Franklin Graham has announced he will embark on a 50-state tour of the United States next year

merica is in trouble. At 62 years of age, I’ve lived long enough to learn that neither the Democrats nor the Republicans can turn this country around; no political party or politician is the answer.

The only hope for this country is Almighty God and His Son Jesus Christ.

Next year I am planning to travel to all 50 states to conduct prayer rallies—we are calling this the Decision America Tour. I want to challenge Christians to boldly live out their faith and to pray for our nation and its leaders. I want to encourage Christians to get out and vote, and to cast their ballots for candidates who uphold biblical principles.

I want to strongly urge Christians to run for public office at every level—local, state, and federal. We will not be endorsing any political candidates, but I will be proclaiming

New Harris County Family Court Judge Already Making an Impression in Harris County

T

he publisher of Houston Business Connections magazine and newspaper met Judge John Schmude for the first time back in 2014 shortly after he pulled off an underdog primary victory against two very qualified and wellfunded opponents: one who was a board certified and accomplished family lawyer and the other who was the popular sitting Associate Judge of the 247th. Schmude entered the race with no money, no political consultant, almost no name recognition, no major donors, and very little support among the family law bar. On paper, he had no chance. However, his faith, hard work, an uncanny ability to connect with voters and sweeping support among evangelicals and right to life organizations propelled a longshot candidate to a truly incredible and improbable victory. In many respects, Schmude’s campaign broke all the rules and beat all the odds.

After nearly four months in office, it is apparent that the administration of this Court is already earning a reputation for innovation, efficiency and hard work. One innovative tool that Judge Schmude launched at the beginning of the year is the Court’s new “Express Docket.” The purpose of the Express Docket is to provide lawyers and litigants who require less than five minutes of the Court’s time an opportunity

to have their case handled before the call of the main docket – saving litigants time and streamlining the Court’s daily docket. What a great idea!

In less than four months, Judge Schmude and his Associate, Judge Paula Vlahakos, have taken the bull by the horns and have disposed of well over 1,000 cases and are already making significant progress in addressing the enormous backlog of cases that were pending in the 247th at the beginning of 2015. Moreover, the 247th has already been recognized by the Harris County District Clerk’s Office as being the most efficient Court for electronic filing for three consecutive months in 2015. By any measure, this is a very impressive start for a new Judge who was criticized – by many within his own party – for lacking the experience necessary to preside over this important family court bench. It’s refreshing to see the immediate success of a previously unknown judicial candidate with an innovative approach, new ideas and a fresh perspective.

The 247th District Court is one of eleven family district courts in Harris County handling divorces, adoptions, CPS cases, paternity actions, custody cases, and child support.

very year we set aside a month to pretend to honor black history in this Country, while the rest of the year we manage to erase evidence of that history from communities. What is a month of memories if the evidence creating those memories is allowed to vanish under the pretext of progress. Black communities, churches and schools are destroyed everyday with appalling frequency in a climate of silence and without any outcry. Children increasingly grow up not having anything tangible to see, feel or experience regarding their ancestral past. Developers and politicians turn deaf ears to the cries of preservationists who seek to salvage the meager vestiges of black history that remain. It is disappointing to hear conversations regarding improvements to neighborhoods that have the unspoken assumption that the artifacts of black history can be easily destroyed without accountability or opposition.

Pitiful indeed is a people who will not preserve or protect their history!

In Houston, a group of courageous citizens recently did the unthinkable. They

Black History Is Worth Saving In Houston plan of a city hell-bent on destroying 130+ year old bricked streets laid by emancipated black slaves and their descendants--bricks that a racist city at the time refused to allow "white tax dollars" to pay for-- this band of courageous souls protested, risked certain incarceration, and filed suit to protect this precious history.

They succeeded!

The bricked streets of Freedmen's Town, in the Fourth Ward of Houston, Tx., have been protected.

These bricked streets were paid for and installed by emancipated black men and women. These original black Houstonians cobbled together the necessary money required by the city to pay for the bricks when city officials refused to use tax dollars to provide paved streets -- even when it was well known by city officials that the absence of paved roads was causing an outbreak of malaria that was caused by mosquitos breeding in mud puddles in the dirt streets. Instead of abandoning these heartless conditions, these original black Houstonians hewed out of despair a sanctuary of hope. They paid their own money to improve a city that did not care enough to protect them from malaria. Before their improvements to the area, Fourth Ward was described as a "place where no decent white person would dare live."

Unknown to the whites who forced them to pay for and pave their own streets, these black former slaves and their descendants engaged in a secret revolt while laying the bricks. Harkening back to their African roots, they arranged the bricks in a unique "crossroads pattern" that called upon the spirit world to protect them from evil. White Houstonians at the time would not have known of these secret messages in the bricks. To this day, the bricked streets still reveal the clear religious intention of the bricklayers to solicit their "god" and ancestors to help them in the difficult areas in which they were forced to live. The bricks evidence abrupt changes in angles at several locations to coincide precisely with the cardinal angles of the universe (north, south, east and west) consistent with tribal practices of the Yoruba of West

Finally, these courageous citizens found a powerful and high-profile trial at-

This has allowed for prompt resolution of cases, thus reducing the cost and stress of litigation for individuals, businesses, governmental agencies and the taxpayers of Harris County and the State of Texas. About Judge Larry Weiman 80th Civil District Court in Harris County Since his election, Judge Larry Weiman leads ALL Harris County Civil District Courts (and possibly the entire State of Texas) presiding over 195 Jury trials and 145 bench trials=340 total trials and over 11,000 cases resolved and counting, in his first 6 years, 2 months in office! He has QUADRUPLED the number of jury trials in the 80th, since he took the oath of

the weekly oral hearing docket. Before he was elected, hearings in the 80th were mostly scheduled on Fridays at 9:00 a.m.

