The Role of the Family Partner on Clinical and Family Support Teams The FRC has three new Family Partners supporting the families we serve. Tamara Garnes has joined Alameda County’s Tri-City Children and Youth; Celestina Cantu was hired by Fremont’s Youth & Family Services; and Lindsay Mendez recently joined the FRC Core Team as a Homeless Advocate/Family Partner. A Family Partner is a para-professional with lived experience that is relevant to the program in which
they are serving. Family Partners can assist parents in successfully navigating some of the many challenges parents face. They play an important role on the clinical team by standing with parents as one who has been there and providing support so that caregivers are better
equipped to care for their children with social emotional challenges and stabilizing their living situations. Family Partners advocate for their clients, eliminate barriers and link clients to services. Lindsay, for example, links homeless clients to temporary housing opportunities, Tamara and Celeste support families’ engagement in mental health services. All three work to decrease the effects of stigma and isolation and work to find culturally responsive supports in their own communities. For children, Family Partners may support families when IEPs (individualized education program) are conducted; for homeless clients, it may be connecting them to employment, training or substance use services. Referrals for Family Partners are made in conjunction with the counselor/case manager assigned to each family. Family Partners meet parents and clients where they are and are available by phone, in the community, or their home or office to provide support, education and encouragement.

Big Changes Coming to CalFresh expansion of CalFresh for Supplemental Security Income/State Supplementary Payment (SSI/SSP) recipients. Effective June 1, 2019, individuals who receive SSI/SSP will be eligible for CalFresh benefits. Alameda County is preparing to implement two big policy changes that impact the CalFresh Program (formerly known as Food Stamps). The first is the
The second policy change will affect Able-Bodied Adults Without Dependents (ABAWDs). Beginning September 1, 2019, ABAWDs will be subject to time limits. Unless the ABAWD qualifies for an exemption, the individual will only be eligible to receive CalFresh benefits for three months within a 36-month timeframe. A Client Story — Craig Craig Ferguson is a veteran and after relocating from the Midwest with his wife and 10 year-old daughter, the couple struggled to find jobs and were facing homelessness. They contacted Alameda County Social Services where they obtained Medi-Cal insurance, CalFresh and CalWORKs benefits. At America’s Job Center/EDD, Craig spoke with a Veteran’s Employment Representative who connected him to the Workforce Innovation and Opportunity Act (WIOA) program. At the Ohlone College Tri-Cities Career Center, Craig received online training to update his skills, job search strategies, and connections to employers through career fairs. Recently, Craig landed a position as a project manager in the technology industry making a livable wage, his wife was hired as a personal trainer, and they have secured stable housing. 4Cs Community Child Care Council (4Cs) of Alameda County is proud to be a part of the Fremont FRC since the FRC’s inception 20 years ago. A family resource agency for more than 45 years, 4Cs exists to develop and coordinate resources to strengthen families and children. The 4Cs FRC office provides child care access, quality, and advocacy. 4Cs provides additional supportive services in their Hayward office including CalFresh enrollment assistance, free tax preparation, a diaper program, and car
seat installation checks. 4Cs is delighted to welcome Juliet Ilag to the 4Cs FRC office. Juliet has been a member of 4Cs for more than 15 years and was recently promoted to Child Care Services Coordinator overseeing the agency’s satellite offices. ACCESS provides information, screening and referrals for Alameda County residents who need mental health and/or drug and alcohol treatment. ACCESS is answered by County licensed mental health clinicians Monday-Friday 8.30am to 5.00pm. After hours calls are returned by Alameda County Crisis Support Services. The telephone menu is in six languages: English, Spanish, Cantonese, Mandarin, Vietnamese, and Cambodian. ACCESS uses a telephone interpretation service for additional languages and California Relay for persons who are deaf or hard of hearing. An Alameda County Behavioral Health Care Services program.
