California’s Airbnb to Provide Temporary Housing for 20,000 Afghan Refugees REUTERS | CONTRIBUTED

an Francisco-based vacation rental company Airbnb announced Tuesday it will provide temporary housing for 20,000 Afghan refugees worldwide.

The effort will be funded by Airbnb, its chief executive Brian Chesky, and donations to its char-

ity Airbnb.org, the company said in a blog post.

“We are providing this housing through resettlement agencies and partners, who are in direct coordination with refugees and are advising on their needs for length of stay,” a company spokeswoman said.

MSJC Board approves development/ implementation of vaccine/testing program The Mt. San Jacinto Community College District Board of Trustees voted on Thursday, Aug. 19, to approve the development and implementation of a COVID-19 vaccination and testing program. The decision, in response to the increasing cases of COVID-19 in the region, authorizes the district to implement a program designed to further protect students, faculty, and staff against COVID-19 and its variants. The program protocols will be discussed at the next Board of Trustees meeting scheduled for Sept. 9, 2021.

JURUPA VALLEY

Fatal Traffic Collision On Sunday, August 22, 2021, about 4:26 A.M., deputies from the Riverside County Sheriff’s Department, Jurupa Valley Station, responded to the report of a major injury traffic collision at the intersection of Clay Street and General Drive, in the city of Jurupa Valley. Deputies and Cal Fire arrived on-scene and located a single vehicle that had struck a curb and two traffic signal poles, ejecting the driver. The driver and sole occupant of the vehicle was pronounced deceased at the scene by Cal Fire paramedics.

The Jurupa Valley Sheriff’s Station Traffic Collision Reconstruction Team responded to the location and assumed the investigation. Preliminary investigation indicated the driver was traveling at a high rate of speed south on Clay Street, lost control of the vehicle, and collided with a curb, traffic signal pole, crossed an intersection, and collided with a second traffic signal pole. At this time, it remains unknown if alcohol and/or drugs were a factor in the collision.

Both directions of Clay Street between Van Buren Blvd Avenue and Linares Avenue were closed for the duration of the investigation. The identity of the deceased will not be released pending further investigation and the notification to the next of kin.

In-Custody Death Investigation On Saturday, August 21, 2021, approximately 1:05 am, deputies assigned to the Riverside County Sheriff’s Department-Robert Presley Detention Center, conducted a routine security check of a housing unit. During the security check, jail staff discovered an unresponsive male inmate. Custody staff along with medical staff immediately responded to the cell and began administering life-saving measures. Fire personnel and American Medical Response (AMR) responded and subsequently after further life-saving measures, the inmate was pronounced deceased on scene.

Riverside Sheriff’s Department investigators responded and assumed the investigation. The cause of death will later be determined by the Coroner’s Bureau.

The identification of the inmate will not be released at this time pending notification to the family. There are no signs of foul play and due to the ongoing status of the investigation, no further information is available at this time. Marijuana Cultivation On August 19, 2021, about 9:50 am, Problem Oriented Policing (POP), Special Enforcement Team (SET), and Robbery Burglary Supression Team (RBST) deputies responded to the above location reference a warrant service related to an outdoor illegal marijuana grow. During the service of the warrant, 600 plants, approximately 130 pounds of processed marijuana, and multiple pieces of equipment used in illegal cultivation were located.

Over ten thousand dollars in cash, and a firearm were also located. There was a watering system, multiple gallons of chemicals, and lighting associated with the cultivation of marijuana. Homes converted to illegal marijuana grows pose a significant danger to the residents in the community, especially those near the grow. Not only is there a risk of fire spreading to the occupied homes, these grows often drain water, heavily polluted with chemicals from the grow, into the sewage drainage system that is not designed for such use.

Luis Gomes 24, Jose Gonzalez 24, Osvaldo Botello 24, and Abraham Botello 28, were all arrested at the location and later booked at the Robert Presley Detention Center. (Booking photos not available).

Animal control officer hospitalized after being attacked by 2 pit bulls in Riverside RIVERSIDE COUNTY POLICE DEPARTMENT | CONTRIBUTED

A

n animal control officer was attacked by a pair of pit bulls roaming a Riverside property, the officer suffered bites to one of his legs before he used force to repel the canines.

According to the Riverside County Department of Animal Services, Officer Michael Cox went to the 2500 block of Mount Vernon Avenue, on the west side of Box Springs Mountain Reserve Park, shortly after 11 a.m. to investigate complaints that four dogs were on a homeowner's adjacent but vacant fenced property.

Agency spokesman John Welsh said that when Cox approached the dogs, they initially seemed friendly, but then one of them latched onto his right leg, puncturing it. A second pit bull then joined in the attack, also biting the officer.

Officer Cox retreated while using his retractable baton and pepper spray to protect himself,'' Welsh said.

Paramedics were requested, as well as additional animal control officers and police, according to Welsh.

Three of the four dogs were impounded,'' he said. The fourth,

one of the two that had attacked the officer, managed to break through a gate and escaped into the nearby hills.''

Cox was taken to Riverside Community Hospital for treatment of the bite injuries and is expected to fully recover.

Moreno Valley cheerleaders say they were targeted with racial slurs at game against Temecula Valley HS CHIP YOST | CONTRIBUTED

heerleaders from a Moreno Valley school are speaking out as support for them grows following an incident where they say some Temecula Valley High School fans hurled racial slurs at them during a football game last week.

The incident occurred when students from Valley View High School traveled to Temecula for a game on Friday.

Sabria Rose, a junior on Valley View’s varsity cheerleading squad, says she and teammates were targeted because of their skin color, with people using racial slurs against them and saying they were “on the wrong side of town.”

“Just stuff that was not needed and called for,” Rose said.

Rose cited multiple instances where she was made to feel like

“After they directed us where the snack bar was, me and my teammate went up the stairs and this boy stopped me and said that he liked my hair and kind of

We went past them, and they started making monkey noises.”

California Secures Presidential Major Disaster Declaration to Support Wildfire Response and Recovery Efforts 8.24.21 OFFICE OF GOVERNOR CALIFORNIA | CONTRIBUTED

overnor Gavin Newsom announced that the White House has approved California’s request for a Presidential Major Disaster Declaration, submitted yesterday, to bolster the ongoing emergency response to wildfires and support impacted communities in Lassen, Nevada, Placer and Plumas counties.

“California is grateful for President Biden’s swift approval of our request and the ongoing work of our heroic firefighters and emergency responders to protect communities

across Northern California,” said Governor Newsom. “This declaration makes vital resources available as we continue to work in lockstep with local, state and federal partners to meet the challenge of these catastrophic wildfires and support communities in recovery.”