This was commonly referred to by local attorneys as a "cattle call." Now, Judge Weiman has staggered the docket so that the quick, shorter hearings go first and the longer hearings are scheduled throughout the day. This saves the attorneys' time and their client's money.

Judge Weiman has also kept his promise to assist the overloaded Family Law Courts, when possible. In addition to volunteering his service on the uncontested divorce Night Court program, he has tried several contested divorce/child support cases. Judge Weiman regularly offers to try cases for the Family Law Courts when he has openings in his civil trial docket, as periodically occurs since he calls so many cases to trial, which encourages many of them to settle.

Judge Weiman believes that the civil district court judges can help speed up the dockets of the Family Law Courts for citizens who need to get hearings and trials sooner then the current backlog allows.

There is presently a much higher case load in the 9 Family Law Courts than that of the 25 civil district courts. If at least 18 of the 24 civil district court judges would also agree to partner with each of the 9 Family Court judges and their associate judges, then there would be at least two additional civil judges working with each Family Law Court, so that one of them would likely be available one day each week, plus be able to handle some of the trials, when their dockets permit. There are many Family Law attorneys and litigants who would like to have their routine motions and trials heard more quickly by an assisting civil district court judge rather than waiting a much longer period to ap-

As a child at the Kinkaid School, Alix joined the school’s nationally recognized and award-winning policy debate team and credits that experience for solidifying her love of the law. Alix attended the University of Texas at Austin and the University of St. Thomas. While at the University of St. Thomas, she became a columnist for the campus newspaper and was elected as an officer in the Student Government.

She was accepted to South Texas College of Law. During her second year of law school, Alix won a spot on the nationally ranked Trial Advocacy team. During her law school tenure, she won three National Moot Court titles, and was inducted in the Order of the Barristers.

Alix is very active in her community and with several charitable organizations.

Due to her own childhood health issues and family members afflicted with cancer, she is avid supporter of children’s and cancer charities. She is an active member of several community organizations geared toward mentoring women to excel in professional careers.

A life-long Houstonian, Alix lives with her husband of nine years, Eric, and their son, Aedan Cade.

Baltimore Residents Open Up to Chaplains: ‘We Need Your Prayers’

By Trevor Freeze Not your typical Friday morning in Baltimore.

Around the same time six police officers were given criminal charges in the death of Freddie Gray this morning, the Rapid Response Team was back on the streets in west Baltimore.

A fourth day of ministry had begun, with the Rapid Response Team’s Mobile Ministry Center stationed about 500 yards from where Freddie Gray was picked up by police officers.

In the span of minutes, four National Guard armored Humvees drove by, while a block away some 50 armed police officers in full battle gear stood guard at one of the main intersections.

The Rapid Response Team’s Strategic Chaplain Ministry, comprised of 17 crisis-trained chaplains, is available to anyone looking for someone to talk to, with 10 additional chaplains arriving Sunday.

“A lot of turmoil. A lot of hurting people,” said manager of chaplain development Jeff Naber, who has spent 35 years in law enforcement. “I’ve never seen anything like it and I’ve been around awhile.”

One of the biggest differences is how people are attracted to the Mobile Ministry Center, a hub where 25-plus people can sit inside to talk, vent, share and pray. Coffee and water are readily available to anyone who comes by, but on this deployment, it’s not the free beverages that’s attracting the masses.

“People are coming up to us and asking questions,” he said.

“Typically, the chaplains will be the ones to start out a conversation.”

One of the questions routinely asked by chaplains, “How are you holding up?” doesn’t quite fit in this area, where protests, riots, looting and violence have become commonplace in recent days.

“It’s obvious what’s going on,” Naber said. “We don’t have to ask them how they’re holding up.

They’re not holding up.”

A day after five people were shot in three separate incidents in west Baltimore, the chaplains are making an extra effort to simply listen to what’s on the hearts and minds of those in this hurting community.

“We need your prayers,” is a common request. “and left with Jesus in his heart.”

The Rapid Response Team asks for your continued prayers for God to work through this civil unrest. The 10 p.m. curfew seems to have made an impact, but additional protests are being planned and there’s no clear end to the turmoil in sight.

“People want to get ‘it’ out,” Naber said. “And the ‘it’ is the frustration and anger they’ve seen here over and over again.”

And as people vent and share their experiences with the chaplains, they’ve “miraculously” seen God work on their hearts.

“We’ve seen the Holy Spirit penetrate through that hard shell, right to their heart,” Naber said, “in a way only God can do.”

Freddie Gray was Illegally Arrested; Six Baltimore Police Officers are now Facing Charges Ranging from Assault to Murder says Courageous Baltimore State Attorney Marilyn Mosby HBC NEWSPAPER REPORTS According to Baltimore State Attorney Marilyn Mosby, Freddie Gray was illegally arrested. “No Crime was committed by Freddie Gray,” she said in a recent press conference.

As you probably already know, Gray, a 25-yearold African American, died recently of a severe spinal cord injury believed to be suffered while he was in police custody.

According to Mosby, there’s a significant new development in the case that provoked days of widespread protests in Baltimore, Maryland.

