SES stalwart’s silver lining Graeme Silver has been named Newcastle’s newest Freeman of the City in recognition of almost six decades volunteering to help the Hunter through some of its darkest days.

After joining St. John’s Ambulance as a volunteer in 1969 at the age of 11, Mr Silver of New Lambton, went on to dedicate 47 years of his life to the State Emergency Service (SES), supporting his community through monumental events including the 1989 Newcastle Earthquake, 2007 Pasha Bulka storm and 2015 East Coast Low. Currently serving as SES Local Commander Hunter Coast Cluster, Graeme continues to serve his community in times of crisis as one of the most continued on page 3

We are all too familiar with the endless stream of scam text messages arriving on our mobile phones.

From fake parcel delivery notifications to fraudulent banking alerts, scammers have become increasingly sophisticated in their attempts to steal personal information and money.

That’s why the Australian Communications and Media Authority’s (ACMA) new SMS Sender ID Register is a welcome and necessary reform. The new rules require businesses that use branded sender IDs – the names that appear instead of a phone number when a text message is received – to register and verify their identity. This makes it significantly harder for criminals to impersonate trusted organisations such as banks, government agencies and telecommunications providers.

The benefits are clear for consumers and businesses. Greater confidence in the legitimacy of text messages means fewer opportunities for scammers to exploit us. While no single measure will eliminate fraud entirely, reducing the ability of criminals to masquerade as reputable organisations is a step forward. By protecting their brand identity and reducing the risk of impersonation, legitimate businesses who register can communicate with customers more effectively and maintain public trust.

These reforms I think strike a sensible balance between security and convenience. Most of us won’t notice any change in how we receive messages, but will benefit from the stronger safeguards operating behind the scenes.

Scams continue to cost Australians billions of dollars each year and cause significant emotional distress.

The SMS Sender ID Register is a practical, targeted response to a growing problem. It’s a reminder that protecting consumers in the digital age requires ongoing vigilance and smart regulation. For more info see www.acma.gov.au/ thelocalnewcastle.com.au

Lord Mayor Gavin Morris presented Mr Silver with the honour at a special event at Fort Scratchley in late May and said it was a privilege to recognise the newest Freeman’s commitment to his community.

“Across Australia, we rely on volunteers to be there for us during some of our darkest moments and Graeme Silver has been answering that call for almost 60 years,” Mr Morris said.

“Thousands of hours of Graeme’s life have been dedicated to keeping his community safe.

He’s been there to lend a hand and lead the way through some of the biggest disasters we’ve experienced in Newcastle, while also helping the Hunter through storm events, land searches, floods and training the next crop of volunteers to ensure that legacy is continued.

“On behalf of Newcastle, I’d like to thank our city’s newest Freeman for everything he has done and continues to do in service of us all.”

Those efforts to help the

community stretch beyond volunteer work, with Mr Silver spending 32 years with NSW Ambulance, first as a paramedic before rising to the role of Chief Inspector Hunter.

Throughout that time, he regularly juggled professional and voluntary commitments, often working shifts with NSW Ambulance in the day before assisting his community as an SES volunteer in the evening.

Awarded the Newcastle Volunteer Service Award in 2020 to recognise his efforts, a humble Mr Silver said while he’s proud of the accolades, they don’t drive his passion.

“It is an honour and a privilege to be named Freeman of the City, but my vision first and foremost has always been to help others and help my community,” Mr Silver said.

“Volunteering has given me the chance to develop and enhance the skills I have needed to help people over the years in their time in need, and I’m very thankful to have been able to do that.

“I have worked alongside so many people at the SES over the years, and one thing I tell

everyone is that no matter what position you hold, when it comes down to it, we’re all volunteers and teamwork makes the dream work.”

Minister for Police and CounterTerrorism and Minister for the Hunter Yasmin Catley paid tribute to Mr Silver’s years of service.

“Graeme Silver is exactly the kind of person who makes the Hunter such a strong and connected community,” Minister Catley said.

“For more than four decades, he’s been there when it mattered most, always putting others before himself.

“Through his work in the SES and in NSW Ambulance, Graeme has shown what true service looks like in action.

“This is a deeply deserved honour for a man who has given so much to the people and communities around him”.

The Freeman of the City award is Newcastle’s highest honour, conferred upon Novocastrians for outstanding achievement and service to the city or to humanity.

Graeme Silver is the city’s 23rd Freeman of the City.

New Ent Cent design funded The State Government has committed almost $15 million towards finalising the design of a new entertainment and conference centre at Broadmeadow.