A Presidential Major Disaster Declaration helps people in the impacted counties through eligibility for programs and support that can include housing assistance, counseling, medical services and legal services. The declaration includes public assistance to help state, tribal and local governments with ongoing emergency response and recovery

costs and hazard mitigation, which helps state and local governments reduce the risks and impacts of future disasters.

The request approved is specific to the Dixie and River fires. Other fires, including the Caldor Fire, may be included once fire conditions allow state, local and federal officials to safely assess the scope of damage.

Although wildfires are actively burning, the state and its partners are working quickly to provide California communities the resources they need to get back home as soon as it is safe to do so. The state is al-

Witness: Police requested an unlicensed bail agent to give cover before he killed a man KESQ | CONTRIBUTED

A

police officer requested "lethal cover" before an unlicensed bail agent opened fire and killed a man wielding a knife in Palm Springs, a prosecution witness testified in a preliminary hearing today.

Fabian Hector Herrera, 36 years-old, was arrested on April 23 for the shooting death of 33-year-old David Spann. The shooting occurred on the same day at about 2:30 a.m. in the 100 block of East Via Escuela. Authorities say he fired the fatal shots after Spann, wielding a knife, lunged toward him and several police officers inside his home.

Herrera has pleaded not guilty to charges of murder and for being a convicted felon in possession of a gun, body armor and ammunition, along with multiple sentence-enhancing allegations.

Herrera's attorney alleges that his client fired the shots only after being ordered to do so by Palm Springs police officers.

Herrera's preliminary hearing is scheduled to resume on Sept.20 at the Larson Justice Center in Indio and he is being held at the

Robert Presley Detention Center in Riverside on $2 million bail.

His mother, Lisa Roberta Vargas, 53, was arrested May 20 in connection with the shooting death of Spann.

Vargas is scheduled for a felony settlement conference Oct. 12. Along with murder, Vargas is charged one felony count each of delivering a firearm to a person prohibited from possessing one, and committing perjury by false affidavit. Herrera and Vargas face potential life sentences if convicted as charged.

The sheriff's department reported that while Spann was wanted by a bail agency, there was no warrant for his arrest issued by a law enforcement agency. Herrera, was "not properly licensed'' as a bail agent, and was also prohibited from possessing firearms due to his criminal history, according to sheriff's officials.

Herrera has two felony convictions, both for assault with a deadly weapon, one in Los Angeles County and the other in Riverside County, court records show.

Herrera's preliminary

hearing was scheduled for a second day so that the owner of the bail agency that allegedly hired Herrera and Vargas can testify.

Jail records show Spann posted a $100,000 bond April 1 in a misdemeanor restraining order violation case, although it remains unclear why he was being pursued by the defendants.

Deputies were initially sent to the Via Escuela location on a report that a bail agent needed assistance in apprehending a fugitive, according to Palm Springs police. Prior to officers being dispatched, police said they spoke to Herrera multiple times, once with him reporting he had planned to arrest the fugitive, and another to say the suspect was holding a knife and that he needed help.

Officers also received a call from Spann himself, who said someone was trying to break into his home, along with a call from Spann's alarm company to report the same incident.

During the preliminary hearing today, Riverside County Sheriff's Department Deputy Jarred Bishop provided a timeline of the calls, testifying that Herrera called the Palm Springs Police Department to report that he intended to arrest Spann. The next call to be received was from Spann and his alarm company, reporting the break-in. Bishop testified that Palm Springs police were able to recognize the connection and attempted to reach out to Herrera.

On August 31, 2019, at about 11:29 PM, deputies from the Moreno Valley Sheriff Station responded to a report of Shots Fired at an apartment complex at 12080 Pigeon Pass Rd., Moreno Valley. Deputies arrived and located two male victims with gunshot wounds. Emergency medical personnel responded and transported both victims to a local hospital. One of the victims succumbed to his injuries and was identified at Jamon Hampton, 26 years of Moreno Valley. The surviving victim was a minor.

Recently, during the course of this investigation, three suspects were identified in the murder of victim, Jamon Hampton. The suspects are

Maurice Williamson, 31 years of Riverside, Davonte Rowe, 24 years of Riverside, and DaRon Hooks II, 20 years of Riverside. County and will be charged with Murder and Attempted Murder upon his return to Riverside County.

MURRIETA GANG MEMBER ARRESTED FOLLOWING MURRIETA THEFT INVESTIGATION INCIDENT DATE: 8/ 18/19

On August 8, 2021 an unknown male stole a wallet from a parked vehicle at a Murrieta Walgreens Store. An “Attempt to Identify Flyer” was distributed by the Murrieta Police Department Crime Analyst in hopes of identifying the Murrieta thief. An officer assigned to the Murrieta-Temecula Regional Gang Task Force (GTF) Region 4 took over the investigation. With the assistance of deputies assigned to the Perris-Lake Elsinore Regional GTF Region 6, the alleged thief was identified as 40 year-old Perris resident Paulino Perez. Perez is on Post Release Community Supervision (PRCS) and is also a documented criminal street

gang member.

On August 18, 2021 members of Region 4 GTF conducted a probation search at the suspect’s residence in the 31000 block of Oak Valley Road in the City of Homeland. Perez was arrested at the location.

Task Force officers / deputies located evidence at the residence linking him to the theft. Additional items located at the residence included several grams of methamphetamine, heroin, and a Glock handgun lower receiver. Another unidentified probationer at the residence was also arrested on narcotic related charges. Paulino was booked into Cois Byrd Detention Center.

to attempting to use non-lethal force, an officer requests a second officer to be prepared to use lethal force in the event that non-lethal force does not work in containing the suspect.

According to Bishop, the officer believed Herrera to be a fellow officer despite Herrera calling the initial incident in as a "fugitive recovery agent."

Bishop testified that the only one of the two prongs from the officer's stun gun lands on Spann, and that Spann then gets up and continues to move towards the officer with the knife.

Audio from the footage can then be heard in which the officer says "shoot" and it is then when Herrera shots Spann, according to Bishop's

testimony and the clip played in court. It was disputed by the prosecution attorney as to whether the word "shoot'' was meant to be an order to Herrera or simply an exclamation of the stun gun not working on Spann.

Spann was pronounced dead at the scene despite life-saving measures performed by first responders, according to police. No Palm Springs police officer fired a lethal weapon, officials said.

Because Palm Springs police were present during the shooting, investigators from the Riverside County Sheriff's Force Investigations Detail were called in to spearhead the investigation, and later arrested Herrera and Vargas.

Doing a Rosie!

