2). Business Meeting Although all members are invited to the Annual Convention and Banquet, it would greatly assist us in organizing if you would let us know on or before November 18, 2002 if you plan to attend by calling Colette Duffee in our Saskatoon office.

DISPATCHES To encourage attendance at the Annual Convention Executive Council has approved the following expense provisions: ¾ 15¢ per kilometer for out of town members attending; car - pooling is expected. ¾ Childcare (to a maximum of $30 per day) and meal expenses ($6 breakfast, $10 lunch and $14 supper) unless the meal is provided by the Convention (receipts required for childcare and meal expenses). ¾ One night’s hotel accommodation for those travelling more than 200 kilometers one way and 2 night’s accommodation for those travelling more than 400 kilometers one way to a maximum of $89 per night plus tax.

EXECUTIVE COUNCIL ELECTIONS The following eight (8) Executive Council seats are up for election for a two year term November 2002 to November 2004.

The three (3) Executive Council seats representing 1) Occupation al Therapists; 2) Physical Therapists,

Prosthetists, Orthotists and Exercise/ Conditioning Therapists; and 3) Speech Language Pathologists, Audiologists, Orthoptists and Music Therapists have been acclaimed.

As a result, ballots for the remaining five (5) seats have been mailed to each member’s home who are represented by these seats.

In order to be counted, ballots must be received in the HSAS Saskatoon office by November 19, 2001. Mail

your ballot now!!

Members who have not received a ballot for one of the contested seats should phone the Saskatoon HSAS office toll free at 1-888-565-3399 or in Saskatoon at 955-3399.

CANDIDATE PROFILES DIETITIANS, NUTRITIONISTS, DENTAL THERAPISTS AND HEALTH EDUCATORS

DARREN BERG HEALTH EDUCATOR BATTLEFORDS (RHA #10)

I am currently employed as a Dental Health Educator serving Regional Health Authorities 7 and 10.

I began my career in the health and human service sector nearly 25 years ago. I am a licensed Dental Therapist obtaining my diploma from SIAST in 1980. I have practiced in both the private and public sector.

I am the immediate Past President of the Saskatchewan Dental Therapists Association (SDTA). In 1996/1997 I served as Chairperson of the SDTA Council and the Chairperson of the Legislation Development Committee responsible for the development of the new Dental Professions Act 1997 and professional bylaws of the SDTA. In 1998 I was awarded an Honorary Life Membership in the Saskatchewan Dental Therapists Association for my outstanding contributions to the practice and profession of dental therapy.

I currently serve as the elected Chairperson of the National Dental Therapy Working Group and a member of the Curriculum Advisory Committee of the National School of Dental Therapy. I have a demonstrated commitment to life long learning and have continued to take many classes and courses in the health, social science and business fields.

In 1993 I was appointed by the Minister of Health to the first Battlefords District Health Board and served as a board member until 1995.

I have been an active member of the trade union movement since the late 70’s serving in varying capacities such as elected shop steward, panel observer, as well as local branch and provincial executive member of the Saskatchewan Government Employees Union. I have been a previous member of CUPE, the International Mineral and Chemical Workers Union and the Saskatchewan Government Employees Union. I have taken a number of Union Leadership Development (ULD 10-30), grievance resolution and panel observer training courses within SGEU. PAGE 4

I would like to serve on the HSAS Executive Council to work towards strengthening our collective agreement language, our internal shop steward structures, as well as our workplace grievance and dispute resolution mechanisms. I feel that my broad work and union experience would enable me to be a strong representative and advocate for Dietitians, Nutritionists, Dental Hygienists, Dental Therapists and Health Educators on the Health Sciences Executive Council. If elected, I pledge to work to the best of my ability to represent the interests of all members of our group in a fair and equitable way.

VICTORIA JURGENS DIETITIAN PRINCE ALBERT (RHA #9)

Education and Work Background: BA in Psychology - 1991 B.Sc. In Nutrition and Dietetics 1992 Dietetic Internship - 1993

Since 1995, I have worked in the Parkland Health District as the District Dietitian. In this capacity, I am solely responsible for the nutritional health of more than 20,000 people. Thus, I am a generalist and get to work in all areas including outpatient care, long term care, acute care, in schools, on Reserves and on Hutterite Colonies. I am the Coordinator of the Diabetes Education Program in this district. As well, I work with the dietary staff to provide a district-wide menu for all facilities within the District. Prior to this position, I was employed as a Food Service Supervisor in St. Elizabeth Hospital and as a research assistant on the Saskatchewan Nutrition Survey.