Known as Newcastle Arena, the regional benefit of the $499 million arena, which is forecast to entertain more than 640,000 people and generate almost $41 million annually for the local economy.

Newcastle Arena will be designed to host international entertainment acts, as well as provide a home to professional basketball and netball franchises playing in national competitions.

The 12,000 seat facility will be located immediately north of McDonald Jones Stadium in an area already zoned for a multipurpose indoor arena.

City of Newcastle CEO Jeremy Bath singled out Minister for the Hunter Yasmin Catley for championing the project for the past three years.

“In every meeting I’ve had with Minister Catley since the State election in 2023, she’s spoken about the need for a new entertainment centre at Broadmeadow,” Mr Bath said.

“I thank her for her dedication to this project and securing the necessary funds from the Treasurer and Premier to get Newcastle Arena to the shovel ready stage.

“This is the first domino to fall at Broadmeadow in what will ultimately become a residential and entertainment precinct that will be home to 40,000 people and up to 8,000 workers.”

Chair of City of Newcastle’s Infrastructure Committee and Hunter Park Advisory Member Councillor Peta Winney-Baartz said the new entertainment and conference centre will be a win for the region.

“The Newcastle Entertainment Centre was built 34 years ago and was only intended to operate for five years,” Cr Winney-Baartz said.

“Its condition is now at a point where our local economy is losing more than $20 million annually in missed events from artists and promoters who refuse to perform there.

“We need to keep the momentum going now by securing the $484 million needed to construct Newcastle Arena.”

Lord Mayor Gavin Morris said the momentum for Newcastle was unstoppable.

“Council staff deserve credit for delivering the Broadmeadow Place Strategy last year that gave the NSW Government the confidence to start investing in Broadmeadow,” Cr Morris said.

“The detailed design for the new entertainment and conference centre is likely to take 12 months, meaning that if the Government and Opposition both

Netball club swaps tin shed for new clubhouse

West Leagues Netball Club officially opened its brand new clubhouse and amenities recently.

Situated at the western end of the New Lambton Bowling Club grounds, overlooking the netball courts, the new facility was made possible by a $1.75 million investment from Wests Group.

From humble beginnings in 1965 fielding four teams and a total of 37 players West Leagues Netball now boasts more than 500 players in 50 teams.

The clubhouse includes changerooms, meeting spaces and kitchen space and storage rooms.

Matters with Councillor Gavin Morris Lord Mayor of Newcastle

Momentum is building

Last month saw a significant step forward for one of Newcastle’s most important future precincts. The NSW Government has committed almost $15 million towards finalising the design of a new entertainment and conference centre at Broadmeadow. This is the first major step in unlocking the precinct for residential, sporting, entertainment, and employment uses, with the potential to deliver new homes, jobs, improved transport links, and a stronger visitor economy for our region.

I had the pleasure recently of representing the City of Newcastle at the Australian Local Government Association National General Assembly in Canberra alongside 537 other local councils.

I was also honoured to be welcomed to the House of Representatives Gallery by the Speaker of the House, who (in front of the Prime Minister, Cabinet and the Opposition) recognised me as the recently elected Lord Mayor of Newcastle, a moment that reflects the standing of our city on the national stage.

A motion put forward by the City of Newcastle called for ongoing national funding to renew and modernise council-owned aquatic facilities. Most were built in the late 1950s, following the 1956 Melbourne Olympic Games, and all will begin to fail in the coming years without repair. I was pleased to see the motion carried by the Assembly.

Pools are not luxuries; they are essential community infrastructure supporting health, recreation, water safety and wellbeing, and the cost of repair is beyond councils’ financial capacity alone.

There is much happening across Newcastle; some highly visible, some quietly behind the scenes.

My focus remains on keeping projects moving, residents informed, and ensuring every part of our city shares in Newcastle’s future.

Parking problems persist

After six long months, the Responses to Submissions for the proposed Hunter Indoor Sports Centre have finally been released.

One of the many glaring omissions remains parking.

The documents completely fail to acknowledge the shuttle service between McDonald Jones Stadium and John Hunter Hospital, which operates weekly from 6am to 6pm and caters for commuters from approximately 100 vehicles parked at the stadium each day. The service is expected to continue indefinitely, yet the traffic reports largely pretend this existing demand on the stadium car park does not exist. Even the Planning Department overseeing the project appeared unaware of this important shuttle service.

Anyone familiar with the precinct knows the stadium car park is already heavily used by stadium staff, hospital staff, patients and nearby businesses around New Lambton. To make matters more interesting, part of that same car park is also earmarked for redevelopment.

