2016 CONVENTION SPEAKER BIOS Heather Thiessen

!

A self-described “ICU frequent flyer,” Heather has been in and out of the health care system for over 20 years to receive care for two chronic conditions: MS and Myasthenia Gravis. Seeing both the good and bad in health care, Heather decided to become more active in her care and uses these experiences to help illustrate how to improve the patient experience.

In her sixth year as an advisor in the Saskatoon Health Region, Heather has helped in numerous improvement events, sitting on the Brain Health, Critical Care and Steering Committee Advisory Councils. She speaks to nursing and medical students as well as mentors first year medical and pharmacy students in a Patient Partnership Program.

Heather has been invited to speak at numerous conferences both nationally and internationally about her journey in health care and how that voice of the patient should be front and centre.

Most recently she has been part of a Canada wide initiative with The Canadian Foundation for Healthcare Improvement serving as a coach to two different health care facilities, to help them to incorporate the Patient Voice in Healthcare Improvement.

Heather is a strong advocate for Patient and Family Centred Care, working tirelessly to make sure the patient and family voice is not only heard but fully integrated in health care to improve the patient experience.

Curtis Weber Curtis Weber comes from Battleford Saskatchewan, where he has been inspiring and influencing change in safety behaviours across Canada/US for over 10 years.

Working in safety as a Trainer, Consultant, Officer and Speaker, following a near fatal workplace incident, Curtis has been able to develop a unique way of challenging audiences to change the way they perceive safety. Curtis believes that before we can develop or change a safety culture, first we must understand and influence human behaviours towards safety. Using his own personal experience of a near fatal workplace incident, let Curtis take you on his journey and challenge you on the way you think about safety.

Curtis begins this presentation by leading his audience through the early years of his life, through to his teenager years, where the young teen from small town Saskatchewan had his life heading exactly where he had always dreamed it would take him, with an opportunity to play Jr Hockey. Instead on his third day of a new job at the age of just 17, Curtis found himself in a battle of life or death as over 40,000 volts of electricity surged through the young teen’s body. Curtis creates an emotional connection, as he takes his audience through a personal journey from the early days in hospital where doctors gave him “no hope” for survival, to a six and a half month initial recovery in Saskatchewan, followed by a 6 year complete recovery of hospital trips to Chicago and Toronto. Let Curtis take you on his emotional journey that you will never forget and that Curtis will forever remember.

2016 CONVENTION SPEAKER BIOS, continued Larry Brown With degrees in political science and law, Larry Brown, the newly elected National President of one of Canada’s largest unions, has a wide range of experience to draw on, having spent over 30 years honing skills in government, public administration, labour relations, teaching and legal issues.

Born in southern Saskatchewan and raised on a farm there, Brown began his interest in social issues while at the University of Saskatchewan, where he served as secretary to the student union and president of the Saskatchewan Federation of Students.

While articling with a Saskatchewan law firm, Brown was hired by the provincial Department of Labour as executive secretary to the Task Force on Workers’ Compensation. He later became executive assistant to the Deputy Minister of Labour. While working with the government, he drafted precedent-setting Canadian legislation protecting workers against imminent danger – the right to refuse dangerous work. He also contributed his expertise and talents to the first Occupational Health Act in Canada.

The Saskatchewan Federation of Labour was his next stop. As the chief staff officer, he led the provincial organizing team for the national day of protest against wage controls in 1976 and was labour’s representative on both the provincial task force examining Workers’ Compensation and the government’s Commission reviewing rent controls.

He later became the chief executive officer of the Saskatchewan Government Employees Association (Union), a component of the National Union and the province’s largest union, where he led one of the first public servicewide strikes in Canada. He served the SGEU for seven eventful years during which the Association adopted the union name and the demeanour of one of Saskatchewan’s most active unions.

In 1986, he was elected as NUPGE’s National Secretary-Treasurer and then in 2016 as National President.

Brown is the President of the Canadian Centre for Policy Alternatives, Canada’s leading progressive research/ policy organization.

He also chairs the Public Sector Working Group of the 10 million strong Public Services International.

He has written and spoken extensively about public finances, debt and deficit issues, the changes in federal provincial financing, public sector restructuring and the resulting changes in the economic and political structures of Canada that have occurred in the last decade.

Brown chairs the National Union’s Pensions Committee where he is leading the push to expand the control by unions of their members’ pension funds, and the use of those funds to better the condition of workers through ethical screening, shareholder activism and social investment.

A sessional lecturer at Carleton University, teaching in the Masters of Public Administration program, Brown is !married to television journalist Tricia MacDonald. The father of three children, he and his family reside in Ottawa.

It gives me great pleasure to welcome you to Convention 2016, the 44th Annual Convention of HSAS. !

We should be proud of the accomplishments of the past year. With diligence, a great deal of work was undertaken by our staff, Executive Council and Committee members. Take time to review the reports contained within this Convention booklet and the activities of your Union this past year.

MEMBERS’ FORUM The Members’ Forum was introduced into the Annual Convention agenda in 2013. Each year, Labour Relations services were canvassed to determine the ‘hot‘ issues of the previous year. Convention Delegates were then surveyed prior to Convention to ascertain which of the ‘hot’ issues they wished to dedicate time for in the Members’ Forum.

