JanieFinney JanieFinney,a1967graduateof HoweHighSchool,camefromafamilyofteachers. Itwasinherbloodto beintheclassroomfromthebeginning. HerunclewasCharlesR. Thompson,whowasateacher,principalandsuperintendentofHowe schoolsforoverfortyyears.
Finny cametostartthecooperativeprogram and teachbeginninghomeeconomics. ShejoinedJoEttaPenn,whowastea chingtheupperlevelhomeeconomicsclasses.
Atanearlyage,Finneywassteering aco-opprogramforHoweHigh Schoolwhichhelpedsteerstudents inthedirectionofemployment.She eventuallytaughtsixdifferentprep classes.
Sinceherretirementin2014,Finney becameamemberoftheHoweISD SchoolBoardayearlaterin2015. ShewasakeymemberoftheHowe DevelopmentFoundationwhich renovatedtheOldFirstChristian ChurchtowhatnowisSummitGardens.In2023,shebecameamemberoftheHoweEconomicDevelopmentCorporationfortheCityof Howe.
HapSanford LonnieA.(Hap)Sanford November 18,1902–February20,1974 HapwasborninBellsandlivedthere beforemovingtoHowe. Heopened Happy’sCaféin1958onthecornerof HaningandHighway75(nowHighway 5). Thefamilycommutedbackand forthfromBellsbeforerentingoneroom justdownthestreetfromthecafé,then rentedahousebetweenHoweandVan Alstyne. HapfellinlovewithHoweand purchasedtheThompsonHousein1961, payingcashforitsincehedidnotbelieve incredit.Healwayssaid,“ifyoucouldn’tpaycashforityoudon’tneed it.” Heenjoyedthepeople,themany customerswhobecamelifelongfriends, andthewater. HewastoldHowewater wasthebestintheareaforhimsincehe
hadkidneyproblems.Hedidmost ofthecookingatthecaféandwas wellknownforhistwenty-centhamburgers. Hewouldbuyhishamburgermeatfresheverydayfrom Chisum’sgroceryandalotoftimes wouldrunoutofhamburgerand wouldgetthefreshmeatforeach hamburgerastheywereordered.He hadapanthathemashedthehamburgersoutasordered.Lunches were75centswith2centtaxand youhadyourchoiceofonemeat, twovegetables,aroll,desert,and coffeeortea.Morningcoffeewas5 centsacup.HehiredHoweHigh Schoolstudentstoworkinthecafé, aswellastwoolderladieswho workedforyears,alongwithhis wifeVeneta(MammaHap). Daughter,Debbie,wascleaningofftablesat age5andmakingchangeforcustomersattheregisteratage6. He madelotsoffriendsandalwayslived uptohisname“Happy”. Youcould hearhimlaughfromoneendof mainstreettotheother.Kidsalways thoughthewastheonewhoplayed SantaClausebecauseofhisbig laugh. Hewasalwaysinoveralls andhisbigwhiteapron. Excepton Sundays,hewouldgetdressedupin slacks,adressshirtandusuallyatie andgotovisithismotherinBells.

BVRTIIisthenewcompanythat willbeprovidingtheseservicesand statedatTheHoweBusinessSummit that,“Thepartnershipbetweenthe CityofHoweandBVRTIIisdesignedtoevolveovertime,adapting tomeettheregion’sgrowthanddevelopmentneeds.Thisdynamiccollaborationwillfocusonsupporting thearea’sexpansionbyworking closelywithdeveloperstoensurethat servicerequirementsaremetefficiently.Together,wewillestablisha clear,actionablepathforwardto achievesharedgoals,ensuringsustainableprogressandaddressingthe needsofthecommunityasthey arise.”TheCEOofBVRTII,Steven Greenberg,statedtoTheHoweEnterpriseafterthemeetingwhenasked whytheychosethecityofHoweto workwith,“WechoseHowebecause welookforopportunitieswherecommunitiesareunderservedandHowe isagreatexample.Ifyoulookatthe growthanddevelopmenttothesouth andthenorth,andyouthink,well,last yearIthinkHowehadabout53 buildingsites,VanAlstynehadseveralhundred,Annahadmanyhundreds.Whyisthatthecase?Thereis nowastewater,noinfrastructure,so thatiswhywechoseHowe.Wecan doourbestworkinaplacelikethis.” BVRTIIislookingforwardtoworkingwiththeCityofHoweandis thankfulfortheopportunitytowork inourcity.

