TheCityDepartmentsthengavetheir updatesforthemonthofApril.Officer SparksgavetheupdateforthePolice Department.ThePoliceDepartment andtheCityofHowewelcomesanew officertotheDepartment,officerTerry McFadden.OfficerMcFaddencomes fromLamarCounty,hehasadegree and23yearsofexperience,hisstart datewasApril19th.Thedepartment completed14in-servicetraininghours. Thedepartmentrespondedto165calls forservicenotincludingtrafficstopsor officeinitiatedactivities,103citations and116warningslastmonth.Thecall volumewasata16%increasefrom Aprilof2024.ThefirstCitizensPolice AcademygraduationoccurredThursdayMay15th.ThissummerthedepartmentwillhavetheirfirstBusiness CrimePreventionMeetingandResidenceCrimePreventionmeeting.
TheFireDepartmentconducted67 callsforserviceincludingagrassfire andmultipleEMScalls.Severaldepartmentmembersareattendingan AgriculturalRescueclassinJuly,as wellasseveralinofficertraining.The TCFPauditwentverywellfortheinspectioncoveringthenexttwoyears. TwomoreEMSpersonnelarecurrent-
lyattendingthefireacademy,inattemptstohaveallcrosstrainedin bothfireandEMS.TheFireDepartmentandPoliceDepartmentare workingtogethertosendparamedics toaTacticalMedicalProgramat SWATschool,inordertohelpin emergencieswiththePoliceifneeded.BillieIngramreportedthathe wassittingatavolleyballgameand wasapproachedbyacitizenrecently commendingtheFireDepartment fordoinganexcellentjobwhentheir motherfellandbrokeherhip.Their professionalism,jobknowledgeand abilitytocalmthewomandownwas greatlyappreciatedbythecitizen.
ThePublicWorksDepartmentwas presentedbyMonteWalker.First,he addressedaquestionbyCouncilman ShawnTylerregardingwhatthesituationisonstormsirensintown We donotcurrentlyhavestormsirensin townbuttheprogramCodeRedis freetocitizenstoaccess.CodeRed informationcanbefoundhere. Walkercontinuedtoreport136servicecalls,7newmeterswereset,8 meterleakswererepaired,10tonsof productwereusedforpotholepatching,4watermainleakswererepaired,13disconnectionsformove outs,24hoursofmowingand15 sewermainbackups.Onehundred andfortytwohourswerespenton reportingandmaintenanceforwells.
TheCitySecretaryreportedthata newemployeeportalwithelectronic timecardsisnowenacted.June1st thenewmedicalcoveragesforCity Employeeswillbegin.AnewPermit Clerkhasbeenhiredwithmany yearsofexperienceinthefield.

developmentsinthecityofHowe. Thesemanyupdatescanbefound49 minutesintothevideohere.Alocal projecton81acreslocatedintheETJ nearHallCemeteryRoadwasrumoredtobesoonturnedintoaconcretebatchplant.Apparently,partof thatpropertywasfoundbyWalkerto beannexedintotheCitybackin 1965,whichleadsthatportionofland tonotbeavailableforaconcrete batchplant.TheCitywebsitehas beenupdatedandisupandrunning.
BillieIngramwasrenominatedand votedinunanimouslyagainasthe MayorPotem.Anauditwasgivenby VailandPark,PCforthe2021-2022 year.Ordinancenumber834AnnexationandAdoptionofServicePlanand theFinalPlatforGraceMeadows wereapprovedbytheCityCouncil. ThemeetingwasthencalledintoexecutivesessionforAnnualPersonnel Reviews.

Maybethisyear’sMother’sDay passedinablur.Maybeyouwokeup toacryingnewborn,atoddlerwho spilledcereal,orateenagerwho rolledtheireyesbeforehandingyou acard.Maybeyoureceivedthespa dayandmassages.
Intheearlyyears,allIwantedwasto sleepin.Iwasayoung,exhausted mom,andrestfeltliketheultimate gift.Later,Ilookedforwardtosticky hand-drawncardsandcraftsfrom school.I’lladmit,selfishly,Ithought Mother’sDaywasaboutme about beingpamperedandleftalone. Ittookmeawhile(andafewemotionalSundays)torealizeit’snot aboutsteppingawayfromfamily it’saboutleaningin.It’saboutcelebratingwhatwe’vebuilt,eveninthe chaos.
