office is the aisles of our local supermarket, along our streets, on a lap around the park or at Saturday morning sports. These incidental, everyday conversations with residents are the lifeblood of local government. They keep me informed and connected to the community I am so lucky to represent. The disturbing events in Wangaratta last month have cast a sobering shadow over public life. When elected officials face hostility or threats to their safety, the natural human instinct is to retreat—to put up digital walls, filter communications, or simply hide from the public eye. It is an unsettling reminder of the vulnerabilities that come with open civic leadership. Yet, hiding is exactly what we must not do. True local representation cannot thrive behind locked doors or gated comment sections. If we allow fear to dictate our accessibility, we break the fundamental contract of local democracy. My role is to be your voice, and I cannot hear that voice if I isolate myself from the very streets we share. Now, more than ever, it is vital for elected officials to remain visible, approachable, and deeply embedded in daily community life. I reject the polarisation that breeds hostility and will instead double down on mutual respect. I will continue to be out and about, ready to listen to your concerns, celebrate your successes, and work together. Please, when you see me around our suburbs, stop and say hello. My door will always remain open because in truth there is no door.

No Sleap-ing on the job
A family devastated by the impact of cancer has given back to the community by supporting the charitable work of City of Newcastle’s Citizen of the Year, Peter Sleap. Cameron and Michelle Turner received muchneeded assistance from the charity Mr Sleap created, Sleapy’s Foundation, as their daughter Florence underwent a 13-month battle with paediatric brain cancer. Following her passing, the couple created Flo’s Day to celebrate her spirit and raise money for families in need, with part of the proceeds from this month’s fundraiser going to the Foundation. Mr Sleap was named City of Newcastle’s Citizen of the Year in 2026 for his work with Sleapy’s Foundation. “Sleapy’s Foundation was there for us during some of our darkest moments. Their kindness and generosity helped ease some of the immense pressure our family was facing,” Mr Turner said. “Our way of saying thank you is by using Flo’s Day to ensure Sleapy’s Foundation can continue providing that same support to families facing childhood cancer in the future. “I think the Citizen of the Year awards are another great way for our community to show their thanks for everyone who goes above and beyond to help others. Since 2019, Mr Sleap’s charity has delivered financial relief, meaningful experiences and practical programs for cancer victims and their families, with the majority of funds going directly back into the community. Mr Sleap said it was an unexpected honour being named Citizen of the Year in 2026.
Peter and Robynn Sleap with the City of Newcastle Citizen of the Year Award “After surviving stage four throat cancer I wanted to give back to the community and that’s when I started Sleapy’s Foundation,” Mr Sleap said. “There are people in the community that don’t think they are doing extraordinary things, but they are. Lord Mayor Gavin Morris said these awards are about making Newcastle stronger, kinder and more connected. “Every day across Newcastle, there are people quietly making a difference. They do it simply because they care,” Cr Morris said. Nominations are open via City of Newcastle’s website for the 2027 Citizen of the Year, Young Citizen of the Year, Senior Citizen of the Year and Community Group of the Year. Nominations close on 20 November, with recipients to be announced in early 2027.

Active transport improvements for Jesmond
Construction of almost one kilometre of shared pathway has begun in Jesmond to help make it easier to walk and ride safely in the suburb. The work is part of City of Newcastle’s $2.6 million Jesmond Cycleway project, which will also include the installation of two new bridges across Dark Creek, more trees, fresh landscaping and new lighting to enhance visibility. The new pathway will run along the western side of Blue Gum Road and eventually over Dark Creek, passing through Heaton Park and MacClure Reserve. Chair of City of Newcastle’s Liveable Cities Strategic
Advisory Committee, Councillor Joel Pringle, said the project will create a safer off-road route that connects key destinations and improve green spaces. “Jesmond is a key area for active transport, connecting destinations such as the University of Newcastle, Wallsend, Jesmond Park and the shopping centre,” Cr Pringle said. “Jesmond’s population has grown by 13% since 2021 and features a large proportion of young families, renters and young adults who tend to use public transport and bikes at higher rates than other suburbs. “As part of our review of
Newcastle 2040, our Community Strategic Plan, residents told us they want safe, active and linked movement across the city, including accessible, connected cycleways and pedestrian networks. “This project will fill a gap in the cycleway network and give people in the region more opportunities to leave their car at home and choose active transport.” The Jesmond Cycleway project is being delivered in stages and is expected to be completed in late 2027. The Jesmond Cycleway project is being delivered by City of (continued on next page)

