EXECUTIVE COUNCIL ELECTIONS

As a result, we have enclosed a ballot in each newsletter for President. Additionally, we have enclosed a ballot for each EMT, Dispatcher and Paramedic to elect their two Executive Council representatives.

The following Executive Council seats, along with the position of President, are up for election for a two year term November 2001 to November 2003.

CANDIDATE PROFILES PRESIDENT I am a strong and highly motivated person who believes that Saska tche wan is a wonderful place to live and raise a family. In the following paragraphs I am hoping to explain to you why I would like to be the President of HSAS and also why I would be a good choice.

KATERI BUCKMEYER PARAMEDIC REGINA HEALTH DISTRICT

I have been in Regina for the last 11 years as a Paramedic with Regina Health District - Emergency Medical Services.

I also function as a Field Trainer as well as a Relief Operations Supervisor. Prior to Regina I worked as both an EMT and Paramedic in rural Saskatchewan. With Leader, Saskatchewan being my home town, I have a strong understanding of both rural and urban health care. Some of the problems that I recognize and feel that we need to address are recruitment and retention, work environment, work load and wages.

I began my union experience when I served as the Secretary/Treasurer for our previous union. During our last contract talks I felt that I again would like to become involved. Therefore, I became elected to Executive Council representing EMTs, EMT-As, EMDs and also Paramedics.

I have been in this position for the last two years and during this time became involved in the Joint Job Evaluation Steering Committee, RHD - EMS Union Management Advisory Committee, as well as a few others.

In my personal life I am the mother of two children and enjoy being involved with their activities as well as volunteering for Kidsport, Arthritis Foundation and a variety of others.

It is not easy to communicate, in such a short space, my commitment - often a passionate one - to helping mold a new Health Sciences Association from the diverse and honorable traditions of the

past. In the past two years, I have accepted the role of President of HSAS, elected by my peers on the Executive Council. This year is different. In keeping with the reforms I have promoted, the President is now elected by the membership and is wholly responsible to that membership.

This is an important step in promoting democratic reform.

I have been a Social Worker for over 27 years. I have a Bachelor’s Degree in History and Sociology from the University of Lethbridge in Alberta and a Master’s Degree of Social Work from the University of York in England. I spent the formative part of my social work career working with adolescents and their families. In recent years, I have worked as a manager of a residential treatment centre, child welfare supervisor, mental health clinician and most recently on an Acquired Brain Injury Outreach Team.

In all that time, both in Canada and abroad, I have been actively involved in my union. I have always been a union steward or representative of my profession in union matters.

Over the last two years, I have acted to encourage egalitarian and democratic principles in all that the Association does. I am especially proud of the growing number of District Councils (as we speak there are five) and of the training we are organizing for what will be our first cohort of union stewards. By mid-2002, all of the members in Saskatchewan will have District Councils they can approach and participate in.

As well, I am actively participating in bargaining and in job evaluation. I look forward to the opportunity to complete the work I have begun and ask for your ongoing support. In any event, please vote.

EXECUTIVE COUNCIL ADDICTION COUNSELLORS/THERAPISTS

CHRIS DRIOL SASKATOON HEALTH DISTRICT (ACCLAIMED)

This is an exciting time to be working in health care in the province of Saskatchewan.

With bargaining for a new contract and the Job Evaluation process currently underway it is vital that Addiction Counsellors/Therapists

DISPATCHES be ably represented within our union.

Our role in providing quality health care services to the province must be supported and enhanced by individuals who are committed to facing the tasks at hand and achieving our common goals.

I hold a Chemical Dependency Worker Diploma and have five years experience at Battleford’s Health District Hopeview Recovery Home and Saskatoon District Health Calder Centre. During this time I have developed working relationships with both rural and urban Addiction Counsellors/ Therapists and by doing so have become familiar with the needs and challenges of a wide cross section of our membership. For the last two years I have served as the HSAS contact person for Calder Centre. I have also served on volunteer organizations for the last ten years in a variety of positions. I believe the skills I have developed as Secretary/Treasurer and Chairperson of these various committees will enable me to be an asset to our Executive Council.

