The Dominican Republic is well known for having a number of the greatest baseball players in the world as residents, less well known is the fact that the Dominican Republic has a wonderfully active and thriving philatelic community, which is also disproportionately large when compared to the size of the population of this beautiful country. In addition, the D ominican Repu blic enjoys a long philatelic tradition that we believe will be augmented by reaffirming the popularity and demand for the country's rare and scarce issues. We are pleased and honored to be offering today material from five outstanding collectors, including the intact collection formed by Fernando Baez, as well as individual stamps and covers from other great collections, including Kelvin Angullo and Dr. Jose Gilberto Guerra S. This auction brings together a number of great rarities, often vastly undercatalogued by Scott. Since many scarce items make very infrequent auction appearances, it is very easy to understand why the catalogue editors are behind the true market values. For examp le, two stamps in this auction have been unlisted in the Scott catalogue since 1895 because the editors were unable to confirm their existence. They have been quietly and comfortably residing in collections in the Dominican Republic -- until now when they make their first auction appearance in at least 110 years -- and maybe ever. David Coogle and I have enjoyed several trips to the Dominican Republic recently, and this auction reflects those visits with its multiple consignments of scarce and rare items. The Fabulous Fernando Baez Collection of Dominican Republic Offered Intact as Received , a highly comprehensive and vo luminou s collection and accumulation of tens of thousands of stamps and many hundreds of covers arranged on album pages and housed in 22 Scott Specialty albums , plus eleven other albums or stockbooks , all filling five large cartons . All areas of Domin ican Republic philately are extensively cove red and virtua lly comp lete from I 865 to 2003 , including classics , regular issues and commemoratives between Scott # 1/ 1402, semi -postals from B l-B5 l , air posts from C l-C397 , air post semi-posta ls from CB J-CB30 , air post officials , spec ial deliveries from EI-El 3, insured letter stamps from G 1-0 66, postage dues from JJ-123 , official s from O 1-0 32, postal tax stamps and air post postal tax stamps from RA l-RA8a , these are represe nted by mint and used singles, mint and used blocks of four and larger multiples , covers , used and unused postal stationery enti res and cut squares , an extraordinary array of errors and varieties unlike any other collection we have ever had the pleasure to offer, both Scott listed and unlisted , imperfs. and part perfs. , fakes and forgeries , essays , proofs and specimens , bisects , exte nsive cancellations , first day and flight covers , new issue bulletins , reven ues, etc ., with extensive duplication throughout , but especia lly so on the ear lier material. The scarce and sought-after first three issues are strongly represented starting with Scott # I (two mint and four used , one with P.F. certificate) , 2 (four used , one with P.F.C.) , 3 (two mint and two used , one with P.F.C.), 4 (two mint and three used , one w ith P.F.C.), 5 mint and used , the rare and und ercataloged 6 used , 7 (mint and eleven used) , 9 (fifteen mint including two pairs and 11 used , one with Sismondo certificate) , IO mint and used , 11 (four mint and seven used) , 13 (five mint and four used) , 15 (three mint) , 16 (ten mint and one used) , 23 (m int and two used) , 24 mint , 26 (two mint and one used) , 27 (two used) and plentiful 28-31 both mint and used. The co llection continues in more or less the same vein to the J 930 's, with the more modem issues typically being represented by mint singles and blocks , F.D.C. 's and new issue bulletins , but also often with whatever varieties might be found . Some of the more noteworthy and stronger later section s include the 1883 surc harges with may varieties and rarities suc h as 69 mint and used (not current ly Scott listed) , 70 mint and used and 84 with " 5/francos " surcharge , the nonScott listed U.P.U. overprints , the I 899 issue including imperfs in fu ll sheets , 1901-1906 definitives with 142 (two mint and two used) , I 904-1905 surcharges on postage dues with the rare and undercataloged 162 mint as well as many dozens of varieties and errors , the 1915-21 dated overprints with 220b-220d in mint sing les and blocks of four (listed but not priced in Scott) , and the 1930 air post postal tax issue replete with errors and variet ies. The condition is typica lly mixed with some faults or tropically toned , but overall far nicer than what is genera lly encou ntered. Spanish West Indies 1862 1/4r Black (Scott Cuba #16), large even margins all around , tied by partial strik e of "Sto Domin go/Isla de Sto Domingo/27 Julio, 1863" double circle datestamp to Lanman & Kemp correspondence folded letter to New York with complete contents, c.d.s. repeated at right, with a third strike from the prior day alongside the stamp, bold "St. Th omas/Jy 30, 1863" British Postal Agency transit backstamp , "Steamship/ IO" entry postmark, Very Fine. This cove r was mailed durin g the short period of Spanish annexation ( 186 1-65), any cove r showing the use of Spanish Antillies adhesives from the Dominican Republi c durin g thi s period is a great rarity as very few exampl es are recorded. This 1/4r franking underpaying the Ir rate is the only such franking known to us and is probabl y unique. This l/4r stamp was never authorized for postal use in the Dominican Republi c. It was probably brought to the island for some other purpose and its use allowed when the Spanish Administration ran short of stamps. A fasc inating and highly exhibit able cover. (b) All lots are offered subject to a reserve price. The auctioneer may implement such reserve price. The auctioneer may implement such reserve price by bidding on behalf of the consignor vendor. (c) It may also be assumed that all consignors have been advanced monies against the sale of their stamps and Harmers therefore has a security interest over and above the normal auction commission. (d) Purchases made by a consignor or vendor or his agen t on his own lots shall be considered as a sale subject to commissions and sales tax as appl icable . (e) Agents are responsible for all purchases made on beha lf of their clients, unless other arrangements have been confirn1ed in writing prior to the auction.
