Theagreement coversall members in theprovincefor thefirsttime, replacing16previousagreements that memberswere workingunder.It providesfor a 2%generalwageincreasein eachof threeyearsandmajor benefitimprovements for most members.Specialwageadjustments providefor the substantial achievement of paritywithineachprofession , as well as addressrecruitment andretentionissuesin thoseprofessions whereshortageshavebeenidentified.Otherareasin which thereweresignificantgainsincludevacation,FamilyResponsibility Leaveandcarallowance.

A copyof thenewcollectiveagreement, alongwiththeunion'sconstitution, willbe mailedto eachmemberearlyin the new year. SAHOhas indicatedthat,providedthereare no majorglitches , the retroactivepay will be paidout by the end of March,2000. SAHOalsotellsus theyareworkingto makechangesin theirpayrollsystemto haveournewratesin place bythemiddleof January.

JOBEVALUATION 路 OURNEXT BIGCHALLENGE Ourrecentlyratifiedcollectiveagreement callsfor HSAS andSAHOto beginworkingco-operatively on a genderneutralJointJobEvaluation Plan(JJEP)for all members.

The JJEPwill fall underthe termsof the government's FrameworkFor Pay Equityand EqualPay For WorkOf EqualValue,whichhasbeenthe basisfor job evaluation projectsalreadydonein mostother partsof the public sector.

As well as working toward eliminatinggender-based historicbiasesthat havehurtsomeoccupational groups, JE will lead to other benefits. It will result in a classification systemthat is overallmoreconsistentand rational and that will provide for appropriate compensation for the variousresponsibilities that have beenthrustuponmembers in theirwork.

HowWillIt Be Done?HowLongWillIt Take?

WhatIs PayEquity?

Pay equityis a processfor achievingand maintaining wageequityin the workplace,basedon the principleof equalpayfor workof equalvalue. It is focusedonending genderbased wage discrimination that resultsin the inequities of thefemaledominated jobs.

WhatIs JobEvaluation?

The Job Evaluation(JE) project will involve the establishment and applicationof a systemof tools to measureanddeterminetherelativeworthor valueof jobs withinthe scopeof our collectiveagreement.It will also involve coordinationwith JE projects to enable comparisonwith other jobs in Saskatchewan 's health sector.

In practicalterms, this means that all jobs will be evaluatedusing consistent,objectivecriteriathat will resultin a quantitativemeasurement of the valueof the job. Jobs are rated on severalfactorsbasedon skill, effort,responsibility and workingconditions.Pointsare assignedfor eachfactor. Jobsarethenassignedto pay bandsbasedonthetotalpointsassigned .

A JointCommittee will be establishedoverthe nextfew weeksto planandundertakethe project.Activitiesover the first year of the projectwill includedevelopingthe best procedurefor JE, identifyingand weightingthe factorsto be measuredanddeveloping andtestinga job evaluationquestionnaire and other tools. One of the reasonsthatthis will be a year longprojectis that there will be a greatdeal of effortto ensurethat membersall understand the processand haveadequateopportunity for input.

The actualratingof thejobswill likelytakeanotheryear.

Thiswillinclude,again,plentyof opportunity for members to betterunderstand theirratingsandchallengedecisions if necessary.

WhereWillTheMoneyComeFrom?

The Governmentof Saskatchewanhas committed fundingfor pay adjustments, as well as the costsof the project.SAHOhasconfirmedthatit is preparedto cover the costof theJob Evaluation andhascommitted at least 8%of payrollto coverthecostof theseadjustments.

What'sNext?

HowWillMembers BeAffected?

For manymembers,the valueof theirjobs will remain unchanged.After all, no compensation systemcould continueto workif it weretotallyunreasonable . Forsome members who have had their jobs historically undervalued, PayEquitywill correctthatinequity.Some memberswill find that theirjobsdecreasein valueas a result of more objectiveand contemporary standards being applied,but no wage rates will be reducedto 路 achievepay equity.

ExecutiveCouncilhasissueda call for volunteersto act as a consultativebody in the job evaluationprocess .

Each of the 28 professionalgroups can have two representatives.

Volunteers willbe asked: To attenda conferencein early Februaryto learn more about the process and to begin making decisions aboutthedirectionsto betaken.

WhereDoPsychologists Work?

There are several fields of study and practice in psychology including: Clinical , counselingand communitypsychologists may work in mental health settings , hospitals, rehabilitationfacilities,communityclinics and in privatepracticewith patientswho needassistance withmentalhealthandphysicaladjustment problems .

Health psychologistsmay work in hospitals, rehabilitationcenters and private practice with .personswho haveadjustment problemsto physical 路 illnessanddisability.

Schoolpsychologists mayworkin schoolsettingsto helpteachers , parentsandstudentsunderstand and remediate learningandbehaviorproblems.

Neuropsychologists mayworkin hospitalsettingsand privatepracticewith clientswho havebraininjuries anddysfunctions .

Industrialor organizational psychologists mayworkin business , industry , private consulting and governmentto improvesuch things as employee functioning, administrative systems and the workplace environment.

Forensicpsychologistsmay work in prisonsand correctional settings to facilitate offender rehabilitation and transitionback to society. They also may work in communitiesto help develop prevention andrehabilitation programs .

Experimental , social and developmental psychologistsprimarilymay work in universities , governmentand industry where they conduct researchto contributenewknowledge to the science and practiceof psychology . Facultymembersat universities teachcoursesandoverseethetrainingof new psychologists. Psychologyprofessorsoften work as consultantsor practitionersoutsideof the university andmanypsychologists whoworkin other settingsteachcoursesat universities aswell.