ASSESSOR/COORDINATORS

Bachelor of Social Work. ! Currently employed with East Central Health District as a BRENDA PASLOSKI F a c il i t y B a s e d C a re EAST CENTRAL Coordinator. Prior to this HEALTH DISTRICT position, I held the position (ACCLAIMED) of Intake Coordinator for the health district. In addition, I coordinate Community Health Services as required. ! Before entering the health field, I was employed with the Saskatchewan Abilities Council, as well as several positions within school systems. ! Becoming a member of the Executive Council will enable me to bring forth important issues/concerns that are forefront on the minds of fellow Assessor/Coordinators and all HSAS members. ! Lastly, I feel this is a great opportunity to work as part of a team creating a strong voice throughout the province, making aware the vital roles and important contributions of HSAS members in the field of Health Science. !

EMTS, EMT-AS, EMDS AND PARAMEDICS I

received a Diploma in KATHLEEN MALIN Occupational Therapy from the MOOSE MOUNTAIN University of Manitoba and HEALTH DISTRICT have worked as a Community (ACCLAIMED) Therapist in both Manitoba and Saskatchewan. I worked as De v e lo p me n t Co o rd i n a t o r in s o u t h e a s t Saskatchewan and developed the initial Home Care program in the area. I was then employed as Home Services Coordinator for seven years. I am presently employed as a Case Manager in Moose Mountain Health District. I have been involved with Needs Assessment in both health and rural development; I have been a board member on the Regional Health Board, Regional Community College and Farm Lab Program.

I have been employed with EMS for the last fourteen years in a variety of settings including both rural and urban settings. They include Moosomin, Yorkton, North Battleford and for the last two years, Regina.

I worked as an EMT for the first part of my career in Moosomin. I graduated from Paramedic training at SIAST in 1993 and have spent time in Yorkton, North Battleford and Regina as a Paramedic. I also have EMD training and have worked casual in the EMS Communication Centre as a Dispatcher.

The past two years on Executive Council have been very challenging and I feel that I am finally “getting to know my way around.” I have served on the Constitutional Committee and Communications Committee and do bring a rural perspective to a mostly urban Council. I would like to have the opportunity to serve on Council for another term.

My committee experience consists of five years on the Board of Directors with the Saskatchewan Paramedic Association, the last year in the Vice Chair position. It includes committee work with regional medical advisory. I was also involved in establishing the newly formed RHD EMS/HSAS District Council.

DALE BACKLIN PARAMEDIC REGINA HEALTH DISTRICT

I am currently an alternate with the HSAS/SAHO Joint Job Evaluation Committee.

I have an extreme interest in assisting HSAS in moving EMS PAGE 5

DISPATCHES labour issues forward in a manner that is fair and consistent with the health care disciplines and feel my background, experience and knowledge would be most beneficial.

I have been in EMS for eleven years, nine as an EMT. I also have BTLS, ILS, AED and was a First Aid and CPR instructor for two years.

I have worked exclusively in rural EMS. I was a volunteer firefighter for eight years, two years as President and served one year as Assistant EMO Coordinator.

GARY HORSEMAN EMT EAST CENTRAL HEALTH DISTRICT

Work Background: ! Rural EMS since 1988. I have been in Langenburg full time since 1994. ! Union contact person since 1998. ! Interim District Council member-at-large . ! Training officer for Cadets for eight years.

I feel the Executive Council has a large voice within the province and I would like to be part of that resounding voice.

I have been involved in Emergency Medical Services in Saskatchewan since June 1995.

Currently, I work with Regina EMS as a full time Paramedic.

Previous to this I was employed in Yorkton, first as an EMT/EMD and then as a Paramedic. I received my education as an EMT, then a Paramedic at SIAST Wascana Institute in Regina.