How will the sewer plant affect the citizens of Howe?
“ThenewWaterResourceRecovery Facility(i.e.,wastetreatmentplant) willhavemanypositiveeffectson boththeCitizensandtheCityof Howe.
Whenourownfacilityisupandrunning,Howewilltransitionfromthe wholesaleagreementwiththeCityof Shermantoourownplant.Having ourownsewerfacilityallowstheCity ofHowetohonorourcontractual obligationstotheCityofSherman.
BVRT-IIiscompanythatspecializes innewsustainablewater,waterresourcerecoveryfacilities(formerly wastewatertreatmentplant),andrecycledwaterresourcesandinfrastructure.BVRT-IIispartneringwiththe CityofHowethroughplanning, funding,permitting,design,construction,andoperations.
TheWaterResourceRecoveryFacilityrecycleswastewaterandcreates non-potablewater(i.e.,waterthatis notsafeforhumanconsumptionor useinfoodpreparation).Therecycled
non-potablewaterwillthenbestored inastoragetankattheNorthPlant. TheCitywillbeallowedtosellthe non-potablewatertovariousconsumerswhomayhaveaneedforawater resourcethatdoesnotrequirepotable water(i.e.,drinkingwater).Some companiesthatmaybeinterestedin ournon-potablewatermayinclude factories,suchasTexasInstruments, camps,RVparks,andotherbusinessesthatareconsiderednon-transient non-communitywatersystems (NTNC).Additionally,non-potable watermaybeusedinsomeindustrial processeslikecarwashes,landscape irrigation,coolingtowers,anddust suppression(e.g.,forroads).Thesell ofnon-potablewaterwillcreatearevenuefortheCityofHowe Additionally,non-potablewatercanbeenvironmentallyfriendlyinTexasbecause itmayreduceourdemandonfreshwaterresourcesandhelptoconserve traditionalwatersupplies.
TheBVRT-IICompanyareexpertsin WaterResourceRecoveryFacilities, nottheCityofHowe.
How will this new plant be paid for? Citizens are voicing concerns about their taxes going up.
Citizen’staxeswillnotbegoingup duetothenewWaterResourceRecoveryFacility(i.e.,wastetreatment plants).Taxeswillnotgoupbecause ouragreementwithBVRT-IIdoesnot requireamunicipalbond.Rather, BVRT-IIisinvestingintheCityof Howe.
BVRT-IIhasagreedatitsownsole costandexpense,tocompleteallthe necessaryactionstoandobtainingthe CCNandotherregulatoryauthorizations,permitsandapprovalsforthe City.Perouragreement,BVRT-IIwill construct,maintain,andoperateall necessarytreatmentfacilitiesforcurrentandfuturedevelopment.Thiswill notaffectourcurrentemployees. BVRT-IIwillmaintainallwastewater linesandtheywillbringthemupto engineeringstandards(i.e.,replace old/brokenwastewaterline).Thisis veryimportanttocitizensbecause someofourcurrentwastewaterlines areold,broken,clay,and/ornonexistentanditcausesinflowandinfiltration(I&I)issues.I&Iissuesoccur whenstormwaterentersthe wastewaterlinesthroughcracks, leakyseals,orfaultyorillegalconnectionsandI&Iissuesmaycausesanitaryseweroverflows.Allfuture wastewaterlineswillbedesigned, constructed,andinspectedincompliancewithallstatutoryandregulatory requirements,andtheyshallrequire theapprovaloftheCityEngineer. ShouldBVRT-IIfindwehaveI&I issues,theCitycaneitherpayfor theserepairs/replacementsifwehave themoneyor,BVRT-IIwillpayfor themandthenthosecostsgointothe ratebase.Theratebaseisthendivvied upamongthecustomers.Allourcurrentcustomers(i.e.,existingCityof Howesewercustomersandthoseina plattedsubdivisionwhentheagreementwasapprovedandsignedbythe Mayor)rateswillbefrozenforfive-

years.Thenewrateswillaffectnew connectionsimmediately;however,as ourpopulationincreases,therewillbe morecustomerstosharetheratebase. ThisagreementallowstheCityof Howetomaintain,repair,andreplace infrastructurethathaseitherbeenneglectedforyearsduetofinancialissuesand/orpoormanagement.