T

his is going to be hard to believe, but in 1980 a young lady named Rosie Ruiz cheated her way to a win at the Boston Marathon.

How does someone do that? Many believe Rosie jumped onto the subway for sixteen miles, then got off the subway, then got back into the marathon, and crossed the finish line! Her cheating was found out and, of course, she was stripped of her "first place" champion title. The story made headlines and Rosie acquired public notoriety and lasting name recognition. To this day, "Doing a Rosie" is runners' slang for cheating by taking a shortcut.

It's obvious that the Boston Marathon didn't mean enough to Rosie for her to put in the "blood, sweat, and tears" it takes to do it right. Winning by cheating is a shallow victory at best. As the saying goes, "Anything worth doing, is worth doing right." We should all love what we do enough to do it with all our heart and might - not park ourselves halfway down the road and squat or cheat our way to an unearned "achievement ."

Will Rogers once said that the road to success is dotted with many tempting parking spaces! So true - it's easy to park and ride! It takes diligence to persevere and not shut down. Sammy Davis Jr once billed as the "greatest living entertainer in the world" - knew that hard work and diligence had its payoff: "If you want to be the best, baby, you've got to work harder than

A while back, there was a lady who occasionally came to church and would always come up for prayer - she would literally cry, wanting to grow closer to God. I always felt sorry for her; at the time, I couldn't understand why God didn't show up in a greater way in her life. But, one day, I came across a verse in Proverbs 13:4 that shed a whole new light on this subject: "The soul of the sluggard desires, and hath nothing: but the soul of the diligent shall be made fat." Another translation ends with this: "He will end up with all that he longed for." Bingo! That was it.

Lights went on in my brain as I realized that we can sing the songs, and talk the talk, but building a close and strong relationship with God requires real effort, intention and time - just like any other relationship. We can all be as sincere as a heart attack in this, but, as the song goes - "Ain't nothing like the real thing baby, ain't nothing like the real thing!" Truth is, "Doing a Rosie" can't short-cut you to a strong, vibrant, and thriving connection with God. There are a lot of "ifthen's" in life. To your three-year-old, "If you eat your green beans, then you'll get dessert."

To your young child, "If you behave at school this semester, then we'll go to Disneyland." To your high-schooler, "If you get

The Bible is also full of "if-then's" and checking out Proverbs 2:1-5, we find an essential answer for the "how to's" of a closer relationship with God. We are told that if we treasure the commands of God, if we incline our ear to wisdom and apply our heart to understanding; if we cry out for discernment and lift up our voice for understanding, if we seek it as silver, and search for it as for hidden treasures; then we will grasp what it means to truly respect the Eternal and we will find that we know God! Saint Augustine (354430) made an amazing observance - so glad he took the time to write it down: "To fall in love with God is the greatest romance; to seek Him the greatest adventure; to find Him the greatest human achievement." A relationship with the Eternal God is both free and priceless, and as A.W. Tozer so rightly put it: "Always, everywhere God is present, and always He seeks to discover Himself to each one." So, don't even think about "Doing a Rosie" with God - it just doesn't work!

he campaign to recall Gov. Gavin Newsom has turned into a money magnet — for Gov. Gavin Newsom.

Newsom’s anti-recall campaign raked in more money in its first five months — $54 million — than the $50.2 million his 2018 gubernatorial campaign raised over four years.

Most of the money came in sixor seven-figure donations from longtime Democratic financial backers, including government employee and trade unions, as well as people and interest groups that stand to gain from a relationship with California’s governor. Even allies of the governor have expressed concern about the amount of money flooding in.

Netflix co-Chief Executive Reed Hastings, a major supporter of charter schools, topped the list of individual donors with $3 million. The California Teachers Assn., which has clashed with charter school advocates for years, gave $1.8 million.

The Service Employees International Union and its local affiliates, which together represent

about 700,000 members, including government employees, donated a combined $5.5 million to Newsom’s anti-recall campaign.

Others in the $1-million-and-up club include associations representing California Realtors, home builders and Democratic governors.

Republican political consultant Rob Stutzman said the political calculus for writing big checks to Newsom’s anti-recall committee is easy to understand.

Newsom still is favored to defeat the attempt to remove him from office and to be reelected to a second term in 2022. Even if he is ousted, the odds are slim that a GOP candidate who takes his place will last more than a year in office in such a heavily Democratic state, Stutzman said. No matter the outcome of the recall election, California will have a gubernatorial election next year.

“If the guy that’s likely to be governor for the next five years calls and asks you for help, you’re likely to help — and to want to help in a way that he remembers,” said Stutzman, a former advisor to Gov. Arnold Schwarzenegger, who took office in 2003 after the

state’s only successful recall of a governor.

The recall election provides an opportunity to do just that, thanks to an exception in California’s strict laws limiting political donations. While donations to individual candidates are capped at $32,400 per election, there are no contribution limits for committees devoted solely to promoting or opposing the recall.

Stutzman said the millions that Hastings and his wife, Patricia Quillin, contributed was a wise political move because the Silicon Valley executive supported Newsom’s opponent, former Los Angeles Mayor Antonio Villaraigosa, in the 2018 gubernatorial primary. That donation could salve any lingering animosity Newsom may harbor, he said.

Newsom’s anti-recall committee has raised tens of millions of dollars more than the committee pushing for him to be removed, as well as the top Republicans hoping to replace him. Several of those candidates have alleged that the wellspring of donations in support of the governor is evidence that he is beholden to unions and Sacramento’s special

Assemblyman Kevin Kiley (R-Rocklin) accused Newsom of closing public schools last academic year under pressure from the California Teachers Assn. and other teachers unions despite guidance from federal health officials that it wasn’t necessary.

“Teachers unions just funneled Gavin Newsom another $2.1 million,” Kiley tweeted in late July.

“It’s unclear if this is a bonus payment for last year’s shutdown or prepayment for the one to come.”

Prompted by Newsom’s decision to implement distance learning at public schools during the pandemic, Kiley supports placing a statewide measure on the 2022 ballot that would provide “school choice” with a voucher system, allowing parents to use taxpayer dollars to subsidize tuition at any school, including private schools.

Becky Zoglman, associate executive director of the California Teachers Assn., said the union had some strong disagreements with the Newsom administration at the outset of the pandemic about safety measures needed to protect the health of students, teachers and school staff. But, she said, the association never doubted Newsom’s commitment to education or addressing the pandemic.

Newsom and the California Legislature approved record funding for education and expanded programs essential to the success and well-being of schoolchildren, including pre-kindergarten and counseling services, she said, and all of those gains would be at risk if Newsom is recalled and one of his Republican opponents as-

California politics expert says close recall election could hurt Democrats in midterm election

A

Until today, there recently hasn’t been much enthusiasm from Democrats about the recall election which is reflected in the recent polls.