Experience With Other Organizations: ¾ Vice-President of the Saskatchewan Dietetics Association (SDA; currently known as the Saskatchewan Dietitians Association) - 1996 ¾ President of SDA (two terms) - 1997 to 1999.

During this time, SDA moved from a body responsible for the registering of Dietitians in Saskatchewan plus providing continuing education to a body strictly responsible for the registration and regulation of its members. ¾ Director on the Board of Directors of Dietitians of Canada (DC) - 1999 to 2001 During this time, the DC board was responsible for developing a 3 year strategy that the management team

Reasons for Serving as an Executive Council Member: These terms on the two Boards has given me valuable experience in the differences in how boards operate and in the importance of policies and procedures. It is the policies, the direction of the operation of the union and existing or impending legislation as related to Health Sciences services that I am most interested in. As such, I fully intend to be accountable to the Dietitians, Nutritionists, Dental Therapists and Health Educators as well as the general membership for decisions made by Council. I plan to bring the opinions and concerns of this group to the union to the province and to speak for the union to this group.

I am a Clinical Dietitian and have been employed at the Regina General Hospital since 1996. I currently work with the Neurosciences Unit and Inpatient Hemodialysis. I have been involved with the Saskatchewan Dietitians Association for several years. I have been a board member and a member of the Registrations Committee. I am sincerely interested in gaining experiences and knowledge concerning union matters.

ALLISON KAPP DIETITIAN REGINA (RHA #4)

MENTAL HEALTH THERAPISTS AND RECREATION THERAPISTS I have been a Mental Health Therapist in the Rehabilitation Services Department at Saskatchewan Hospital for over seventeen (17) years. I specialize in the field of vocational therapy and rehabilitation. I have a B.Ed. degree from the University of Saskatchewan and have my Canadian R.R.P. (Registered Rehabilitation Professional) designation.

I have been actively involved in the field of mental health for a number of years by means of work affiliations, through the Canadian Mental Health Association, as well as Portage Vocational Society Inc. I presently serve on the C.M.H.A. Provincial Board. I was given the Mental Health Association Professional Award in 1997. I have an interest in the development of youth. I served on the Board of the LES HURLBURT MENTAL HEALTH THERAPIST BATTLEFORDS (RHA #10)

Battlefords Boys and Girls Club for many years. I assisted in creating a mental health education program geared to high school students. I also worked for a number of years with Aboriginal and First Nations people. I have served as a member of the HSAS Executive Council for two (2) terms.

I graduated from the University of Regina in 1991 with a Bachelor Degree in Physical Activity Studies. Since that time I have been employed as a Recreation Therapist in Estevan, Regina and then Saskatoon.

My work experiences have been in Geriatric Day Hospital, Long Term Care, Acute Psychiatry and presently Mental Health. For the last 3 1/2 years I have been employed

by Saskatoon District Health, Regional Health Authority #6 in a Community Mental Health Rehab Program.

ANNE ROBINS RECREATION THERAPIST SASKATOON (RHA #6)

I believe in supporting and advancing my profession and am currently President of the Saskatchewan Association of Recreation Professionals. I have been an active member of their Board of Directors for the past five (5) years. I also volunteer my time on the Executive Board of my school’s Home and School Association, provincial judge and coach in synchronized swimming, church groups, community association programs and provincial conference planning.

I am interested in representing my chosen professions and colleagues and feel that you as members need to have a voice to bring any concerns, issues or comments forward.

I am confident that with my experience in Recreation Therapy, Mental Health and interest in Health Sciences I can represent both disciplines and be an asset to the Executive Council and bring those comments forward.

Most of the membership will know me quite well by now because of my recent involvement with the HSAS Bargaining Committee which is ongoing as I write this.

DISPATCHES To recap my background quickly, I am a Physiotherapist now in my 18th year of employment at RUH. I have just completed my second term as the representative of this group as well as my third year as Treasurer for the Union.

My reasons for wanting to continue as an Executive Council representative are primarily because of my strong commitment to my union as a whole and the amount of work I have done these past four months will not allow me to step down at this point. I am extremely proud of the work we have done on the Bargaining Committee and as well proud of our union and what we have accomplished. Someone important to me said just the other day “no matter what comes of this undertaking of the Union JoAnn, don’t forget no one can take away the nobility of your professions”.