Now, we must wait on the wheels of justice to turn, as the six Baltimore police officers involved in

this homicide will now face criminal charges ranging from assault to manslaughter, and yes, even murder.

After a mere five months of service as an Assistant State’s Attorney, she was promoted from an entry level prosecutor to the Supervisor of the Early Resolution Court, where she managed and trained newly sworn district court prosecutors and support staff on proper courtroom decorum and docket management. In six short years, Marilyn advanced from District Court to Misdemeanor to the General Trial Division, where she prosecuted the most heinous felonies in the state.

Driven by her love for courtroom litigation and the desire to diversify her legal experience, Marilyn left the Baltimore City State’s Attorney’s Office and began working as Field Counsel for Liberty Mutual Insurance. After a mere three months of successfully litigating civil cases in both District and Circuit Court, she was promoted to the Special Investigation Unit, where she currently evaluates, investigates, and defends against fraudulent insurance claims throughout the state of Maryland.

of the Maryland Attorney Grievance Commission in 2012, Marilyn also currently serves as a committee member of the Judicial Nomination Committee for the Monumental Bar Association. She is an active member of the Young Lawyers Section of the Maryland State Bar Association, the Baltimore City Young Democrats, and the Alliance of Black Women Attorneys and serves as Co-Chair Criminal Justice Committee-NAACP Baltimore Branch. The type of injury incurred

by Mr. Freddie Gray at the base of the cervical spine with significant damage to the spinal cord requires a great deal of direct pressure to that area. It would be almost impossible to acquire such an injury by simply rolling around in a van, regardless of how violently. Therefore, there is a high likelihood that direct trauma occurred. Let us hope that whoever inflicted said trauma did not intend to yield such an outcome. It is undoubtedly true that this entire situation would be easier on everyone if admission of whatever guilt exists and a full description of what occurred is presented to the necessary authorities. Simultaneously, I would like to acknowledge that I have had the opportunity to meet and speak with many police officers and military personnel throughout my life, and the vast majority of them are very decent and caring individuals.

Regarding today’s news, I was happy to see that the prosecutor came out sooner rather than later with a statement about a tragic incident surrounded by significant clouds of suspicion. It is unlikely that people who feel wronged by the system were merely going to forget about this if they felt it was being swept under the rug. Now it will be up to everyone to peacefully let the legal and judicial process work, and today is a great start per the prosecutor’s actions.

Dr. Carson was awarded the Presidential Medal of Freedom, the highest civilian honor in the land, in 2008. He is currently seeking the Republican nomination for President of the United States in the 2016 Republican Primary.

I’m Running for Mayor Friends: For the past several months, I've done something that leaders should do a lot more of: I've been listening. I've been listening to people all over Houston - from fellow churchgoers, to large and small business owners, to friendly seniors at the local breakfast spot.

Like me, they all love our city. But they're also concerned about our future. They want the roads to be repaired and to spend less time in traffic, they want to keep our families and children safe, they want to improve our schools, and they want to make sure the city doesn't spend more than it takes in. I share those concerns.

And as I've listened, people have urged me to run for Mayor.

There was a familiar refrain to all of their remarks. It was about reform and results. They were grateful that we have kept a lid on violent crime rates and put more officers on the street to keep you safe, even during a hiring freeze. Violent crime rates for murder and rape are down even as we have served an increased population in Harris County.

By reforming the Harris County Sheriff's Office and the jail, cutting wasteful spending and practices, we saved the taxpayer's over $100 million. We imposed discipline and fired people who disgraced the badge and dishonored the department. We ended the practice of sending inmates and your tax dollars to private prisons in Louisiana and ended the chronic jail overcrowding. Modernizing an agency with almost 5,000 employees and a budget of almost half a billion dollars has been no easy task, but our hard work has begun to pay off. The Sheriff's office budget that was constantly in the red has been transformed into one that has stayed within its means and reduced the burden on taxpayers.

Most importantly, the most consistent thing I've heard is the difference we've made in people's lives. Today, thousands have participated in educational programs while in the jail, and many have gone on to enroll in the Houston Community College. These people are leaving behind a life of crime and steering their future to a job and being able to take care of their families. Our "Been There Done That" program has helped turn around the lives of women who came into the jail for sex work and came out knowing how to earn a living using their minds. We grew our chaplaincy program from a handful of people, and

now, with the help of over 200 volunteers, we are able to touch with faith and help thousands of souls every week.

There has been a familiar refrain across the city when people talk about our successes. I listened to people encourage me to bring the same approach and problem solving to the City of Houston. It's the same approach I used on Council and as Mayor Pro Tem. The city is seeing more violent crimes, serious financial challenges with few remedies left to use, and infrastructure and transportation issues that desperately need a fresh approach.

This is not the first time I've listened. I listened to the prayer my father shared with my family when they emigrated from Mexico a year before I was born. I listened to my mother when she sensed I was restless working in my dad's automotive repair business and I wanted to serve a higher purpose to my family and community. I listened to my father when he gave me five principles to live by after I told him I wanted to join the Houston Police Department. Among them was to be proud of who I am and to never forget where I came from.