The Members’ Forum in this year‘s Convention will look and sound different from the established practice of the past few years. In recent months, HSAS along with all other health care unions in the province have been approached and pressured by representatives of the Ministry of Health, the health regions and 3Shealth to allow your health region employers to ‘take a contribution holiday’ from funding your extended health and enhanced dental plan. This would mean that instead of your employers contributing 2.1% of regular pay monthly toward the funding of your Extended Health and Enhanced Dental plan, they would not pay anything for a year.

A Members’ Forum panel will review the history of the benefit plan, current funding and financial health of the plan and the big ‘ask’.

ANNUAL GENERAL MEETING: RESOLUTIONS Resolutions RESOLUTIONS for Consideration at the Annual General Meeting, October 28, 2016, 9:00 a.m. – 10:30 a.m., Sheraton Cavalier, Saskatoon SK. CONSTITUTION Objects of the Association Resolution #1: To amend Article 3(f) to read as follows: To support the improvement of services provided by the health sciences professions and occupations and to advance the scientific, educational, professional and economic welfare of all Members of the health sciences professions and occupations.

BYLAWS Resolution #2: To amend Article 1.01 (ab) Defined Terms (Simple Majority) to read as follows: “Simple Majority” means a majority of more than fifty percent (50%)

Resolution #3: To amend Article 2.04 (c) Honourary Members, to read as follows: An Honourary Member is not entitled to: (iv) nominate an Active Member as a member of the Executive Council; (v) vote; or (vi) share in the distribution of the remaining property on the liquidation and dissolution of the Association (NEW addition to Section 2.04)

Resolution #4: To adopt the proposed changes to the articles with non-substantive revisions affecting Article 3(c) Objects of the Association, and Articles 1.01(y), 2.02(b), 2.03(d) (iv), 3.08(d), 5.07(b)(iii), 6.04(a), 7.02(f), 10.05, 16.05(d), 16.12(a).

ANNUAL GENERAL MEETING: MEETING PROCEDURES General Rules 1.

Once recognized by the Chair, delegates wishing to speak shall state their name and Health Region.

Debate or comments shall be limited to two minutes for each speaker. A speaker shall not speak more than once on the same question unless everyone who wishes to has spoken. No member may speak more than two times on any one motion.

Only one speaker speaks a time.

Debate is limited to the motion.

No person shall interrupt a speaker, except to make a point of order. At the request of the Chair, a speaker shall be seated until a point of order is decided.

All comments shall be directed to the Chair. No comments should be directed to or at another member.

Side conversations are discouraged, as it can be distracting to other delegates.

All votes require a simple majority, except in special circumstances or outlined in the Bylaws. Here are some special circumstances where 2/3 majority is required: a. To amend the Bylaws b. To close debate when it appears some people still want to debate.

A motion is not debatable until a motion has been made, seconded and restated by the Chair.

The maker of the motion has the right to be the first speaker on the motion if he chooses.

CONSTITUTIONS AND BYLAWS: REFERENCE ARTICLES Article 3 – Association Meetings 3.01 Annual Meeting The Annual Meeting of the Association shall be held within ten (10) weeks of the fiscal year-end of the Association in each year.

3.03 Notice of Meeting Notice of the time and place of a meeting of Members shall be sent not less than 15 calendar days before the meeting in the manner provided in Article 13 hereof. The notice shall specify the nature of the matters and the resolutions to be presented to the meeting.

3.04 Delegates (a) For the purposes of these By-laws, the term “delegate” shall refer to a delegate duly elected or deemed to be elected as such in accordance with these By-laws and, if any duly elected delegate is not available to act as a delegate in accordance with these By-laws, the term “delegate” shall include the first available alternate duly elected as such in accordance with these By-laws, unless the context requires otherwise. (b) All Members may attend all meetings of Members, however, only delegates shall be entitled to vote on matters at such meetings. Each delegate shall be entitled to one (1) vote. (c) Each member of the Executive Council is an automatic delegate. (d) Each Health Region with up to and including 100 active Members shall be entitled to elect one (1) delegate to attend and vote at meetings of Members. Each Health Region with more than 100 active Members shall be entitled to one (1) additional delegate for each additional 100 active Members or portion thereof. (e) All active Members who form a part of a Health Region are entitled to be elected as a delegate for such Health Region. (f) All elected delegates shall attend the meeting for which they have been elected as a delegate, shall act in the best interests of the Association and shall report back to such Health Region, on the significant results of such meeting. (g) The Executive Council shall cause the Executive Director or his/her designate to provide sufficient notice to the members within each Health Region of the candidates for delegates for such region prior to the meeting for which such delegates are to attend to allow the members of such region to vote for such delegates. Voting for delegates shall be by mail-in ballot, as contemplated in these By-laws. Any nominee(s) not elected as a delegate shall stand as an alternate in order of the greatest number of votes received.

3.05 Quorum A quorum for any meeting of Members shall be constituted only if fifty one (51%) percent of the delegates for such meeting are present. If a quorum is not present at the time and place fixed for the meeting in the notice thereof, the meeting shall, without further action, stand adjourned. A meeting shall be deemed to be adjourned whenever a quorum is not present, whether a quorum was present at the start of the meeting or not. No formal business may be attended to in the absence of a quorum. !