The proposal itself admits the onsite parking is inadequate. Only 231 spaces are proposed, yet the

report concedes that events of up to 1,700 patrons would require an additional 336 off-site spaces, while larger events of up to 2,500 patrons would require another 603 spaces elsewhere.

The solution? Spectators will supposedly spill into “surrounding on-street and council car parking”, with overflow areas extending to Wanderers Oval, Richardson Park and the

The report also acknowledges that simultaneous events at McDonald Jones Stadium and the Indoor Sports Centre would place additional strain on parking, traffic and pedestrian movement along Turton Road, relying heavily on on-street parking, shuttle services and traffic controllers to manage the congestion.

After six months of revisions, the parking strategy still appears to depend largely on wishful thinking and surrounding residential streets absorbing the overflow. If this proposal proceeds, significant parking and traffic problems appear inevitable.

Residents deserve far better than transport planning riddled with poor foresight and unanswered questions.

Choir takes on world Newcastle Chamber Choir will represent Australia at the 2026 World Choir Games in Helsingborg, Sweden in August.

The Choir is the only Australian ensemble competing in the prestigious Champions Competition, placing Newcastle on the global stage alongside elite international vocal ensembles.

details – when suburbs were created, where street names have changed, locations of former buildings or coal mines. While most show suburbs that exist today, some show failed development dreams. The most grandiose of these was Pindimar City on the north shore of Port Stephens, promoted in 1920 as a new regional city to support a proposed naval base.

A lesser-known development debacle was North Stockton, located not on the coastal peninsula but on a small island in the Hunter River between Ash Island and Hexham. The North Stockton Coal Company formed in 1888 and set about sinking a shaft to extract coal from 500 feet below the surface. The company also planned a township of 382 allotments on the island. including a connection to the Great Northern Railway.

The Newcastle Morning Herald reporting on the land sale held on 4 May 1889, noted “there was a very large attendance, and bidding was very brisk.” Buyer’s remorse must have set in when just three weeks later the Hunter River experienced the greatest flood in 16 years, with reports that “around Hexham and neighbourhood all the low-lying areas are under water.”

Prospects for the town plummeted when the North Stockton Coal Company ceased operation in 1892 and soon became bankrupt. In 1948 the island was Lower Hunter Council’s biggest source of unpaid rates, most owners having abandoned their land as worthless. In 1954 the NSW government resumed the island and the suburb of North Stockton sunk from memory.

Introduction of AML/ CTF from 1 July 2026

Significant changes to property transactions take effect 1/07/2026 as the Government rolls out Phase 2 of the Anti‑Money Laundering and Counter‑Terrorism Financing Act 2006.

Australia’s property market attracts money‑laundering. From 1 July 2026, real estate agents, lawyers and conveyancers must collect information from vendors and purchasers in property transactions and report to AUSTRAC (Australian Transaction Reports and Analysis Centre).

Tranche 1, enacted in 2006, covered financial, gambling and bullion sectors. Tranche 2 brings property professionals into scope to align Australia with other countries, including New Zealand.

Your lawyer or conveyancer must perform initial and ongoing customer due diligence, including verifying identity and confirming who will legally own the property. Simple transactions may be routine, but complex deals involving companies or trusts require additional identification. Transactions involving physical currency of AUD 10,000 or more, international funds transfers, or any suspected suspicious activity must be reported.

For consumers, expect more detailed identity checks, scrutiny of large or unusual fund movements, and requests to confirm the source of funds. These measures aim to stop criminals from disguising illicit funds as legitimate and to protect the Australian property market. Lawyers and conveyancers must comply with verification rules; there are no exemptions.

If you plan a property transaction soon, speak with your lawyer or conveyancer about these changes and prepare the required documentation.

More than one way Dear Here to Help, I know you have previously written about bus service problems in NSW since outsourcing, but it seems to be getting worse! I followed your advice and tried to lodge a complaint, but nothing happens.

At least once a week, my daughter is stranded at Charlestown on her way home from school as one of her two busses home is cancelled last minute.

I need to leave for work an hour early every day to make sure I actually get there because of last minute bus cancellations. And it takes me an hour longer to get home from work at least once a week due to last minute bus cancellations.

I have complained to Transport NSW, but it seems the company running the busses hasn’t got the memo, as nothing has changed. What more can I do?

Our modern society tends to blame government and look to government to fix things. However, government is simply one actor in our community.

It is certainly worth complaining to Transport for NSW, as often as you have a complaint.

Every complaint helps let the NSW government reconsider whether outsourcing should continue.

We might think that government “should know”, but government relies on complaints to know what is going on and just how often it is happening.