I've been listening to the people of Houston, and I believe it's time to bring a fresh approach to the city of Houston. It's time to offer leadership that brings people together, that is firm and fair, and gives everyone a voice at City Hall, not just the wealthy and well-connected. At the same time, we have to keep our business environment strong to grow our economy so good paying jobs are available to everyone who wants to work, raise a family, and be a part of making Houston the best place it can be. Today, I'm announcing my candidacy for Mayor of Houston because Houston needs a mayor who knows how to balance a budget, save taxpayers millions, and protect our children and families. I've done that as sheriff. And I'll do that as mayor.

Outreach • Build upon current and past efforts of our esteemed previous leaders to increase outreach which will: 1)Empower and inform surrounding communities, particularly the underserved, of rights, laws, opportunities; access to legal assistance and protections; as well as to social, racial, judicial, economic, educational justice and equality; 2) Increase volunteerism, aide, collaborative assistance which elevate quality of life, particularly for the underserved; 3) Increase presence and participation on societal issues of concern; 4) Increase collaborative partnerships with other community service organizations to further HLA’s mission; 5) Help increase number of attorneys from underserved communities in general, as well as in major firms, corporations, judiciary and positions of leadership; 6) Implement, highlight, and further National Bar Association initiatives, advancing HLA’s and NBA’s visibility, recognition, and effectiveness locally in furtherance of HLA’s mission; 7) Increase collaboration with other state, national, international groups on issues of shared focus.

Advocacy • Build upon work of previous administrations to increase advocacy activity/projects, programs, awareness, visibility, effectiveness, and reach | Insure presence, participation, progress through vigilant advocacy on issues of crisis and importance in surrounding communities, nationally, and worldwide | Increase collaborative alliances with other advocacy individuals/groups in furtherance of HLA’s mission.

Reengagement • Reengage ALL previous members of HLA to rejoin with reignited passion to serve and participate | Reengage communities, corporate, political and educational arenas, etc., for involvement, collaboration, dialogue. | Reengage students of all surrounding law schools to help prepare and transition them successfully into legal careers, service, volunteerism, especially those from underrepresented communities.

Success • Establish, implement, increase initiatives which: 1) insure and further the success of HLA’s mission; 2) support, aide, enhance success of local attorneys, especially HLA members, via career connections, preparation and promotion to policy/political positions, professional development/enhancement assistance, etc.; 3) support, assist, enhance successful matriculation, graduation, job placement of HLA law student members; 4) assist potential students’ success with applying and qualifying for law school admission and scholarships; especially potential students from underrepresented communities.

D

anny Norris is the Principal Partner of Norris & Norris, L.L.P., which specializes in providing intellectual property law and other transactional legal services to individuals, small businesses, and other entities. Along with lecturing for various organizations, he currently serves as an Instructor of Legal Research, at Thurgood Marshall School of Law where he received a faculty appreciation award in 2011.

Mr. Norris received a Bachelor of Science degree in Chemical Engineering from the University of Houston and a Juris Doctor from Thurgood Marshall School of Law at Texas Southern University. He is licensed to practice before the State Bar of Texas and the United States Patent & Trademark Office.

Mr. Norris has published several articles on a variety of topics covering both international and domestic issues. Notably, Mr. Norris, along with his is 2010 law review article discussing Houston gentrification, was featured in the Houston Press in July 2011.

Mr. Norris is active in the local bar community, where he is the current President of the Houston Lawyers Association and a member of the Houston Bar Association. He is also involved in the state-wide bar community, where he is currently serving as Treasurer of the African-American Lawyers Section for the State Bar of Texas. Nationally, he is a member of various national bar organizations, including the American Bar Association and the National Bar Association.

udge Joseph “Tad” Halbach was appointed Judge of the 333rd Civil District Court in October of 1995. He was elected in November of 1996 and then re-elected in 2000, 2004 and 2008. During his 17 years on the bench, Judge Halbach has served as the Harris County Civil Administrative Judge and on the Harris County Juvenile Board.

Until recently, he was the Harris County Local Administrative District Judge, and a member of the Harris County Criminal Justice Coordinating Committee. Since December of 2009, Judge Halbach has also been the Silica Multi-District Litigation Judge for the entire state of Texas.

Since 1995, Judge Halbach has disposed of thousands of matters, tried hundreds of cases, and substantially reduced the size of the court’s docket. The members of the Houston Bar Association have consistently rated him as one of the very best civil district judges - a judge who works hard and is prepared, who demonstrates fairness and impartiality, who follows the law, and who is courteous to all, no matter who they are.

Prior to taking the bench, Judge Halbach had more than 13 years in an active trial and appellate practice covering a wide range of complex business, commercial, insurance and tort disputes. Judge Halbach is Board Certified in Civil Trial Law and a frequent writer and speaker at various CLE (Continuing Legal Education) programs. He is currently an Adjunct Professor and the University Of Houston School Of Law, teaching Trial Advocacy. Judge Halbach is also a director of the Texas Association of Civil Trial and Appellate Specialists and a member of the College of the State Bar of Texas. He is member of the Garland Walker Inn of Court.

A graduate of the University of Texas, Judge Halbach began his career in 1982 as an associate with Bonham, Carrington & Fox, where he stayed until 1986, when he and three other lawyers formed the firm of Wilshire, Scott, Halbach & Dyer. In late 1990, Judge Halbach began a solo practice, concentrating in litigation, but also maintaining a general business practice including corporate, partnership, contract, employment, real estate and financial matters. He also became certified as a mediator and mediated nearly 50 cases.

Throughout his career, Judge Halbach has been dedicated to professional and public service. He is a past president of the Houston Young Lawyers Association and was a charter member of the Pro Bono College of the State Bar of Texas. A member of Leadership Houston Class XII, Judge Halbach was a 1994 Five Outstanding Young Houstonian Finalist.

