Biden Should Revive U.S. Commission On Civil Rights A

new president takes office with the sense of possibility that comes with a new dawn. This is particularly true for Joe Biden, taking office after the divisive turmoil of Donald Trump’s years in office. Biden inherits truly fearsome troubles -- among them the spiking pandemic, the collapsing economy, corrosive inequality, catastrophic climate change and entrenched structural racism. He stood up for Black Lives Matter and has promised a new day for civil rights, with particular emphasis on police reform.

America’s institutionalized racism goes far beyond the police, of course. We’ve witnessed the spread of brazen voter suppression schemes since the Supreme Court disemboweled the Voting Rights Act. Our public schools grow ever more separate and unequal.

Blacks and Latinos have suffered disproportionately in the economic collapse surrounding the pandemic, and from the pandemic itself. The racial gap in housing, health care, wealth and more grow worse. And now as America grows more diverse, discrimination against other minorities from Latinos to Native Americans demands redress.

Biden will no doubt appoint an attorney general sensitive to these concerns. Across the government, civil rights divisions will be revived and recharged. Action on voting rights, on reducing mass incarceration, on police reform will follow. As part of this renewed commitment, Biden should consider steps to revive and empower the U.S. Commission on Civil Rights, preferably with new leadership, new

authority and adequate staffing, to undertake the crucial mission of monitoring civil rights progress, investigating abuses, and recommending remedies.

The U.S. Commission was created under President Dwight D Eisenhower, a Republican, in the 1957 Civil Rights Act. Its mission was “the continuous appraisal of the status of civil rights and the efficiency of the machinery with which we hope to improve that status.” It was charged with collecting data, holding hearings, providing a clearing house and coordination or state and private agencies working in civil rights. It would issue regular reports and make recommendations in regard to remedying civil rights abuses.

In its early years, the commission played a vital role. Its prestigious members helped develop the case and formulate the reforms that informed the early civil rights acts, the Voting Rights Act of 1965 and the Fair Housing Act of 1968 among others.

In the 1980s, Ronald Reagan sought to weaken the commission, reducing its staff and resources. After illegally attempting to fire three of the commissioners, Reagan forced a compromise in which eight commissioners would serve staggered six-year terms, with half appointed by the president and two by the speaker of the House and two by the president pro tempore of the Senate. Since that time, the commission has declined in stature and effectiveness.

Biden should seek to revive the commission. He should appoint a new director of national stature, and commit the resources needed to rebuild the staff

and the functions of the commission.

He should seek new legislation to give the president power to nominate the commissioners, investing them with greater authority.

An active commission could help spearhead the investigations and reforms vital to addressing civil and human rights in this country. It could review how civil rights legislation should be updated to address the challenges of a much more diverse country. It could hold hearings on voter suppression and gerrymandering -- and on reviving the Voting Rights Act -- to bring public attention to what is a growing problem.

It could investigate the challenge of reforming police forces into effective agencies of public safety.

What’s clear is that no department or bureau of government can undertake this effort. Each has its own sphere of authority and concern.

Inter-agency efforts are cumbersome and seldom effective. An independent commission could in fact serve the function Eisenhower envisioned -- providing

a central monitoring agency across the broad range of civil rights concerns and helping to define the next generation of reforms.

As the new president selects the officials that will work to fulfill his pledges of civil rights and criminal justice reform, and as he formulates his initial package of administrative and legislative actions, he would be wise to include revival of the US Commission on Civil Rights as a central element in that agenda.

Mayor Turner Appoints New City Attorney – Arturo G. Michel To Replace Ron Lewis – Who Resigned To Accept A New Position By www.StyleMagazine.com – Newswire

ayor Sylvester Turner has selected a familiar name and a well-respected attorney to join the administration as the City’s chief legal counsel and advisor.

The mayor announced Thursday that Arturo G. Michel is returning to government as City Attorney for the City of Houston. Michel previously served as City Attorney from 2004 – 2010. He is currently a partner at Husch Blackwell LLP.

Before and after his public service, Arturo enjoyed a long and distinguished career in private practice, focusing on public governance, litigation, labor, elections, K-12 and higher education, contracts, and procurement.

From 1986 to the present, except for his service as City Attorney, Arturo has represented school districts and other educational entities such as charter schools, private schools, state regional educational service centers, community colleges, and other colleges and universities.

“Arturo has an extensive

amount of experience in the public and private sectors. He is a leader in training for public governing bodies in ethics, open government, and contracting and procurement. He is an outstanding lawyer who will be an asset to my administration and will work in the best interest of all Houstonians,” said Mayor Turner.

Michel is a Northwestern University graduate and earned his Juris Doctorate at the University of Michigan.

Michel’s professional affiliations include membership in the Texas Municipal League, State Bar of Texas School Law Section, and the Texas Council of School Attorneys. He served as president of both the Texas Association of Community College Attorneys (TACCA) and the Hispanic Bar Association of Houston and is a past recipient of the Mexican-American Legal Defense and Educational Fund of Attorney of the Year Award..