Additionally,theCityofHowewill receivearevenueforasmallfranchise feeandabillingfee(i.e.,TheCityof Howewillcontinuetodothebilling asusual).
When will there be more information regarding the location of the two new plants?
TherewillbetwonewWaterResourceRecoveryFacilities(i.e.,waste treatmentplants);onewillbethe NorthPlantandtheotherwillbethe SouthPlant.Atsomepointinthefuture,wecouldhaveathirdplantif growthcreatesademand.
Currently,wearenotlegallyallowed togivethelocationoftheNorthPlant becauseBVRT-IIisinthemiddleofa landtransaction.Oncethetransaction hasbeenfinalized,wecan,andwe will,legallyreleasethisinformationto thepublic.TheplanisfortheNorth Planttocompleteconstructionand haveanoperationalstartbyJune 2027.
TheSouthPlantwillbelocatedalong BlythRoad,inadevelopmentthatis currentlyinprogressatthesouthside oftheCity,offBlythRoadandHwy 5.TheSouthPlanthasaplanforcompleteconstructionofOctober2026. Startingout,theSouthPlantwillserve thenewHilltopRanchdevelopment whichwillconsistof1,376homes.
TheseWaterResourceRecoveryFacilitiesdonotgiveoffafoulodoras sometraditionalwastetreatment plantsdo.
Can you please explain the excitement surrounding the new plant that the City has and why the citizens should be excited, as well?
TheCityofHowehavingitsownWaterResourceRecoveryFacilitiesis veryexcitingbecauseitwillincrease theCity’sabilitytooffersewertapsto developers.Oneofthereasonsthe CityofHowehasnotbeenableto expandandhaveagrocery,restaurants,andotheramenitiesisthesefu-
turebusinessesandhomesneedto havetheabilitytoflushtoilets.Not onlywilltheseWaterResource RecoveryFacilitieshelptocreatea revenuefortheCityofHowe,but itwillalsoenticecommercialbusinesses(e.g.,grocerystore)tocome toourCity.Whenwehaveour ownTacoBell,7-Eleven,grocery store,andothercommercialbusinesses,thetaxmoneygoesback intotheCityofHowewhichthen helpsusfinanciallyworkonother infrastructureintheCity,suchas repairingandreplacingroadsand sidewalks,buildingwaterstorage towersfordrinkingwater,building ourCentralPark,andbuildinga newPoliceDepartment,Fire& EMSStation,CityHall,etc.
Overall,improvingtheCityof Howeresponsiblywillhelpincreasepropertyandhomevalues. Citizenswillbenefitinmanyways andtheCitywillreceiverevenue throughsalestaxandothermeans ofrevenuewhichcanthenbeput backintotheCityandcanalso provideforadditionalemployees (e.g.,Police,EMSandFire)to helpkeepourCitizenssafeand comfortable.”
FollowingtheCityCouncilmeetingonMonday,HoweCityAdministratorstated,“ThisisamonumentaleveningfortheCityof Howe.Weasacommunity,Ithink GraysonCountyasawholeexpectsus,ourcitizensexpectus, andweexpectfromourselves alongHighway75tobeagood representativetocontinuethe growthonthatcorridor.Rightnow, wehavebeenkindofaglitchin that75spot,andIthinkthisgives ustheopportunitytomakeafull streamfromDallastotheRedRiver.Wearenowinthegame,soto speak,fordevelopmentsthatare comingthisway.”

OBPowers O.B.PowersdiditallinHowe,from firstservingaspoliceofficerin1972, firechiefin1973,municipaljudgein 1976,citycouncilmanforseveral terms,andplanning&zoningin 1981andrenovatingportionsof downtown.

PowersmadeanenormouscontributiontotherenovationofDowntown Howeattheturnofthecenturyby partneringwithJimmyDonMcMilliontorenovate100E.Haning Streetwhicheventuallybrought Huck’sCatfishtoHowe.Thatmove dramaticallyincreasedthesalestax revenueforHoweduringthatperiod oftime.