FiveThirtyEight released an average of 2021 California gubernatorial recall election polls yesterday showing 48.8 percent to keep the Governor and 47.6 percent to remove Gavin Newsom, much closer than expected a few months ago.

But Democrats’ enthusiasm to participate in the recall election has been growing the past couple weeks according to Duke Cooney, candidate for District 2 Sacramento County Supervisor.

“For a lot of Democrats it wasn’t something that we believed would happen,” Cooney

said. “In the last two or three weeks I’ve seen so many Democratic clubs up the ante and really get involved in the conversation.”

The Sacramento County Young Democrats are canvassing and are organizing to stop the recall efforts and have a hub where people can find volunteer opportunities.

Even Vice President Kamala Harris announced plans to come to California to support Governor Newsom.

Removing Newsom and replacing him with one of the Republicans on the slate would be disruptive in many ways according to Cooney.

“It would disrupt jobs, disrupt appointments,” Cooney said.

“So many people who thought they had job security would now be out of a job.”

Most think Newsom is going to hang on but it’s going to be much closer than first believed according to Sacramento State political science professor Wes-

ley Hussey.

“And that might enthuse Republicans across the country,” Hussey said.

If Republicans keep the recall close then the chances of Democrats keeping the majority in the House of Representatives would be even less.

“You don’t want it to be very close in a recall election in a state like California if you’re a Democrat,” Hussey said.

If the Governor is recalled, a Republican Governor would have to govern through executive action according to Hussey.

“It would look a lot like Trump’s last two years,“ Hussey said. “That will get really ugly because there is no way that Democrats will agree to a Republican Governor’s budget.”

Even if Republicans recall Governor Newsom, they’ll choose an extremist like Larry Elder rather than a moderate like Kevin Faulkner Hussey said.

I

often lament my lack of participation in the democratic process in our city, state, and country. I have voted in every election since attaining the age of eligibility to vote but one. There has been participation in unions and some effort to campaign for favored politicians. But has that been enough? How about the issues that can affect the lives of so many and require more research and more action? I now make the time which allows me to become more attentive to the importance of working to strengthen democracy in our country and consider more immediate social issues.

Such an issue is before us now and is very crucial to our democratic process and the future well-being of the San Jacinto Valley. Redistricting of State Assembly and State Senate Districts, based on the new census data, is a matter that will affect so many aspects of how our city will develop over the next ten years.

When you stop to think about the many aspects that must be considered to plan a thriving and diverse community such as geography, indigenous populations, water supply, transportation, healthcare, homelessness, communications, education, and others, it may be seen that these issues have the likelihood of affecting every one of us.

As a case in point, a few members of our club have testified to the California Citizens Redistricting Commission. We have recognized that our small area, the San Jacinto Valley, is divided into three assembly districts and two state senate districts. Our ability to make a case about any of the above aspects before so many different representatives is deeply diluted because of this situation. Better to address community input before just 1 of each type of representative.

When we divided up topics among the group to present to the Redistricting Commission, I ended up with transportation. And glad that I did, since there is really a lot being planned for the near future within our valley. There is the realignment of SR 79 through Winchester and to Lamb’s Canyon, the Mid-County Parkway (MCP) is a proposed 16-mile transportation corridor that will relieve traffic congestion for east-west travel in western Riverside County between Perris and the San Jacinto Valley, a Metrolink spur that will expand rail service from Perris to the San Jacinto Valley, and the possible expansion of the Hemet-Ryan airport. How can we contribute input when these projects are in different assembly districts and only small portions of our community are eligible to speak up?

I began with the notion that I should have done more for, well, really my country. Ultimately, the interests that I pursue are a benefit to me but, hopefully, are also a benefit to the greatest number of us at any one time. Within the near future, redistricting is such an issue that will remain in effect until the next census of our population.

O

n the night before Afghanistan collapsed, Joe Biden, Nancy Pelosi, and all the bigfoot Democrats were in the catbird seat.

Their $4.5-trillion stimulus package was in the bag with both houses of Congress, and all that was left was the vote.

Now things have changed. Last night on Capitol Hill: Tensions rose as lawmakers returned for the evening session and a band of moderate lawmakers threatened to withhold their votes for the $3.5 trillion plan. They were demanding the House first approve a $1 trillion package of road, power grid, broadband and other infrastructure projects that’s already passed the Senate.

But as the evening dragged on the chamber came to a standstill and plans were thrown into flux as leaders and lawmakers huddled privately at the Capitol trying to broker an agreement.

House Speaker Nancy Pelosi implored Democrats during a private caucus not to bog down and miss this chance to deliver on the promises Biden and the party have made to Americans.

The $1-trillion “infrastructure” bill, along with its Bernie Sanders– crafted $3.5-trillion “reconciliation” bill, are falling apart fast. The Associated Press is making no bones about it. Nancy Pelosi is begging her own moderates to play ball, and time is running out. Nine Democrats are vowing to withhold votes, likely because they are hearing from voters, and Pelosi can afford to lose only three. These Democrats seem to be OK with passing the $1-trillion “infrastructure” stimulus but are balking at attaching the $3.5-trillion rider, which is all about pork — free education, a Green New Deal, amnesty for illegals, election-rigging, and metering cars to tax them on how far they drive among the goodies, and taxpayers or the monetary presses left to pay the bills.

Might that sudden hesitation be because of Biden’s failure in Afghanistan? It’s as good a guess as any. Nobody likes to be associated with a loser, and Joe Biden’s popularity with the public has taken on

That includes a broad spectrum of life.

I had the privilege of interviewing the good reverend while covering an upcoming event, which I will speak of later. I wanted to know more about such a welcoming, not judgmental organization.

Q. I’d like to know about the history of the church and what you do here today.

A. Because we are known for the science of mind, people confuse us with Scientology, a religion unto itself. We are not Scientology, although we do not condemn or criticize any faith because they all have beliefs and purpose.

Back in the late eighties, the church was on Tahquitz Street in Hemet. They were growing at such a terrific rate they decided to purchase this property at Girard and Stetson. The two found ing ministers, who were part of that, in 1988 they broke ground to create a two-dome facility.

Unfortunately, at the time, the county was not too happy about them building a round church.

They may have been thinking Muslum - it wasn’t square with a steeple. So the county began giving them a list of what to do and what not to do—a lot of hoops to jump through in order to complete construction. The last thing they were told to do in order to complete their wishes was that they had to plant over 30 trees. It didn’t matter what kind of trees, just make sure there were thirty.