3.06 Chair of an Association Meeting The President, or in her absence, the Vice-President, in both of their absences, the President’s designate, shall preside as Chair of every meeting of the Members. If there is no Chair, or if at any meeting she is not present

CONSTITUTIONS AND BYLAWS: REFERENCE ARTICLES continued within thirty (30) minutes after the time appointed for holding the meeting or is unwilling to act as Chair, the members of the Executive Committee present will endorse someone of their number to be Chair of the meeting.

3.07 Resolutions !

(a) Subject to subsections (b) and (c) hereof, all resolutions to be presented to a meeting of the Members must be received by the Secretary of the Association at least sixty-five (65) days before the meeting or they will not be considered at the meeting. Resolutions for consideration at a meeting may be submitted by the Executive Council, the Board of Governors or a group of not less than ten (10) active Members of the Association. The Secretary shall present all resolutions to be considered at a meeting of the Members to Executive Council before inserting such resolutions into the notice of meeting.

The notice of the meeting shall specify Executive Council’s support or lack of support for such resolution and the reasons for such support or lack of support. (b) A resolution may be submitted from the floor of the meeting if it arises from circumstances that prevented the resolution from being submitted in the normal manner and it is submitted immediately prior to the commencement of the meeting to the Chair of the meeting. The Chair shall forward such resolution to the Executive Committee members present at such meeting. Such members shall determine if there were sufficient circumstances that prevented such resolution from being submitted in the normal manner. The decision of such members shall be final and conclusive as to whether the resolution may be submitted from the floor of the meeting. (c) A resolution dealing with constitutional and/or By-law changes, as contemplated by Article 18 hereof, or budgetary matters, as contemplated by Section 15.2 hereof, may not be submitted from the floor of the meeting.

Such matters must be submitted in the manner contemplated in these By-laws.

3.08 Voting (a) Only delegates are entitled to vote at Association Meetings. (b) Each delegate is entitled to one (1) vote on each question that comes before the Association Meeting for which that Delegate has been elected, (c) No Delegate is entitled to vote by proxy. (d) Voting at an Association Meeting shall be by show of hands, except where a motion to have a secret ballot vote is passed by at least a Simple Majority vote of those Delegates. (e) The Chair is entitled to seek the assistance of the scrutineers to ascertain whether or not a motion by a show of hands has been carried or lost. (f) Subject to subsection 3.08(g), a ruling of the Chair that a resolution has been carried or lost is conclusive evidence of the fact without proof of the number or proportion of votes recorded in decision of the Members, through their Delegates, upon the question. (g) The Delegates at an Association Meeting are entitled to appeal any ruling of the Chair and, in doing so, must follow the provisions of Robert’s Rules of Order. (h) Except for those to which article 20 applies, all resolutions require the support of at least a Simple Majority of the Delegates present and voting at an Association Meeting.

CONSTITUTIONS AND BYLAWS: REFERENCE ARTICLES continued Article 16 – Financial Affairs 16.02 Budget (a) Before the end of each Fiscal Year, the Finance Committee shall provide to the Executive Council a proposed Association budget for the next Fiscal Year. (b) At its last meeting in each Fiscal Year, the Executive Council will consider the Finance Committee’s proposed budget for the next Fiscal Year and, by at least a Simple Majority of those present and voting, will also: (i) approve it; (ii) approve it with amendments; or (iii) reject it and request the Finance Committee to prepare a new proposed budget. (c) After the Executive Council approves a proposed budget, or a proposed budget with amendments, it will forward it to the Board of Governors for its consideration. (d) The Board of Governors will consider the Executive Council’s proposed budget and, by at least a Simple Majority of those present and voting at a Board of Governors meeting, will also: (i) approve it (ii) approve it with amendments; or (iii) reject it.

16.05 Financial Statements (a) The Executive Council, by at least a Simple Majority, shall, approve the quarterly unaudited and annual audited financial statement of the Association. (b) The Treasurer or her designate shall present to the Delegates at every Annual Meeting: (i) the financial statements for the most recent Fiscal Year ended before that Annual Meeting; (ii) the report of the auditor on the financial statements for the most recent Fiscal Year ended before that Annual Meeting; and (iii) any further information respecting the financial affairs of the Association. (c) The Delegates at the Annual Meeting, by at least a Simple Majority of those present and voting, shall receive the annual audited financial statements of the Association. (d) Following the Annual Meeting, any Member may request and the Association will deliver to that member a copy of the Association’s most recently approved annual audited financial statements and the report of the auditor.

Article 19 – Procedure 19.01 Robert’s Rules

Except where otherwise provided in the bylaws, all matters of procedure at any meeting of the Association or the Executive Council shall be decided in accordance with Robert’s Rules of Order.

CONSTITUTIONS AND BYLAWS: REFERENCE ARTICLES continued Article 20 – Constitution and Bylaw Amendments If a resolution affecting the Constitution or the bylaws comes to the Secretary from the Executive Council, the following rules apply: !