O.B.wasbornMarch18,1944,in Kirsey,OKtothelateOrvaland PearlPowers. Followinghisproud serviceintheUSArmyOBbegan hisjourneyasamanofmanytrades andtalents. Overthecourseofhis life,O.B.servedasapoliceofficerin VanAlstyneandHowe,amaster welderwhoseaccomplishmentsincludetheunderwaterweldingof HighPortMarinaonLakeTexoma, andavolunteerfirefighterinHowe amongotherthings. However,he foundhisstrideasabusinessowner tradinginfarmequipmentandworkingasaringmanandauctionworker forover40yearsatBrinkleyAuction andothers. Evenfromhishigh schooldays,whenhewasn’tworking,hespenthisfreetimeontherodeoandropingcircuitshowingoff hiscowboyskills. Hewasadevoted husbandandfatherandfiercelyloyal friendmaintainingchildhoodfriendshipsuntilhispassing. Heisdescribedbyfriendsandfamilyasa manofhisword,whoonlysaidwhat hemeantanddidsowithwisdom andlove. LongtimefriendWayne CartersaidaboutO.B.“Theyarenot makinganymorepeoplelike O.B. Hiswordsmeantsomething. Hewassocleveratmakinga statementwhileaskingaquestionat thesametime.” O.B.wasaninspirationtomanyandwillbegreatly missed.

Wewillcallthepinch-hitterBob.Bobwasafairly tallnon-athleticlookingteenagerwhohadverylittle abilityonthefieldbutwantedtoplaynonetheless. Asheapproachedthebatter’sbox,someofhis teammatesinthedugoutweremakingsnide remarkswhichmademejustatadangry.Ashe stoodintheboxtofacethepitcher,oneofhis teammatessaid“Comeon,hittheballforonceyou dork”.
WellthecountdownwascompletedandHouston, wehadalift-off.Iblewup.Iyankedmymaskedoff andapproachedtheIndiansdugoutandstaredat theplayersandinaloudvoiceIaskedtheplayers “Whosaidthat”.SILENCE.Ithenstaredatthe coachandsaid“Knockthatgarbageoffandletthis boyplayball”.
Therewereabout35peoplewatchingthegameon thathotafternoon.Iwasshockedtoheararoarof applausebehindmefromthebleachersasboth team’sfansgavemeastandingovation.AllIcould thinkofwasthatcouldbemykid howwouldIfeel ifthoseboysweretalkingaboutmysonordaughter thatway?

Motherhood Column I’vegonebackandforthonwhatto talkaboutthisweek,andsomething thathitmeishowheavymotherhood canbe.Wealltryourhardesttolove ourkids,tosupportthem,andtohelp themthroughtheirtrials butsometimes,it’sveryoverwhelming. Ourdaysmayseemendlesslyrepetitiveaswegetup,getready,send themtoschool,pickthemup,listen totheirday,worktogether,drive themplaces,gotobed,anddoitall overagain.
Usuallywhenwefeellikewe’vegot itallfiguredout,somethingelse comesup. Itcanjustbehard.Ifyou havekidsinschooltherecanbedrama,ortheyarethedrama.Therecan beheartache,peerpressure so manythingsandburdensthatthese kidscarryontheirshouldersevery day andthentheyunloadthem ontous.
Asmothers,wefeelwhatourkids feel.Wecarryallthoseemotions joy,struggle,happiness,pain surgingthroughourhearts,along withourownfeelingsandstruggles. Sometimesitjustbecomestoomuch tobear.Itcancauseustocrash,and wonderifwhatwe’redoingisworth it,ifwe’refailingmiserably,orifwe evenhavethestrengthtogetourselvesupandtryagaintomorrow. TexasHistoryMinute H.BentleyGlasswasatonetimeone ofthemostfamousscientistsinthe nation. Hislifewasajourneythatbeganwithmissionaryparentsand aTexaseducation. Glasstraveledthe world,wrotevolumesofbooks,made importantscientificdiscoveries,andin the1950sand1960s,helpedtheentire nationstartthinkingaboutscienceand theethicsofthelatestdiscoveries. Hisparents,bothdevoutBaptists,were fromTexasandwenttoChinatoserve asmissionaries. Glasswasbornin Yeshien,ineasternChina,in 1906. Becauseofhisparent’swork servingthespiritualandphysicalneeds ofthepeopleofChina,hespentmost ofhischildhoodthere. Whenitwastimetostartcollege,GlassmovedtoTexas. Heenrolled atDecaturBaptistCollegeinDecatur beforetransferring toBaylorUniversityinWaco. After earningabachelorsdegreeinbiology, hetaughtschoolbrieflyinthesmall townofTimpsoninEastTexas. He returnedtoBaylortocompleteamastersdegreeinbiologybeforeenrolling attheUniversityofTexaswherehe earnedhisdoctorateingeneticsin 1932.