OCCUPATIONAL THERAPISTS MARY WILSON REGINA (RHA #4) (ACCLAIMED)

With much thought and consideration of balancing family, work and other responsibilities, I have decided to run again for a second term as Occupational Therapy representative on Executive Council. The last two years have been a great learning experience. There was much to learn about union, labour relations and Health Sciences itself. I have had the opportunity to sit on various committees including Emergency Fund and the Job Action Committees. I represent HSAS on the Civic Pension Committee and as a member-at-large on the newly formed Regina District Council. There was much to learn and it was a privilege to represent you.

My goal if elected, is to continue to build on this knowledge base and thus be more effective in representing Occupational Therapists on various issues that come before Executive Council. Another goal is to continue to serve on various committees and finally to develop a communication system that I can relay information to you and in turn hear your concerns. PSYCHOLOGISTS AND PSYCHOMETRICIANS Education: B.Ed. 1990, M.Ed. 1992, Ph.D. 2001 DAWN PHILLIPS Work: 1993 – 1999 Student PSYCHOLOGIST Counselling Services – SASKATOON University of Saskatchewan (RHA #6) 1999 – 2000 Alberta Hospital Edmonton/Glenrose Rehabilitation Hospital (pre-doctoral internship) September 2000 – RUH Department of Clinical Health Psychology I am interested in serving on the HSAS Executive Council because I believe that I am familiar with issues relevant to both Master’s and Doctoral level psychologists. I have worked with psychometricians at various sites and have a basic understanding of the issues they deal with (and would hope to receive ongoing input from them if I were to continue to represent them on this Council). Over my past term on Council I served on the Grievance Committee during the first year. During the second year I was elected by Executive Council members to be the Second Vice-President/ Secretary and sit on the Executive Committee. Most recently I have served as Provincial Coordinator for Essential Services. It is my goal to take my previous experience and ongoing feedback from those I am representing to develop innovative and creative methods for dealing with new and ongoing issues.

GAYLEEN ROBERTSON PSYCHOLOGIST EAST CENTRAL (RHA #5)

I am running as a candidate to represent Psychologists and Psychometricians on HSAS Executive Council. I worked hard to help in the development of District Council in ECHD (now part of RHA #5). I have become involved and knowledgeable about union issues as the Vice Chair of the HSAS District Council of RHA #5. I have volunteered many hours to learn about how our union functions and devoted much time and energy to help make our Executive Council accountable to members. I think our union has progressed greatly in the last year with a major part of that progress coming from the many hours that ordinary members have contributed. I would like to be a part

DISPATCHES of Executive Council because I believe we still have a long way to go to improve HSAS support of members in the workplace. We have begun to support members at the bargaining table and we need to continue with changes in the way HSAS deals with management on a daily basis. I believe in the philosophy that HSAS should be transparent and accountable to the members, therefore I supported the motion at the last AGM to have Executive Council meeting agendas and minutes available to the general membership.

I also believe that members should be allowed the opportunity to participate in the decision making process of their union as much as possible and if elected I plan to be accessible and accountable not only to Psychology and Psychometrician members but also to local members of other professions. I believe that what is good for one profession in our union is also good for all professions in our union. I have been very vocal and sometimes challenging with our union executive. I believe that our union will profit from having new ideas and challenges brought forward at the Executive level. I know I can contribute on Executive Council to work harder to represent members. Our union is evolving in a good way and I would like to continue to be a part of that evolution as your representative on Executive Council.

As a member of HSAS I work as a registered doctoral psychologist in RHA #5 (Yorkton). I received my Ph.D. in Educational Psychology from the University of Regina in May of 2002. I have worked in Adult Community Services in Yorkton for just over 2 years. Previously I worked as a Psychologist (Child and Youth, Adult, Gerontology) in what was North Central Health District (Melfort) for 1.5 years.

PUBLIC HEALTH INSPECTORS AND INFECTION CONTROL PRACTITIONERS My name is Roger Piatt and I have lived in Saskatchewan almost all of my life. I have a wife and two children and live in North Battleford, Saskatchewan where I am employed by Regional Health Authority #10 as a Public Health Inspector. I have been a Public Health Inspector for over 8 years working in Melfort and North Battleford.

