Although he has been Howe's Senior Army Instructor for only two years, LT. Col. Bi ll y D Williams has become a permanent fixture of excellent military bearing. Co l. Williams was born December 3, 1936, and graduated in 1959 from Marshall University at Huntington, West Virginia. After receiving his comm ission, Col. Williams served in the United States Army for over twenty years. His experience with ROTC and JROTC units makes him an asset to the Howe Staff. Before coming to Howe, Col. Williams served as Assistant Professor of Military Science at Morehead State University in Kentucky and as Senior Army Instructor at MacArthur High Schoo l in Irving, Texas. Col. Williams has set the examp le for the Corps to fo ll ow and has a lw ays stressed the importance of accomplish ing things, as well as the importance of being fair to a ll. For your devotion, fairness and your friendly smile, we the Senior C la ss of 1984, dedicate the Tatler to you, Lt. Col. Billy D. Williams. We thank you for being our Senior Army Instructor.

The Howe Speech Team has always been a potent force in sta t e- wid e competitions. Two or three stat e champions have come from Howe. William S. Hicks , sponsor of the speec h team, asserts, " I think Speech is extremely beneficial because it helps t he st ud ent to learn to stand on his own two feet and to think on hi s feet." from October un ti l the e nd of April , th e Speech season usually involv es a Saturday meet of e leven events, ranging from "ex t emp" to or igin a l o ratory. The Debate Team of Howe, though small, has always prevailed Much of the credit belongs to the sponsor, John A. Pagin. Mee ting once or twice a month, the team competes within the St. Joseph Valley League, one of th e oldest debate leagues in the state. The difficult part of d e bate is the amount of time and academ ic preparation required of the participant. Each debat e r must thoroughly investigate his subject and und e rstand it in depth. Mr Pagin feels that debate helps each participant overcome speech problems a nd learn to deal with a problematic question logically.

Quill and Scroll is an honorary society established to recognize th e o utstanding tal e nts of students in the fi e ld of journalism. It is available only to those students who have exce ll e d in newspaper, radio, or yearbook. To gain membership, a cadet must be in the upper third of his class sc holastically and must be nominated by a sponsor of a high sc h ool publication. His contr ibutions co uld be made in a ny fi e ld ranging fr o m editing a nd writing to production and business management.