WhatIs Required To BecomeA Psycho logist?

In Canada,psychologists mustholdeithera Mastersor a Doctoral degree in psychology. Universityfaculty positionsusuallyrequireda Doctoraldegree. Those psychologists whoworkin appliedsettingsarerequiredto be licensedby their provinceto practicepsychology.

Manyprovincesrequireadditionalsupervisedwork and internship experience in additionto formaleducationand mostrequirewrittenand oral examsprior to licensing .

Universityprofessorsand researchpsychologists do not necessarily requirea licenseto do research.

HowLongDoesIt TakeTo BecomeA Psychologist?

In Canada,it typicallytakesa minimumof four yearsto complete an undergraduatehonours degree in psychology, a minimumof two yearsafterthe Bachelors degreeto completea Mastersdegreeanda minimumof fourto five yearsafterthe Bachelorsdegreeto complete the Doctoraldegree. Some studentsthen decideto spendoneor twoyearsof furtherstudyin a post-doctoral program .

ADDICTIONCOUNSEL LORS Addictioncounsellingin Saskatchewan dates back to 1953withthe development of the Bureauon Alcoholism.

Thefirst counselling centreswereestablishedin 1959in Regina and 1966 in Saskatoon. Today, Addiction Counsellors are part of the core servicesofferedin 32 HealthDistricts .

WhatServicesDoAddition Counsellors Provide?

AddictionCounsellors areaddictionspecialists whoutilize a holisticapproachin assistingclientsto recognizeand recoverfromthe effectsof chemicaldependence or coPage5

Ourgoalis to helpclientsself-evaluate the affectthatsubstance usehashadon theirlivesandoffer appropriatetreatmentprogramming that will assistthe clients to develophealthierlifestyles . Servicesare offeredto adolescents andadults.

Addiction Counsellorsare professionalsand paraprofessionals who providea widevarietyof servicesto theircommunities . Theseservicesinclude: Screening and assessment for chemical dependence.

Screening andassessment for co-dependence.

Screening andassessment for relapse.

Providing counselling andtreatment services.

Education AndExperience Required

Our clients come from all walks of life, all cultural backgroundsand all income levels. Addiction is recognizedas a family illness, meaningthat every memberof thefamilycanbeaffectedbythechemicaluse of oneor moremembersandall may requireassistance in recovery.Thisassistance mayvaryfroma referralto a community-based supportgroup to in-depthtreatment andlong-term aftercarecounselling .

Addiction Counsellors required a two year Certificate/Diploma in ChemicalDependency studiesor a Degreein a HumanServicesfield,includingcoursesand field work in counsellingskills or a combinationof chemicaldependencycounselling,clinical education, training and experience. At this point, Addiction Counsellorsare not requiredto be certified by any association.Certifications areavailable fromtwodifferent Canadiancertifyingbodiesand somecounsellorshave chosento jointheseorganizations .

Referralsare acceptedfrom many agenciessuch as social service agencies, physicians,hospitals and detoxification centres, mental health services, Saskatchewan GovernmentInsurance,Probationand Parole Services,teachersand guidancecounsellors, clergyand EAP referralagents. Self referralsare also readilyaccepted.

Sincemanyclientsare mandatedto attendour services, they are often resistantto change and motivational counsellingskills are necessaryto assistthe client to regaina healthy,productiveand happylifestyle . To this end, AddictionCounsellorshelp to developa holistic, client-centered treatmentandrecoveryplan.

HEAL THCAREWORKERS REGAIN THE RIGHT TO CHOOSETHEIR UNION???

On January17, 2000, pursuantto Section8 of The HealthLabourRelationsReorganization Act,the Labour RelationsBoard regains its authority to determine bargaining units.

Justas importantly, healthcare workersalso regainthe rightto choosetheir bargainingagent as enshrinedby Section3 of theTradeUnionAct. The problemis CUPE,SEIUand SUNhaveapproached the Saskatchewan Government andhaveaskedthatthey overridethe legislationand maintainthe DorseyFreeze.

Thiswouldmeanthathealthcareworkerswouldcontinue to be deniedthe rightto choosewhichunionthey can belongto.

Of the majorhealthcare unions, only HSASand SGEU have: 1. Stood up for the right of healthcare workersto choosetheirunionand 2. Requestedthe Dorseyfreezecomeoff January17, 2000, as specifiedby the HealthLabourRelations Reorganization Act. The HealthSciencesAssociationof Saskatchewan has alwaysstood for the democraticrights of workersto chooseandwe continueto fightfor theseprinciples.

To date, the government has madeno decisionon the requestfromCUPE,SEIUandSUN.

HSAS SUPPOR TS CONTINUING EDUCATION The ContinuingEducationFundwas establishedat the October1990AnnualGeneralMeetingwith the purpose

of promotingcontinuingeducationin the areasdirectly relatedto one'spresentposition.

A lotterysystemis usedto selectapplicantswith five (5) namesdrawnon October1st andfive (5) nameson May 15thof eachyear. Successful applicantsareeligiblefor a maximumof $500.00 .

It is the positionof HSAS that the responsibilityfor assumingcosts associated with continuingjob related educationresideswiththe employer.To ensureourfund is not treatedas a primaryfundingsource,the Education Fund Committeerequiresmembersto apply to their employersor othersourcespriorto makingapplicationto the HSASEducationFund. Failureto do so will resultin thedisqualification of the applicant.