Newcastle supported by a $2 million grant through the State Government’s Get NSW Active funding program. Member for Wallsend Sonia Hornery said she’s very pleased the NSW Government has provided City of Newcastle $2 million for the upgrading of Jesmond shared pathways. “Linking nearby Wallsend with Heaton Park, Jesmond Central Shopping Centre and the Jesmond Neighbourhood Centre, as well as the nearby University of Newcastle campus means this shared pathway will provide additional amenity for walkers, cyclists and other active transport users,” Ms Hornery said. Work began earlier this year with the construction of a new shared path on the eastern side of Blue Gum Road, a raised shared path crossing near the corner of Heaton Park. The work also
included road resurfacing, new signage and fresh line marking on Blue Gum Road. City of Newcastle’s Executive Manager of Transport and Regulation Ryan Tranter said the project will enable more people to comfortably walk and ride. “The shared pathway will be more than 900m long and three metres wide, providing plenty of room for a range of users of different abilities,” Mr Tranter
said. “During construction there will be temporary changes for motorists and pedestrians around the work zone, with traffic controls in place to keep everyone safe. continued from front page and with children generally. Their dedication and commitment helps vulnerable families connect with community and support services and build healthy and fulfilling family lives. Co-ordinator for the Home-Start Volunteer Home Visitors program Katrina Brooker said she was very proud of her team. “I know they make a real difference in the lives of local families who may find it harder to feel their way through early parenthood. It’s great to see young families grow and build resilience with the help of one of our a volunteers.” Katrina told The Local. “This recognition by the Centre for Volunteering is greatly appreciated” she added. Jodie Harrison, the NSW Minister with responsibility for volunteering offered her congratulations to “our everyday heroes, the winners of the Hunter Volunteer of the Year Awards.” Hunter award recipients will represent their region at the State Gala Award Ceremony later this year, where the NSW Volunteer of the Year in each category will be announced.

MAYORAL
Matters with Councillor Gavin Morris Lord Mayor of Newcastle
A privilege to call this home
Last month I took the Newcastle story to Singapore. This month, it was time for Macquarie Street in Sydney to hear it. Alongside the mayors and general managers from all ten Hunter councils, I spent two days at NSW Parliament House with the Hunter Joint Organisation delegation. We sat down with decision makers across the board, from the Treasurer and the Minister for the Hunter to Shadow Ministers and the crossbench. Our asks were practical. We want secure local jobs for the future, and the roads, pipes and other infrastructure needed to unlock more affordable housing. We want a regional transport network that works. And we want councils to have the funding to look after the parks, roads and services you use every day, without pushing up rates. That last one really matters for you. We recently fended off changes to the Financial Assistance Grants that would have cut Newcastle’s share by more than 60 per cent. Councils can’t keep being asked to do more with less.

With the 2027 NSW State Election only a few months away, the Hunter spoke with one voice. Now we want to see those conversations turn into real commitments. Closer to home, I recently had one of the best tasks a Lord Mayor gets, that of welcoming new Australians at our citizenship ceremony. There’s nothing quite like it. One minute the room is ringing with “Aussie, Aussie, Aussie”, the next you could hear a pin drop as people made their pledge, many with tears in their eyes. Families who have come a long way, in every sense of that phrase, became Australians and Novocastrians on the same day. It stopped me in my tracks. How often do we take for granted what we have here? Beaches at the end of our streets, parks on our doorstep, neighbours who look out for each other. Seeing our city through fresh eyes reminded me what a privilege it is to call Newcastle home. To our newest citizens: welcome. This is your city too. Join the local footy club, find your favourite beach, say g’day to the neighbours. Newcastle is at its best when everyone feels they belong. And it’s up to rest of us, who know already how great it is, to help our new neighbours feel at home too.