JASON WILLIAMS PARAMEDIC REGINA HEALTH DISTRICT

I am presently a member in good standing with the Saskatchewan Paramedic Association and Alberta College of Paramedics. I am also proud to say that I have recently accepted the position of Treasurer on the Board of Directors with SPA. In my time off I enjoy golfing, hockey, camping and most importantly spending time with my wife Jennifer, who is also employed at Regina EMS. I feel that I would make an invaluable addition to the Executive Council due to my tireless work ethic and my devotion to my chosen profession. I have had experience in both rural and urban EMS systems, so I understand and can appreciate many of the concerns that our members may PAGE 6

have regardless of location. I also feel that because I have experience at the EMT, EMD and Paramedic levels, I would make an excellent representative for all disciplines which I would represent.

In summation, I feel very strongly that the union’s members have a strong, dedicated voice to bring their concerns and wishes forward. I am confident that I can be the voice of our EMT, Paramedics and Dispatchers (EMD) in our association so that we can continue to improve our working environment in the future.

PHARMACISTS

I was born, raised and received my elementary, secondary and postsecondary education in Saskatchewan. I attained my BSP at the University of Saskatchewan in 1983.

MONICA LAWRENCE REGINA HEALTH DISTRICT (ACCLAIMED)

My first employment was as a manager of a community pharmacy. Since January 1991, the Regina Health District has employed me as a Staff Pharmacist. I was employed at the Pasqua Hospital from 1991 to 1995, the Regina Plains Hospital from 1995 to 1998, and I am, at present, at the Regina General Hospital.

I have served on numerous committees including the Education Committee (SPLA), PR Committee (CSHP Sask.

Branch), Nursing-Pharmacy Committee, TPN Committee, Home IV Committee, Diabetes Committee, and served on inhouse Clinical Task Force Committees. I am a member of CSHP and have been involved with continuing education presentations.

I have spent the past two years as representative for hospital pharmacists on the HSAS Executive Council. I have also served on the Grievance Committee (Chair 20002001), the HSAS Response Committee to the Fyke Report and am currently involved on the HSAS Bargaining Committee.

I feel my broad scope of experience; my ability to organize, my leadership skills, as well as my empathy for others are all conducive in making me offer myself again as your representative.

PHYSICAL THERAPISTS, PROSTHETISTS, ORTHOTISTS AND EXERCISE/CONDITIONING THERAPISTS Graduated in 1982 from the University of Saskatchewan with BSc. P.T. BONNIE YAKE ! Worked two years as PHYSICAL THERAPIST rotating therapist at REGINA HEALTH Victoria General Hospital DISTRICT in Halifax, Nova Scotia.

(ACCLAIMED) ! In 1984 I moved to Regina and have worked at Wascana Rehabilitation Centre, Pasqua Hospital, Plains Health Centre and Regina General Hospital, primarily in neurology but also rheumotology, orthopedics, medicine and extended care.

Currently P.T. II (part time) at Wascana Rehabilitation Centre Adult Program and at Regina General (casual) neurology service.

I have been in various Canadian Physiotherapy Association positions and on various committees.

I am a member of the Professional Conduct Committee 1996-1998.

I was a member of the contract negotiating committee for the Regina Physiotherapy Association for several years prior to joining HSAS. I am interested in representing my colleagues. I am interested in preserving HSAS’s unique status as a professional union and in its further development as a strong voice for professionals. !

RESPIRATORY THERAPISTS AND PERFUSIONISTS WARREN CHYKOWSKI RESPIRATORY THERAPIST SASKATOON HEALTH DISTRICT (ACCLAIMED)

I have been a Respiratory Therapist for over 11 years at Royal University Hospital.

I trained to become an R.T. at NAIT in Edmonton, for my theoretical, and at the Red Deer Regional Hospital for my clinical. I also hold a Bachelor of Science (BSc. Advanced) degree from the University of Saskatchewan. My major was in Biology.

Since my hiring, I have been active in other organizations.

These include volunteer work at the Saskatchewan Lung Association for their asthma camp. I did this for three years

in a row as a member of their medical staff. I served as President of the Saskatchewan Association of Respiratory Therapists (SART) for one term. I have been involved with the Neonatal Resuscitation Program (NRP) as an Instructor for six years. I have been involved with Health Sciences Association over the years acting as a contact person for R.T.’s at RUH. I also have my training in BCLS, ACLS, PALS and NRP. Outside of work I have volunteered on the Nutana Community Association, Broadway Business Improvement District Committee and the S.O.S. Elms Coalition for about four years.