Thus the church was born.

It was filled to capacity every single Sunday. In the eighties, when the positive philosophy was really going strong, this was part of that web. We are Christian-based, but we are what is called metaphysical, which means that we go beyond the norm. We accept you if you’re gay, straight or whatever. We don’t care who you are. We are more mental than denominational. Every Sunday, I get up and say, “I’m not going to ask you to give up your beliefs. I’m just going to ask that you go deeper with your God of understanding. We promote love by striving to create an atmosphere of being at home, no matter who or what you are or have been labeled to be. We do not persecute in any way. Whenever they come through our doors we don’t ask where they are coming from - Catholic, Methodist or Fundamentalist - we want them to know they are welcome here and we’re not trying to change their religious beliefs. We will never tell anyone that they can only know and practice any particular way. This is basically a Christian Valley and I understand and respect that.

I’ve been here almost fifteen years and a member of this church for 12 years and pastor for six. I belong to the Interfaith Council so I understand my fellow colleagues; if someone says, “I feel comfortable being Jewish,” then I say, “yeah.” Tell me about your being Jewish, tell me

about your culture and what it means to you. We have Muslims and Hindus who come here I look at these beautiful faith traditions as cultures. Not only do they bring their understanding of God or higher power, but bur also they bring rich culture.

When we think of so many powers it is beautiful and it is rich.

If we say, this is the only way we limit ourselves because there are so many other faiths. We should say, “I love you just the way you are.” I want to know more about your understanding of who you are in this miasma of beliefs.

What my goal has been as a minister here is explaining who we are because our church has been so misunderstood over time because we are round, not square. In that misunderstanding, people think we are connected to another faith, and we are not.

What has happened over time is there has been a disruption, so to speak. People see our sign and say, Oh, we don’t want to go there because they are part of a cult. A cult can be defined by a leader and a dogma. Every religion is a cult or spin-off from something else. When people refer us to a cult, I think, so is the Christian religion - whatever religion might be the basis of their belief.

I’ve been wanting to reach the community. I also want to open up our church so that people can understand us and know who we are, that we are not judgmental; when you come through our doors, all we want to do is love you and share. What we have done over recent years becomes a cultural center with church on Sunday.

Q. What are some of the things you offer to people who visit here?

A. We offer the individual or group to be their expansive creative self. When the homeless come we find out their needs and refer them to a source that can fulfill their needs. We began as the center to help others. The reason that we want to build a cultural center is so that we can unite people. To create a way for the quilters, the painters, UAW - whoever you are to come together in a common purpose.

We even have offices here. We have AA, UAW. We wish to become the cultural center of this community. When we help them, we are actually helping the City of Hemet. When we can help someone, it goes on like a ripple. For everyone that’s here - Yoga or painting or whatever it is, people are encouraged to come in here and share their experiences with others. We’re not only sharing our cultures but also letting others know who we are - that we are all somebody and important in our right.

Green Building Mandates Will Increase the Cost of Housing in California KERRY JACKSON | COLUMNIST

D

espite the exorbitant cost of homes in California, Sacramento continues to chase policies that increase housing prices. Apparently, some pursuits, particularly the quest for a green future, are more important than others.

The California Energy Commission, whose five unelected members clearly understand what is expected of them politically, unanimously adopted on Aug. 11 the state’s 2022 energy code.

It will require new commercial buildings, including multifamily housing, to be equipped with expensive solar panels as well as batteries, the size of which will be considerable enough to crowd out space that would otherwise be utilized by residential and commercial rent-paying tenants.

The regulations also demand that single-family homes must be “electric ready” for electric vehicle chargers and other appliances — to transition away from natural gas — and establishes the use of heat pumps as the energy efficiency baseline. Will Vicent, a manager at the CEC’s Building Standards Office, calls them the “star” of the new energy code.

However, Bob Raymer of the California Building Industry Association, says installing heat pumps rather than gas appliances could increase developers’ costs.

The mandates will go into effect on Jan. 1, 2023, if they are approved by the Building Standards Commission in December. It’s almost unimaginable the commis-

Furthermore, it’s never been clear, over the decades of market manipulation, why central planners have to mandate consumer savings. Don’t consumers have a stronger interest in keeping their costs down than bureaucrats?

Californians should be free to decide for themselves if they want solar panels on their homes and commercial buildings. Requiring solar arrays by regulation strips consumers of a choice that should be theirs to make. If solar power installation is such a fine idea, why do lawmakers have to mandate it now, especially after years of bribing homeowners with subsidies?

But that’s the point, isn’t it?

Consumers and developers aren’t adopting “green” initiatives as hard and fast as Sacramento wants them to. So, the government apparatus goes to work and requires the behavior it seeks.

Naturally, depriving Californians of choice — and their dollars — is of little concern to lawmakers, regulators, and activists, who are themselves largely unregulated, and reckless, in their pursuit of an elusive, if not impossible-to-achieve, net-zero carbon emissions environment.

The only choices that matter to them are the ones they’re making for others.

The standards follow rules which took effect in January 2020 that require all new single-family homes and multifamily housing from one to three stories have solar power. Meritage Homes, which builds in California and elsewhere, has estimated forcing contractors to outfit new single-family homes with rooftop solar panels could increase the cost of each unit by $14,000 to $16,000.

The state’s estimate was of course much less, $8,400 per unit. But the state does not build homes. Meritage does. It’s not hard to decide which figure is likely to be more accurate.

Whatever the figure, it’s every-

The National Association of Home Builders estimates that for every $1,000 added to the cost of a home in this state, nearly 10,000 prospective homeowners are priced out of the market.

Don’t assume that renting provides protection from the financial burden of regulation. The California Apartment Association says the 2020 mandate added roughly $5,000 per unit to apartment construction costs. The additional outlays are passed on to tenants, just as homeowners who lease their properties forward their costs to the occupants.

But pay no attention to those costs and the new expenses arriving in 2023, say regulators. Think, instead of the dollars saved from

The Energy Commission’s estimate also ignores not the possibility but the certainty that a portion of housing and commercial development will never be built due to the additional regulatory costs.

Phillips said she was wary of the $250,000 in contributions from Beverly Hills billionaires Stewart and Lynda Resnick. Their San Joaquin Valley farming empire grows water-intensive pistachios and almonds on more than 100,000 acres and has a major interest in state and local water policy.

Environmental advocacy groups don’t have the financial wherewithal to compete with that, Phillips said. Still, Phillips said she’s opposed to the recall, not only because some of the Republicans in the running also are accepting money from developers and other interest groups, but also because she said they support policies that threaten the environment.