Still,thequestionscreepin.AmI doingenough?DoIdeservethe “World’sBestMom”cards?Even thisyear,Istruggledwithdoubtsof beingagoodenoughmom. Motherhoodisacalling.It’sshowing upwhenwe’retired,choosingkindnessoversarcasm,loveoverfrustration.It’sguidingourkidswithfirm
boundariesandevenfirmerlove. Theyarewatchingus howwe speak,howwelove,howwerespond whenthingsarehard. Wecan’tprotectthemfromevery hardship,butwecanwalkwiththem throughit.I’vehadtolearnthatlesson,too.
In2020,Iopenedmyhomeeach weekforyouthgroup.Wecouldn’t meetatchurch,somyhousebecame themeetingspot.Thatgavemeanxiety notbecauseofCOVID,but becauseIthoughtmyhomehadtobe perfect.I’dstressandragecleanall day,convincedI’dbejudged. Eventually,Iletgo.Theyouthand adultscomingdidn’tcareaboutthe house,theycaredthatthedoorwas open.Thatslowlychangedme.Now, Iwelcomeothersintomyhomewith alittlelessstress.Myhouseiswhatit is.Idomybest andthat’senough. Tosomeoneelse,thatmaysound small.Buttome,itwasbig.Itwasa challengeIhadtoovercome and motherhoodisfullofthose. Now,asMaycontinues,weshift fromMother’sDaytograduation season.
Graduationisemotional.Whetherit’s preschool,highschool,orcollege, eachmilestoneremindsushow quicklytimeismoving.We’ve pouredintothem,guidedthem,and doneourbest butstillwewonderif theywilldookay.

Inoneofthe mostdelicatemomentsinthehistoryofTexas,AnsonJonesstoodatthe center. WhenSamHoustonbecame presidentoftheTexasRepublicasecondtimeinDecember1841,hequicklynamedJonesassecretaryof state. LookingatcontinuingskirmisheswithMexicoandfailingfinances,Houstonhopedtotryannexationa secondtime. Jones,aphysicianby training,hadtonavigatethechaotic diplomaticwaters.
TheentirequestionofTexas’sfate hingedontheincreasinglytensedebateoverslaveryintheUnited States. Slaverywasstilllegal inTexas. Northernabolitionistswere horrifiedattheprospectofadmitting suchalargeslaveterritoryinto theUnion,onethattheyfearedwould wreckthedelicatepoliticalbalancein thecountry. TalkofsplittingTexasintosmallerstates,expandingtheSouth’sSenateinfluenceeven further,frightenedabolitionistpoliticians. PresidentAndrewJacksonfavoredannexation,butwithhistermin officeendingin1837 andMexicothreateningwarwith theUnitedStatesovertheissue,he decidednottopursue it. Jacksonwouldnotenterafighthe couldnotfinish. Hissuccessor,PresidentMartinVanBurenofNewYork, increasinglymovedagainstslavery andsawinterestinTexasannexation fading. PresidentWilliamHenryHarrisonofIndiananeverhadtimeto weighinontheTexasquestioninhis onemonthinofficein1841. Allthis hadleftTexasaloneinthewilderness.