I have been fairly active both in and out of work. I now wish to continue this activity by placing my nomination for your consideration to represent Respiratory Therapists and Perfusionists within HSAS. I have not been on the union’s Executive Council before, however, I believe that my past experience with other organizations will help me to work well as a representative for this group.

NOTICE OF PROPOSED AMENDMENTS TO THE HSAS CONSTITUTION AND BY-LAWS Pursuant to Article 3.3 “Resolutions” of the HSAS By-Laws, this will serve as notice, that the following amendments have been approved by a minimum of three-fourths (3/4) of Executive Council at a special called meeting October 3, 2001. These amendments were presented to Executive Council by the HSAS Constitutional Committee (Gail Beggs-LaRiviere, Stan Dimnik, Natalie Horejda and Kathleen Malin).

In order for each amendment to take effect, two-thirds (2/3) of the members attending the Annual Convention must vote in favor of it.

All votes shall be by a show of hands unless a poll is demanded by three members.

We have broken the amendments into two major categories: non-substantive and substantive.

The proposed non-substantive changes are meant to clarify only and not change the current meaning of an article while substantive changes are those that add to or change the meaning of an article.

POLICY ON

STRIKE ACTION BY OTHER HEALTH CARE UNIONS During this round of provincial bargaining one or more of the health care unions may choose to take job action.

Should this occur, Health Sciences Association of Saskatchewan members should continue to report for work, perform their normal duties and extend every courtesy to fellow workers on the picket line.

Members are reminded not to perform work that: 1. is not within their job description; and/or, 2. is normally performed by another union’s members.

LARONGE EMS UPDATE As promised here is an update in the developments with our struggle to achieve a first Collective Agreement for our new members - the employees of LaRonge EMS. We had reported to you that our members employed with this service were in negotiations with their employer to reach a first Collective Agreement for better than a year now. Talks broke down in December of last year and our members were left with no option but to take a strike vote. This vote resulted in over 75% of our members supporting strike action.

The main stumbling blocks were wages and standby pay. These employees were expected to be on call for many hours with no compensation at all. Wage levels averaged out at not much better than $9.00 per hour.

We are very pleased to announce that our members’ perseverance has paid off. On June 26th we reached a Tentative Agreement with the owner of LaRonge Emergency Medical Services. This agreement brings our new members’ wages and standby pay up to the same rate which other HSAS EMS members who work for health districts receive.

We had been waiting for Saskatchewan Health to confirm that they will fund this agreement. We received confirmation a short time ago and a ratification vote should take place shortly.

The interim Executive decided that the Annual General Meeting for the members in MJTCHD would take place February 5, 2002. It was also decided that regular District Council meetings would take place on the first Tuesday of each month at 12:00 p.m. All HSAS members are invited to attend and participate in the meetings of their District Council.

NOTICE FROM THE NORTHERN DISTRICT COUNCIL

The Inaugural Meeting of the Northern District Council took place in Buffalo Narrows on September 18, 2001.

Given the special issues faced by members in the north it was decided to create a District Council to represent members in both Mamawetan Churchill River and Keewatin YathĂŠ Health Districts.

We had a very good turn out and all those attending the meeting voted in favour of creating the Northern District Council.

It was decided that this Council would be made up of three Executive Members from Keewatin YathĂŠ and four Executive Members from Mamawetan Churchill River.

A meeting in La Ronge has been scheduled for October 19, 2001 at 7:00 p.m. It is expected that the four Executive Members for the east side will be elected at that time.

The Chairperson, Vice-Chairperson and Secretary/Treasurer will be elected in Saskatoon when members from both Districts come in for union steward training.

SAHO PENSION PLAN One Step Closer to Joint Trusteeship As you are aware, the six health care unions (HSAS, SUN, CUPE, SEIU, SGEU and RWDSU) have been negotiating with SAHO and government since 1998 over governance of the SAHO Pension Plan.