For instance, conservative talk show host Larry Elder, who recent polls show leads the field of gubernatorial hopefuls, has called

for an increase of oil and gas extraction in California , including the controversial use of hydraulic fracturing.

Darry Sragow, a veteran Democratic political strategist and publisher of the California Target Book, a guide to state politics and elections, said he doesn’t expect any attacks on Newsom for accepting millions in campaign contributions to be a factor in the recall. Voters think all politicians do the same thing, including those criticizing Newsom, he said.

“I can state with great certainty that ordinary voters think that they’re all crooks,” Sagrow said.

“Do they think the Democrats are worse than the Republicans or that the Republicans are worse?

No. They just think everybody in the business is on the take.”

9/11 Benefit Hosts Tribute to The Eagles at HHT EMILY RAND | CONTRIBUTED

S

eptember 11, 2021 will mark 20 years since that tragic day when a group of terrorist weaponized commercial airliners to attack our country and murder thousands of Americans.

In remembrance, valley residents have joined together for a special day of events at the Historic Hemet Theatre.

The day will begin with a private ceremony to honor local first responders and military personnel. Dozens of local dignitaries will be in attendance for the honors.

Later that evening, a benefit concert will raise funds for the First Responders Memorial Fund.

The concert will feature a Tribute to The Eagles performed by The Long Run from Los Angeles. This group has performed in the valley several times, but this will be their first appearance at Hemet’s vintage movie house.

Fans will be able to close their eyes and travel back in time to the 1970's with such hits as "Take It Easy."

"Witchy Woman," "Peaceful Easy Feeling," "Tequila Sunrise," "Already Gone," "One of These Nights" and so many more.

Showtime for the Tribute

to the Eagles will be 7:00 pm. Tickets are $35 per person, available at the theatre’s Box Office of online at PurplePass.com.

The 9/11 Remembrance events are all the work of Ray Rodriguez and Killed in Action, a nonprofit group that brings awareness to the service of our military and first responders. Raffle baskets at the event will raise funds for RM Veterans Utility Ranch, providing equine therapy to veterans suffering from PTSD. Meanwhile, 5 shows remain in the 2021 Tribute Mania Concert Season: Tribute to Led Zeppelin,

with Led Zepagain (Sept 4), Tribute to Bob Seger, with Turn the Page (Sept 18), Tribute to Foreigner. featuring 4NR (Oct 2), Tribute to The Beatles, with Hard Day’s Night (Oct 16), and Tribute to Fleetwood Mac with Mirage (Oct 23).

Tickets for Tribute Mania are $25, general admission.

California Gov. Gavin Newsom Sells Marin County Mansion for $5.9M By Claudine Zap CLAUDINE ZAP | CONTRIBUTED

G

ov. Gavin Newsom of California has sold his Marin County home in the enclave of Kentfield, CA, for $5,895,000.

The politician and his wife, the actor and filmmaker Jennifer Siebel Newsom, placed the remodeled midcentury modern mansion on the market after Newsom took office.

His family has since moved to the Sacramento area.

The couple initially listed the high-end home for $6 million in January 2019, and quickly dropped the price to $5.7 million in March 2019. It eventually slid off the market without a buyer.

But in late May of this year, an off-market deal was struck—at close to the original asking price.

This represents a windfall for Newsom, who purchased the place in 2011 for $2,225,000. The embattled Democrat currently faces a recall election by a segment of voters unhappy

with COVID-19 measures taken during the pandemic.

As we initially reported in 2019, the five-bedroom, six-bathroom layout, with 4,000 square feet, is privately located on 1.38 acres of Kent Woodlands.

Built in 1950, the home was designed by the Bay Area architect Worley K. Wong and remodeled

by Julie Dowling. It offers spectacular views of Mount Tamalpais and the San Francisco Bay. Clean modernist lines and walls of glass define the living areas. Those living areas flow right into the outdoor space, which features a pool and spa.

A formal living room features a fireplace with stone surround, and a separate dining room looks out to the pool. The open kitchen adjoins a casual dining area and a family room. There’s also an office, as well as a master suite with walk-in closet, and bath with dual vanities. Other perks of the property include a sauna, a second-floor deck, and a covered parking.

stead, he opted to move to Fair Oaks, and picked up a $3.7 million estate with modern amenities to accommodate his four chiladren, according to an

article from SF Gate.

The “kid friendly,” six bedroom, 12,000-squarefoot spread on 8.2 acres includes a pool, tennis court, and wine cellar, as well as

separate guest quarters.

Fun And Funds Are Elevated At Soboba Lip Sync Contest SOBOBA BAND OF LUISEÑO INDIANS | CONTRIBUTED

T

he dozen nonprofits who took to the Soboba Casino Resort Event Center stage for the 13th annual Lip Sync Contest presented by the Soboba Foundation and Soboba Casino Resort were greeted by an enthusiastic sold-out audience and double the winnings they were expecting. Host and emcee Andrew Vallejos kept the night moving with big laughs and crowd cheers of his own.

Heading into the competition on Aug. 20, participants were expecting to receive $5,000 for first place, $2,500 for second, $1,500 for third, $1,000 for fourth and $500 each for the rest. After the first few acts showed they had put a lot of thought, time and effort into their performances, the Soboba Foundation board members decided they deserved more and doubled each payout.

The judges had a tough time ranking the acts as each one offered great themes, talented “singers” and dancers, and amazing energy. Monica Herrera served many years on the Soboba Tribal Council and the Soboba Foundation Board and is an experienced advocate for others.

Bella da Ball, a recipient of a star on the Palm Springs Walk of Stars, is widely recognized for her work as a champion of human rights.

Debby Alexander owned and operated the iconic Peabody’s Cafe and Bar in Palm Springs for over 28 years and has hosted many events in support of charities. Comedian Amy Ashton has appeared on HBO Comedy Central and is a regular at major comedy clubs. She also speaks and performs empowerment comedy to inspire and entertain kids at schools across California.

The first-place prize of $10,000 was awarded to American Cancer Society-Relay for Life with their “boy band” pop mash-up.

Members of this year’s talented group were Andre DeJesus of Apple Valley, DJ Cordova of Victorville, Daniel Aponte Jr. of Menifee, Sam Gutierrez of Fontana and Ralph Conley of Beaumont. They practiced every week for the past four months via Webex to accommodate their day jobs and the distance between them.

After their crowd-pleasing act, judge Debby Alexander asked them when their first tour date was going to be.

Amy Ashton said the performance was “professional from beginning to end.” Bella da Ball said they “blew it out of the water.”