By1842,PresidentJohnTyler ofVirginiabeganexpressinginterest inTexasagain. Houston andJonesknewannexationwasnot assured. Bothworkedtomaintain healthytraderelationswithEurope, hopingthatexpandingthemmight maketheU.S.moreinclinedtobring inTexas. OnApril12,1844,anannexationtreatywassigned,butitfaced ratificationintheU.S.Senate. On June8,itfailedbyavoteof1635. TylerpursuedasimplebilltoadmitTexas,whichwouldrequireboth housesofCongress. But1844meant presidentialelectionsintheU.S.and inTexas. IntheU.S.,JamesK.Polk ofTennesseewonaclosecontest whereTexasannexationfiguredprominently InTexas,the1844presidentialelection pittedJonesagainstVice-President EdwardBurleson. Texanswereheavilyinfavorofannexation. Burleson chargedJoneswithbeingagainstannexationbecauseofhisdiplomatic overturestoEurope,a chargeJonesdenied. Intheclosecontest,Jonesprevailedbyamarginof 7,037to5,668. WhenJonesassumedofficeinDecember,heknewannexationwasfar fromcertain. MexicostillthreatenedTexas,Texaswasnearbankrupt-
cy,andtradewithEuropefalteredas negotiationswiththeU. S.continued. Jonessaidnothingabout annexationinhisinauguraladdress. Inflationhadmade theTexascurrencyallbutworthless. Nevertheless,Jonespursuedconstructionofa75-footlighthouseas wellasahospital onGalvestonIsland. Afterhispresidency,Jonesco-founded theTexasMedicalSocietyin1853.He boughtalargeplantationnearWashington-on-the-Brazos,whichhe namedBarrington,afterhishome town. Whilehisplantationremained prosperous,hegrewincreasinglyfrustratedanddespondentthathispolitical careerhadcometoahalt. Hisattemptsatapoliticalcomebackwere repeatedlythwarted,andhesankinto depression. Thestatelegislature,increasinglyfrustratedwithHouston’s performanceasaU.S.Senator,preparedtovotetoreplacehiminJanuary 1858. Joneshopedtosecurethepositionbutlostdecisively. Actually,it’stheHolySpiritcausing thisdividinglinebetween thelightandthedarkness.Therighteousrejoicewhilethelostremainfirm intheirdenial.
Whenwelayallthespiritualcardson thetable,wediscoverareonlytwo typesofspiritsandtwotypes ofpeople.Wehavetheborn-again spiritswholoveandserveGodandthe defaultspiritswhochooseto remainthesame.Sincethereisno middleorneutral,everypersoniseitherononesideortheother. Iheardastorytheotherdaythatremindedmeofthis.Therewasayoung ladywhohadlivedheradult lifeasaprostituteanddrugaddict.She hadbeenbeaten,abused,wasanalcoholic,andhadfallentothe bottom.Shewasrunningfromaman whothoughtheownedher.Onenight shefoundachurchwhose doorswereopenandshehidinside, andfortunatelyacompassionatenun foundherandprotectedher. Whileregainingherhealthshecreated anewidentity,enrolledinaprogram asapostulant,working, helping,andteachingyounggirls. Thingswerelookingbrightforherbut, shewasonlypaintingand redecoratingtheoutsideofherimage, whileretainingthesameolddesires andattitudesontheinside. Atnightshewouldsneakoutandgoto barsandminglewithmenjustlikeshe haddonebefore.Six
monthslatershewasfounddeadina motelroom.Shetriedtoplayboth sidesandfailed.
Thisisnottosaythateveryperson whocalledontheLordandfellaway fromHimwasnevertruly saved.It’spossibletobackslideand becomespirituallylukewarm,andif wearetrulyborn-again,the Lordwillpursueus,evendisciplineus, astheShepherdofthesheepinorderto restoreusbackintoHis fold.However,ifapersonlivingin theirsinfulconditionisnotconvicted bytheHolySpiritanddoes notfeelregretandsorrowforhurting God,it’sprobabletheywerenever trulysavedandonlylivinga pretendfacade.Onethingwedoknow isthesoulthatchoosestocontinuein thedefaultcondition needsGod’sdeliverance,mercy,and love!JesusChristcametodieonthe cross,shedHisblood,and rosefromthedead,sothatallwhobelieveinHimcanbesaved.
Oneofthemostimportantsubjectsin heavenandearthinvolvesknowingif weareachildofGod.It’s onethingforalostpersontoadmit theyarenotbornagain,butwhatabout thosewhoassumetheyare savedbutarenot?Onetestisevaluatingourhighestpriorities.Ifwearestill thinking,talking,and actinglikewealwaysdid,howhas Godtransformedus?Doyourememberthemomentyougaveyour lifetoChristandmadeaholyvowto loveandserveHimwithyourentire being?Sincethisexperience ofHisgraceredeemingusisthehope ofoursalvation,it’scriticaltoknow youarenowlivingasa reflectionofHisnatureandcharacter.