Judge Halbach served as a director for Marywood Children & Family Services, a statewide agency headquartered in Austin, from 1993-1999 and today he is an advisory director for the Aspiring Youth Foundation, a nationwide foundation headquartered in Houston.

An Eagle Scout, Judge Halbach is also active in the Boy Scouts of America, having served for more than 4 years as the Troop Committee Chair for Boy Scout Troop 505 and Vice-Chair for Program for the Golden Arrow District of the Sam Houston Area Council.

Judge Halbach has been honored with the Silver Beaver Award, the St. George Emblem, and the District Award of Merit for his continued service to youth

through the Scouting Program. He served as Assistant Scoutmaster for Troop 1812 for the 2005 National Scout Jamboree. In the summer of 2007, he served on the International Service Team for the World Jamboree in London, England. Most recently, Judge Halbach was an Assistant Course Director for Wood Badge Course SR-920 and SR-1007, BSA’s most ad-

vanced adult leadership training. Last summer, he served on national staff for the 2010 National Scout Jamboree. Judge Halbach is also a dedicated volunteer and lifetime member of the Houston Livestock Show and Rodeo, for which he serves on the Grand Entry Committee.

History of the Houston Lawyers Association The Houston Lawyers Association (HLA), an affiliate chapter of the National Bar Association, was founded in 1955 to address the particular needs of Black lawyers and the legal needs of the Black community in general. At the time the HLA was established, Black lawyers in the Houston area were not permitted to join the Houston Bar Association.

HLA’s history reflects its continued desire to address racial injustice. Its founder, Robert W. Hainsworth, challenged and fought against the evils of racial discrimination that were prevalent in his day. He challenged the “one chair” rule in the County Law Library, which allowed only one particular chair to be used by a “colored” lawyer and the rule in the District Courts that all “black cases” would be handled at the end of the court’s docket.

Several pioneer members of HLA were involved in litigation that resulted in the outlawing of segregation in the Houston Independent School District, the prohibition of segregated service in the County Court House cafeteria and the changing of voting practices. These persons included Weldon Berry, Matthew Plummer, Francis Williams, Heulean Lott, Robeson King and the late Honorable Henry Doyle.

Newly Appointed United States District Court Judge for the Southern District of Texas Al Bennett is a Member Association’s rule of non-admission of Black lawyers and, along with W. M. C. Dickson and F. S. A. Whittaker, formed the Houston Lawyers Association.

Today, HLA continues to fulfill the mission of its founders, by providing its lawyers a forum and an opportunity to address various issues that affect the Black community. HLA currently conducts continuing legal education seminars, evaluates judicial candidates, promotes community service activities and distributes information in an effort to foster the network necessary for professional growth and development.

Houston Lawyers Association Founders

Weldon H. Berry Weldon H. Berry, was an alumnus of Texas Southern University School of Law where he received his Jusris Doctorate in 1952. As a Cooperating Attorney with the NAACP Legal Defense Fund, he tried many federal cases involving civil rights violations.

He was also a plaintiff in the highly publicized State of Texas case LULAC v. Attorney General of Texas. He was a former member of the judiciary and was a judge for the 80th Civil District Court of Harris County.

In addition to being a founding member of the Houston Lawyers Association he was also a member of the Texas College Alumni Association, the Bronze Eagles Flying Club, Alpha Phi Alpha Fraternity, Inc., and the New Mount Carmel Baptist Church. His Awards include: Houston Men’s Club “Man of the Year” – 1983, Thurgood Marshall School of Law “Distinguished Service Award” – 1984, and Texas College “Alumnus of the Year” – 1984.

Robert Hainsworth Robert Hainsworth, graduated from Howard University in 1930.

After graduation, he returned to Houston where he obtained employment as a principal of a Houston night school. He was also commissioned as an Officer in the Army and later served as an Office in the Air Force Reserves. He later attended Howard University School of Law and upon graduation in 1949, he once again returned to Houston to practice Law. After witnessing the discrimination the Houston attorneys faced, he became instrumental in founding the Houston lawyers Association. He was the plaintiff in a suit against the City of Houston, which challenged segregating seating in the city’s law library.

He practiced law until his death in 1981. He was also involved in local and state politics and ran for a seat in the state legislature. He was a trustee of Antioch Missionary Baptist Church.

Robeson L. King Robeson L. King, a native of Wichita Falls, Texas, graduated from University of Chicago Law School in 1948, Upon graduation, King came to Houston and became the first law librarian and a faculty member at Thurgood Marshall School of Law, where he remained until his retirement in 1986. He simultaneously maintained a law practice with his partner.

Aloysius M. Wickliff, Sr. He was a founding member of the Houston Lawyers Association, Alpha Phi Alpha Fraternity, Inc. and a member of Antioch Missionary Baptist Church. His honors and awards include: Charles A. George Dental Society “Award for Merito-

rious Service” – 1965, Texas Southern University “Service Recognition Award” for twenty years of service – 1968. “Booker T. Washington High School “Teacher of the Year Award” – 1969, and the Wichita Falls “Outstanding Alumni Award” – 1969.

Matthew W. Plummer Matthew W. Plummer, is a native of San Antonio, Texas, and was a graduate of the first class of Texas Southern University Law School for Negroes in 1949.

