CITY OF HOUSTON – CORONAVIRUS UPDATE

Houston City Council Votes to Extend the Emergency Health Declaration Related to COVID-19 Indefinitely.

M

arch 17, 2020 -- In a special called meeting Tuesday morning, Mayor Sylvester Turner and Houston City Council members voted to indefinitely extend the proclamation of a local state of disaster due to a public health disaster for the City of Houston.

The measure passed 15-1 with District G Council Member Greg Travis voting against it.

The order allows Mayor Turner to make decisions to work with the county, state, and federal officials to contain and mitigate COVID-19 spread and protect members of the public.

“As a city, we must work together. This is a crisis that is going to be with us for several weeks, if not several months,” Mayor Turner said.

“It is gravely important for us to take definitive steps to slow the COVID-19

spread. The measures we have put in place will help save lives.”

Last week, Mayor Turner signed the disaster declaration, which was in effect for seven days.

Mayor Turner also announced Tuesday:

All city-produced, sponsored and permitted events are canceled through the end of April.

Starting Tuesday, March 24, no proclamation presentations will be made during the city council public session The city of Houston remains open for business. However, employees are encouraged to limit exposure to members of the public and handle business online, if possible City of Houston Department Directors have the discretion to allow employees to work from home/tele-

The Houston Public Library will remain closed through the end of March. The HPL suspension includes all public programs and events. However, free online resources and digital services are available 24/7 with a MY Link Library Card at www.houstonlibrary.org, including e-books and e-audiobooks, streaming TV, movie and music services, online classes and tutoring, and databases.

On Monday, Mayor Turner ordered all city of Houston bars, nightclubs, and restaurant dining rooms in the city of Houston to close for 15 days.

Restaurants may only offer take-out, pick-up, and delivery options for 15 days. However, customers may still go inside a restaurant dining room or at a fast-food establishment, to place a carryout order.

The city of Houston expects to begin COVID-19 testing this week.

Mayor Turner will announce the testing site procedures and logistics later this week.

Governor Abbott, DPS Waive Expiration Dates for Texas Driver Licenses

USTIN – Governor Greg Abbott announced today that he has directed the Department of Public Safety (DPS) to temporarily waive expiration dates for Driver Licenses, Commercial Driver Licenses, and other identification forms. This action falls within the Governor’s State

of Disaster Declaration and is part of the ongoing effort to reduce to spread of COVID-19.

“Our top priority remains public health and safety, and we will continue to take action to ensure that Texans can avoid large public gatherings,” said Governor Abbott. “Texas is at a pivotal moment in the response to COVID-19, and by temporarily delaying Driver License renewals we will help limit non-essential trips into public settings and slow the spread of this virus.”

This suspension will be in effect until 60 days after the DPS provides further public notice that normal Driver License operations have resumed.

Senator Borris Miles: New Rules for Bars, Clubs and Restaurants

Because this new virus is so infectious, we cannot risk anyone not being able to get testing or treatment due to lack of health coverage. That is why I am asking that Texas ask for and the Federal government approve a temporary limited coverage for coronavirus testing and treatment to as many of the 5 million uninsured Texans as possible under a 1135 Medicaid Waiver.

The Families First Coronavirus Act which in now in the U.S. Senate currently has a free testing regardless of coverage provision. However, knowing that you may have the virus is not enough. We need to provide treat-

ment for everyone who needs it—in order for us to effectively prevent the virus from spreading and causing death.

Additionally, providing this limited emergency coverage will make sure that doctors, nurses, other healthcare professionals, and hospitals, are properly compensated for what will be a monumental effort over what could be the next several months.

Also, as Chair of the House Committee on County Affairs, I know that in Texas counties play the lead role in responding to disasters on the local level and bear a great financial burden in doing so. Hence our 1135 Medicaid Waiver request should reimburse our counties and other local governments for testing, treating, containing, and educating the public about the virus.”

Coronavirus: The Background, The Spread, And The Pandemic

I

n 2019, Americans were still on a holly high and jolly joy as we put away gifts that were once under the tree and took down our Christmas trimmings to welcome in a New Year.

We were preparing to sweep out the old and welcome in the new with visions of peace and prosperity because this was our year! Little did we know that soon our world would be flipped upside down filled with worldwide panic and fear unlike any of us have seen in our lifetime with the coronavirus pandemic.

The coronavirus is a large cluster of viruses that can cause symptoms ranging from the very mild to severe that are common in people and animals according to the Center for Disease Control. The virus originated from animals, bats specifically, that is why early cases were thought to be passed on by animal-to-human interaction but those cases are rare.

The first strain of the coronavirus was noted in 2003 with the Severe Acute Respiratory Syndrome (SARS) in China. Nine years later cases were recorded in Saudi Arabia with the Middle East Respiratory Syndrome (MERS).

Now in 2020, we are talking about the coronavirus yet again but a different strain of it.

An assembly of individuals in a country more than 7,000 miles away from the United States started to experience severe symptoms of coughing, high fever, and other indicators of pneumonia. There were so many cases in Wuhan, China that Chinese authorities launched an investigation in December 2019 to learn of the cause behind so many sick individuals. What the people had in common were their association with seafood and live animals at the Huanan Seafood Wholesale Market in the Jianghan District in China. Scientists deduced that the people were infected by the SARS-CoV-2, which is associated with the coronavirus. As more and more individuals were diagnosed, health authorities tried to contain its spread with the largest quarantine in history in the city of Wuhan. But it was too late.

The coronavirus had already left the borders of Wuhan and had spread to 15 other cities. When cases of the virus started popping up in Italy, Iran, and South Korea and those new cases began to outnumber those in China researches went back to learn more about what was making people sick.

On January 7, 2020, it was officially confirmed that these individuals were suffering from a new disease that

was named the coronavirus, 2019-nCoV. Further research found that the newly named illness was not just something that people picked up at the seafood market but spreading quickly as epidemiology indicated that transmission was being done through person-to-person interactions rather than animal-to-person.

By January 30, 2020, almost 10,000 cases in 21 countries of the coronavirus had been reported. Seven of those were in the U.S. And that was the day that U.S. citizens started to pay closer attention since it was no longer an international problem but one growing in our own communities.

Coronavirus Strikes in the United States After visiting with his family in Wuhan, China, a 35-year-old man in Washington State walks into a clinic to get checked out after experiencing symptoms of coughing and fever. A battery of tests was done including one for the coronavirus. On January 20th, it was confirmed that the man had the coronavirus and his diagnosis became the first official record of the illness in the United States.

During that month the coronavirus became known as a public health emergency of international concern by the World Health Organization (WHO).

Today the Coronavirus has been documented in numerous continents, over 135 countries, and in every state in the U.S. And there doesn’t seem to be an end in sight. However, researchers are learning more and more about the disease, how it is spreads, the signs and symptoms, ways to contain it and how the public can protect themselves as best as possible.