Commissioner Ellis Responds To Houston Port Authority’s Disparity Numbers for M/WBE’s Port Of Houston 2020 Budget – $425 Million and 0.09% To Black Firms

oday, the Houston Port Authority released the results of a disparity study looking at the access that minority and women-owned businesses have to the Port Authority’s contracting dollars. In response, County Commissioner Rodney Ellis, who championed Harris County’s disparity study, and advocated for the Port Authority to complete a study as well, issued the following statement: “I commend the Commissioners of the Port of Houston and the consultants of Griffin & Strong PC for completing this disparity study, which is an important first step towards creating economic equity in our region.

“We cannot close disparities across health, income, and educational outcomes if our economic opportunities are not equally available to everyone.

Lloyd Austin’s Historic Nomination Adds To President-Elect Joe Biden’s Diverse Cabinet

eeping true to his word of creating a cabinet that is reflective of America, President-elect Joe Biden has named retired Army general Lloyd Austin as his nominee as the Secretary of Defense. Lloyd’s confirmation would break barriers as he would be the first Black Secretary of Defense.

Austin has a storied career that is full of awards, acts of bravery, and stellar leadership. President Obama noted the Silver Star of valor recipient’s leadership in the withdrawing of 150,000 troops from Iraq.

During the official announcement of Austin, Biden remarked on his heroism. “When the Islamic State emerged as a terrorist threat in Iraq and Syria, endangering the security of America’s people and allies, President Obama and I turned to Austin, who then led U.S. Central Command. He designed and executed the campaign that ultimately beat back ISIS, helping to build a coalition of partners and allies from more than 70 countries

who worked together to overcome a common enemy.”

Biden has all the confidence in Austin’s ability to lead calling him “a true and tested soldier and leader.” Biden said in an op-ed published

by The Atlantic, “In his more than 40 years in the United States Army, Austin met every challenge with extraordinary skill and profound personal decency. He is a true and tested soldier and leader. I’ve spent countless hours with him, in the field and in the White House Situation Room. I’ve sought his advice, seen his command, and admired his calm and his character. He is the definition of a patriot.”

Biden maybe confident that Austin can do the job of Secretary of Defense but the Democratic Party not so much. That will prove to be a big problem since Austin will need a congressional waiver to serve in the civilian post. Law dictates that military must be out of service for at least seven years before taking any office. Austin

has only been retired for four years.

“I would not be asking for this exception if I did not believe this moment in our history didn’t call for it -- it does call for it -- and if I didn’t have the faith [that] I have in Lloyd Austin to ask for it,” Biden said.

This move would not be something that has not been done before as retired Marine officer Jim Mattis received a waiver to serve under the Donald Trump administration.

“I know this man. I know his respect for our Constitution. I know his respect for our system of government.

So just as they did for Secretary Jim Mattis, I ask the Congress to grant a waiver for Lloyd Austin,” Biden said.

If all goes as plan Austin is well aware of the duties of the job and is ready to begin working. “I come to this new role as a civilian leader -- with military experience, to be sure -- but also with a deep appreciation and reverence for the prevailing wisdom of civilian control of our military,” he said.

“I respect and believe in the importance of civilian control of our military and in the importance of a strong civil-military working relationship at DoD--as does Austin,” Biden wrote. “We need empowered civilians working with military leaders to shape DoD’s policies and ensure that our defense policies are accountable to the American people. Austin also knows that the secretary of defense has a different set of responsibilities than a general officer and that the civil-mil-

But before Austin can get to work he has to get Democrats on his side. Democrat Sen. Richard Blumenthal has already stated his opposition to the waiver. However, Sen. Jack Reed has a more positive feel towards the waiver and wants to wait to allow Austin to explain himself before making a decision.

Meanwhile, Biden’s transition team is not wasting any time in reaching out to the House and Senate about the waiver for Austin. He is already scheduled to begin talks with several legislators ahead of the confirmation process.

Austin’s appointment follows a number of Biden’s nominees to add diversity to the cabinet.

Despite all this diversity, Biden is being pressured to name even more people of color to his cabinet in top positions by the National Association for the Advancement of Color People (NAACP).

The NAACP wants Biden to create a civil rights czar calling the position a “National Advisor on Racial Justice, Equity and Advancement.”

President-elect Biden’s future appointments are closely guarded. He continues to press forward to keep his promise of having the most diverse cabinet in American history.

I. Meditation

Meditation can mean a lot of different things to many different people. Spend between 15-20 minutes a day doing simple breathing meditation after each intense workout I went through. One exercise is to try to count down from 100 without thinking about anything else but the numbers.

If something else pops in your mind you have to start over again (believe me, its harder than it sounds.)

Blocking out everything else and only concentrating on breathing deeply allows you to relax, stress less, and gives you the ability to ignore distractions.

The more you practice this, the better your focus and concentration.