For bus services, there are three main actors: • government • private corporations to whom services are outsourced • users and their families who are impacted by the issues All corporations want to be accepted by their communities. If you think about community and environmental issues, all large corporations like to tell us about the good things they do for the environment and communities in their websites and annual reports, because that’s what the community demanded.

One of my friends is a youth social worker for a charity. A local club offered his charity a lot of money to sponsor his good work. He refused, saying that he could not accept money from the pokies that were creating the very youth problems that he was working to resolve.

Advocating to corporations is similar to advocating to government – they are both large entities.

Remember to always be polite and respectful and tie in your asks to their values and public statements. Just like government, you can: • send complaints through their complaints channel • attend their premises, politely asking to speak to someone senior about the issue • write and email their media/communications team • post comments on their social media, providing suggested resolutions to their issues • reach out to senior executives through LinkedIn/ email • just like politicians are your last resort, so are the Board members of the corporation.

How to keep a happy cat

Having two lovely pet cats of my own, my little princess Willow and her naughty brother Tesla, I can appreciate the highs and lows of cat ownership. Cats are excellent at hiding disease from their owners and yet they often aren’t brought in to the vet for fear of distressing or upsetting them too much. Because of this I wanted to share my top tips for keeping our furry felines both happy and healthy.

While it is common for cats to roam outside, unfortunately, outdoor cats have significantly increased health risks from disease, vehicle accidents, dog attacks, cat fights, as well as decimating the local wildlife population in return.

However, cats love the outdoors. I got around this by designing a ‘catio’ that my kitties have access through during the day via a cat flap in the wall, allowing them to sit in the sun and watch the birds from a safe distance.

Making sure you always take some time out of your day to play and spend time with your cats is very important for their enrichment, and exercise.

Cats love routine, so sticking to a regular pattern of meal times, play time, bed time keeps them happy.

Also, if you note that your cat suddenly changes their routine, this would be something to take note of for a potential issue with their health.

Lastly, when you need to bring your cat in for their regular check up, leave their carrier out a few days in advance with some treats and a blanket inside.

It helps acclimatize them and makes the eventual visit less stressful. If your cat needs anti anxiety meds prior to their visit, make sure they get them, or talk to your vet if you think they would benefit from some in future. I look forward to seeing your furry babies in our clinic when they are due for their next check up!

Chronic pain

Chronic pain is persistent or long-lasting pain affecting up to one in five Australians. It arises when nerves send pain signals from damaged or stressed tissues to the brain. Pain intensity and type depend on cause, location and duration, and are influenced by mood, beliefs, emotions (e.g. fear, anger) and other symptoms (sleep loss, nausea). These factors can amplify pain and prolong recovery. A doctor or pharmacist can help identify the best management approach.

Types of pain

Pain may combine different types. The main categories are nociceptive and neuropathic pain.

Nociceptive pain results from tissue damage and is common. It is described as hot, sharp, stinging, dull, aching, throbbing or cramping. Causes include sprains, fractures, cuts and infections.

Neuropathic pain stems from damage or changes in nerves in the body, spinal cord or brain. It is often burning, shooting, electric, stabbing or tingling and may include pins-and-needles, numbness or a crawling sensation. Examples include phantom limb pain, post-shingles neuralgia, diabetic neuropathy and stroke-related pain.

Acute pain begins suddenly and lasts minutes to weeks; its cause is usually known (injury, surgery, burns, bites) and it typically resolves with treatment and healing.

Chronic pain persists on most days for more than three months. It can be caused by long-term conditions (arthritis, cancer) or continue after tissues have healed. Sometimes no clear cause is found; persistent pain can reflect changes in the nervous system and emotional state. Chronic pain can disrupt sleep, relationships, work and mental health.

Management of chronic pain

Treatment aims to reduce pain’s impact and improve quality of life rather than always eliminate pain. A combination of medicines and nonmedicine therapies, tailored by GPs, pain specialists, physiotherapists, psychologists and exercise physiologists, is usually most effective.

Non-medicine therapies

These include graded exercise, lifestyle changes, physiotherapy and psychological therapies such as cognitive behaviour therapy (CBT), which helps change thoughts and behaviours that worsen pain. A personalised pain management plan with achievable goals is helpful—ask your healthcare team to develop one.

Medicines

Medicines can reduce symptoms but are generally part of a broader plan and often used short term alongside non-medicine treatments.

Self care

Learn about pain, keep a pain diary, share feelings, stay active with advised exercise, pace activities, eat a balanced diet, stay hydrated, avoid smoking, limit alcohol, practice relaxation techniques and consider joining a support group.