cast members left standing they decide that the show really must go on and with the help of the reluctant stage manager, her teenage niece and an unwilling audience member, opening night forges ahead. There is a lot at stake as this is the night the council are coming to review whether to let the Players keep using the hall or to let it out to a local fitness group instead. With a little script adjustment, they push through the scenes with all the pitfalls of community theatre, ill-fitting costumes, missing lines, missing sound effects, bad acting, bad wigs, the list goes on as the performance takes shape in this hilarious comedy that reflects the commitment, the determination, the friendship, and the chaos that live theatre can be. Rainbow Connection
When Narelle Chesterfield started Rainbow Connection, an acapella singing group of five women, dedicated to making aged care residents around the Newcastle and Hunter region smile, she had little idea how rewarding it would be. “Coming into our 22nd year we have 18 ladies in the group. Some of our original members are now 80 plus and still going strong. Our youngest is around 50.” “People with dementia sing along to our songs even though they might not remember what happened yesterday or even their name.” Narelle told The Local. The group’s set lasts for about an hour, starting with the National Anthem, then some golden oldies like, A World of Our Own and I Walk the Line. Then the Hokey Pokey adds some exercise for the audience. The group is currently looking for a lady to join them who can sing and perform skits. Contact Narelle on 0408 292 084 for further details..

Campaign for new national park eyeing state election
More than 10,000 signatures were on a petition to NSW Parliament to make Link Road Forest a national park The campaign to save Link Road Forest and make it a national park for everyone to enjoy is gaining momentum, making its voice heard at NSW Parliament House recently where a petition with over 10,000 signatories was tabled. It is going to be a key issue in next year’s state election according to Link Road Forest Campaign spokesperson Mr Ian McKenzie. “Lower Hunter communities care about the future of Link Road Forest. They want to see it protected, not just for the wildlife, but so that future communities have somewhere to spend quality time,” Mr McKenzie told The Local. The Link Road Forest is 574 hectares of ecologically significant, high environmental value native forest that is home
to at least 17 threatened species. It is located on the outskirts of Newcastle and Lake Macquarie and extends for about three kms from Lake Road, on both sides of Newcastle Link Road. A wide cross-section of community members is calling on this remaining forest to be preserved for its conservation values and as a public green space asset. City of Newcastle endorsed the proposal for the area to be made a national park after the State Government removed planning powers from Lake Macquarie and Newcastle Councils in July 2025 and declared the State Government would lead the fasttrack, rezoning process to supply 4200 new homes. “Link Road forest is far more than vacant land. It is a living forest,
Page 18 > The Local > November 2026
a wildlife corridor, a place of cultural significance and a vital community asset,” Mr McKenzie said. Arguing that residents should not have to choose between homes and green spaces, Hunter Workers Secretary, Mr Leigh Shears stated, “the urgent need for housing cannot become a licence to clear high environmental value forest without first proving that the land is suitable, that the environmental and cultural impacts are acceptable, and that other cleared, degraded and infill options have been genuinely assessed.” “This is not a campaign against housing or construction jobs. It is a call for better planning; homes where they can be properly serviced, jobs that are secure and sustainable, and protection for places that cannot be replaced once they are gone”, Mr Shears said. Link Road Forest Campaign continues to promote the benefits of preserving this remaining native forest by raising community awareness and by lobbying politicians especially in the lead up to the state election. The campaign holds information stalls at the Newcastle Farmers Markets and the Glendale markets each week. A Link Road Forest Festival will be held on Sunday November 29th at Gregson Park from 2-6pm. See the QR code on facing page for further information on the campaign to save Link Road Forest.

Society women
Last month’s article on the Benevolent Asylum building at Waratah noted the prominent men who had their names engraved on foundation stones and made speeches at opening ceremonies. But