Before the Executive Council sends the resolution to the Secretary, the resolution must have received the support of at least two-thirds (2/3) of the members of the Executive Council present and voting at a meeting of the Executive Council, and in this subsection 20.03(a), when such a resolution has been so approved, it shall be called an “Executive Council approved resolution.” (ii) If a resolution has not received the support of at least two-thirds (2/3) of the members of the Executive Council present and voting at a meeting of the Executive Council, the resolution shall die. (iii) The Executive Council shall forward its Executive Council approved resolution to the Board of Governors for its consideration. (iv) If the Board of Governors ratifies the Executive Council approved resolution by at least two-thirds (2/3) majority of those present and voting at a meeting of the Board of Governors, the Board of Governors shall notify the Executive Council of its approval and the Executive Council will ensure that the resolution goes to Members with the notice of the Association Meeting. (v) If the Board of Governors does not ratify the Executive Council approved resolution by at least a two-thirds (2/3) majority of those present and voting at a meeting of the Board of Governors, the Board of Governors shall notify the Executive Council of its decision and the Executive Council and the Board of Governors shall meet to attempt to reach agreement and resolution. (vi) If the Executive Council and the Board of Governors cannot reach agreement on the Executive Council approved resolution to the Members with the notice of the Association Meeting along with the details of the disagreement between the Executive Council and the Board of Governors. (b) If a resolution affecting the Constitution or the Bylaws comes to the Secretary from a group of at least ten (10) Active Members, the following rules apply: The Secretary shall forward the resolution to the Executive Council for its consideration. (ii) If the Executive Council does not approve the resolution by at least two-thirds (2/3) majority of those present and voting at a meeting of the Executive Council, the resolution shall die. (iii) If the Executive Council approves the intent of the resolution by at least two-thirds (2/3) majority of those present and voting at a meeting of the Executive Council: The Executive Council may make amendments to the resolution if, in the view of the members of the Executive Council, the amendments are in keeping with the spirit of the resolution, and may do so by at least a Simple Majority of the members of the Executive Council present and voting at a meeting of the Executive Council; and It shall forward the resolution, as amended, if applicable, to the Board of Governors for its consideration. (iv) If the Board of Governors ratifies, by at least two-thirds (2/3) majority of those present and voting at a meeting of the Board of Governors, the resolution it receives from the Executive Council, the Board of Governors shall notify the Executive Council of its approval and the Executive Council will ensure that the resolution goes to the Members with the notice of the Association Meeting. (v) If the Board of Governors does not ratify, by at least a two-thirds (2/3) majority of the present and voting at a meeting of the Board of Governors, the resolution it receives from the Executive Council, the Board of Governors

CONSTITUTIONS AND BYLAWS: REFERENCE ARTICLES continued shall notify the Executive Council of its decision and the Executive Council and the Board of Governors shall meet to attempt to reach agreement on the resolution. (vi) If the Executive Council and the Board of Governors cannot reach agreement on the resolution, the Secretary shall forward the full text of the resolution, as amended by the Executive Council, if applicable, to the Members with notice of the Association Meeting along with the details of the disagreement between Executive Council and the Board of Governors.

Article 21 – Code of Ethics 21.01 Code Each of the following acts shall constitute conduct unbecoming a Member of the Association: (a) crossing a picket line established by the Association; (b) obtaining or soliciting membership by misrepresentation; (c) knowingly failing to comply with the Constitution or the Bylaws; (d) knowingly publishing or circulating false reports or misrepresentations among the members; (e) working in the interests of another union to the detriment of the Association; (f) without proper authority using the name of the Association to solicit funds or to advertise; (g) misappropriating assets belonging to the Association; (h) furnishing to anyone, without proper authority or for any purpose not in the best interest of the Association, a list or a portion of a list of Members of the Association; (i) failing, without reasonable excuse, to pay initiation fees, membership dues, or assessments of the Association; (j) slandering or libeling, that is, spreading defamatory comments, either verbally or in writing, which would tend to injure the reputation of a Member or an officer of the Association or any of the component parts of the organization; (k) failing to follow the lawful order of the Chair of any Association Meeting or its component parts to the point where business of the Association Meeting may not be fairly and reasonably conducted; (l) interfering with the performance of the duties of any officer of the Association or its component parts; (m) engaging in conduct detrimental or prejudicial to the best interest of the Association; (n) willfully neglecting the duties of an elected Association position (o) failing to follow the lawful directions and ruling of the Executive Council (p) filing frivolous, unnecessary or vindictive charges against a Member of the Association; (q) harassing any Member or staff member of the Association; and (r) violating the published policies of the Association. !

President’s Annual Report to Convention It has been a pleasure to serve as your President over this past year.

As a union, it is important to be aware and attuned to the political landscape and any legislative changes which may affect our organization and its membership. This past year saw some legislative activity around The Saskatchewan Employment Act. The Government of Saskatchewan introduced and passed the new Essential Services legislation (Bill 183). This Act amends The Saskatchewan Employment Act (SEA) and The Saskatchewan Employment Amendment Act, 2014, cited in short, as The Saskatchewan Employment (Essential Services) Amendment Act, 2015. The amendments included are summarized below:

• Remove the definition of “essential services.” The parties will determine what services are essential for their respective organizations.

