In celebration of our beer culture, the HRCA proudly presents the 2nd annual Highlands Ranch Beer Festival on Saturday, June 7, 2:00 – 6:00 p.m. Come enjoy live music, local and national brewery beers, and lawn games at Civic Green Park. Whether you participate in the tasting or not, there will be great live music to enjoy at no cost and food and drinks to purchase.

New! Introducing a VIP ticket which allows access to the festival one-hour early and includes a limited edition t-shirt!

Unlimited one-ounce samples and a souvenir tasting glass are included in the ticket price. Tickets are $25, and VIP are $40 in advance. At the event tickets are $35, and VIP are $50 if not sold out.

Individual beer and beverages will be available for purchase. The festival is open to all ages; however, only those over 21 with proper ID may consume alcohol. Proceeds benefit the Highlands Ranch Scholarship Fund.

cOMMUNITY news C o m m u n i t y I m p r ov e m e n t S e rv i c e s In our last article, we discussed the right of HRCA to enforce the covenants and how they truly enhance property values in our community. Additional questions we are often asked are, “How are the covenants in Highlands Ranch enforced?” and “Why does it take so long to gain compliance in some cases?”

The covenants in Highlands Ranch are enforced using procedures established by the Board of Directors as authorized by the Community Declaration for Highlands Ranch Community Association. These procedures are designed to ensure each out-of-compliance owner receives due process before any penalty is imposed, and to encourage voluntary compliance. Ensuring due process involves many steps which is the reason it takes time to gain compliance.

An enforcement action is initiated either by a Highlands Ranch home owner complaint, or by the HRCA Community Improvement Services staff’s neighborhood survey. When a home owner’s complaint is received, a staff member visually inspects the property to determine whether the complaint is a violation of the covenants.

iCan Bike Camp Needs You! The Therapeutic Recreation Program is happy to bring back the popular iCan Bike Camp June 16-20. To run this camp we need many volunteers (ages 16 & older) to help the campers learn to ride a bike independently in a week’s time.

A copy is mailed to the owner with a notice that the owner has the right to a hearing before a Tribunal appointed by the Board. The hearing provides the owner an opportunity to present a defense to the Tribunal. The Tribunal then gives their recommendation to the Board.

The recommendation includes whether or not the covenants have been violated and what, if any, sanctions should be imposed against the violating owner. The Board may adopt the recommendation of the Tribunal, decline an enforcement action or waiver even where a violation exists if doing so is in the best interest of the community.

The Board sanctions may be to impose daily fines, deny recreation privileges, put liens on properties, and/or potential legal action through the Douglas County Courts to further enforce compliance; the property owner is subject to pay any associated legal cost.

The outdoor sculptures are displayed in Highlands Ranch, Castle Rock, Lone Tree, and Parker. Each year the public is invited to visit each jurisdiction and vote for their favorite piece. The winner of 2013-2014 is “The Eye” by Luis Fernandez displayed in the Town of Castle Rock. “The Eye” was voted the favorite out of 24 pieces.