Second place of $5,000 was won by American Legion Post 53, performing “Candy Man” by Christina Aguilera. Bella said, “I love Big Band music and I love Swing and you had so much fun up there.” Monica Herrera said, “You had really good moves and I loved the ending.”

San Jacinto Unified School District, with its salute to KISS, earned third place and $3,000. Bella said their performance was “extra super fabulous” and “over the top” with great costumes and energy. Debby said, “I’m a little

MilVet, a nonprofit that provides military and veteran support services, took home $2,000 for its fourthplace finish. A rousing patriotic blend of songs that ended with Lee Greenwood’s “God Bless the USA” had the crowd waving mini flags that MilVet had provided to all the guests. Many audience members were on their feet by the end, saluting the large flag being waved on stage. Monica said, “You did an awesome job. That last song was so touching and meaningful; it always makes me want to cry.” Bella said the dramatic patriotic songs were beautiful, adding “Thank you for bringing your energy and message to all of us.” Amy said, “You did make me cry. Thank you for doing this – it was very spiritual and made us realize that there are things that are bigger than us.” Debby pointed out that “the crowd was moved by that song be-

cause of how you presented it.” Vallejos said the performance pointed out that even if we have problems and disagree about something, “we can come together in the end.”

All other participants received specialty awards and $1,000 each. Most Original was given to Valley Community Pantry who partnered with Cloverlane Foundation to present “I Will Follow Him” from the Sister Act movie. Judge Amy said,

“This was A-level entertainment that kept us going.”

Most Creative was Rotary Club of Hemet who took on George Clinton’s “Atomic Dog.” Competing for the first time, Bella complimented them for having a group of 12 people “pulling together and working on such a great song.”

Ramona Bowl Amphitheatre, which has been part of the Lip Sync Contest since its inception, received “Most Spirited” for its take on

Lakeside’s “Fantastic Voyage” using a Pirates of the Caribbean theme. “I really enjoyed the combination of pirates and disco together – they will be forever together in my mind,” Debby said.

Best Props were awarded to T.H.E. Center for its fun rendition of “We Are” from the Ice Age movie. Amy said, “I like the way you represented every different background and brought us all together with your entertaining and lovely performance.”

Let Them Be Little Feline Rescue, another first-time participant, was given “Best Costumes” for its “Stray Cat Strut” performance. Amy thought the group performed at “Broadway level” and should be very proud of themselves.

Best Song choice went to the San Jacinto Education Foundation for its Meatloaf ballad of “Paradise by the Dashboard Light,” which was expertly “sung” by Scott Cozart and Jerry Peebles with some assistance by

Evan Pagay.

The Miss Hemet/Miss San Jacinto Scholarship Program, which performed after a brief intermission in the three-hour show, got Most Dramatic for their salute to Britney Spears.

The Greater San Jacinto Chamber of Commerce earned Most Entertaining for “Girls Just Want to Have Fun” and they certainly did.

As the final act of the program, they were given a thumbs up for their 80s-era costumes and for having so much fun.

“I always enjoy a night out with my family and we had such a great time,” Soboba Foundation President Dondi Silvas said. “It was great to see everyone in the room having so much fun, too.

And knowing that it was all in support of such worthy local nonprofits is just the best feeling."

Soboba Foundation Vice President Catherine “Cat” Modesto said she was happy to see all the entries “stepping up their game” and was glad to see such a good turnout.

Sally Moreno-Ortiz serves as Soboba Tribal Council Secretary and is a member-atlarge for the Foundation and said the event was “fun and entertaining and Andrew did an awesome job.” She felt “KISS rocked it” and enjoyed the performance by MilVet. Joey Placencia assisted Vallejos by taking comments from the audience after each performance.

Everyone seemed to enjoy the show and had positive things to say, even about those that were competing against the nonprofit there were there to support.

Monica Herrera said she was happy to be part of the contest and felt like all the groups took it seriously this year, which made it more competitive.

“Everything was meaningful especially with everything that’s going on in our country right now,” she said.

Soboba’s Rose Salgado pioneered the Lip Sync Contest in 2008 to unite the community in a fun and competitive spirit of giving to those in need. Although she passed away earlier this year, she was remembered by many throughout the night. Rose was instrumental in the creation of the Soboba Foundation as well. She wanted to help her people contribute to neighboring communities by way of sponsorships for their special events and programs. The annual Lip Sync Contest quickly became a must-see show that sold out every summer.

The performances became more elaborate, the rewards became greater, and the entertainment value went through the roof.

Linda Krupa performed with the Rotary Club of Hemet because she promised Rose she would, San Jacinto Unified School District gave a shout-out to Rose who has supported its many programs and projects for so long and Herrera said she was missing Rose.

“It’s not the same without her here but I’m sure she’s proud of how much it’s grown,” she said. “I think she would have liked the line up we had tonight and the overall outcome.”

Pajama Mahma as she was lovingly called is survived and remembered by her son Daren Webster, her daughter in law Martina Webster, her granddaughter Dalea Faulkner and her husband Brien Faulkner, great grandson Daen Faulkner, and niece Dior Wright.

Darlene spent many years traveling with her husband Hugh, venturing out on motorcycles, boats, drag racing, and taking many journeys in their fifth wheel trailer. Darlene also worked for EMWD and CBS, and enjoyed many craft hobbies including embroidery, quilting, and the Red Hat Society.

We rest our hearts knowing that she is now reunited with her Husband Hugh Webster and family members on the other side.

Darlene’s greatest pride and joy was her granddaughter’s writing.

he Paralympics began Tuesday in the same empty National Stadium — during the same pandemic — as the opening and closing ceremonies of the recently completed Tokyo Olympics.

Japanese Emperor Naruhito got it all started again, this time under the theme “We Have Wings.” Among the few on hand were Douglas Emhoff, husband of U.S. Vice President Kamala Harris, International Paralympic Committee President Andrew Parsons and International Olympic President Thomas Bach.

It was a circus-like opening with acrobats, clowns, vibrant music and fireworks atop the stadium to mark the the start of the long parade of athletes.

“I cannot believe we are finally here,” Parsons said in his opening remarks. “Many doubted this day would happen. Many thought it im-

possible. But thanks to the efforts of many, the most transformative sport event on earth is about to begin.”

The opening ceremony featured the national flags of the 162 delegations represented, which included the refugee team. In addition, the flag of Afghanistan was carried by a volunteer despite the delegation not being on hand in Tokyo.

Comparisons to the Olympics stop with the colorful jamboree, save for the logistical and medical barriers during the pandemic, and the hollowing out of almost everything else.