While practicing law in Houston, he filed suit to desegregate the cafeteria of the Harris County Courthouse – Plummer v. Derrington. He is a former Judge of the 133rd Civil District Court.

His civic affiliations include: Past President of the Houston Lawyers Association, founder of the Texas Land Owners Association (a minority organization dedicated to the problems of land loss by Black Americans), President of the Tuskegee Civic Association, and founding member of the Tuskegee Branch of the NAACP. His awards include the Wiley A. Branton Award – 1992. As an expert in the areas of probate and land law, several of his cases are cited in a seminal work on land law in Texas, authored by Harold F. Thurow.

Aloysius M. Wickliff Sr. Aloysius M. Wickliff, Sr., a native of Liberty, Texas, graduated from Catholic University with a Bachelor of Laws degree in 1951. He returned to Texas in 1952 and joined Robeson L. King in the practice of Law. He is a member of several organizations including the Houston Lawyers Association, the American Bar Association, the National Bar Association, Alpha Phi Alpha Fraternity, Inc., and Council #72 of the Knights of St. Peter Claver.

Mr. Wickliff’s civic affiliations included: President of the Harris Council of Organizations. He was also very active and involved in the political life of this community. His honors and awards include: Certificate of Special Congressional Recognition for Outstanding Community Service – 1989, Attorney General Salute for Outstanding Service and Leadership – 1989, Democratic National Committee Certificate of Appreciation – 1982, and many others.

Francis Williams Williams Francis Williams, is a native of Austin who graduated from Howard University School of Law in 1950. After graduation, he came to Houston and joined Henry E. Doyle in the practice of law. He was a founding member of the Houston Lawyers Association, among other organizations.

One of his best know lawsuits was the HISD integration case. While maintining his practice, Williams also served as President of the NAACP – Houston Branch, President of the Harris County Council of Organizations, Executive Director of the Harris County Community Action Organization, and Chairman of the HISD Board of Education Legislative Committee.

Judge Alfred Homer Bennett (born 1965) is now the United States District Judge for the Southern District of Texas.

ennett received a Bachelor of Science degree in 1988 from the University of Houston. He received a Juris Doctor in 1991 from the University of Texas School of Law. He served as an attorney at the law firm of Fulbright & Jaworski from 1991 to 1994 and at the law firm of Solar & Fernandes LLP from 1994 to 1998.

From 1998 to 2008, he was a solo practitioner, representing individuals and companies in litigation before both Federal and State courts. From 2009 to 2015, he served as the Presiding Judge for the 61st Civil District Court of Texas. From 2010 to 2011, he served as the Administrative Judge for the Harris County Civil District Courts.

On September 18, 2014, President Obama nominated Bennett to serve as a United States District Judge of the United States District Court for the Southern District of Texas, to the seat vacated by Judge Kenneth M. Hoyt, who took senior status on March 2, 2013.

On December 16, 2014 his nomination was returned to the President due to the sine die adjournment of the 113th Congress. On January 7, 2015, President Obama renominated him to the same position.[3] He received a hearing before the Judiciary Committee on January 21, 2015.[4] On February 26, 2015 his nomination was reported out of committee by voice vote.[5] On April 13, 2015 the United States Senate voted 95-0 in favor of confirmation.[6] He received his judicial commission on April 15, 2015.

Woodfill v. Parker Update: Onward to the Court of Appeals/Texas Supreme Court

A

s you may recall, our coalition of activists and pastors collected over 54,000 signatures in an effort to have Mayor Parker's UnEqual Rights Ordinance voted on by the people. The City of Houston Charter requires only 17,269 petition signatures for a referendum vote on the ordinance. Longtime city secretary, Anna Russell, (who is responsible for determining whether we collected the requisite 17,269 signatures) testified she stopped counting signatures at about 19,000 because the minimum had been met. Russell further testified that the city charter "provides that the city secretary determine the number of qualified voters who sign the petition."

In her testimony, she was asked: "And based on that understanding, you did that; and the result of your work was that 17,846 signatures had been validated. And that was more than the minimum number necessary, correct?"

"That's correct," she replied.

But Mayor Parker and her city attorney, David Feldman, then stepped in and disqualified most of the signatures that had been collected. We then filed suit in Harris County, Texas, Woodfill v. Parker.

The case drew statewide and national attention last year when Mayor Parker used the subpoena power of government to try and silence five pastors who were part of the referendum process. She demanded copies of their sermons and other communications regarding, among other things, Mayor Parker, homosexuality, and transgender related issues. After a national uproar, Mayor Parker dropped the subpoenas. Rush Limbaugh described the subpoenas as "one of the most vile, filthy, blatant violations of the Constitution that I have seen."

We then had a three week trial which clearly uncovered the Mayor's inappropriate and unlawful conduct. Through the three week trial, the city's own numbers of how many valid signatures we had submitted changed almost daily. During the trial Pastors were harassed by Mayor Parker's counsel for standing up against the Mayor's personal agenda. Activists were accused of unlawful conduct for daring to petition their government. In fact, at one point the City went after me and my family in an effort to push Mayor Parker's radical social agenda on the City of Houston.

Unfortunately, Judge Robert Schaffer (D-Houston) ruled on Friday, April 17th that our coalition of pastors and activists had collected 16,684 valid signatures, just short of the 17,269 needed to force a public vote on the ordinance.

We will appeal Judge Schaffer's decision.

This process has made it very clear that Mayor Parker and her liberal allies are willing to do whatever it takes to keep this important issue off the ballot. Clearly, Mayor Parker does not trust the voters.