• Establish an Essential Services Tribunal, an independent third-party dispute resolution body that would render decisions on what are essential services as well as whether an essential services agreement substantially interferes with the exercise of a strike or lockout. The tribunal would be comprised of the chair or vice-chair of the Labour Relations Board and a representative appointed by each of the parties to the dispute.

• Provide for binding mediation-arbitration by a three person panel when an essential services agreement is found to substantially interfere with the exercise of a strike or lockout.

• Require the parties to include in the Notice of Impasse whether there are essential services to be maintained in the event of a strike or lockout.

• Change the cooling-off period from 14 days to seven days in cases where essential services are identified.

• Establish a maximum time period of 60 days for binding mandatory mediation/conciliation under the labour relations part of the Act, except where the parties mutually agree to a longer time period.

In addition to the above points, no job action can occur until an essential services agreement is negotiated or established through third-party dispute resolution.

Effective April 29, 2016, new legislation came into effect whereby unless certain criteria were met, the Labour Relations Board could not include supervisory employees in a bargaining unit. This legislation does not exist in any other jurisdiction in Canada. Questions were raised as to the purpose of excluding supervisory employees from a bargaining unit and whether these individuals as supervisors would have the right to organize into a separate bargaining unit.

The SEA defines a supervisory employee as the following: “supervisory employee” means an employee whose primary function is to supervise employees and who exercises one or more of the following duties: (i) independently assigning work to employees and monitoring the quality of work produced by employees; (ii) assigning hours of work and overtime; (iii) providing an assessment to be used for work appraisals or merit increases for employees; (iv) recommending disciplining employees; In HSAS, approximately 700 members were identified as “potentially” being viewed as a supervisory employee, whether classified as a ‘Senior’ or ‘Supervisor’ or functioning in other classifications with supervisory duties.

President’s Annual Report to Convention, continued The Legislation does allow supervisory employees to remain in the bargaining unit through an irrevocable election between the employer and employee. In August of this year an agreement was reached with SAHO, health regions and affiliates. Through an irrevocable election, HSAS members with supervisory duties will remain in the HSAS bargaining unit. !

On behalf of HSAS members, I have addressed issues of concern in health care in Saskatchewan. This has occurred through media such as press conferences and news releases, radio and television interviews. Our communications/media strategies are important. We must continue to invest and dedicate energy and resources to a strong communications/media plan. A strong communications strategy (internal and external) plays an integral part in campaigning and advocating for our Members and health care services provided in this province. We must stand up and speak up about the services we provide each and every day, in all of our communities.

HSAS also participated in the Health Sciences Student Association (HSSA) IPASS Conference, in Saskatoon. IPASS provided an opportunity to engage first year students enrolled in Pharmacy, Physical Therapy, and Nutrition.

Participation also provides an opportunity to share the HSAS perspective on health care in Saskatchewan.

HSAS continued to contribute to the Ministry of Health’s sponsored initiative evaluating Emergency Department Wait Time and Patient Flow. Braden White, EMS Executive Council member, and Michelle Marud, Assessor Coordinator Executive Council member represented HSAS at the meetings.

HSAS also participated in external regional/provincial committees with representation from Executive Council.

Donna Torrens, Psychologist, represented HSAS on the provincial Employee Family Assistance Plan (EFAP) Committee, and Renee Honoway, EMT, represented HSAS on the Saskatchewan Association of Safe Workplaces in Health (SASWH) Board. Natalie Horejda continued to represent HSAS on the Saskatchewan Healthcare Employees’ Pension Plan (SHEPP) Board as a Trustee.

The Ministry of Health held a series of stakeholder engagement sessions related to Medical Assistance in Dying (MAID). Debra Dyna and Jonathan Klassen, both Assessor Coordinators from Saskatoon, participated in these engagement sessions and provided input into MAID. HSAS appreciates the involvement of our Members when such requests are made from the Ministry of Health and/or other stakeholders.

Each year, HSAS conducts an online survey with members to gather information about their workplace and issues. Through the collection of such information, Executive Council plans goals to meet the needs of members.

We appreciate the participation of HSAS members in this survey and encourage members to participate not only in the survey, but to continue to share information throughout the year.

Since 2003, HSAS has been a member of the Canadian Health Professionals Secretariat (CHPS). CHPS was established by the National Union of Public and General Employees (NUPGE) to meet the challenges Canadian Health Professionals face. The Secretariat has three (3) main goals: 1. To raise the profile of health professionals across the country 2. To deal with issues of public policy that impact health professionals 3. To enhance gains in collective bargaining by sharing information, identifying collective strengths and developing common strategies and tactics.

President’s Annual Report to Convention, continued CHPS meetings are held twice yearly. HSAS is represented at these meetings by the President - another elected representative - and the Executive Director. Unions from across the country attend and each presents a report outlining their organization’s activities, including bargaining, communication, labour relations and political climate. These reports offer an excellent opportunity for information sharing and problem solving.

Since April 2012, I have served on the SHEPP Union Partner Committee, representing HSAS. Other Union Partner Committee members have included representatives from SUN, SEIU, CUPE, SGEU and RWDSU. This past year, I also chaired the HSAS Governance Committee.

