TownHallMeetingGivesValuableCity ThislastTuesday, CountyCommissioner JoshMarrhosteda TownHallmeetingfor updatesinGrayson Countyandthecityof Howe.SpeakersincludedCityAdministratorMonteWalker, HoweISDSuperintendentKevinWilson, GraysonCountyJudge BruceDawsey,and CountyCommissioner JoshMarr,andwas moderatedbyKarla McDonald,Cityof HoweMayor.
Tobeginthemeeting, HoweCityAdministrator,MonteWalker openedwithanupdate ofwhathasbeenhappeningintheCity. Walkercoveredchallenges,projections, strengthsandweaknessesinthecityof Howe.Thefollowing issomeofhiscommentaryregardingthe City:
“Thebiggestchallenge thatwefaceisinfrastructureobviously,
contractedwithGTUA onwatersoallofour watersource,mostofit comesfromLakeLavon, especiallyontheeast side.Rightnow,weare transitioningonthewest sideinthenearfuture, onceschoolisout.Any timeyouinitiateanew waterproduct,especially goinginadifferentdirection,youcanimagineall ofthesedimentinthose linesforallofthose years,whenwaterwas movingnorthtosouth, andwhenyoupusha differentchloramineina differentdirectionit rippedoffallthesedimentinthoselines.The onlywaytogetridof thatisbyopeningupthe faucetandlettingitflush out.Itwasawfulforthe citizensofHowe(inthe previousflushing),I wishwedidn’thaveto gothroughthatbutwe didandIamgladit’s over.Wearenowgoing totransitiontothewest side,wedon’tfeellike thewestsidewillhave neartheimpacttheeast sidedidbecausethewateristravelinginthe
infrastructureoverthere isasnotnearlyasaged asontheeastside.”
Onthesewerside,we areinverydeepconversations,Ithinkweare gettingveryveryclose toasolutionwithathird partytohandleoursewer.Theywillconstructa wastewatertreatment facility,wewillowna collectionsystem,they willoperateitforus. Theywillalsocleanup someofourinfiltration issuesthatwehave. Everycityfacesinfiltrationissuesintheirsewagesystem,oursisno different,whenitrains thatrainwatergetsinto oursewercollectionsystem.Theonlydifference wehaveasopposedto othercitiesisthatweget meteredonit.So,we havetopaywhatever goesthroughthelinesto Sherman,sothat’sbeen ahugeproblemforus overmanyyears.This partnershipwearehopingtoenterintowillget usoutofthatsituationwithourcontractwith Sherman oncewe
inplacethingsreally openupforHowe.The daysofbeingasmall townaregoingtobe behindusbecauselike itornotwearerighton 75.Thatisnotaplace forasmalltown,weare goingtoexperience rapidgrowth.
Inlookingatthe strengthsandweaknessesinthetown, Walkerstatedthatin comprehensiveplans ourstrengthsinclude “ourISD,our75location,ourlocalbank,our churches,thisvery buildingthatwasrenovated(SummitGardens),thecommunity support,wehavea uniquelibrarywhichis halfthecityandhalfthe schoolsharedintothat library,emergencyserviceswhichwehave initiatedoverthepast coupleofyearswithan EMSprogram.Our weaknessesincludeour sewercontract,ourlack ofgrocerystores,lack ofjobs,parksand streets.Ourstreetshave beenneglectedfor
justrecentlyspent 311,000tocompletely rebuild11streetsbutI knowthatisnotenough. Wehavegottocontinue todothat,itisabattlewe willhavetofocuson untilwegetthemall whereweneedtobe. Exitrampsarenotgood forHowe,wereally needsomerampreversalsextremelybadoffof 75andoureast/westaccess-Iknowthecounty needseast/westaccessin anumberofpoints throughoutGrayson countyandwehavean opportunityfor902tobe reroutedtoconnect902 EasttoWest.Opportunitiesincludecommercial development,managed growth,education,future improvedparks,campus security,nearbyjobs. ThreatsincludetheShermanSewerContract-we areabouttogetridof thatthreat,aginginfrastructure,crime-wegot anewpolicedepartment, wehaveoverhauledthat entirepolicedepartment, weareveryhappywith whatChiefSullivanhas done.Onethreatisover-

Thoughhehadmetwithseveral defeatsandreversesinhislife,Allred’s persistenceguidedTexasinadifficult timeandcementedlastingchangesfor thestate.
