They removed a section that stated the Howe ISD could not purchase non-prescription medication because nurses at times do need to give that out

In the Howe High School handbook changes, they added a mandatory drug testing program section which outlines consequences of failure The first failure results in a 30-day loss of driving and extra-curricular activities The second offense was 45 days and a third offense results in a one-year loss of privilege

The graded guidelines were listed with a percentage of test scores counting for 60 percent while daily work equals 40 percent of the student's grades

A dress code change was made to state that capri pants were for females only Howe High has not had that issue in the past, but apparently, the previous school of Kempson did have an issue so he felt clarification would be good in the beginning Also added was that all pants must be worn above the hip level and that no shorts are not permitted

Howe Intermediate School

Principal Tammy Witten gave the changes to the board regarding that campus which one was establishing that they would not show Rated PG or Rated R movies on campus Only Rated G movies are allowed, PG would require parental permission

With the addition of the fifth grade on that campus, it was stated that they will have to pass the reading and the math tests in order for the promotion to the sixth grade

With conduct grades, the elementary school uses colors, but the intermediate school will go with a signature system to specify the consequences for the number of signatures per day

The school hours also changed from 8 am to 3:30 pm with the doors opening at 7:15 am They will serve breakfast at 7:20 am The arrival will no longer take place in the back by the library More updates will be given about delivery and pick-up at the meet the teacher night

Superintendent Kevin Wilson addressed the board about possible changes in times of opening the campus doors to accommodate parents that work in the DFW area

"I asked around several other districts and out of the six districts immediately around us three of them open their doors at 7 am and the other three open either at 7:15 am or 7:20 am," said Wilson to the board

Wilson recommended to the principals to put 7:15 am in the handbook with the thought that they could adjust if needed

"If there's a strong opinion to back that up to 7 am, we can," said Wilson who was concerned about the 8-hour workday of the aids and the timing issue it could create with them leaving early before the students

The change of time the doors open will not affect the bus schedule as they will run on the same time schedule as before

In other news from the board meeting, Wilson announced that the district has hired Tiffany Crossland who will teach middle school physical education as well as a coach at the middle school level

They announced that they will have an open house and ribboncutting at 2 pm at Summit Hill Elementary School on Sunday, August 11

The first to come forward to address the council was Tad McIntyre who lives at 1516 Marilee Court He said the issues that he is facing is that he is below the new construction zone as far as elevation and is experiencing increase surface runoff of water that he previously had not had before But stated his main issue was that the groundwater is staying in his backyard and is staying for an extended period of time He did state that he and Lopez had been discussing a resolution

"The main reason I'm here tonight is just to hear what the plan was," said McIntyre who was under the impression others in the subdivision who were not present would be taking the lead on the discussions

McIntyre asked the council if there were any regulatory issues from the City of Howe that was being addressed, but the council was unable to respond during the public forum He stated that one house at the corner of Timbercreek and Pioneer Valley flooded about six weeks ago

"One thing I wanted to get on record is that there's a story going around that all the houses on Marilee Court that back up to those

Continued from page 1 properties had flooded in the past," said McIntyre "I've been in my house (in March) for 11 years and the time that I've been there, my house has never flooded and before that, it never flooded, to my knowledge "

Jeff Adam of 1521 Timbercreek Drive just purchased one of the new homes He addressed the council that he has some pooling and erosion He asked the council if there were any issues holding up drainage issues that could have been taken care of prior to the new construction

"The drainage issues could have been resolved much earlier before the houses were built," said Adam

Mayor Stanley told Adam that it was a question that needed to be directed to the builder and not the city

Lopez then stated to the council that he was not denying his responsibilities but was concerned about being a scapegoat for problems that existed with drainage before his construction

"It's amazing to me that nobody had water issues but everybody has french drains in their backyard," said Lopez "The water is coming all the way from the top of the hill from Timbercreek and I'm trying to prevent it from going to a house at the corner of Timbercreek and Pioneer Valley"

