The President has declared a major disaster exists in the State of Texas and ordered federal aid to supplement state and local recovery efforts in the area affected by severe storms and flooding during the period of April 17-24, 2016.

President's action makes federal funding available to affected individuals in the counties of Fayette, Grimes, Harris, and Parker.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Kevin L. Hannes as the Federal Coordinating Officer for federal recovery operations in the affected area.

FEMA said that damage surveys are continuing in other areas, and more counties and additional forms of assistance may be designated after the assessments are fully completed.

Community service, for Eric, began at an early age. He worked with his parents, volunteering through his local church, to repair flood damaged homes. As a teenage member of the Amigos de las Américas -- a community health-promotion program serving Central and South America -- he travelled to La Maravilla, Costa Rica to work for two months. ERIC WILLIAM CARTER: I am Eric William Carter, and I aim to be your Justice of the Peace for Precinct 1, Place 1 in Harris County. I am a native Houstonian, born and raised in Sharpstown. As a trial and appellate lawyer for nearly 10 years, I have worked in a variety of areas, primarily in business and commercial litigation. I am also a husband, a small business owner, and a committed community supporter.

QUESTION: What kind of cases does this court hear?

ERIC WILLIAM CARTER: The Justice Court hears a wide variety of cases, but primarily hears civil claims involving an amount in dispute of $10,000 or less, Class C Misdemeanors, traffic tickets, and evictions.

However, a Justice of the Peace is more than a Judge Position. To me, the Justice of the Peace is a vital community position, and a JP should be a community leader and supporter. After all, the Justice Court is the people’s court — it is the court that is most accessible to the every-day citizen. In addition to managing the day-today dockets of the Justice Court, a JP should also work with community leadership to address important issues that occur in our community, both of which I intend to do as your next JP. QUESTION: Why are you running for this particular bench?

ERIC WILLIAM CARTER: I have a desire to serve the citizens of Harris County, my neighbors, and to work towards improving the quality of life of the citizens in Precinct 1 and beyond. This desire stems from my lifelong commitment to community service which, as the son of a Methodist Minister, was instilled at an early age.

The most interesting and exciting aspect of this community position is that you are truly on the ground floor, working daily with your neighbors, many of whom represent themselves in their cases. It is this constant and direct contact with the citizens which most draws me to the Justice Court. This Court also provides the opportunity to create judicial outreach programs to improve our community, such as my plan to start a “Teen Court” designed to educate and empower our next generation. For me, there is no better way to use all my years of training and experience to improve our community.

QUESTION: What are your qualifications for this job?

ERIC WILLIAM CARTER: Over my nearly ten years of legal practice, I have handled nearly all forms of pre-litigation and trial matters in various business and commercial litigation cases, involving the following

areas of law: business transaction and contract disputes, fraud and negligence actions, personal and business torts, Federal SEC regulations and corporate compliance, real estate transactions, landlord/tenant actions, estate planning, and more. My experience includes practicing before many of the courts of Texas, such as: Justice Courts, County Courts at Law, Texas Judicial District Courts, Texas Courts of Appeals, as well as the United States District Court for the Southern District of Texas.

In addition to my general litigation practice, I have also received several judicial appointments to appear as Guardian Ad Litem for the benefit of minor children in Harris County and beyond. Eight different courts, including the United States District Court for the Southern District of Texas, have entrusted me to protect our community’s children.

Recently, when considering all of the Democratic and Republican candidates for this position (at the time, totaling 10 individuals), the Houston Bar Association’s Judicial Candidate Qualifications Poll rated me as the Most Qualified Candidate for Justice of the Peace – Precinct 1, Place 1.

Prior to practicing law, I served as a legislative aide in the Texas House of Representatives, and also the Texas House Committee on General Investigating and Ethics. Since earning my law degree from South Texas College of Law, I’ve worked alongside my father at our law firm, fighting for real people, families, small businesses, and children. Throughout my legal career, I have been involved with or tried nearly

every type of case that regularly appears before a Justice of the Peace.

Outside of my law practice, I have a lifelong commitment to community service.

This commitment continues today as I serve on the Board of Directors for Wesley Community Center (serving the 5th Ward Community), as well as support our Shrine Hospital System as a Mason and a Shriner.

Over the years, I’ve developed many relationships with our legal, political, and community leaders, which will be necessary to help address important issues occurring every day within Precinct 1. I am capable, motivated, and driven to work for the citizens of Harris County as their next JP. QUESTION: Why is this race important?

ERIC WILLIAM CARTER: This is one of the busiest Justice Courts in Texas. After 37 years of dedicated service to Houston and Harris County, our current Justice of the Peace, the Honorable Judge Dale Gorczynski, has announced that he will not seek reelection in 2016. As this is an open seat, there once existed a crowded field of potential candidates hoping to succeed Judge Gorczynski. I am grateful to have received the most votes in the March 1st Democratic Primary. In the May 24th Runoff, I will face a passionate opponent, whom I respect. However, I am the only candidate with the legal education and training that can “hit the ground running” for this Justice Court and our community.