Jay had honed this craft of meditation for years by listening, being quiet and a steady stream of focus and concentration. “By the time I got to record my first album, I was 26, I didn’t need pen or paper – my memory had been trained just to listen to a song, think of the words, and lay them to tape.”

Meditation doesn’t always have to be about going out with new age music and “becoming one with nature” as you grab your energy crystals and yoga mat to head off to the nearest park. Just closing your eyes and breathing deeply works as well.

II. Re-Categorize

Re-categorizing is the ability to take a look at a problem one way, and recognize there are other perspectives to approach it–mainly positive ways. It allows you to see weaknesses that you may not have considered before giving you time to adjust.

This gives you the opportunities to see the problem(s) and the solutions.

III. Visualization

Play out all scenarios and how you would handle them. Don’t always focus on the outcome, only the process and how to adapt and respond to any situation effectively. Repetition of this can help tremendously if a stressful situation arises.

“People respect success. They respect big. They don’t even have to like your music. If you’re big enough, people are drawn to you. I’ve never looked at myself and said that I need to be a certain way to be around a certain sort of people,” Jay Z explains. “I’ve always wanted to stay true to myself, and I’ve managed to do that.”

City of Houston and Comcast Launches Internet Voucher Program and Lift Zones With U.S. CARES ACT H

aving Internet access has always been critical in the areas of education, business, and every aspect of life. The pandemic has created an even bigger need for connectivity and pointed out the many who were left behind due to a lack of services. Numerous programs exist to try to alleviate this problem. However, there are still some who have been overlooked. Houston Mayor Turner has a “not in my city stance” and has once again collaborated with Comcast to give families their must needed lifeline to get and stay connected.

“The pandemic has underscored the need for students to have Internet access to support their education and not fall behind in the classroom.

Parents must also have options that work for them,” said City of Houston Mayor Sylvester Turner.

Comcast is stepping up to give Internet access in two ways.

Houston City Council approved a $624,960 budget to come from the CARES Act for an Internet voucher program that will provide 5,000 low-income Houstonians with Internet access for one calendar year. The program solidifies a partnership with Mayor Turner’s Health Equity Response (H.E.R.) Task Force and Comcast. To qualify, applicants must meet certain criteria. Applicants must be a resident of Houston with a Comcast serviceable address. They must also prove that their total household income prior to February 2020 was lower than 80 percent of the Area Median Income. In addition, applicants must fall in one of the following groups: persons over age 65, persons with disabilities, households with children less than five years of age, or opportunity youth, defined as persons ages 16-24 who are not currently enrolled in school or participating in the workforce. Vouchers will be awarded on a first-come, first-serve basis. Vouchers must be redeemed by December 20th.

This program enhances the Computer Access Program that aids low-income families acquire devices to access the Internet.

Lift Zones will first be installed at city community centers in the areas most needed. Comcast’s is providing the Wi-Fi hotspots for the next three years to ensure students can use the Internet, social distance, and get their work done.

It is important to note that every facility is run by a nonprofit, city, or business and will follow state and local rules with respect to indoor gatherings and safety protocols around COVID-19 according to the official statement.

enet, the must-see motion picture event, playing now on the big screen wherever theatres are open, will arrive on 4K, Blu Ray, DVD and Digital on December 15 in time for the holidays. Written, directed and produced by acclaimed filmmaker Christopher Nolan (“Inception,” “Dunkirk”), “Tenet” opened globally beginning in August 2020 and has grossed $350 million to date, with the much-anticipated theatrical openings in the major markets of New York and Los Angeles still to come. “Tenet” was available for preorder’s from digital and physical retailers beginning November 10.

Tenet” features an international ensemble cast led by John David Washington (“BlacKkKlansman,” TV’s “Ballers”) as the Protagonist. The film also stars Robert Pattinson (the “Twilight” films, “The Lighthouse,” upcoming “The Batman”), Elizabeth Debicki (“Guardians of the Galaxy Vol. 2,” “The Great Gatsby”), Dimple Kapadia (“Angrezi Medium”), Martin Donovan (“Ant-Man,” “Fahrenheit 451”), Fiona Dourif (“Cult of Chucky”), Yuri Kolokolnikov (“The Hitman’s Bodyguard”), Himesh Patel (“Yesterday”), Clémence Poésy (“Harry Potter and the Deathly Hallows”), Aaron Taylor-Johnson (“The Avengers: Age of Ultron”), with Michael Caine (“Inception,” “The Cider House Rules,” “The Dark Knight”) and Kenneth Branagh (“Dunkirk,” “Murder on the Orient Express”).

The film was produced by Emma Thomas and

Nolan. Thomas Hayslip served as executive producer.

Nolan’s behind-the-scenes creative team included director of photography Hoyte van Hoytema, production designer Nathan Crowley, editor Jennifer Lame, costume designer Jeffrey Kurland, visual effects supervisor Andrew Jackson and special effects supervisor Scott Fisher. The score is composed by Ludwig Göransson.

SYNOPSIS