ROGER PIATT PUBLIC HEALTH INSPECTOR BATTLEFORDS (RHA #10)

I have served on the Community Health Bargaining

Committee prior to devolution to health districts, where I was actively involved with the Bargaining Committee to support the activities of the Negotiating Committee. I was involved in researching information and preparing documents for use by the Negotiating Committee.

I was also an SGEU shop steward acting on behalf of fellow union members in conflict resolution and sitting on job interview panels. I represented the interest of an employee in a manner that was consistent with the direction of the union. Shortly after I moved to North Battleford in 1995 I was involved in being a union rep for an HSAS employee while we were still governed by SGEU. The employee was seeking conflict resolution with the employer relating to numerous health related issues.

I have also been an active member of the HSAS JJESC where I worked to represent the issues of all employees in a fair and equitable manner. I joined this committee about half way through and found it to be a challenging process to represent the interests of 27 different employee groups in a union/employer setting.

I am interested in representing the issues of public health inspectors and infection control practitioners because I believe the only way to effect positive change is to work within the system. I will actively work to represent the issues faced by these two groups in my role as a member of the Executive Council.

BILL WRIGHT PUBLIC HEALTH INSPECTOR SASKATOON (RHA #6)

I was born and raised in Saskatchewan. I completed 2 years of university in education at the University of Regina prior to completing my diploma in Environmental Health at B.C.I.T. in Burnaby, B.C. I completed my certification as a Public Health Inspector from the Canadian Institute of Public Health Inspectors in June 1973.

I was a district inspector stationed in Wynyard for 12 years.

For the past 17 years I have worked as a Senior PHI/ Supervisor stationed in Saskatoon.

I have held the following positions on the Executive of the Saskatchewan Branch - Canadian Institute of Public Health Inspectors; Secretary/Treasurer, President and Past President.

DISPATCHES Union Involvement: ¾ Shop Steward - SGEU ¾ Side table bargaining with SGEU in attempts to get special wage adjustments for PHI’s and Senior PHI’s. ¾ Representative on the legal, inspection and regulatory committee for Job Evaluation with SGEU. ¾ Northern Vice-Chair on SGEU committee on vote due to Dorsey Commission. ¾ Alternate representative to Executive Council for this group for 4 of the last 6 years. ¾ Presently on Constitution Review Committee. ¾ Chair of the Saskatoon District Council since inception December 2000. ¾ Since June 2002 serving on Provincial Bargaining Committee.

I feel that my years of experience not only as a PHI but as an active union member will allow me to have a strong voice for both the PHI’s and Infection Control Officers.

Further, my recent experience on the Provincial Bargaining Committee has provided me with an excellent basic knowledge of many of our professions and the recruitment and retention problems facing us all.

SPEECH LANGUAGE PATHOLOGISTS, AUDIOLOGISTS, ORTHOPTISTS AND MUSIC THERAPISTS

Once again, I do feel honored to represent this aggregate group. During this year, there are two areas which I feel are priorities for this group and myself. First of all, I would like to include other HSAS members in committee activities as they arise. There are several committees which require and welcome membership involvement.

Several members have shown interest and welcome other who are keen to become an active participant in further HSAS activities. Second, we need to develop an e-mail list.

This is the most efficient mechanism for me to communicate with you. Please submit your e-mail to me by sending me a message at ljcarney@shaw.ca. If you do not have an e-mail address, please submit an address that you would feel comfortable having a message sent to. This may also be the time to get a hotmail or other public domain address. SOCIAL WORKERS

BRENDA ANDREAS SASKATOON (RHA #6)

I have been a social worker for 25 years. I started in Yorkton, moved to Swift Current and have been in Saskatoon for the past 17 years.

Last year I had the opportunity to be a part of the JJE for three months and that experience has rekindled my enthusiasm for HSA. I was pulled back to work before I got the job finished and so I am now seeking the support of other social workers so I can “finish the job!”

For those of you who know me you know I have the energy to represent social work on Executive Council. For those of you who don’t know me I can assure you I will do my best to keep you informed and to represent our interests on the team.

The coming year will be a difficult one as we prepare to implement the new contract, strengthen our ties in the workplace and generally regain the confidence of our clients, patients and the general public.

I am a team player and I will “Finish the Job”.

My career path has always pursued better health for the people of EMILY HARDY Saskatchewan. As a nursing GREENHEAD professional I worked in long (RHA #7) term, acute care, mental health therapies and as a nursing unit manager.