Lopez said that he had a contractor working on a solution He said it had been scheduled for two or three weeks but it was too wet to start the dirt work He indicated that the unusual amount of rainfall over the past nine months contributed more to the flooding of the house than the developed homes

"My developer has gone to the expense of fixing his problem too," said Lopez of a home that flooded that he says flooded prior to any construction "I inherited some of these issues (upon purchase) and I'm trying to do the best I can to fix it "

Lopez cut a curb to allow for water control at the bottom of the cul-desac so that water would flow and the houses wouldn't flood

"It bothers me when people aren't respectful, but I'm still going to own up and do what I'm supposed to do," said Lopez "I'll let the record speak for itself as far as when I go somewhere and do something I've never had this problem before and I can tell you that I will correct it and I will do it in whatever direction the city wants us to do that is reasonable and acceptable to my developer"

Lopez said he discussed with a civil engineer who recommended the only way to fix the problem is to put a storm sewer through the entire subdivision

"Who can do that?" said Lopez "The utilities are already in "

Mayor Stanley told the audience that Lopez has a plan to fix it and also discussed the inordinate amount of rain

No action was needed nor taken

Howe ISD denied endorsing development, wants multiple dedicated school sites

The Howe ISD has been trying to negotiate multiple school locations on a site in South Howe in the area of Blythe Road and Old Patterson Road between Highway 75 and Highway 5 Tomlin Investments is in the process of moving forward with a planned development to add a possible 1,200 homes on the site

In order to move forward with the Municipal Utility District (MUD), Tomlin needed to gain approval from all taxing entities including the City of Howe, Grayson County, and Howe ISD The investment group offered a location site set aside for Howe ISD to build a school in the development, but Howe ISD wanted more assurance from Tomlin on an agreement specifying one school site with additional sites based on different trigger numbers (750 for elementary and 1,000 for a middle school) With a tentative agreement failing to finalize, the ISD refused to endorse the MUD as it went to the Texas Legislature for approval The legislature approved the MUD in the last session which puts the development now in motion

Tomlin is still trying to work out a deal with Howe ISD, therefore, sending a proposal for one school site with contingencies with mutual approval for additional sites

"This is not the deal that we negotiated, so I don't really see a point in signing the agreement because we did not support the legislation," Howe ISD Superintendent Kevin Wilson told the school board Tuesday night "I also don't want to look a gift horse in the mouth "

The agreement submitted to the ISD was also for approval for the legislation which had already passed which gave a reason for Wilson to recommend the board not to sign the agreement

"We want to be good partners and work with them," said Wilson "But I don't think this agreement is right for us

Howe ISD to host substitute training

Football Reserved Seating

Persons who had reserved football seating from last year have until August 1, 2019 to renew their seats On August 6, 2019 reserved seating will be open to the public for purchase

Reserved seating of $25 per seat assures you a designated seat for the varsity games for the five home games of the season

Howe ISD upgrades Howe Intermediate and Howe Middle School campuses

Game admission tickets are $5 00 for adults and $3 for students and must be purchased at the gate Reserved seats may be purchased at the high school office

Howe ISD has repainted 100 percent of the intermediate and middle school campuses as well as placed carpet throughout each hallway and brightened up the overall look Old ceiling tiles have been replaced throughout the campuses and upgraded water fountains have been placed as well Each campus has a water fountain that will also refill bottles with water

The district ran into a hiccup when pulling up old tile in the gymnasium bathroom and in certain places in the intermediate school hallways when asbestos was found

"Half of the hallways had been abated and the other half not," said Wilson who was under the impression that they all had been "It's all good now and I've been educated in the field of asbestos "

One of the main transformations has been the cafetorium which was originally built in 1985 The blue trim around the ceiling has been painted gray and the walls have been painted gray to match The campus block has an origin dating back to 1962 when an elementary school was placed on Beatrice Street The campus later expanded and became Howe High School in 1968 It became Howe Middle School after the completion of the current Howe High School campus on Ponderosa Road in 2000

The intermediate school campus was constructed in 1968 and opened as an elementary school which it has remained until the change for this upcoming school year

Wilson said the Summit Hill Elementary campus should be completed by August 11
