The main two different types that Howe was to choose from was between the Construction Manager At-Risk and the Construction Manager Agent

Gallagher is a construction management firm that has used all of the different methods, but have done mostly Construction Manager Agent work

The order in which the board moves towards building a new school starts with the delivery method of construction The next step would be to select an architect and a construction manager At that point, the school would go through the bond council, and the financial adviser

Before a decision was made between the two delivery methods, a discussion was had between the board and the three members in the audience

The plan submitted by the community to the board indicated that the best option for new construction with all things considered was the demolition of the old 1938 WPA school building and construct a new two-story intermediate school in its place which would be able to support grades three through five Demolition also included the current administration offices, former cafeteria and old gym The only item left on the property after the demolition would be the auxiliary gymnasium The turnkey cost of the project would cost an estimated $17 million and would have 350 students ready to move in for the 2019-20 school year

The total estimated cost to renovate the 1938 building was $15 million and would only be able to house roughly 200 students

Bill Stambaugh spoke up and said that the rumor around Howe is that Gallagher Construction has been awarded the construction job without competition which drew a response from Board President Greg Akins that denied that claim and said that no decision has been made

"We're not even to that point yet " said Akins. "Mr. Gallagher may get it, but he may not But it's not in the bag "

Stambaugh then told the board, "You're wanting to tear down this old school - best built building in the city of Howe You can walk all the way around it and you won't find a crack one "

Akins responded that the building does not meet today's standards unless it was rehabilitated