EXHIBITION
(a) On Premises Inspection and Postal Viewi ng. Ample opportunity is given for on premises inspection prior to the auction date, and, upon written request and at Ha,mers discretion , for inspection by postal viewing {all as detailed elsewhere in this Cata logue) . (b) Each lot is sold as genuine and correctly described , based on individual description as modified by any specific notations in this Catalogue, including but not restricted to the sect ion entitled " Key to Cataloguing". (c) Qua lity. Any lot which a purchaser considers to be incorrec tly described may be returned to Harmers wi thin two weeks of its receipt by such purchaser ("Retur ning Purchaser"), provided , however, that the same is received by Hanners within four weeks of the date of the auction; however, Hanners may, in its discretion, refuse acceptance of such returned lot. If an opin ion of a genera lly recognized authority is desired , the period of time within which a lot must be received by Hann ers will be extended in accorda nce with Condition of Sale 8. In the event that a di pule cannot be resolved by reference to a generally recognized authority, and Hanners thereupon undertakes to re-offer the lot with a description identical to the description disputed , the Returning Purchaser shall be liable for the deficiency, if any, between the proceeds of the sale to the Return ing Purchaser and the proceeds ofa sale to a subsequent purchaser. as well as for all costs and expenses of the re-sale, includ ing commiss ion, and all incidenta l damages. Any lot, the description of which is disputed, must be returned intact in the condition received by the purchaser. The following lots are not returnable except at the discretion of Harmers: (i) lots from purchasers who attended the exh ibition of the lots; (ii) lots examined by postal viewers; (iii) lots on acco unt of their appeara nce, if they are illustrated in this Cata logue; (iv) lots described as having repairs, defects or faults- for any reason; (v) U.S. stamps (through 19 18) for reasons of paper inclusions, (vi)no encapsu lated stamps unless originally offered in this condition . (d) A uthenticit y. Any lot which is declared otherw ise than genuine by a generally recognized authority is returnabl e, provided such lot is rece ived by Hanners within four weeks of the date of the auction. Proof that a generally recogn ized authority dec lines to express an opinion is normally grounds for the return of a lot. (e) Expenses incurred in the submis sion and the return of a lot under Condi tions of Sale 7-9 are not refunded.
8.
(a) When an opinion from a genera lly recognized authority is not expec ted or available within four weeks from the date of the auction, the purchaser shall: (i) within seven days of rece ipt thereof submi t the lot to one of the generally recognized authorities. (ii) notify 1-larmers, in writing (and preferably on the form supplied), of such subm ission no later than four weeks from the date of the auction. Such notification shall be deemed given when rece ived by Hann ers and shall include the name and address of the authority to whom the lot has been submitted. (b) A prospective purchaser wishing to submit a lot to an authority not accepted by Hanne rs shall, prior to the date of the auction, request in writing permission for such submission and obtain confirmation of such request from Harmers. The auctioneer reserves the right to refuse a bid where the authority requested is not acceptab le on any grounds, which grounds need not be disclosed by Harn1ers. (c) Payment for lots upon which an extension of time is obtained pursuant to this Condition of Sale 8 may be made in accord with Condition of Sale 4, subject to the following (paragra ph d) and herein. (d) !fa lot is certified by a genera lly recognized authority to be other than as descr ibed: (i) the sale (and the invoice with respect thereto , if outstanding) will be cance lled; and, (ii) to the extent set forth in Condition of Sale 9, payment of the expense of certifica tion will be made to the purchaser. (e) Any lot with either a P.F. or P.S.E. cert ificate issued in the last five years is not eligible for extension.