I wish to welcome the newly elected members of Executive Council. These individuals have been elected to serve the HSAS Membership. They will assume the responsibility of representing members of their professional group or composite group and will participate fully in the decision making process of HSAS – as advocates for the Saskatchewan public and for the specialized health care all of our members deliver on a daily basis.

I wish to thank and acknowledge the dedication and hard work of the outgoing Executive Council members, Committee members, and staff. They have worked diligently, serving the membership of HSAS. I look forward to this coming year and the opportunity to serve our members. We must continue to embrace opportunity when it arises and meet the challenges of the future directly, as HSAS has done in the past, and will continue to do in the future.

Executive Director’s Annual Report The Executive Director report provides an overview of a range of topics and issues related to the operational or labour relations side of the organization that have transpired during our last fiscal year (September 1, 2015 to August 31st, 2016). !

Bargaining Our main Collective Agreement with SAHO expires at the end of March 2018, but some of our other groups have been quite busy with bargaining over the past year.

Canadian Blood Services In November 2015, the employees represented by HSAS within Canadian Blood Services ratified a new collective bargaining agreement. The new agreement covers the period of February 28, 2012 to March 1, 2017. In addition to some upgrades to language, benefits, and certain premiums, the group secured the following rate increases: April 1, 2012 – 2% April 1, 2013 – 1.5% April 1, 2014 – 1.5% April 1, 2015 – 1.55% April 1, 2016 – 1.95% La Ronge EMS Through five bargaining dates between October 2015 and May 2016, the bargaining team has not reached a tentative agreement to present to the members for ratification. They have come to agreement with the employer on topics such as maternity leave and full-time hours as well as improvements to other language. The main outstanding issue that is still under discussion at this point is the creation of a pension plan for these members. The fact that discussions continue on this subject is seen as a positive sign.

Midwives Most of 2015 was spent discussing wages which ended up in adjudication through our Classifications article in the HSAS/SAHO Collective Agreement. Adjudicator Dan Ish issued a decision on January 11, 2016 that included retro adjustments dating back to December 11, 2013. The wage scales that will be incorporated into our HSAS/SAHO agreement are as follows:

Legal Counsel had previously provided HSAS with the opinion that nothing needed to be done on this front as the legislation seemed to be relative to new bargaining units. However, we felt that if SAHO was interested in signing an irrevocable election on the subject, it was worth looking at to ensure all of our members were protected in the event that an employer made a request to the Labour Board. SAHO was interested in negotiating something in exchange for the irrevocable agreement. This did not come as a surprise. They had been having difficulties in the posting of positions of employees who were on extended disability. Therefore, on August 16, 2016, in exchange for some clarification on this subject with an LOU, we were able to secure signed irrevocable elections from all employers. This ensured that our bargaining units would remain intact in the event that a challenge is made at the Labour Board.

In June of this year, it was the Ministry of Health who invited all the health care unions to a meeting. The meeting was framed as “Joint Opportunities” by the Ministry representatives, but by the end of the meeting it was clearly not much of an opportunity for the unions. After some initial small talk and the usual speeches about budget deficits, the Ministry of Health requested that the unions work together with them to find forty million dollars in savings for the current fiscal year. It became obvious to all unions involved that the Government had their sights set on the surplus dollars within our enhanced health and dental benefits plan. In a follow-up meeting in late August, the Ministry was much more straightforward. They simply requested a one year contribution holiday to the plan mentioned above. Apparently, this would allow the health regions to balance their budgets.

The request had a dollar value of forty-two million dollars attached to it. In exchange for the holiday, they would look at the possibility of joint trusteeship for this specific benefit plan. Rest assured that any agreement to provide a contribution holiday must be ratified by the entire HSAS membership or it simply cannot happen. As it stands, the talks are continuing between the Ministry and the health care unions; but with demands that are likely going to be needed in exchange for the size of the contribution holiday they are seeking, we are not anticipating a negotiated deal on this file.

Grievances & Arbitration The tracking of grievances has been much easier this year with our new numbering system that was implemented last October. Currently we have fifty-six grievances that are still unresolved - thirteen of which are based on a disciplinary measure imposed by the employer. The good news is that we have settled or solved one hundred and eleven grievances over a span of three years. Our fiscal year numbers have us filing forty-four grievances between September 1, 2015 and August 31, 2016 and resolving fifteen of these files within the same time period.

Staff Updates We have had the opportunity to hire two new permanent staff members as well as two temporary staff to provide replacements for two of our regular staff who are currently on leave. In April 2016 we hired Kelly Sluth and Paula Searle to provide temporary administrative support to our Regina and Saskatoon offices respectively.

In early May 2016, Chris Wright was hired as a new Labour Relations Officer for our Regina office as a replacement for Garnet Dishaw who decided to resign from his position at HSAS in March 2016. Finally, HSAS created a new position of Communications Officer for the organization which was filled by Kate Crowley at the

Executive Director’s Annual Report, continued end of August this year. I am quite happy to say that all of our new employees seem to be fitting in quite well and are definitely providing quality work within each of their mandates.