Fortunately, the Court of Appeals and the Texas Supreme Court traditionally are "strong" on voting rights.

Be encouraged knowing this is just one battle in a larger war we will win. We will not surrender, quit or compromise when it comes to religious liberty, voting rights, and the constitutional freedoms we the people enjoy. Please continue to pray as this case moves to the appellate courts.

Missouri City Mayor Allen Owen Highlights Successes, Looks to Future Growth in 2015 State of the City Address

Attendees to the event learned about all of the “Show Me City” initiatives that in 2014 led to the City being ranked the sixth safest City in Texas and the 16th best place to live in the United States. And, following in line with previous addresses, Mayor Allen Owen highlighted the many staff initiatives and citizen partnerships that have paved the way for Missouri City to further establish itself as a major force for economic development and as one of the GreaterHouston area’s premier places to work, live and play.

“Throughout 2014 and the beginning of 2015, City staff continued to see economic development initiatives thrive and expand. New business parks such as the Connor Commercial Development and Park 8 Ninety were approved by Council and are under construction,” Mayor Owen said. “These future developments will continue to push the City toward a balanced property and sales tax revenue stream that will ease the burden of our property owners.”

The event was hosted in partnership with the Fort Bend Chamber of Commerce. Mayor Owen explained to guests that these forwardthinking initiatives and valuable community partnerships were crucial to the City’s success.

“This presentation today is part of the Fort Bend Chamber’s joint efforts to work closely with business and local government to bring you valuable information that impacts our region and economy,” said Dr. Brian Machart, the 2015 Fort Bend Chamber of Commerce Chairman.

Taking place in the City Centre’s Magnolia Ballroom, the State of the City was host to business owners, managers, elected officials, stakeholders and professionals from a range of industries, including energy, healthcare, engineering, construction, manufacturing, food production and distribution, banking, nonprofits, elder care, government and legal arenas. Many of the City’s first-class citizens were present as well, including Troy and Charity Carter, entrepreneurs who are helping to reshape the Texas Parkway corridor by renovating the former Cinema 6 site into a performing arts venue.

“On Texas Parkway, another major gateway, we’re looking forward to the Cinema 6 Redevelopment Project and the transformation of the former movie theater into a premier performing arts venue, which will attract other business to the area. Troy and Charity Carter, principals of the project, are here with us today and we salute their vision, invest-

The move will serve as an anchor for additional commercial investment and expansion in the area. The multi-million dollar project is still in the planning stages and is a collaboration among HCC, Missouri City, Fort Bend County, Johnson Development, Blue Ridge MUD, the George Foundation and area landowners.”

The City’s Lakeview Business Park and Beltway Crossing Complex continue to set development milestones in the City.

Mayor Owen announced that other new additions to the Gessner Road Corridor will include FedEx, which plans to build a 312,000-square-foot distribution facility, and Industrial Income Trust, which plans to build out a 47,430-square-foot lease space. In the U.S. 90A area, the City is also expecting two new Shell commercial warehouse buildings to be built on Stafford Road, and HC4, the parent company of several construction-related businesses, has purchased the former Stock Building Supply structures at the intersection of Highway 90A and South Gessner Road.

Additions throughout the rest of the

community include a new 4,633-squarefoot professional office building near the intersection of Texas Avenue and Texas Parkway, a new 1,365-square-foot pharmacy on Third Street, and Academy Sports & Outdoors and Sutton World Estates, a 2,200-square-foot office building, along the Highway 6 Corridor. Also along Highway 6, a second Sugar Land Methodist Care Facility is being constructed and Chick-Fil-A is expanding to add exterior image upgrades and is installing a second drive-thru lane. The fast food chain is planning to implement $1 million in upgrades to that site in total.

Community partnerships were also key in 2014, Mayor Owen said. Citizens were able to step up and further assist the City due to the launch of the Municipal Volunteer Program, which, in less than six months, credited more than 1,600 volunteer hours. Other vital citizen partnership components noted in the address were the Leadership Luncheon and Citizens’ University programs that have helped create an “open-door” policy for residents, and the various meetings staff and Council have held with stakeholders to address concerns and inform residents of new policies and procedures.

“In October, the City held its first ever

small business policy workshop to outline specifics of this new initiative, explain the procurement process, provide details on upcoming bid projects and build partnerships with local companies,” Mayor Owen said. “In addition to the small business policy workshop, staff and Council held many meetings over the last year with the public, from a Texas Parkway Corridor Business Development meeting to inform residents of revitalization efforts staff has planned for the area, to four district HOA meetings held in the fall.”

A 2014-approved $40 million bond package for maintaining and improving infrastructure will include $22.8 million solely for transportation projects. Mobility projects already under way include the extension of Vicksburg Boulevard, the Texas Department of Transportation expansion of Texas Parkway, improvements to Turtle Creek and the extension of Lexington Boulevard, which will serve as another major east-west corridor for residents. The extension will be named Thomas Taylor Parkway after Thomas Taylor, Fort Bend County’s first African American County Commissioner.

As a way to proudly highlight the City’s diverse international community, flags were displayed from the 12 coun-

tries most represented in Missouri City according to the U.S. Census Bureau: Canada, China, El Salvador, India, Jamaica, Japan, Mexico, Nigeria, Pakistan, the Philippines, the United Kingdom and Vietnam. Rice University has recognized Missouri City as the most diverse community in the region across multiple spectrums, including culture, education and economic development opportunities.