Tokyo and Paralympic organizers are under pressure from soaring new infections in the capital. About 40% of the Japanese population is fully vaccinated. But daily new cases in Tokyo have increased four to five times since the Olympics opened on July 23. Tokyo is under a state of emergency until Sept.

12, with the Paralympics ending Sept. 5.

ice President Kamala Harris called on Vietnam to join the U.S. to challenge China’s “bullying” in the South China Sea, a continuation of her sharp rhetoric against Beijing as she tours Southeast Asia this week.

“We need to find ways to pressure and raise the pressure, frankly, on Beijing to abide by the United Nations Convention on the Law of the Sea, and to challenge its bullying and excessive maritime claims,” she said, in remarks at the opening of a bilateral meeting with Vietnamese President Nguyen Xuan Phuc.

Her comments follow sharp words towards Beijing during a speech in Singapore Tuesday, where she said their actions in the South China Sea amount to “coercion” and “intimidation.”

On Wednesday in Vietnam, Harris also said that the U.S. supports sending the country an additional U.S. Coast Guard cutter, to help defend its security interests in the South China Sea. And she embraced elevating the relationship with Vietnam from a comprehensive partnership to a strategic partnership, a diplomatic designation that would reflect the deepening relationship between the two former foes.

They’re the latest moves

Harris’ trip there, which included a stop in Singapore earlier this week, is aimed at broadening U.S. engagement with both nations and affirming the U.S. commitment to the region.

Harris, who is the first U.S. vice president to visit Vietnam, told the nation’s president that “our relationship has come a long way in a quarter of a century.”

She also announced the launch of a new Centers for Disease Control and Prevention Southeast Asia regional office. The new CDC office will be one of four regional offices globally, and it’s focused on collaborating with regional governments on research and training to deal with and prevent global health crises.

The announcement comes as Vietnam is grappling with record high coronavirus in-

fections in Vietnam driven by the delta variant and stubbornly low vaccination rates in the country. The surge in cases prompted a recent lockdown in Ho Chi Minh City, the nation’s business hub and the epicenter of the latest outbreak.

Harris is expected to offer further U.S. support to help the nation expand its vaccination rate, which hovers around 2%. She’ll also emphasize the opportunity for greater collaboration to address climate change and economic aid to the country.

In the afternoon, Harris will join a health security event with the health ministers from the Association of Southeast Asian Nations group and Papua New Guinea, where she’ll speak more about the launch of the CDC center.

But even as Harris hopes to keep her focus squarely on those key agenda items in Vietnam, her visit will be shadowed by a recent security scare in Vietnam and the ongoing developments in the U.S. exit from Afghanistan.

Harris’ flight to Vietnam was delayed for hours Tuesday afternoon after the vice president’s office was made aware of an investigation into two possible cases of the socalled Havana Syndrome in Hanoi, according to administration officials. The Havana Syndrome is the name for a rash of mysterious health

incidents first reported by American diplomats and other government employees in the Cuban capital beginning in 2016.

Harris has yet to comment publicly on the developments, but they’ll weigh heavily on officials while she participates in a lease signing for the U.S. Embassy in Hanoi, with embassy staff attending.

And her swing through Vietnam is certain to draw some unwanted comparisons between the humiliating withdrawal of U.S. troops in 1975 and the tumultuous effort this week to evacuate Americans and allies from Afghanistan.

U.S. Sen. Bill Hagerty, a Tennessee Republican and a former U.S. ambassador to Japan, noted that those images are unavoidable for many Americans as Harris stops in the country.

“She’s going to have a challenge from a domestic public relations standpoint, because everyone in America right now is associating the images that they’re seeing on TV with the collapse of Kabul, with the images of Americans being lifted from the rooftop of our embassy in Saigon,” he said.

Hagerty also said that Harris will need to reassure the Vietnamese that America remains a “bea-

exico has accepted its first group of refugees from Afghanistan.

The five women and one man arrived Tuesday in Mexico City, where they were welcomed

by Foreign Relations Secretary Marcelo Ebrard. Ebrard told the group, “Welcome to your home.”

The refugees belong to a group involved in the field of robotics. They had to travel through six countries to reach Mexico. They fled Afghanistan after the Taliban took control of the country earlier this month.

Ebrard says Mexico will grant them “whatever legal status they consider best.” That could include giving them asylum or refugee status.

s millions of renters stare down the end of California’s eviction moratorium — and stories of the thousands of evictions that have taken place despite the moratorium are learned — we can clearly see the short- and long-term effects of the pandemic on Californians. It has crystallized just how many Californians decide whether they can pay rent or buy groceries, despite living in the wealthiest state in the country.

It would be simplistic, however, to assume the pandemic pushed these families to this point.

COVID-19 didn’t create the state’s stark wealth inequality or housing affordability crisis. It just illuminated them.

California’s wealth gap has been growing for the last 20 years, especially between Californians of color and white households. In Los Angeles, Black and Latino households have one cent for every dollar of wealth held by the average white household. The

For California Community Builders, and many Americans, homeownership is the primary way to foster financial security, build wealth and create upward mobility. Homeownership rates are already lower in California than the national average: More than 60% of whites own their homes, while only 35% of Blacks and just over 40% of Latinos are homeowners. In this trend, exclusionary zoning — laws that have

the effect of excluding low-income residents and people of color, such as minimum lot sizes and prohibitions of multifamily housing — plays a starring role.

The consequences of exclusionary zoning are multifaceted. As long as multifamily homes are illegal on more than two-thirds of the residential land in California, we will never be able to build enough housing to meet the needs of our state, let alone reduce housing prices. Zoning regulations that only permit single-family homes force builders to prioritize larger homes that are by design more expensive, effectively reserving homeownership for wealthier, and primarily white, Californians who have more generational wealth and opportunity .

Even incremental changes to these laws, like simply allowing duplexes where currently one house stands, often are met with extreme opposition from vocal neighbors who benefit from exclusion. But duplexes and smaller homes tend to be a more affordable choice for first-time home buyers, mid- to lower-income

families and people of color — and limiting the development of these homes is also limiting the ability of these potential buyers to become homeowners, as well as their hopes of ever building wealth.

This year, the California Legislature has the chance to pass two bills that would make it easier for low- and middle-income Californians to afford housing. Senate Bill 9 would make it legal to build smaller, naturally more affordable second units and create access to more opportunities for homeownership, while protecting existing tenants from displacement.

Senate Bill 10 would establish a streamlined path for local governments to rezone neighborhoods for up to 10 units — if they choose to do so — drastically improving the ability to build new homes.

Together, these bills would add hundreds of thousands of smaller, more affordable homes to the state’s housing supply, making homeownership possible for more Black and Latino Californians.