Bargaining Conference Committee Report In the spring of 2016, your Executive Council struck an ad hoc committee for the planning and execution of a Bargaining Conference in 2017. In addition, the Executive Council appointed a chair of the Bargaining Conference Committee. As the current collective agreement expires in March of 2018, processes must begin for the collection of membership input, leading up to the negotiation of the next collective agreement. !

HSAS participant members will convene in Saskatoon May 25 & 26, 2017 for a Bargaining Conference. The event will include informational sessions for delegates, discussion groups, an overview of the political and economic climate of the day and a social. The event is planned to educate members and to give them an opportunity to provide the bargaining committee with priorities and direction as the committee enters into contract negotiations.

HSAS members can expect a call for delegates and more information early in 2017.

Communications Committee Report The HSAS Communication Committee has two critical functions. Internally, the Committee works to ensure that the membership of HSAS is provided with accurate and timely information and externally, the Committee works to ensure that the public, the media and other stakeholders are made aware of the concerns of HSAS membership.

In the late summer of 2015, two surveys were conducted. The first was the annual HSAS membership survey, which assists in identifying areas of member satisfaction and concern and for future planning. The annual membership survey has consistently rated the HSAS website as highly important. Since the launch of the new HSAS website last year, the Communications Committee has continued to evolve the website into a functional and meaningful tool and source of information for all HSAS members.

The second survey was the public tracking survey which polls the Saskatchewan public on their awareness and prioritization of the services HSAS members deliver across the province. In response to the need for increased public awareness, the Communications Committee has continued to build upon the 2014-2015 Blue/Green branding campaign. This included profession specific advertisement placement on public transit and within public buildings. In addition, an Understaffing awareness campaign was launched in November of 2015 with the production of an Understaffing focused television commercial. In addition to advertising during television programming, the commercial has been shared on Facebook, YouTube, in theatres pre-show, and on the HSAS website. The Understaffing television commercial was also aired during the Rio Olympics in August of 2016. In conjunction with the Understaffing commercial, the President of HSAS aired on 6 weekend radio time slots on the ‘Talk to the Experts’ radio program. Once again, HSAS voiced concerns about the effect of understaffing on the ability of our members to deliver an appropriate level of quality services when needed by the public.

In recent years, HSAS members had identified the need for new members of HSAS to make a connection with their union soon after their hire within health care. As reported in previous years, training sessions for new member orientators were held in 2013 and 2014 for member volunteers from several health regions. A training session for additional new member orientators was held in May of this year. Now, many new members are welcomed to HSAS at their health region orientation with a structured and member-delivered orientation.

The information they receive assists them in learning their rights under the HSAS Collective Agreement and provides them with critical contact information. Future sessions are planned to ensure that all new HSAS members receive the benefit of the orientation to their union.

In November of 2015, HSAS also hosted the 4th Annual “Holiday Reception” where members of Executive Council met with MLAs of the Saskatchewan Government in an informal setting, to discuss the issues which are of significant importance to our members.

Governance Committee Report The Governance Committee met four times this year. The Constitution and Bylaws were reviewed. In addition to the review of the Constitution and Bylaws, policies on mail in ballot procedures and Resolutions Guidelines and Procedures were developed and approved by Executive Council.

The policy on mail in ballot procedures was developed to ensure consistency and standardization throughout the process of mail in ballot procedures including nominations mail out, receiving, handling and securing ballots when received via mail and the counting of ballots. The procedures were developed to preserve the integrity of the nomination and election process when matters are brought to the membership for consideration and voting.

The Governance Committee reviewed the Bylaws and created guidelines and procedures for submission of resolutions. These were developed to assist HSAS members wishing to submit resolutions for consideration by Executive Council and/or the membership. These guidelines and procedures for Resolutions are posted on the website under the Governance tab.

The policies were approved by Executive Council and implemented this past year.

When reviewing the Constitution and Bylaws, the Governance Committee and former legal counsel Kay Robertson identified areas which needed updating and/or minor revisions due to grammar, typing errors, or incorrect references. These revisions were reviewed and approved by Executive Council. The Executive Council is recommending approval of the proposed Resolutions. They are to be presented as resolutions to be considered by the Membership at the Annual General Meeting on October 28th.

Finance Committee Report, continued ii) Silver Anniversary Scholarship The 1997 Annual Convention established scholarships to mark the 25th anniversary of the Health Sciences Association of Saskatchewan. Twenty (20) five hundred dollar ($500) scholarships are awarded to a spouse or dependent of a Health Sciences Association of Saskatchewan member enrolled in full-time studies at a post-secondary educational institution leading to a degree, diploma or certificate. This fiscal year we had thirty-five (35) applicants.

C. Labour Relations Fund This fund was established by Executive Council at its February 19, 1992 meeting. The purpose is to encourage Health Sciences Association of Saskatchewan members to increase their knowledge of industrial relations. The sum of $1,200 per fiscal year is available to members. Monies are distributed on a first come, first served basis to a maximum of $400 per members. There were no applicants in 2016.

D. Roberta Ekberg Award This award was established at the 2003 Annual Convention to recognize Robert Ekberg’s contributions and long-standing commitment to HSAS. An award of five hundred dollars ($500.00) is provided to an HSAS activist, HSAS employee or HSAS legal counsel who has contributed to furthering the visions and interests of HSAS. Nominations for this award will be accepted no later than August 31 of each year. Natalie Horejda was the recipient of the award this year.