HewenttoBerlinforafew yearstoconductresearchattheKaiser WilhelmInstitute,wherehewasdisturbedbythepurgeofJewsfromacademicandresearchpositionsasNazi ruletookroot. He leftGermanyquicklyandworked brieflyasaresearcher inMissouribeforebeginningteaching atStephensCollegeincentralMissouri. Beforelong,heacceptedaposition atGoucherCollegeinBaltimore,Mar yland.
In1948,GlassbecameaprofessorofgeneticsattheprestigiousJohnsHopkinsUniversityinBalti more. Hebecameanactivemember ofthecommunityandservedonthe BaltimoreBoardofSchoolCommissionersfrom1954to1958,guidingthe localschoolsthroughtheearlyyearsof desegregation. Glassalsosteadilybuilt areputationamongacademicsandthe generalpublicalikeforhis work. Throughouthiscareer,hewrote upwardsof500academicarticles. GlasspublishedGenesandThe Manin1943toexplaingeneticstoa wideraudience. Heservedaseditorof theQuarterlyReviewofBiologyfor 42yearsfrom1944until1986. He alsoservedaseditoroftherespected journalSciencein1953. Inaddition, hewroteacolumnonscienceissues fortheBaltimoreEveningSun.
Hisscientificworkincluded developingtheoriesongeneticdrift,or howoftenchangesintraitsappear withinagivenpopulation. Healso servedontheAtomicEnergyCommissionasanadvisorinthe1950son
issuessurroundingtheimpactofradiationonlivingorganisms. It wasGlasswhoimplantedtheideain theAmericanimaginationthatroaches,withtheirabilitiestowithstandradiation,maybetheonlysurvivorsofa nuclearholocaust.
Hewasoutspokenonavariety ofscientificissues. Hecalledfornucleardisarmamentinthe1960s. He condemnedeugenicslawsthatsterilizedgroupsforperceivedgenetic weaknesses. Heservedapresidentof morethanhalfadozenscientific groupsthroughouthiscareer. Ashe hadthroughoutmuchofhiscareer,he continuedtowriteandspeakabout ethicalissuesinscienceandresearch, publishingScienceandEthicalValuesin1965andTheEthicalBasisof Sciencein1969. Glasstookcontroversialstands. He servedaspresidentof theMarylandchapteroftheAmerican CivilLibertiesUnionfrom1955to 1965. Someofhispredictions,suchas hisbeliefthatpeoplemayoneday havetoundergogenetictestingbefore theyhadchildren,causedmuchcontroversyaswellashispredictionofthe adventoftest-tubebabies. In1965,GlassleftJohnsHopkinsto taketheroleofacademicvicepresidentandbiologyprofessoratthe StateUniversityofNewYorkatStony Brook. Hecontinuedtoworktoeducatenotonlythenextgenerationof scientistsbutthepublicatlarge. In 1967,hestatedinaninterview,“Ifwe aregoingtobuildacivilizationbased onscience,thenthemaninthestreetis goingtohavetolearnwhatscienceis.” Hesteppeddownfromhisadministrativerolein1971andretiredfrom teachingin1976attheageof70,but hecontinuedtowork. Hismindand driveremainedstrong. Forthenext19 years,heworkedasanarchivistatthe AmericanPhilosophicalLibrary inPhiladelphia,commutingmorethan 100mileseachwayfromhishome outsideNewYork CitytoPennsylvania. Attheageof89, heretiredforgood. Helivedaquiet lifeinretirement inBoulder,Colorado. Hediedone daybeforehisninety-ninthbirthdayin 2005. Heleftalargelegacyinthe popularmindaboutscience,having workedforhislifelonggoalshedescribedas“educatinglaymeninthe questingspiritofscienceandremindingscienceofitssocialresponsibility."