This Court is, for many, the only place people can go to seek relief and justice. The Judge must be someone who will work hard

to “get it right” the first time, because many of our citizens may not have the financial means to pursue their claims on appeal.

For the first time in decades, the citizens of Precinct 1 must place their trust in a new Justice of the Peace. Should the voters elect to trust in me, their next JP will be someone with significant legal experience, commitment to our community, and dedication to equality and justice for all.

6. Why should people vote for you in the primary?

I believe in treating everyone with equality, fairness, and the respect that they deserve. I pledge to carry those values into Court with me every single day. I pledge to maintain the office with honor, dedication to justice, and respect for all our citizens.

Most of all, I promise to be a fair Judge that will listen patiently to every person.

And I want to listen.

Missouri City Mayor Allen Owen needs your vote on Saturday, May 7, 2016. Owen and his wife of 48 years Jane have made Missouri City home for nearly 40 years.

Both are passionately proud of the city they love. “I’ve dedicated my life as a committed husband, father, business leader/builder and civic volunteer to make Missouri City the best city imaginable.”

After retiring from banking, Owen became increasingly involved in improving the quality of life in the city.

“In recent years, we’ve worked hard with our City Council, its economic development team and local the business community to attract over $500,000,000 in new business, leading to hundreds of new jobs, and to Missouri City being voted as one of two Texas cities of the top 50 cities in the USA to live in.”

According to Forbes Magazine, Missouri City continues to be one of America’s safest, most affordable and best quality of life places to raise a family, build a business, live, and retire. In a recent Rice University study, Missouri City was named “the most ethnically diverse city in the most ethnically diverse region in the country.”

“I’m particularly proud of our continuing push by City

Council to improve public safety. We recently opened Fire Station Number 5, are working to build Fire Station 6 and approved pay raises for Police and Fire Forces and all city workers. We’ve hired five new Motorcycle Police Officers.”

In spite of struggling economic conditions in other areas, “Missouri City home values have jumped 14 percent and remain one of the best buys in the area, because of our proximity to Houston, the Texas Medical Center, Energy Corridor and the Port of Houston.”

Owen serves on many boards, committees and civic organizations throughout Missouri City. “Engagement is critical to me. We’re excited about HCC building at Texas Parkway adjacent to City Hall with a $35 million investment to boost redevelopment there as a striking welcome to our City. Our library is growing, work continues for Metro getting commuter rail to our City along 90, and soon a bus network to move our citizens to and from work and school,” he said.

Allen and Jane are First United Methodist Church members where they raised their children including a daughter who serves as a local teacher and are grateful Missouri City remains where their children and grandchildren want to visit. Owen earned degrees from Stephen F. Austin and the SMU – Graduate School of Finance and Banking.

The Missouri City Juneteenth Celebration "MCJCF" offers (5) five days of family oriented and fun-filled events and activities to include: a Parade, Historical Reenactment(s), a Golf Tournament, a High School “Battle of the Bands” challenge, a Domino Tournament, and an open-air Music Festival featuring Hip-Hop, R&B, Jazz, Blues, Country, Zydeco and World Musical Performers.

The MCJCF utilizes many venues within Missouri City; but we place the spotlight on one in particular, the “FREEDOM TREE” (located in Freedom Tree Park) which serves as a reminder of the tumultuous journey Africans faced upon their arrival to an inhospitable land, yet in spite of the prevailing conditions, manage to accomplish so many of the amazing accomplishments we illustrate annually.

For more than a decade now, the Missouri City Juneteenth Celebration Foundation (MCJCF) has endeavored to bring positive attention to African-Americans in the Missouri City/Fort Bend area, while celebrating the Emancipation Proclamation.

One facet of our celebration is the Community Service Awards Gala. This event was initiated and established in 2006 to bring recognition to area community leaders.

These leaders are citizens who exemplify conviction, purpose and enthusiasm as responsible citizens of this community.

Now in our 13th year, the “One Mile of Smiles” Juneteenth Parade, remains of the MCJCF's showcase events as it annually reflects the diverse culture of Fort Bend County.

Join us again this year in welcoming the participation of the various, nationally renown High School Marching Bands and various other corporate & civic groups, celebrities, dignitaries, and the beautiful floats that grace our parade in our annual celebration of Juneteenth and the Emancipation Proclamation.

The Buffalo Soldiers National Museum (BSNM) a non-profit 501(c)(3) institution was founded in the year 2000 by a Vietnam veteran and African American military historian, Captain Paul J. Matthews. The museum’s Historian is Dr. Franklin D.B. Jackson, a highly decorated Vietnam veteran. Currently, Major Charles Williams, Historian and former member of the United States Army, serves as the Museum’s Chief Docent. The Buffalo Soldiers National Museum is a proud member of theHouston Museum District. We are the only Museum dedicated primarily to preserving the legacy and honor of the African-American soldier, in the United States of America.