And, the 2015 State of the City speech served as a reminder to residents, elected officials and business owners that past efforts have been successful in improving the “Show Me City” and future endeavors will continue to build on this momentum.

He delivered in the Houston and Collage Station markets. As Ben E. Keith grew in the market so did his career. He moved from Route Service Associate to lead RSA then on to be the first supervisor in the Houston market. In 2010, James was named the Transportation Manager for the Houston Division.

Jenny Bailey Secretary Fort Bend ISD - Position 6 Term Expires - 2015 Jenny Bailey was elected to Position 6 in May 2012. Jenny worked for the Variable Annuity Life Insurance Company (VALIC), a financial firm specializing in teacher retirement annuities, as a manager, project coordinator and research analyst.

She also worked for Nova Pension Valuations (NPV) as retirement plan administrator. Jenny received her bachelor’s degree in Business Administration from Bowling Green State University of Ohio in 1984. Jenny’s school volunteer experience includes serving on the PTO, fundraising committees, room parent, and a Junior Achievement

teacher, providing her numerous opportunities to interact with teachers and parents. Jenny and her husband, Bob, have two sons enrolled in FBISD schools. They have been residents in Missouri City since 1998.

Jason Burdine Fort Bend ISD - Position 1 Term Expires - 2017 Jason Burdine was elected to Position 1 in 2014. His family has called Fort Bend their home for the past seven years. He is a graduate of Texas A&M University, where he received his Bachelor of Science in Education Degree. As an independent contractor with Investment Professionals, Jason has earned numerous accolades for his commitment to exemplary service. He currently partners with a money management firm that specializes in the area of Educational Trusts.

In the Fort Bend community, Jason mentors at-risk youth, and serves as a member of the Ridgemont Elementary and Early Childhood Center’s Campus-Based Leadership Team. Other community involvement has included volunteering at M.D. Anderson Cancer Center, where over the past ten years he has logged a total of 500 volunteer hours. Additionally, he has served on the District Strategic Steering Committee working collaboratively on the Master Facilities Plan for FBISD. Jason has two young children that will be attending Fort Bend ISD schools in the near future.

KP George Fort Bend ISD - Position 5 Term Expires - 2017 KP George was elected to Position 5 in 2014. He grew up in a tiny village in South India. He began his education learning the local language as he walked barefoot to get to school. As he did his homework in his straw hut by the light of a kerosene lamp and helped his parents farm before and after school, KP dreamed of achieving his greatest goal: coming to the land of opportunity and living the American Dream.

His hard work propelled him out of the poverty of his hometown. He arrived in the U.S. in 1993 to work for a financial firm, and has since earned multiple financial certifications and licenses. KP is currently self-employed as a Board Certified Financial Planner and owns and manages an independent financial planning practice with six other advisors.

Since 1999, KP and his wife Sheeba (an FBISD educator) have raised their three children in Sugar Land. One of his children is a recent graduate, and two are currently attending Fort Bend ISD schools.

KP took the lead in establishing the Hightower High School Academies’ Booster Club in 2013 and served as its first president. He has also served local Indo-American groups, the Sugar Land Rotary Club, and the Fort Bend Chamber of Commerce. He is a member of the FBISD Parents Advisory Team and State Elections Policy & Affairs Team for State Representative Rick Miller.

Jim Rice Fort Bend ISD - Position 3 Term Expires - 2016 Jim Rice was elected to Position 3 in 2013 and has previously served as Board President and Board Secretary. He has been a resident of Sugar Land since 1981 and is the president of Rice & Gardner Consultants, an engineering and construction management firm. Jim is an active member of the Boy Scouts of America and is currently serving on the Sam Houston Area Council Board of Directors.

He has extensive experience working directly with youth in the Boy Scouts and church, and all three of his sons are Eagle Scouts. In addition, Jim has served on the Fort Bend Chamber of Commerce Board of Directors since 2005 and is currently serving a second term as Vice Chair of the Chamber’s Education Division.

Attend a Fort Bend ISD Board Meetings Fort Bend ISD Board Meetings will generally take place the second Monday of the month to discuss all items that will be considered as part of the agenda at a regular business meeting on the third Monday of the month. The meetings are held in the Board Room of the FBISD Administration Building, 16431 Lexington Blvd., in Sugar Land. Meetings begin at 6 p.m. with Board Recognitions and other Special Meetings that are open to the public. The Board regular business meetings begin at 7 p.m.

Called Meetings are scheduled on an asneeded basis, although Texas law does allow the Board to call an emergency

meeting in a crisis situation.

In accordance with the Texas Open Meetings Act, the Board has the privilege to meet privately in closed session to discuss matters related to personnel, student discipline, security, land acquisition or to consult with legal counsel. No action, however, may be taken during a closed session.

Board of Trustee Elections Information Your Board of Trustees, comprised of seven local citizens, provides an important public service to the Fort Bend community and serves without compensation. In accordance with the Texas Elections Code, Fort Bend ISD calls Board elections for the second Saturday in May of each year. Vacancies occurring after the election are filled by appointment until the next election is conducted.

Trustees are elected to three-year terms on a rotating basis. Two are elected each year, one from each side of the district (Position 1, 2 and 3 on the West, and Positions 5, 6 and 7 on the East). Also, every third year, the “at large” Position 4, is elected.

The seven Board of Trustees members are voted on by all residents of the district, and represent all residents of the district.