this masks the reality that women were the driving force behind the establishment and running of the Benevolent Society. “A number of well-known philanthropic ladies” organised a public meeting in December 1884 to form a Benevolent Society. The report of that meeting conveys the sense that although women had initiated the movement, it would need men to complete it. One of the doctors there rose to “speak on behalf of the ladies” saying their aspirations had “came to a standstill, because in these days, it was not yet the recognised custom for ladies to mount the platform.” The meeting selected a group of gentlemen to act as a Provisional Committee but also appointed the ladies to a separate Standing Committee. Curiously, for a time there were two different committees working to the same goal. In January 1885 the ladies adopted a draft set of rules for the Society, with a particular emphasis on caring for women: “The objects of this society shall be to relieve the wants of the poor, particularly females, by supplying them with clothes, food, and necessaries.” While there was no ill-feeling or working at cross-purposes in the actions of the two gendered committees, after two months sanity finally prevailed. The men agreed to step out of the way and let the women get the job done. After establishing the Society, the ladies continued to be pivotal in its operation. An 1890 article noted “there are 60 ladies on the committee who inquire into cases at regular intervals.” Mrs J C Ellis was one of the key women. On her death in 1907 she was lauded as “the principal founder of the Society and its first president, a position she filled with marked ability and success, devoting her time ungrudgingly, also giving liberal financial support for twelve years.” You can view these photos and more details at lachlanwetherall.com

of Unravelling Red Tape
The hidden life of a Cabinet submission Dear Here to Help,
I don’t understand why government takes so long to do anything! It’s so frustrating when our professional association has provided government with submissions that outline clear solutions to community issues. ------------------------------------
Thanks for your correspondence. Most major government decisions begin long before a public announcement. By the time you hear about a “new” government decision, months of work have gone into it be-hind the scenes.
various people in government have worked on the idea for months, including: • gathering evidence • stakeholder consultations – both inside and outside government • assessing possible and likely financial implications • identifying risks and unintended consequences • deciding where responsibility for the proposal will lie • exploring and mapping alternative proposals • refining and testing the proposal The goal is to provide decision-makers with enough information to make an informed choice and ensure the idea is likely to actually work (and not harm the people it’s meant to help). This process is one reason governments can appear slow. What looks like a simple solution from the outside requires in-depth analysis before adoption. Implementing a “simple solution” for one sector of our community can create even bigger problems than the original issue. What might, from the outside, seem like slow government processes are there to nut these issues out, ahead of time, and find the best solutions. Note here, that best doesn’t mean perfect – it usually means incremental change. Governments are often trying to answer questions that can be invisible to the public. • how much will this cost? • who will implement it? • what could go wrong? • will the benefits outweigh the risks?
One of the places where that work comes together is a Cabinet submission. As you may guess from its title, a Cabinet submission is essentially a proposal asking government to make a deci-sion, presented to Cabinet, where it is discussed.
When you are dealing with government, this is an important lesson. Your proposal is much easi-er to progress when it is supported by evidence, practical implementation plans and stakehold-er backing.
Before it even becomes a cabinet submission,
Government sees the preparation.

The public often sees the announcement. Success usually depends on understanding both. Don’t just identify a problem. Think about implementation, funding, risks and outcomes. The most effective advocacy involves doing some of the thinking that governments must eventually do themselves. The easier you make it for government to make the decision you want them to, the more likely your proposal is to progress. I look forward to hearing how your suggestions progress.

History’s wildest market bubbles
I was recently reading a story with my son about Mansa Musa, a wealthy king in Mali in the 1300s who went on a pilgrimage to Mecca. Musa carried vast amounts of gold with him in a huge procession of camels. During the journey, he reached Cairo and began handing out gold to pretty much everyone he came across. However, whilst well intentioned, his generosity flooded the market with so much gold that it crashed. Historians believe it took over 12 years for the local economy and gold market to recover. This made me think about some of the other interesting times in the past we have seen market bubbles.
Tulip Mania (1630s). Arguably one of the most famous bubbles in history. Tulips began arriving in Netherlands from the Ottoman Empire in the late 16th century and looked like no other flower native to Europe. They became a status symbol for the wealthy and prices began to rise. At its peak, the mania was such that tulip bulbs soared to the same price as a mansion in Amsterdam. Common sense ultimately prevailed and the tulip market crashed. The Dot-Com Crash (2000). This was a crash I remember well as I had just started working as a stockbroker at the time. In the late 1990s, there was a lot of excitement about the internet and tech start up companies. It seemed that adding “.com” to a company’s name instantly caused it to double in value. Eventually though reality caught up and investors realised that some of these companies had almost no revenue. Tech share prices began to fall and the Nasdaq (the American technology sharemarket) fell by nearly 80% when the bubble burst. The VW short squeeze (2008). During the middle of the Global Financial Crisis, Porsche secretly began buying almost all available VW shares on the market. When short sellers realized that there were almost no VW shares left to buy, they panicked and desperately rushed to purchase what few shares remained. This resulting scramble caused VW shares to more than quadruple in just two days and briefly made Volkswagen the most valuable company in the world.