JamesVAllred,affectionatelyknown asJimmytofriendsandfamily,was borninthe smallMontagueCountycommunity ofBowiein1899. Hischildhoodwas uneventful,andhegraduated fromBowieHighSchoolin1917. He headedtoHoustontoenroll atRiceUniversity. Heranoutofmoney,whichderailedhisinitialattemptat highereducation,butheregroupedand pressedahead.
TheUnitedStateshadentered WorldWarIbythistime, andAllredenlistedinthenavy. After thewar,hefoundajobasalawclerk inWichitaFalls. Inspiredtoresume hiseducation,heenrolled atCumberlandUniversityinTennesse eandreceivedalawdegreein1921.
AllredreturnedtoWichita Fallsandopenedhisownlawfirm. A respectedattorney,Gov.PatNeffappointedhimasDistrictAttorneyfor Archer,Wichita,andYoungcounties in1923. Allreddelightedintheroleas afighterforthecommonman,often takingoncorruptbusinessesandthe KuKluxKlan. Heranforattorney general,losingacloseracein 1926. Herebounded,concentratedon hislawfirmandmarryingJoeBetsy MillerofWichitaFallsin1927,with whomhewouldhavethreechildren. Allredre-enteredpoliticsand becameattorneygeneralin1930. AstheGreatDepressiondeepened inTexas,Allredbecameincreasingly popularforhisactionstakingonmonopoliesandcorruptbusinesspractices thathurtconsumersandworkers. Asa resultofhissuccess,heranforgovernorin1934,seekingtoreplacethe controversialGov.MiriamA.Ferguson. Inwhatbecameanunusualrace forTexas,allthreeleadingcandidates fortheDemocraticnominationwere fromWichitaFalls:Allred,TomF. Hunter,CharlesMcDonald. Allredcameoutontopandwon thegeneralelectioneasily. AllredmadecombatingtheGreatDepressionthefocusofhisadministration. Unemploymentwashigh,and farmswerefailing. Hecreatedthe TexasPlanningBoardasanadvisory commissiontothestatelegislatureto helpdeterminehowfederalaid throughPresidentFranklinD.Roosevelt’sNewDealprogramsshouldbest beutilized. ThousandsofTexanswere puttoworkthroughWorksProgress AdministrationandCivilianConservationCorpsprojects,buildingnew parks,constructingschoolsandother publicbuildings,andpavingstreets andsidewalks. Withtheseprojects, theworsteffectsoftheDepression
werealleviatedasmanywereableto putfoodonthetableagain. Hepushedthroughreformstothe state’sProhibitionlaws,allowinglocal -optionalcoholelections. Hereorganizedlawenforcementinthe state. HeconsolidatedtheTexas Rangersandthehighwaydepartment intotheDepartmentofPublicSafetyin 1936. Becauseofconcernsoverthe issuingofpardonsbypreviousgovernors,aconstitutionalamendmentrequiredallnewpardonapplicationsbe reviewedbyaspecialboardfirst. The statealsocelebrateditscentennialof independencein1936,whichincluded notonlypublicobservances–awelcomediversionduringtheDepression butalsotheconstructionofmonumentsandmuseumsacrossTexas. He alsoestablishedtheInterstateOil CompactCommissiontocooperate withotheroil-producingstates. Duringhisgovernorship,thefamily welcomedanewaddition.In1937, JoeBetsyAllredgavebirthtoa healthysonatthegovernor'smansion intheSamHoustonBedroominthe SamHoustonBed. Hewasoneofthe fewchildrenborninthegovernor’s mansion. Naturally,thesonwaschristenedSamHoustonAllred.
Hehadbeenstymiedbythe legislatureinearlierattemptstoestablishapensionsystemfortheelderly, buthepushedagainaftertheSocial SecurityActwaspassedbyCongress in1935. In1937,Allredenactedreformstoeducation,whichincludeda pensionforteachersandexpanded fundingforschoolsandstudents. New programsforthepoorandelderlywere alsoenacted,mostlypaidforthrough newtaxesonoil,gas,andliquor.