As a social work practitioner, since 1995, my duties included coordinator of residential services, intake and discharge planner at a mental health sitting and now an adult community counsellor. My experiences in the mental health field has prompted an understanding of employee, employer relationships.

MEMBER RESOLUTIONS Article 3.2 “Annual Convention” of the HSAS By-Laws makes provision for member resolutions to be voted on at the Annual Convention.

At its April 16 and 17, 2002 meeting Executive Council passed a motion encouraging HSAS members to mail their resolutions, along with rationale, to the Saskatoon HSAS 1). Whereas HSAS will be going into another round of contract negotiations with SAHO in the winter of 2004 and…

Whereas Executive Council has voted in favour of the development of District Councils (soon to be known as Regional Councils) and the development of a “stewardship system” within the memberships worksites, and…

Whereas the “Dorsey Thaw” takes effect January 2003, thereby resulting in potential union membership movement happening within Saskatchewan Health care unions, and…

Whereas all three above matters will require the undivided attention of the President, and…

Whereas the position of “President” is the only officer of HSAS that is elected from the full membership and accountable to the total membership…

I hereby make the motion that, effective immediately, the office of President be a full time position with the pay of no less than what that individual would be receiving as compensation from their Health District/Regional Health Authority employer, to be reviewed at the 2003 Annual General Meeting of the HSAS. office by August 31, 2002 so they could be published in the newsletter mailed out prior to the Convention.

If members haven’t mailed in their resolutions by the August 31, 2002 deadline they are still entitled to raise their resolutions at the Annual Convention.

Here are the resolutions received up to press time: their terms of reference provide Executive Council with a completion date for this task.

The rationale for this motion is that the motion to have terms of reference for all committees was passed at the last AGM and to date it does not appear that this task has been accomplished. Having committees establish a completion date would serve to provide motivation to have this task accomplished.

The most recent draft of the expense guidelines leaves open the possibility of legal ramifications, particularly as it relates to privacy issues and safety issues (such as sharing hotel rooms with essential strangers, travelling in unsafe conditions and having different expense rules apply to members from different locations).

The 2001 Annual Convention was called to order by JoAnn Walker at 1:40 p.m. on November 24, 2001. The meeting was held in Salon A, Temple Gardens Mineral Spa, Moose Jaw, SK.

Article 3.6 – Motion Carried 3.6 Executive Council Elections Any active member shall be eligible for nomination for the Executive Council. Nominations and elections to the Executive Council shall be in accordance with the provisions set forth in Article 4 and Article 3.2. The Executive Council of the Association shall cause to have nominations papers distributed to the members on or about September 1st of each year, for those positions subject to election that year. Nomination papers showing the name of the Nominee, the Professional or Composite Group seat for which the member is nominated, and the name of the Nominator, shall be returned to the Head Office of the Association by the last working day of September. Where more than one Nomination is received for a Professional or Composite Group Seat, the Executive Council shall cause the Executive Director to create an elections process for members to elect an Executive Council member through a mail-in ballot. Ballots will be distributed immediately to all members eligible to vote for a contested seat, and shall be returned at least five (5) calendar days prior to the Annual Convention. Candidates may appoint a scrutineer to be present when the Executive Director counts the ballots and the qualification of each ballot shall remain the sole decision of the Executive Director.

Article 4.1(a) – Carried 4.1 Composition (a) There shall be an Executive Council composed of one or more representatives from each professional, occupational or “composite” group which has members in the Association, proportional to the number of members within the group in a manner determined by the Executive Council.

Article 4.1 (b) – Carried 4.1 Composition (b) Individuals or groups of individuals admitted to membership subsequent to 1982 may, at the discretion of the Executive Council, be designated to the most appropriate existing professional or occupational group or to a ‘composite’ group. Such designation shall be done in consultation with the

affected person(s); however, the decision of the Executive Council shall be final. Such member(s) shall be eligible for nomination and election to the Executive Council by the group to which they have been assigned.

Article 4.1 (c) – Carried 4.1 Composition (c) The President is a member of Executive Council.

Article 4.2 (b) – Carried 4.2 Election b) In the event of a vacancy on the Executive Council with more than six months remaining in the term of the vacant position, the Executive Council shall cause Nomination Papers to be distributed to the members of the professional, occupational or ‘composite’ group affected as soon as practicable.