SpendingEternityinOne ofTwoPlaces Wementioned lastweekabout howthewayto heavenisconditionalupon beingborn againanddoing thewillof theFather.It’s truetheblood ofJesusforgivesoursins whenweconfessandrepent, asholinessisnotautomatic butratherisaccomplishedthroughour determinationtodemonstratealifeof sanctification.Wecomprehendthat salvationisintertwinedwiththecovenantthatChristestablishedonthe crossandthroughHisresurrection.He gaveHislifeforus,andaswetakeup ourcrossandobey,wepledgetogive allofourmindandhearttoHim. Graceisnotalicensetosin,butan invitationtoacceptHisgloriousplan todeliverandtransformourspiritual identityfromdeathtolife.
Thisopportunitytobecomeachildof Godisthegreatestactofloveandmercy,andweareoverwhelmedwith therealitythatGodreacheddownand pulledusfromthedarknessanddoom ofahopelessfuture.PraiseHim forever!Wehavetouchedonthesubjectofwhowillbeinheaven,and manydisagreethatitisnotonlylimitedtotheChristianfaith,andthatall beliefsystemsthatliveinloveandare morallygoodwillbegranted acceptance.Thisallroadsleadtoheavenphilosophyispopulararoundthe worldandareappalledthatany particularreligiousgroupwouldclaim tohaveexclusiverightstoeternalsalvation.However,Jesusmadethis quiteclear,“Iamthewayandthetruth andthelife.NoonecomestotheFatherexceptthroughme.”Howcan anyonedisregardthisspecifictruthand saythismeansanygod,faith,orphilosophy?And,doesthismeanthe billionsofpeoplewhohaveheardthe gospelbutrefuseChristastheirLord arelost?Wemustreject compromisingandsugarcoatingspiritualtruthwithhumanopinions.AccordingtotheBible,yes.
Afeatureofthenewheavenandearth willbethe2millionsquaremilegloriouscityofnewJerusalemwherethe saintswilllivewithGodforever.So, howmanypeoplewillbethere?First weneedtouseacalculationsystem todeterminehowmanypeoplehave livedinthelast6000yearssinceAdam.Wewillusetheyoungearthasa baseforourestimate.Ifthepopulation doublesevery100to150yearsand thenalsotakenotetheworldstarted overafterthefirst1500yearswiththe flood,wehaveageneralfigureof around140-160billionhumans. However,thisdoesnotincludethe unbornthathavediedthroughstillbirths,miscarriages,andabortions whichis aconsiderablenumber.Ifweresearch infantmortalityratesamongchildren undertheageof10,andweadd anothergroupwithintellectualdisabil-
ities,weseethisgroupofinnocentsare couldreachintothebillionsalone. UsingthenarrowandbroadpathanalogyfromJesusHimself,let’susea10 percentcalculationforthetrue followersofGodthroughouttimethat areovertheageof10whichisagenerallyacceptedturningpointforthe ageofaccountability,andthisaddsup toroughlyanother16billion.Thereis nodoubt,wewillhaveplentyof brothersandsisterstomeetinthenext life.
Anotherdoctrinethatisdifficultto comprehendisourfreewillchoice versesGod’sdivineelectionor predestination.I’vecometotheconclusionthatwearegivenfreewill sincetheBibleemphasizesourability tochoosewithpassagessuchasJohn 7:17,3:16,Revelation22:17,Romans 6:15-23,Galatians5:11,Joshua24:15 andmanyothers,yetwemustalso embracethescripturesthatexplainHis sovereignchoiceslikeJeremiah1:4-5, Romans8:29,Matthew22:14,Acts 13:48,Ephesians1:11,andEphesians 1:4-5,“Accordingashehathchosen usinHimbeforethefoundationofthe world,thatweshouldbeholyand withoutblamebeforehiminlove: HavingpredestinatedusuntotheadoptionofchildrenbyJesusChristtohimself,accordingtothegoodpleasure ofhiswill.”Nothinghappenswithout Godallowingorpreventing.Doyou believeHispowertodrawustoHim isbasedonHisforeknowledgeofwho HeknowswillserveHim,orisHis selectionanintentionalactofHis sovereignty?Wereindividualssuchas Jesus,Mary,thedisciples,Johnthe Baptist,MosesandAbraham predestined?CanthedoctrineofCalvinismandArminianismworktogether?Ibelievetheyarebothapartof God’splan.