Expenses of cert ification shall be borne by the purcha ser except where a lot is certified other than as described and is returned to Hann ers in accordance with Condition of Sale 8.
PAYMENT FOR PURCHASES
Payment for lots, including those on which opinions are desired (Condition of Sale 8), shall be as follows: (a) Floor Bidder s. Payment of the purchase price, or such part there of as Harmers sha ll require , shall be made by the purchaser in such manner as Hann ers may determine . The name and address of the purchaser of each lot shall be given to the auctioneer immediately following the sale of such lot. (b) Mail Bidders. A successfu l mail bidder will be notified of lots purchased. Before Hanners will send such lots, payment in full must be received by Hanners within three (3) bu iness days of receipt of the aforesaid notification by the mail bidder. However, a purchase r known to Hanners , or who furnishes satisfactory references, may at Harmers option, have purchases delivered or forwarded for immediate payment (by a dollar draft on a U.S. bank in the case of overseas purchasers). Mailed delivery will be to the address on the bid sheet and proof by Hanners of receipt ofa sending at the advised address shall constitute delivery. All charges for hand ling, delivery and insurance (obta ined by Hanners on beha lf of the purchaser) hall be added to the purchase price; a minimum charge of $1.00 will be made. Risk of loss in transit sha ll be on the purcha ser. (c) Where an opinion of a generally recognized authority is desired, the time for payment may be extended in accord with and subject to Condition of Sale 8. 5. Title shall not pass to the purchaser until full payment has been received by Harmers as agents for the consignor or vendor. 6. (a) Purchasers agree to pay for lot as specified in Condition of Sale 4 (or as the same may be modified by Condition of Sale 8), and no credit is extended; a late payment charge of 2% for the first month and 2 1/2% for each succeeding month compo unded shall be added if payment is not made in accordance with the aforesa id conditions. ¡ (b) In the event that a bidder shall fail to comply with these Conditions of Sale ("No n-Complying Bidder") , then, as to any lot with respect to which such failure to comp ly occurs, Hann ers may, in its sole discretion , re-offer such lot during the same auction or at an auction at a later time, or by private treaty at such time as Harn1ers, in its sole discretion , deems appropriate and the Non-Comp lying Bidder shall be liable for the deficiency , if any, between the hammer price and the net proceed s of a sale to a subsequent purcha ser, whether at auct ion or by private treaty, as well as for al l costs and expenses of both sales, all other charges due thereunder, including commissions with respect to both sales, whether payable to Hanners or to a third party and all incidental damage s. It shal l be in Hanner s' sole discretion to detern1ine whether to re-offer the lot theretofore hammered-down to a Non-Complying Bidder at the same auct ion, or by private treaty in due course, or at a subsequent auction conducted by Hanners. In no event shal l any surplus arising from the sale of a re-offered lot be payabl e to a Non-Complying Bidder. (c) A defaulting purchaser shall be deemed to have granted Hanners a security interest in property in !-!armers possession owned by such purchaser. Hanner s shall have all of the rights afforded a secured party under the New York Uniforn, Commercia l Code with respect to such property an may apply against such obligations all monies held or received by it for the account of, or due from Hanners to such purchaser . (d) lfHarmers take any legal steps to ecure payment ofa delinquent account , the defaulting purchaser shall be liable for all lega l and other expenses incurred by Hanner s to secure such payment. including but not limited to a reasonable allowance for attorneys ' fees. For purposes of this paragrap h, the term legal steps sha ll be deemed to include any and all consu ltation by Harmer with its attorneys with respect to all matters arising out of a delinquent account.

of New York without giving effect to the choice of law principles thereof. 12. Any controversy or claim arising out of or relating to this auction shall be settled by arbitration in the City of New York, State of New York in acco rdance with the Rules of the American Arbitration Assoc iation and judgm ent upon the award rendered by the Arb itrator or Arbitrators may be entered in any Court having jurisdiction. 13. The purchaser at this auction (a) consents and submits to the jurisdiction of the Courts of the State of New York and of the Courts of the United States for a judicia l district within the territorial limits of the State of New York for all matters ari ing out ofth i auction sa le, including, without limitation, any action or proceedin g instituted for the enforcement of any right, remedy, obligation and liability arising under or by reason thereof; and (b) consents and submits to the venue of such action or proceeding in the City and County of New York (or such judicial district of a Court of the United States as shall include the same).