Nomination Papers as described in Article 3.6 shall be returned within thirty (30) calendar days. The Executive Council shall cause the Executive Director to create an election process in general accordance with Article 3.6. The incumbent so elected will sit for the remainder of the term of the seat.

Article 4.8 – Carried 4.8 Save Harmless The Association shall indemnify and save harmless from personal liability any member of the Executive Council, the President of the Association or any person appointed by the Executive Council from personal liability incurred by such person in the administration of the Association, provided that such protection shall extend only to persons acting bona fide in the interest of the Association.

Article 6.1 – Carried 6.1 Board of Governors Any member having served at least four (4) years on Executive Council, at least two (2) of which as an officer, shall be eligible for election to the Board of Governors for a term of seven years, providing that such eligible members are and continue to be members of the Association; and that such elections shall be made by the Executive Council on nominations duly received at the first meeting of the Executive Council following the Annual Convention.

7.1 Election and Duties of the President Any active member shall be eligible for nomination to President. The President shall be elected by all members of the Association for a two (2) year term or for a lesser period of time at the pleasure of the Executive Council. The Executive Council may remove the President by a vote of at least 3/4 of the Executive Council sitting at a special meeting called by the Vice President. This meeting may only be called after a vote of non-confidence by at least 2/3 of the Executive Council attending a regular Executive Council meeting.

The Executive Council of the Association shall cause to have nomination papers for President distributed to all HSAS members on or about September 1 every two (2) years commencing 2001.

Nomination papers showing the name of the Nominee and Nominator and consent of the Nominee shall be returned to the Head Office of the Association by the last working day of September.

Where more than one nomination is received for the position of President the Executive Council shall cause the Executive Director to create an elections process for members to elect the President through a mail-in ballot.

Ballots will be distributed as soon as is practicable to all members eligible to vote and shall be returned at least five (5) calendar days prior to the Annual Convention.

Candidates may appoint a scrutineer to be present when the Executive Director counts the ballots and the qualification of each ballot shall remain the sole discretion of the Executive Director.

The candidate who receives the most votes will be declared elected. In the event the successful candidate is an Executive Council member she will resign her seat to serve as President. The Executive Council shall fill this vacant seat in accordance with Articles 3.6 and 4.2 of the HSAS By-Laws.

A President may continue in office for a maximum of six (6) consecutive years.

The President is the senior elected officer of the Association who has the following powers and duties which may be exercised or performed in person or by

delegation: (a) Presides at all meetings, conventions and conferences except District Council meetings. (b) Is the chief representative of the Association. (c) Is the primary spokesperson for the Association with respect to the Association’s policies, health care issues and all other matters as determined by Executive Council. (d) Is Chair of the Executive Committee and an exofficio member of all committees. (e) Is the Chief Executive Officer of the Association. (f) Keeps the First Vice-President informed of matters necessary to assume the duties of President. (g) Ensures that policies and decisions of Annual Conventions and the Executive Council are carried out. (h) Reports to the Executive Council and the Annual Convention. (i) Ensures that the HSAS Constitution and By-Laws are upheld. (j) May be a signing officer.

Article 4.3 – Defeated Article 4.4 – Carried 4.4 Alternates (a) Members of the Executive Council who are unable to attend any meeting of the Executive Council have an obligation to delegate another member of the Health Sciences Association (who is a member of the same professional, occupational or ‘composite’ group) the right to attend the meeting of the Executive Council and to exercise any powers which the delegating member may have exercised at that meeting. Written authorization from the delegating member shall be considered adequate to enable the alternate member to attend the meeting of the Executive Council.

Article 4.5 – Carried 4.5 Negotiation of Collective Agreement The Executive Council shall appoint a chairperson of the Contract Committee who in turn shall appoint a Negotiating Committee, the majority of whom must be active members of the Association. The Negotiating Committee shall be responsible for negotiating a Collective Agreement with employers or organizations of employers. The Negotiating Committee shall: (a) Communicate with members of each of the professional, occupational and ‘composite’ groups to formulate the outline of a Collective Agreement satisfactory to each of the groups. (b)

Report regularly during negotiations to the Executive Council for directions and make recommendations to only the Executive Council with regard to the terms and conditions of any Collective Agreement between the Association and any employer or organization of employers.

Article 5.1 – Carried 5.1 District Councils/Amalgamated District Councils Members of any Health District or group of Health Districts (Amalgamated Health Districts) may constitute

themselves as a District Council or Amalgamated District Council and petition the Executive Council to delegate to the District Council or Amalgamated District Council the authority to act on behalf of members constituting the District Council or Amalgamated District Council on matters of local concern.