We are pleased to announce that on September 26, 2001 the unions and SAHO came to an agreement on principles that will govern the Joint Trusteeship.

Highlights of Governance Principles Contained in the September 26, 2001 Agreement ! ! ! ! ! ! !

Prior to taking full responsibility for the operation of the plan, the unions will have a due diligence examination of the past operation.

Plan will be governed jointly by four (4) employer and four (4) union trustees. The union trustees will consist of one (1) representative each from HSAS, SUN, CUPE and SEIU. Trusteeship will manage the pension plan on an ongoing basis with the day to day operations being carried on largely by the current staff who will become employees of the plan rather than of SAHO. In the event of deadlock amongst the Trustees, there is a mechanism for utilizing a ninth Trustee who would be selected from a mutually agreed to list of names.

In the event of a future deficiency in the plan, the employee and employer contribution rates will be automatically increased to fund same. Employer contribution rate is fixed at 112% of employee contributions.

Effective January 1, 2003, contribution rates for employees and employers will increase .5% and .56% respectively.

Creation of a separate SAHO/Union Committee to deal with contribution rate increases. If this committee cannot reach agreement the parties can refer the matter to final and binding arbitration. The arbitrator can award up to a .5% increase in employee and .56% increase in employer contribution rates. The first such arbitration can change contribution rates effective to January 1, 2005. Thereafter, arbitrations can occur once every three (3) years. The first priority for the arbitrator is to address any shortfall between contribution rates and benefit costs.

Highlights of Pension Benefit Improvements Contained in the September 26, 2000 Agreement Cost of living increases for those receiving pension benefits as follows: 80% of Consumer Price Index January 1, 2002 and January 1, 2003. ! For service between December 31, 1989 and December 31, 2000 the accrual rate for benefits up to the YMPE will increase from 1.4% to 1.65%. !

This committee meets four (4) times per year to advise and make recommendations to SAHO on issues, concerns and matters of interest to the health care sector as it relates to the establishment and maintenance of an Occupational Health and Safety Program and support services.

HSAS SUPPORTS EDUCATION CONTINUING EDUCATION FUND The Continuing Education Fund was established at the October 1990 Annual General Meeting with the purpose of promoting continuing education in areas directly related to one’s present position.

A lottery system is used to select applicants with five (5) names drawn on October 1st and five names on May 15th of each year. Successful applicants are eligible for a maximum of $500.00.

It is the position of HSAS that the responsibility for assuming costs associates with continuing job related education resides with the employer. To ensure our fund is not treated as a primary funding source, the Education Fund Committee requires members to apply to their employer or other sources prior to making application to the HSAS Education Fund. Failure to do so will result in the disqualification of the applicant.

25TH SILVER ANNIVERSARY SCHOLARSHIP AWARD The 1997 Annual Convention established two (2) $500.00 scholarships to mark the 25th Anniversary of our union. The scholarships are awarded annually to a spouse or dependent of an HSAS member enrolled in full-time studies at a postsecondary educational institution leading to a degree, diploma or certificate in an area of study currently represented by HSAS. Completed application forms must be received at the Saskatoon or Regina office no later than July 31st for the upcoming school year.

This year’s successful applicants were: 1. Lorna Fox, Occupational Therapist, Saskatoon Health District, whose daughter Hilary Aitken is studying Nutrition at the University of Saskatchewan.

2. Sandra Fowler, Social Worker, Moose Jaw/Thunder Creek Health District, whose daughter Allison is studying Occupational Therapy at the University of Alberta.

EMERGENCY FUND The Emergency Fund was established at the October 1989 Annual General Meeting. The purpose of the Fund is to provide members with monetary assistance in the form of a non-repayable grant when an unusual circumstance arises in which they need financial assistance on a one time basis. An unusual circumstance would include such matters as; personal health, personal emergencies and destruction of personal belongings or property by fire or other acts of nature. Assistance up to $500.00 will be considered.

Application forms for the Continuing Education Fund, Silver Anniversary Scholarship Award and Emergency Fund may be obtained at either the Saskatoon or Regina HSAS offices.
