HRCA Swim Programs – Have Fun & Change Your Life! For 30 years, HRCA has offered indoor and outdoor water programs to keep you cool in summer while having a great time! Here are some success stories: “Five years ago William (Sigler) tried out for the Bronze Seahawks Drill Academy. Coach Kimsey suggested more swim lessons then return to try out again. William received private lessons with Chris B. and was ready for Drill Academy! He was so proud of himself and his improvement and I could have cried seeing him so happy. He has learned so much from the HRCA Swim Programs that I’m confident he is going to do great on his High School team. (He just competed in his first high school meet). Coach Kimsey has been wonderful and I can’t thank her enough for all that she has done to prepare him for high school athletics.” – Jodie Sigler, mom “Nate (Burnett) has done an awesome job with my son and he is an excellent Learn to Swim instructor …my son has progressed so much with him! Nate also makes the kids laugh which is so important! I would highly recommend Nate!” – parent of son in Learn to Swim class Three years ago, Teddi Franciscotti met with Coach Kimsey about starting a new adult program for swimmers to improve endurance and technique in a noncompetitive environment. Ranch H2O, with more than 15 swimmers, has become a close-knit and supportive team. When she joined, Teddi struggled to complete one lap of the pool. To date, she has completed two triathlons and Masters swim meets.

Highlands Ranch beer Festival Colorado, often called the “Napa Valley of Beer,” is home to over 160 local breweries and brew pubs. In celebration of our beer culture, the HRCA proudly presents the 3rd annual Highlands Ranch Beer Festival on Saturday, June 6, 2:00 - 6:00 p.m. Come enjoy live music, local and national brewery beers, and lawn games at Civic Green Park. Whether you participate in the tasting or not, there will be great live music to enjoy at no cost, and food and drinks to purchase. Unlimited one-ounce samples and a souvenir tasting glass are included in the ticket price. Tickets are $30 in advance. At the event tickets are $40, (VIP tickets are sold out.) Individual beer and beverages will be available for purchase. The festival is open to all ages; however, only those over 21 with proper ID may consume alcohol. Proceeds benefit the Highlands Ranch Scholarship Fund.

Committee Vacancies: From time to time, the HRCA has a vacant seat on any number of our Committees. We truly appreciate our volunteers, which without them, we couldn’t function! We are currently looking for people to serve on our Architecture Review Committee (ARC). ARC is comprised of homeowners with expertise in home improvement and construction. They meet to review plan-sets and submittals made by homeowners to assure they comply with the HRCA Residential Improvement Guidelines. Pro Disposal, our preferred trash provider, will have a slight increase in pricing this year. While it is an increase, the new price is still very competitive and lower than most providers. Community News Community Management Services As an award winning community association, the HRCA provides many services that are truly unique in comparison with other “Master Planned Communities”. One of the most sought after services is our “Sub-Association Management” division. We now contract for services with 22 of the 36 sub-associations in Highlands Ranch. Covenant Control We are often asked, “How are the covenants in Highlands Ranch enforced?” and “Why does it take so long to gain compliance in some cases?” The covenants in Highlands Ranch are enforced using procedures established by the Board of Directors as authorized by the Community Declaration for Highlands Ranch. These procedures are designed to ensure each out-of-compliance owner receives due process before any penalty is imposed. Ensuring due process involves many steps which is the reason it takes time to gain compliance. An enforcement action is initiated either by a Highlands Ranch home owner complaint, or by the HRCA Community Improvement Services staff’s neighborhood survey. When a home owner’s complaint is received, a staff member visually inspects the property to determine whether the complaint is a violation of the covenants. When there is a violation, the HRCA sends a letter to the property owner requesting the violation be cured by a specific date. Each year the HRCA sends out thousands of letters for various covenant violations and most home owners cure their violations promptly after receiving their first notice. Following the specified cure date, the property is inspected to determine if it has been brought into compliance. If it has not, a second violation letter with a new cure deadline is sent to the owner. The property is then re-inspected, and if the property remains in noncompliance, staff files a complaint with the Board of Directors and a copy is mailed to the owner with a notice that the owner has the right to a hearing before a Tribunal appointed by the Board. The hearing provides the owner an opportunity to present a defense to the Tribunal. The Tribunal then gives their recommendation to the Board. The recommendation includes whether or not the covenants have been violated and what, if any, sanctions should be imposed against the violating owner. The Board may adopt the recommendation of the Tribunal, decline an enforcement action or waiver even where a violation exists if doing so is in the best interest of the community. The Board sanctions may be to impose daily fines, deny recreation privileges, put liens on properties, and/or potential legal action through the Douglas County Courts to further enforce compliance; the property owner is subject to pay any associated legal cost.

ranch updates Art Encounters Returns The Highlands Ranch Cultural Affairs Association is excited to participate in the 8th annual Douglas County Art Encounters program. Art Encounters is a year-long outdoor sculpture exhibit designed to promote public interest in art. June 2015 to June 2016, 26 new sculptures in jurisdictions will be on display. Seven of these will be exhibited in Highlands Ranch. All pieces are available for purchase. The public is encouraged to visit each piece of art and vote on their favorite. Pro Disposal Price Increase Pro Disposal, the HRCA’s preferred trash provider, will initiate a price increase due to rising costs and overhead. The monthly rate will increase from $12.65 to $13.65, and the yearly rate increased $151.80 to $163.80. The new price is effective July 1, 2015.