Article 5.2 – Carried 5.2 Officers Chairpersons, Stewards and such other Officers of the District Council or Amalgamated District Council as requested by the members of the District Council or Amalgamated District Council and approved by the Executive Council will be elected by a method established by the Executive Council.

Article 5.3 – Carried 5.3 Duties of Officers Officers of the District Council or Amalgamated District Council shall provide a liaison between the members of the District Council and the Executive Council and Executive Director and shall be responsible for the coordination of the activities of the members of the District Council and to make such recommendations and reports and carry out such other duties and may be required to assist the Executive Council and Executive Director in the organization, management and operation of the affairs of the Association. Stewards elected by members of the District Councils or Amalgamated District Councils and so authorized by the Executive Council shall advocate on behalf of members with the employer and may represent members in discussions with employers over their Grievances and other concerns. The Chairperson and each Council shall conduct their affairs in a manner consistent with the objects of the Association and shall act and carry out their duties in accordance with such policies as may be established by the Executive Council from time to time.

An Officer may be removed from office by the Executive Council for just cause.

Article 7.2 – Carried 7.2 Election of First Vice-President, Second VicePresident/Secretary and Treasurer. The First Vice-President, Second Vice-President/ Secretary and Treasurer shall be elected: (a) by the Executive Council; (b) at the first Executive Council meeting following the

The position of First Vice-President, Second VicePresident/Secretary and Treasurer may be declared vacant by a vote of two-thirds of the Executive Council and shall be filled by and from the Executive Council.

Message From Regina Health District’s Occupational Health and Safety Department The RHD’s Occupational Health and Safety Department is promoting a scent free environment at all the district’s facilities, including hospitals. Scented products like air fresheners, fragrances and personal care products can cause people with chemical sensitivities to suffer mild to severe symptoms such as headaches, congestion and excessive coughing. All RHD employees, including

EMERGENCY FUND The Emergency Fund was established at the October 1989 Annual General Meeting. The purpose of the Fund is to provide members with monetary assistance in the form of a non-repayable grant when an unusual circumstance arises in which they need financial assistance on a one time basis. An unusual circumstance would include such matters as; personal health, personal emergencies and destruction of personal belongings or property by fire or other acts of nature. Assistance up to $500.00 will be considered.

Application forms for the Emergency Fund may be obtained at either the Saskatoon or Regina HSAS offices, or through the website www.hsa-sk.com.

HSAS SUPPORTS EDUCATION CONTINUING EDUCATION FUND The Continuing Education Fund was established at the October 1990 Annual General Meeting with the purpose of promoting continuing education in areas directly related to one’s present position.

A lottery system is used to select applicants with five (5) names drawn on October 1st and five names on May 15th of each year. Successful applicants are eligible for a maximum of $500.00.

It is the position of HSAS that the responsibility for assuming costs associates with continuing job related education resides with the employer. To ensure our fund is not treated as a primary funding source, the Education Fund Committee requires members to apply to their employer or other sources prior to making application to the HSAS Education Fund.

Failure to do so will result in the disqualification of the applicant.

The scholarships are awarded annually to a spouse or dependent of an HSAS member enrolled in full-time studies at a postsecondary educational institution leading to a degree, diploma or certificate in an area of study currently represented by HSAS. Completed application forms must be received at the Saskatoon or Regina office no later than July 31st for the upcoming school year.

This year’s successful applicants were: 1. Elizabeth Kliman, Dietitian, Regina Health District, whose son Jonathon Kliman is studying EMT/Firefighting at Lakeland College in Vermillion, Alberta.

2. Gaye Spademan, Assessor/Coordinator, Prince Albert Health District, whose daughter Elaine Spademan is studying Pharmacy at the University of Saskatchewan.

RON CURRIE AWARD Established in 1985, this $500 Scholarship is awarded to a Pharmacy student in the college of Pharmacy at the University of Saskatchewan.

The award recognizes Ron’s leadership in guiding the formation of our union. This year’s recipient is Brad Cooper of Quill Lake. Brad is a 3rd year student in the Pharmacy program.

Application forms for the Continuing Education Fund and the Silver Anniversary Scholarship Award may be obtained at either the Saskatoon or Regina HSAS offices.