In1949,PresidentHarryS.Trumanre-appointedAllredtothefederal bench,andthefamilymoved toCorpusChristi. In1959,Allredwas presidingoveratrialinLaredowhen hehaltedtheproceedings,complaininghewasnotfeelingwell.Afew hourslater,hecollapsedanddiedatthe ageof60.HiswifereturnedtoWichita Fallssomeyearslater,arespected, motherlyfigureinthecommunitywho livedarelativelyquietlifeuntilher passingin1993. In1995,thestate openedanewprison,theJames VAllredUnit,betweenWichita FallsandIowaPark,namingitinthe governor'shonor.
Takingamomentto thinkoutloud Lifeisfilled withupsand downs,joyand goodtimes mixedinwith seasonsofdiscouragement andsadness.I do notbelieveina perfectlifehere onearthandthis includesany humanliving abovethereproachofsinandof course,allofushavingeverything perfectwithinourhopesanddreamsof happiness.Eventheindividualswho havebillionsofdollarsinthebank havetimesoffrustrationanddisappointment.Forexample,eventhose who cruisetheseasonluxuryyachtshave enginebreakdowns,andstormy weather.Orhowaboutthosewho haveall themoneytheycouldeverspendbut aresosicktheycannotgetoutofbed? It’sjustnotaperfectworld. Iwasthinkingtheotherday,Iknow I’mblessedandappreciatealltheLord hasdoneforme.I’mnotrich accordingtotheworld’sstandards,but Icanpaymybillsandenjoybeing debt-free.Wehavetwogrown childrenwhomarriedamazingspousesandwehavesomeincrediblyadorableandintelligentgrandchildren.Ido havesomehealthissues,butI’mstill walking,Icansee,andliverelatively pain-free.Ihaveabeautifulwifeand wehaveagreatmarriage.Iseverythingperfect?Ofcoursenot,butI knowwithoutadoubtthatatourage, we areveryfortunate.Iprovidefamily counselingandalsohelpministerto thosewhoareincarcerated,andwitha hurtingheart,therearealotoffamilies thatarestruggling.
Iunderstandthatmanyofyouwho readthiscolumnhavealsobeen blessedinthesamewayandIrejoice with you.Forthosewhoarefacingserious challengesincertainareasofyour lives,weprayforstrength,patience, andencouragementasyoukeep knocking,seeking,andaskingthe Lordtointervene.Thispassagein Matthew 7:7-8isawonderfulpromisedirectly fromJesus.“Ask,anditwillbegiven you;seek,andyouwillfind;knock andwillbeopeneduntoyou:foreveryonethatasksreceives,andhethat seeksfinds,andtotheonewhoknocks itwillbeopened.”
Someofyoumightbesarcastically saying,“Wellgoodforyou!”Even thoughI’mthankfultosharemy testimonyofhowcompassionateHe hasbeentome,thisisjustthegood sideofit.Therehavebeenplentyof timeswhenI’vebeenperplexedand castdownandallthethingsthatSecondCorinthianschapterfourtalks about.However,I’velearnedwhen thingsturnsour,Icanmakealistof howbadthingsreallycouldbe.Does thismakesense?Ifyouwilltrythis,it doesn’ttakelongbeforeanattitudeof humilityandgratitudefillsyour

Yousee,onlycallingonGod whenweareintroubleisnotthesame aswalkinginHisSpiritallthetime. Whenyouhaveaminute,readJohn chapter15asitexplainshowweareto bebondedtogetherwithChrist.To abideinHispresenceisthecoreof ourpersonalrelationshipwithHim, andwhenwestudyourcovenantvow withHim,wecomprehenditisaholy and“constant”commitmentoftrust andobedience.
Theexcitementandenthusiasmofour spiritualwalkwillbeindirectproportiontotheconvictionheldinour reverenceforGod’struth.SinceHe hasinfiniteunderstandingandinsight ofthemotiveswithinourconscience wecanneverhideordeceiveHim. Hebrews4:12revealsthatHeknows whenwearesincereandwhenweare faking.Hecanseeclearlywhenour wordsareemptyandhavenomeaning andwhentheyarefilledwith honestyandpurity.Jesusdesiresthat westopbeinganactorandstartbecomingwhoHediedforustobe.This weekIjustwantedtosharefrommy soulandhopeyouwereedifiedin somesmallway.AsGodusesHis word totouchheartsHeisglorified.