Exercises for flexibility
Regular stretching can help keep your body mobile and flexible. Stretching helps avoid neck aches, back aches and injuries. Stretching exercises are best done when muscles have been warmed up with activities such as swimming, walking or cycling. Try the following stretches. Stretch slowly and gently. When first starting these stretches, hold each position for 3 seconds and repeat 5 more times, if possible. If you have done these exercises before, hold each stretch for 10–15 seconds and repeat 2–3 times. Stretching exercises may feel slightly uncomfortable, but should not cause pain. 1. Standing neck and shoulder stretch Hold the ends of a rolled up towel with each hand. Take a breath in and, while breathing out, raise the towel above your head. With arms raised, pull gently outwards on the towel to exercise the shoulder muscles. For a more advanced exercise lower the towel and bring it behind your shoulders. Pull gently on the ends of the towel. Do this stretch smoothly with no ‘jerking’ movements. 2. Sitting neck stretch While sitting in a chair, place your left hand under your buttocks, palm facing upwards. Tuck your chin in to your chest (to create a ‘double chin’) and gently roll your head away from the hand you are sitting on. Repeat this stretch on each side. 3. Mid back stretch Lie on your right side and rest a towel under your head. Now stretch your left arm upwards and behind you. Repeat this stretch on each side. 4. Gentle hip stretch Lie on your back and hug one knee to your chest. Keep your head resting on the ground. Repeat the stretch with each leg. For a more advanced exercise
Page 24 > The Local > November 2026
try raising your head and bringing your forehead up to your knee. Also, try turning your foot inward to stretch lower back and buttock muscles. 5. Hamstring stretch Lower back release Lie on your back. Lift one leg and place your hands around the back of your thigh. Try to straighten the leg gently. Do not strain. Repeat the stretch for each leg. Another hamstring stretch is to either stand or lie on the stomach. Bend the knee up and slowly bring your foot down. The ankle can be weighted. 6. Back stretch flexing (‘cat stretch’) On hands and knees, tuck your chin in and gently curve your back upwards. Do not hold the position but go on to exercise seven. 7. Lower back release Keeping your hands on the floor, gently stretch your arms out in front of your body. Lower your buttocks down so they rest between your heels. 8. Lying leg crossover stretch Lie on your back with legs outstretched. Raise one leg and bend it at the knee to 90 degrees. Cross the bent leg over the out-stretched leg. Hold this stretch until you feel a slight ‘pull’ in the buttock and lower back. Repeat the stretch with the other leg. Keep your head and shoulders resting on the ground. This stretch is good if your work involves bending forward for long periods of time. Important • Check with a doctor before starting an exercise program. • A physiotherapist or trained fitness professional can test your flexibility and advise on exercise programs for specific needs. • Strong abdominal (stomach) muscles can help posture and help support your back. A physiotherapist or trained fitness professional can advise on abdominal exercises suitable for your flexibility and fitness level. • Warm up your muscles before stretching (e.g. five minutes of walking). • Always combine stretching with regular aerobic exercise such as swimming, walking or cycling to keep your heart and lungs healthy (called cardiovascular fitness). • Do all neck and back stretches slowly and gently. • Take regular breaks every 30 minutes if you have a desk job – do some of the recommended neck and shoulder stretches. • If you spend long periods of time leaning forward, stretch your back regularly.

People who lived through the Depression years of the 1930s and the Second World War learnt to reuse and recycle, often continuing through life. The Porter women made their own clothes, remodelled older clothes and mended tears and rips. They knitted, crocheted, and sewed, made baskets, embroidered pillowslips and stencilled tablecloths. Whatever could be repaired, was repaired. Adults $12, Concessions $10, Family $34, National Trust members and children under 5 free.