Grievance Committee Report The Grievance Committee is responsible for ensuring that all HSAS members are represented in a fair, consistent and reasonable manner. This Committee will hear a member’s appeal of a decision by the Labour Relations staff not to advance their grievance to arbitration.

The Committee met once this year to review our terms of reference and receive a thorough orientation from Executive Director Dean Job. There were no grievances brought forth to the committee since last October. We will continue to have meetings twice a year for continuing education purposes to ensure we are educated in our roles and responsibilities and ready to hear grievances as they are brought forth.

Negotiating Committee Report Seeing as our current Collective Agreement is only set to expire on March 31st, 2018 there is little to report on the bargaining front. However, in our last round of bargaining there were two new Letters of Understanding (LOUs) negotiated - LOUs #19 and #20. !

LOU #19 is about reviewing the current wage structures and the possibility of simplifying or modernizing them.

LOU #20 had to do with streamlining the bargaining process and fostering positive working relationships. We met with SAHO on December 11th, 2015 to begin the discussions of setting the parameters of how the groups for both LOU #19 and #20 would work.

Once the basic parameters were set, we then met on April 26th and May 25th, 2016 to discuss LOU #19. There was considerable discussion on the history of how we ended up with the current education-based system.

Although our current wage scales may seem confusing at times, at the end of our two meetings it was determined that if HSAS did want to change from an education-based system that it would have to be through bargaining. We did make the offer that moving forward into the future, if there were any higher level discussions regarding wage scale issues, we could engage the members involved in these original LOU #19 discussions. SAHO however, was non-committal.

There were two meetings held to discuss the mandate within LOU #20. The first meeting was on June 3rd, 2016 which was difficult but fruitful. Both sides exposed what they believed to be the issues which negatively affected the last round of bargaining. The second meeting occurred on July 12th, 2016 and was not as useful. The discussions were heated and did not fulfill the mandate of fostering better working relationships. The main issue was that SAHO came to the second meeting armed with issues that should have been dealt with at the Labour Relations Officer level as they were simply Collective Agreement disagreements that can happen on a daily basis.

After a brief cooling off period, I made contact with SAHO and suggested that we wait until the new year to schedule further meetings. We can then both have a better understanding of where the Government intends to go with regards to the final number of health regions and their governance. SAHO was in agreement, so we will continue our talks on LOU #20 in 2017.

In June, the Executive Council passed a revised version of the Negotiating Committee terms of reference. The biggest change being that the Executive Director will now be wearing two hats within the committee. It was decided that the Executive Director will be the Chief Negotiator and Chair of the Negotiating Committee. Other changes include much more detailed duties and responsibilities for the Chief Negotiator and Chair roles as well as the Committee members.

There are plans for a Bargaining conference next spring, so keep your eyes open for more information on this as we are looking to schedule the conference in May 2017. This conference will give our members and their negotiating team the opportunity to discuss topics for the next round of bargaining that will take place in 2018.

The process to appoint the remaining members of the Negotiating Committee will be outlined in an upcoming e-bulletin. Preferred Qualifications of Negotiations Committee Members 1. Ability to work effectively as a member of the team.

2. Commitment (being available to serve on the Committee for up to two years or longer).

3. Willingness to be away from work and attend meetings which can consist of long hours, and may include work in the evenings and on weekends.

4. According to the HSAS CBA, union leave has to be granted for Negotiations Committee members. If an individual is not comfortable taking significant union leave and being away from work for significant periods of time, then this individual is not suited for this Committee.

5. Commitment to Negotiations Committee solidarity and caucus confidentiality.

6. Open to innovative approaches to problem solving during the bargaining process.

Role of Negotiations Committee Members • Actively participate in Negotiating Committee discussions.

• Participate in discussions at the bargaining table as directed by the Chief Negotiator.

• Ensure that the views are global in nature and that the membership, as a whole, is being well represented.

• Be sensitive to the issue of confidentiality according to HSAS Code of Conduct and Conflict Of Interest Policies.

• Recognize a need for caucus discipline and solidarity.

• Present a credible and positive image of the Union.

• Recognize the role of staff in terms of expertise and objectivity.

• Regularly attend the Negotiations Committee meetings.

• Other duties as determined and assigned by the Negotiations Committee.

• Meet deadlines and complete work assignments and/or projects in a timely manner.

Preparation • As directed by HSAS Bylaws, the Committee must communicate with members of each of the professional, occupational, and composite groups to formulate the outline of a Collective Agreement satisfactory to the union as a whole. Executive Council will direct the Negotiating Committee as to how this will be accomplished (Bargaining conference and/or bargaining, survey and/or meetings in each Health Region).

• Be present at meetings of the membership as directed by the Chief Negotiator.

• Encourage member input and participation in discussions.

• Actively participate in formulating proposals and setting priorities.

• Prepare proposals for Executive Council approval prior to providing them to the Employer Bargaining Committee.

• Determine format of minutes, and appoint individual responsible for recording minutes of meetings and/or negotiations with Employer.

• Determine process for recording of minutes and negotiations minute recording.
